THE POSITION Under general supervision, this non-sworn, non-peace officer position performs assignments involving responsible public contact work in crime prevention and delivers non-emergency police services; to include Public Safety (emergency/non-emergency) Radio Comm for Police & Fire responders; also performs related duties as required.

Prerequisites / Qualifications 

This is the entry-level position.   Applicants must be 18 years old at time of application, have no felony convictions, have the ability to learn and understand radio and statue codes, understand policy and procedures written in English, function without close supervision, work a variety of shifts including weekends and holidays, and lift and transport various objects.  

Education / Experience

Any combination equivalent to graduation from high school plus one (1) year of experience in a clerical of similar position; college credits in criminal justice or communication preferred. 

Licenses / Registrations / Accreditation / Etc. 

Possession of a Valid Class C California Motor Vehicle Operator License; A 35 WPM Typing Certification (Needs to be attached to application); and achieve within one year of appointment the completion of a P.O.S.T. Dispatch Certificate, completion of D.O.J. training for full access operator, and standard CPR and First Aid Certificates issued by the American Red Cross. 

PART TIME AND TEMPORARY assignment assisting Code Enforcement. This assignment expires at the end of December 2026 OR UNTIL ARPA FUNDS RUN OUT -whichever occurs first.

Summary Description

Under immediate supervision performs semi-skilled to skilled maintenance, repair, and construction work assigned to the streets division; operates maintenance and construction tools and equipment; performs a variety of maintenance tasks relative to assigned area of responsibility.

Distinguishing Characteristics

This is the entry level class in the Street Maintenance Operator series. This class is distinguished from the Street Maintenance Operator II by the performance of the more routine tasks and duties assigned to workers in this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters related to established procedures and guidelines as are positions allocated to the II level. Since this class is typically used as a training class, employees may have only limited or non directly related work experience. Employees work under immediate supervision while learning job tasks.

Representative Duties

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1. Handle complaints and answer questions from the public.
2. Remove blight and illegal dumps from city property such as parks, right of ways, roadways, alleys, walkways, sidewalks and refuse disposal. 
3. Remove debris, shrubbery, brush, trash, tires, appliances, electronics, and miscellaneous items.
4. Make minor adjustments on service equipment; maintain tools and equipment in working order.
5. Abates graffiti.
6. Maintain logs of daily activities.
7. Assist in other areas as needed.
8. Perform related duties as required.
9. Repair and replace street surfaces, sidewalks, curbs, and gutters including back filling trenches and evacuations.
10. Perform the maintenance, repair, construction, and installation work of streets, storm drain, parking lots, street lights, traffic striping, and traffic control signs and signals.
11. Remove hazards from the roadway and other public rights of way.
12. Operate a variety of motorized equipment and specialized maintenance equipment.
13. Perform repaving, patching, overlaying, chuck hole, and crack sealing repair of asphalt.
14. Perform underground service alert locating, marking and notification.
15. Lay out and install traffic signs and pavement markings.
16. Repair and maintain storm drain lift stations.
17. Conduct traffic count surveys.
18. Maintain storm detention ponds, including cleaning, repairing, and spraying weeds.
19. Respond to hazardous materials spills.

QUALIFICATIONS

Knowledge of:

Principles and practices of maintenance and repair activities related to area of assignment.

Common tools, materials, and motorized vehicles and equipment used in assigned area of responsibility.

THIS IS A NON BENEFITED PART TIME AND TEMPORARY POSITION THROUGH DECEMBER 2026

Pay rate: starting at $18.25 hourly 

Locations: Thousand Oaks, CA; Hiring Part-time, flexible hours for:

• Sports and Reservation unit - primarily Monday - Friday (may include evening and/or weekend hours)
• Thousand Oaks Community Center - variable hours (may include evening and/or weekend hours)

Summary:
Under general supervision, plan, conduct, and participate in recreational program activities according to established programs, schedules, and standards, in accordance with District policies and procedures.

