The Position

In June 2025, the County’s Board of Supervisors voted unanimously to reestablish a countywide human trafficking prevention pilot program in the District Attorney’s Office. The pilot program is an investment in technology and expertise to provide education and outreach, protect victims, prevent exploitation, identify traffickers, and bring perpetrators to justice.

 

Working under the direction of and closely with the Director of Interjurisdictional Operations, the Human Trafficking Prevention Analyst (Prevention Analyst) will help conduct research and track and collect data regarding human trafficking crime activity, as well as targeted prevention efforts, to guide the county’s efforts to combat human trafficking and support the victim/survivors. 

 

The Prevention Analyst will work closely with partner agencies – including community-based organizations, law enforcement agencies, agencies providing victim services, local cities, and school districts to track the scope of human trafficking in San Mateo County.  In addition, the Prevention Analyst may attend daytime and evening meetings with community-based and other organizations, representing the Director of Interjurisdictional Operations.  

 

Using the research findings and the collected data, the Prevention Analyst will draft high-level reports to inform policymakers, including the Board of Supervisors, of the progress of the human trafficking prevention initiative.  

 

Expertise in research and data extraction, management, and reporting are essential to success in this position. Additionally, strong verbal and written communication skills are required to prepare analyses, reports, and presentations.  Versatility and flexibility will also be important in this position.

 

Examples Of Duties:

Duties include, but are not limited to, the following:

• Conduct independent research.
• Collect, aggregate, and analyze data.
• Create representational (dashboards, graphs, charts, etc.) and written reports based on research and collected data.
• Collaborate with law enforcement, community-based organizations, local jurisdictions, school districts, and county departments.
• Represent the office at community-based meetings, which might be held during the day or during the evening.
• Demonstrate political astuteness and comportment as a representative of the District Attorney’s Office and the County of San Mateo.
• Work on special projects as assigned by the Director of Interjurisdictional Operations.

 

Depending on the selected candidate, this position could be filled at the Management Analyst level or the Associate Management Analyst level.

• Associate Management Analyst is the first level classification in the Management Analyst series. Initially under close supervision, incumbents with basic professional administrative education and/or experience perform analytical and technical work. The impact of decisions is moderate, and the work is typically one of interpreting, explaining, or gathering information. The annual salary range for an Associate Management Analyst is: $104,811 – $130,998.
   
• Management Analyst is the fully experienced level classification in the Management Analyst series. Incumbents support the work of departmental management staff by conducting day-to-day administrative support activities and acting as a professional-level resource for organizational, managerial, and operational analyses and studies. The work has technical and programmatic aspects requiring the interpretation and application of policies, procedures, and regulations. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. The annual salary range for a Management Analyst is: $121,264 – $151,611.
     

Limited Term Position

Funding for this pilot program has been approved through December 2026, so this position is being filled as a Limited-Term position.  Limited-term positions are full-time, fully benefited, temporary positions.   Limited Term employees receive medical and dental benefits, like regular employees, and a defined contribution retirement plan (401-A).  Depending on need, the position could become a regular position, but there is no guarantee of this.

  
Work-Out-of-Class Opportunity for County Employees

For current and regular County of San Mateo employees, this position could be a work-out-of-class or a development opportunity.   Employees who are interested in this assignment must submit application materials and compete in the selection process. 

 

If you are successful in the selection process and are being considered for the assignment, HR will work directly with you and/or your department for an effective transition into the position. You would remain as a permanent employee, just in a different assignment.   At the end of the assignment, you will return to your original position.

Qualifications:

Education and Experience: Any combination of education, training, and experience that would provide the required knowledge, skills, and abilities is qualifying.  A typical way to obtain the required qualifications would be:

• Equivalent to graduation from an accredited four-year college or university with major coursework in criminal justice, data analytics, computer science, social work, psychology, public administration, or business administration, or a related field. At least one year of professional administrative experience is typically required at the Associate Management Analyst level, and at least three years for the Management Analyst level.

Experience with data analytics is required.

Because of the sensitive and difficult information this position will encounter previous experience or education in criminal justice, social work, social services, and/or psychology might be helpful.

GENERAL INFO  
  

Under general supervision, the Lifeguard/Swim Instructor I/II performs routine public contact and safety work in serving as a pool lifeguard. They also provide essential support to recreation programs and services by performing custodial tasks, event setup and teardown, program support, and minor maintenance duties relating to aquatics. This temporary, parttime position requires working up to 20 hours per week. The role involves ensuring the health and safety of aquatic patrons, facilities are clean, safe, and operational while delivering excellent customer service. Performs other duties as assigned.   

 

UNIVERSAL POSITION DUTIES (Applicable to all roles; Illustrative Purposes Only)  

Monitor the swimming pool and enforce safety regulations.  

Assist with aquatics programs, special events, and facility upkeep.  

Test and maintain pool water chemistry.  

Set up and tear down for classes, programs, and events.  

Lift and move up to 50 pounds regularly, and occasionally up to 100 pounds.  

Work outdoors in sun, rain, or wind as needed.

San Mateo County Parks (SMCP) is currently seeking a full-time extra help Bilingual Community Engagement Intern II.

This position would be based out of Flood and Friendship County Parks and primarily working with the communities surrounding these parks. 

Friendship County Park is located in North Fair Oaks, an unincorporated area of Redwood City. Through community collaboration, the small urban park was developed to provide outdoor recreation facilities and space to promote community gardening. The park is situated on San Francisco Public Utility Commission land and is managed by SMCP. Less than an acre in size, the park features 30 community garden planters, a playground, picnic tables and more. Plot use is through an agreement with SMCP and requires regular participation in meetings. 

