Position Duties

The Fleet Management Division in Public Works Department is responsible for the management of the City’s fleet including comprehensive inspection, maintenance, repair, acquisition, and disposal. The City’s vehicle and equipment fleet currently consists of over 2,700 assets.

The Department of Public Works Fleet Management Division is recruiting to fill one (1) Equipment Mechanic Assistant I/II (EMA I/II) position. The EMA I/II is responsible for performing inspections, communicating with other staff and customers, servicing, installation of electronic electrical equipment, ordering parts, entering data in the fleet management system, road testing and diagnosing problems to make various repairs and adjustments on automotive, heavy truck and/or heavy equipment. While working under general supervision, the EMA I/II will be expected to perform safely and follow all rules required by the City of San Jose. These positions, depending on facility assignments, will require working various shift hours and overtime.

The Department: 

The Water and Sewer Utilities Department is a utility enterprise that provides planning, design, construction, maintenance, and operation of the City's water distribution system, sewer collection system, and recycled water system. The Position: 

This is the entry level maintenance position for the Water and Sewer Utility. Typically, you will be assigned to a crew, and will perform semi-skilled work on water or sewer infrastructure. This position will require odd hours and sometimes extended days if jobs run long. You will come in contact with raw sewage, working in knee deep mud, and working around trenches, often on busy city streets.
  
 Under direction, this position operates, maintains, inspects, repairs, and rehabilitates or replaces the water, sanitary sewer, and/or recycled water systems of the City of Santa Clara. This position performs heavy physical labor while performing planned maintenance and repair or emergency response for the City's utility systems and the associated appurtenances.
  
 This position requires one (1) year of related experience. Related experience may include job duties such as pipefitting, plumbing, commercial or residential construction, underground construction, landscaping, paving, steelworker, HVAC, paving, and heavy equipment operations.

Community Development Department - 1 position

The Management Analyst (Technology Project Manager) will serve as the department’s strategic technology lead, driving innovation, operational improvement, and digital service delivery across Community Development. This position manages major enterprise systems such as Accela Civic Platform, oversees internal process improvement initiatives, leads technology-focused policy initiatives, oversees customer-facing tools and communications in partnership with internal teams, and acts as the primary liaison to IT and other departments for technology implementation. This position receives direction from Assistant Director, and supervises Business Analysts specializing in Accela Operations, and Enterprise Knowledge.

The role requires a unique blend of systems thinking, project management, user-centered design, and policy insight to shape the tools and workflows used by planners, permit technicians, inspectors, plan checkers, and external customers. 

The ideal candidate will have the following:

• Strong project management skills 
• Comfort leading cross-functional initiatives from concept to completion.

Finance Department – 2 positions 

Budget Position

The Budget Division produces the City’s biennial operating and capital budgets, develops long-term financial projections, analyzes and reports on the budget performance during the year, and works collaboratively with departments on any necessary budget analyses and amendments.

Purchasing operates with 19 full-time staff. 

his position requires a highly agile and responsive professional capable of operating in a fast-paced environment. The role demands the ability to manage competing priorities, adapt to rapidly evolving and high-demand conditions, and provide timely procurement support to the City’s Electric Department, Silicon Valley Power. 

The ideal candidate will possess the following:

• Considerable knowledge of principles and procedures related to purchasing,
• Considerable knowledge of contract administration, including solicitation methods including RFQs, RFBs, and RFPs,

This position with report to the SVP’s engineering department.

About the Division

The City’s Planning Division provides oversight and assistance towards the City's growth and development in relation to regulations related to land use, zoning, development standards, urban village plans, and environmental impacts. The goal is to encourage development that strives for safety, high quality of living standards, and support of the health, inclusion, and wellbeing of all persons living and working in San Jose.  

The Division is seeking applicants for the Planning Technician classification. This is a full-time position that is responsible for providing the public with information about land use regulations and permitting requirements and directly assisting customers through the permit application process by completing the initial processing of applications. This includes, but is not limited to, the calculation of application fees, determination of application completeness, data input into the City's permitting system database, creation of maps, and routing electronic plans and documents to other City departments and outside agencies for review. 

The Planning Division is divided into four teams: 

• Permit Center: The Permit Center team focuses on public information services, administrative-level staff reviews for development projects, and zoning compliance reviews for building permits. 
• Development Review: The Development Review team is responsible for processing rezonings and development permits, historic preservation, and community outreach. 
• Environmental Review: The Environmental Review team fulfills requirements under the California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) for assessing environmental impacts for public and private projects, ensures environmental mitigation compliance, and implements the Santa Clara Valley Habitat Conservation Plan.? 
• Citywide Planning: The Citywide Planning team focuses on long-range planning, including General Plan updates and amendments, zoning and sign ordinance amendments, preparation of urban village plans, housing policies, data analytics, and community engagement. 

What We Do 

The Department’s Planning Division ensures compliance with the above-mentioned obligations by annually reviewing, analyzing, conducting, researching, processing, and issuance of: 

• 4,000 zoning compliance reviews for building permits; 
• Over 150 commercial, industrial, residential, and mixed-use development permits; 
• Over 500 of environmental clearance reviews for public and private projects, including approximately 4 to 8 Environmental Impact Reports, 20 to 30 Negative Declarations/Mitigated Negative Declarations, and over 150 exemptions; 
• Over 50 zoning changes; 
• Multiple General Plan Amendments, ordinance amendments, urban village plans, and land use policies; and 
• Over 50 community meetings and workshops.