Essential Duties and Responsibilities: 

• Develop, conduct, and participate in various athletic, craft, social, cultural, and instructional activities
• Prepare facilities for programming, special events, or rental group usage
• Greet visitors, direct participants to the appropriate location, and respond to general inquiries
• Ensure safety of environment and equipment for staff, volunteers, participants, and visitors
• May open or close and secure facilities in compliance with District policies and procedures
• Issue and collect recreation equipment and supplies used by instructors, participants, or visitors
• Supervise special events, field trips, and other group activities

Other Duties and Responsibilities:

• Coordinate and participate in promotional activities and community events
• Modify and adapt activities specific to specialized programs or populations, as appropriate
• May assist with transportation in specialized programs
• Perform other related duties as assigned

Minimum Qualifications:
To perform this job successfully, an individual must be able to perform each essential duty* satisfactorily. The requirements listed below are representative of the knowledge, skills, and/or ability required:

Education and Experience:
Minimum age of 18 years old with a High School Diploma (or GED). At least 500 hours of experience in recreation with 15 units completed in recreation or a related field preferred, or an equivalent combination of education and experience. 

Certificates and Licenses:

• First Aid & CPR/AED within 90 days of employment with ability to maintain certifications thereafter as a condition of employment.
• Valid California driver’s license with a good driving record and current automobile insurance.
• Department of Justice fingerprint clearance.
• Proof of a negative TB skin test.

Additional Knowledge, Skills, and Abilities:
Ability to communicate effectively in English in both written and oral form. Ability to write routine correspondence using correct spelling and grammar. Ability to add, subtract, multiply, and divide in whole numbers, fractions, and decimals. Ability to apply common sense and exercise good judgement in solving problems. Ability to establish effective relationships with fellow employees, volunteers, and participants and/or parents/guardians.

Fingerprint-Based Background Check:
All recreation employees are required to obtain fingerprint-based background clearance prior to their first day of employment.

Supervisory Responsibilities:
The employee may provide guidance or direction to other part-time employees and to volunteers.

Part-time position: up to 25 hours per week

Summary: 
Under general supervision, facilitates youth engagement through prevention programming and provides ongoing support, crisis intervention, community social service referrals, and coaching for the teen population; and performs other duties as assigned.

• Assists youths in recognizing the consequences of their decisions; supports building life/social skills and developing executive function to enable students to become responsible members at school, in the community and at home.
• Provides ongoing and crisis coaching, researches and identifies referral services, makes referrals to proper units, communicates with responsible adults to prevent youth involvement in the justice system.

• Develops volunteer and employment opportunities and referrals for at-risk youth; contacts local agencies, develops vital relationships with stakeholders, connects youths with suitable programs; maintains knowledge and awareness of available resources and referral channels according to District guidelines.
• May serve on community task forces targeting at-risk youth; regularly corresponds with other District staff and administrators, school officials and community leaders; confers with com­munity groups and schools to formalize program ideas and promote participation in school and District programs.
• Conducts youth-related trainings for District staff as well as community development work­shops; prepares and maintains a variety of records and reports.

Qualifications:

1.      Perform a variety of professional accounting functions supporting City-wide operations; maintain accuracy of general, revenue, and expenditure ledgers and subsidiary financial systems.

2.      Reconcile financial ledgers and records; prepare financial statements and reports, general and subsidiary ledgers and supporting schedules; research and resolve discrepancies.

3.      Review and audit all accounts payable, purchase orders, cash receipts, business licenses, payroll, utility billing, and other accounting records and transactions; ensure money is posted to correct accounts and that all accounts balance.

4.      Provide assistance in the development of the annual budget; assist in the review and validation of the annual City budget; create a variety of spreadsheets, documents, and graphs; assist in preparing the final budget document for approval by City Council.

5.      Prepare bank reconciliations and related journal entries for a variety of accounts.

6.      Prepare a variety of monthly, periodic, and annual financial and statistical reports and account summaries; prepare treasurer reports; prepare and file annual State Controllers Report.

7.      Assist in preparation of year end closings and accompanying financial reports.

8.      Perform grant accounting work related to federal, state or grant agency funding; maintain records for audit purposes.

9.      Maintain and track fixed asset inventory control records for the City.

10.   Participate in the year-end audit; compile and prepare supporting schedules, work papers, and financial reports as requested by auditors.

11.   Prepare property tax remittances for payment.