Flood County Park is a 21-acre park located in Menlo Park. It is primarily used as a location for family and group picnicking, playground use, and walking by the local community. The park has recently opened a new multi-use sports field, tennis/pickleball court, pump track and more! 

An intern at these locations would work on improving the interpretive elements of each park and provide programming and outreach opportunities for the local communities.

The Bilingual Community Engagement intern will report to Flood Park and be able to drive to Friendship Park and other park locations as needed. The intern will be supervised by the Interpretive Division Park Staff. 

 

Tentative schedule for this position (subject to change):

• Tuesday – Saturday: 8 hours each day
• 1 – 2 In person workdays
• 2 Virtual workdays (work from home)
• 1 Day for Events/Programming

Examples Of Duties:

A Bilingual Community Engagement Intern would be responsible for:

1. Management of Friendship Park Community Garden, including but not limited to:
   1. Managing garden plot availability and agreements
   2. Being the primary point of contact for Community Garden participants; maintaining regular communications by County phone, text, and email
   3. Working alongside gardeners to identify and address any needs or challenges in maintaining garden beds
   4. Facilitating monthly on-site educational opportunities for gardeners with staff from San Mateo County Health, Sustainability Department, and community partners
   5. Managing on-site garden tools and supplies; identify additional supplies that may be required
2. Community Program Coordination and Outreach, including but not limited to: 
   1. Coordinating and leading programs with Community Based Organizations and Partner Organizations within the community near Friendship and Flood Parks (i.e. Libraries, Schools)
   2. Leading interpretive programs at Friendship and Flood Parks 
   3. Tabling at local community events, such as Farmer’s Markets
   4. Providing translation when needed at programs and events throughout SMCP
   5. Assisting Interpretive Division with educational outreach throughout SMCP
   6. Creating flyers and social media posts to promote SMCP

Qualifications:

The ideal candidate will: 

• Have strong interpersonal skills and possess the ability to effectively communicate in English and Spanish with diverse community members and San Mateo County staff to support gardeners. 
• Be an enthusiastic, outgoing, positive, and energetic person who can work collaboratively or independently with little to no supervision. 
• Be open to learning new skills, be flexible with various work projects, and be able to follow directions. 

Qualifications:

• Must be at least 18 years old
• Bilingual in Spanish required
• Experience in food growing and garden management desired
• Knowledge of and ability to teach gardening concepts desired
• Ability to engage with individuals of many demographics and histories – youth, seniors, immigrants, economically diverse
• Strong planning and organizational skills with ability to plan programs and events and organize participants and volunteers
• Must have a valid California Driver’s License and transportation available to commute to park sites throughout San Mateo County

This is a full-time position requiring weekend work. 

NOTE: This is an extra-help, at-will assignment, paid on an hourly basis. Some extra help positions are eligible for benefits under the Affordable Care Act. Extra help employees are not guaranteed permanent status at the end of the assignment.

This is an entry level position in the Public Works department requiring a minimum of 1 year of experience in a semi-skilled maintenance occupation. Typical duties include: landscape maintenance, electrical and plumbing repairs, minor construction and light carpentry projects, cleaning public restrooms, keeping public streets and parks clean and in good repair. The employee will check storm drains, culverts and ditches; operate tools and equipment to patch and repair pavement, construct and maintain gutters, sidewalks and other incidental improvements. The ability to operate power tools and work safely, wearing appropriate PPE. Occasional maintenance will be required for the wastewater treatment plant and collection systems. San Mateo Consolidated Fire Department

The San Mateo Consolidated Fire Department commenced operations on January 13, 2019 and serves the cities of Belmont, Foster City, and San Mateo as a Joint Powers Authority. The Opportunity:

To perform technical inspection and investigative work in enforcing compliance with laws, ordinances and regulations pertaining to the prevention and control of fires; and do related work as required. The Fire Prevention Inspector I/II position is flexibly staffed based on experience.

 

This is the entry level class in the Fire Prevention Inspection series. This class is distinguished from the Fire Prevention Inspector II by the performance of the more routine tasks and duties assigned to positions within the series including weed abatement and smoke detector inspections, which do not require prior specialized experience. Generally, work is observed and reviewed both during performance and upon completion, and changes in procedures and exceptions to rules are explained in detail as they arise. Since this class is typically used as a training class, employees may have only limited or no directly related work experience.

 

What You’ll Do:

Depending upon assignment, duties may include, but are not limited to, the following:

• Interpret and enforce provisions of fire prevention and fire safety laws, ordinances, and other regulations.
• Perform periodic inspections of new and existing buildings, structures and installations requiring fire clearances; identify fire hazards; recommend corrective actions; perform follow-up inspections to see that corrective actions have been taken.
• Investigate complaints pertaining to violation of fire prevention laws; issue correction orders as necessary.
• Investigate fires; secure fire scenes; identify types of fires; investigate causes of fire; collect, prepare, and present evidence; interview witnesses and suspects; write fire investigations; testify in court when required.
• Provide information to the public concerning the fire prevention practices and procedures; develop and conduct training programs and group presentations relative to fire prevention and fire investigation.
• Instruct fire suppression crews about code interpretation and inspection techniques regarding fire prevention.
• Draw and prepare diagrams of buildings for pre-fire planning and fire inspections.
• Check building plans for code compliance, consult with architects and developers regarding problems and solutions.
• Perform tests on water flow, sprinkler and fire alarms and elevator return systems; certify smoke detectors.
• Prepare records and reports.
• Provide information to the public in forums and meetings.
• Perform related duties and responsibilities as required.