Position Duties:

The Planning Division is currently seeking to fill one full-time Planning Technician vacancy. The position will work with other Planning Technicians on public information services, intaking and coordinating permit applications, and providing administrative support for public hearings. The position is primarily responsible for providing basic land use regulation and permitting information to the public, managing application submittal appointments, and ensuring a seamless process for applicants when completing the initial processing of their permit applications. This includes responding to public inquiries about the permitting process and providing guidance on the required application documents.  Planning Technicians also provide necessary clarifications to ensure that customers are applying for the correct permitting process and that the information provided is accurate.  The duties require close collaboration with other City departments and creative, analytical thinking to troubleshoot issues, and appropriately update tracking sheets and applications as they relate to changes in State laws and City requirements. Planning Technicians also provide administrative and technical support for in-person and virtual meetings (Zoom) to ensure that meeting agenda, presentation slides, and public speaking timers are appropriately displayed. This position occasionally requires working late on weekday evenings to provide administrative support during public hearings.    

Salary Range

$75,435.36 - $91,596.96 Annually

This salary range includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.

Duties and Responsibilities

• Respond to customer inquiries related to land use planning and zoning-related questions to ensure customers understand the basic processes. 
• Provide information regarding permit processing, policies, and procedures to applicants and help ensure that applicants are briefed and successful in the next steps of the process. 
• Work with permit applicants, including application intake and providing fee information and general zoning and land use information. 
• Create and maintain maps, graphic illustrations, permit applications, documents, spreadsheets, and other land use planning materials primarily using computers and associated software, including Microsoft Office Suite, Adobe Suite, and ArcGIS. 
• Assist in the preparation and general conduct of public meetings. Provide administrative and technical support for public meetings, including Planning Commission, Historic Landmarks Commission, and Planning Director hearings, requiring some availability on weeknights. 
• Research official records from City departments and outside agencies to obtain information, such as the use of property and permit history. 
• Provide detailed, technical, and specialized support work to city planners and other staff. 

Minimum Qualifications:

Education: High school diploma, General Education Development (G.E.D.) Certificate, or California Proficiency Certificate or equivalent. 

Experience: Two years of technical experience using a personal computer to create word processing documents, computer graphics, databases, spreadsheets and maps. 

Acceptable Substitution for Experience: An associate degree from an accredited college with an emphasis in a technical field such as computer science, geographic information systems, computer graphics, or architectural drafting with completed coursework in each of the following software applications: word processing, computer graphics, databases, spreadsheets and maps. 

Licenses: Possession of a valid California driver's license may be required.

The Department: 

The Community Development Department strives to enhance the community’s safety, welfare, quality of life, and economic opportunities by providing advanced planning, development review, permitting and inspection services, as well as administration of programs related to affordable housing. 

The Community Development Department consists of three divisions: Planning, Building, and Housing and Community Services. The Department guides the ongoing physical development of the community, which includes long range land use planning, review of new development proposals and construction to ensure that it conforms to the standards of the City and State and ensures the provision of affordable housing with the City of Santa Clara. The delivery of high-quality professional services, including the enhancement and streamlining of the development permit process, and forging partnerships to provide housing services to lower income members of the community, are primary objectives of the Department. The Department acts as an advisor to the City’s decision-makers in these areas and carries out the policies of the City Council. 

The Department demands for quality communications continues to increase, especially as the list of high visibility development projects grows in Santa Clara. The department is seeking a dedicated Communications Coordinator to handle outreach and engagement efforts and be a liaison to the City’s Communications Team.

The Position: 

The incumbent provides high-level public information and community outreach services that require in-depth knowledge of public sector communications, website content and graphic design, and experience in managing and implementing creative and innovative promotions and projects.

This role is essential to centralizing the department’s communication efforts and ensuring that both internal and public-facing messages are strategic, consistent, and impactful.
 
The Communications Coordinator will be housed in the Technology and Communications Team and will be supervised by the Assistant Director. The Communications Coordinator will work across all divisions and will not only help streamline communications related to key initiatives and projects but also serve as an internal consultant, helping staff develop clear, effective messaging across all channels. This will enable the department to better meet increasing demands from the City Manager’s Office for improved web content, newsletters, and outreach efforts, while also promoting the department’s key initiatives and projects to a broader audience.

Under general direction, the Communications Coordinator coordinates and maintains content on the Department's website and intranet; implements and supports internal and external communication efforts; and coordinates social media and video communication activities. Incumbents may function as a supervisor, or an individual contributor, depending on the department or assignment.

The primary focus of this Sr. SAP position is to support the development and maintenance of several in-house hybrid systems hosted across both on-premises and cloud environments. Key responsibilities and duties may include but are not limited to the following: 

• Enhance, maintain, and support mission-critical on-premises web applications built with Node.js and Angular, including implementing complex enhancements, troubleshooting cross-layer issues, improving performance and reliability, and ensuring long-term maintainability aligned with evolving business and technical needs.
• Develop and maintain integrations between on-premises web applications and SaaS platforms such as Smartsheet and SharePoint.
