About the Position

The City of San Carlos is seeking a full-time Associate Engineer in our Public Works Department. This position performs professional and technical civil engineering work in support of the City’s public works and private development projects. Responsibilities will range from simpler projects and to more complex ones. Employees in this job class provide general engineering support and direction to a variety of public and private projects. Projects worked on may include civil works projects including: roads, drainage, grading, buildings, water and wastewater pipelines and treatment facilities, tanks, generators, parks and landscaping, bike paths, environmental mitigation and other related subjects.

The Associate Engineer is distinguished from the Assistant Engineer by the level of experience in the field of municipal engineering and the level of job knowledge.  This is a more specialized class wherein incumbents are charged with performing a wide variety of complex engineering assignments and having a much broader range of knowledge, skills and abilities.

Employees in this classification work under general supervision of the Principal Engineer. Employees in the Engineer positions are not directly responsible for the supervision and evaluation of other engineering staff; however, they may provide supervision of work product to other engineers, inspectors, technicians or intern staff.

Essential Duties

• Plans, directs, participates and effectively completes moderately complex projects. This technical work involves engineering, surveying, construction or other activities related to the civil engineering profession.
• Manages assigned projects, serving as the project lead and ensuring that all aspects of the project are addressed and completed professionally.
• Supervises the work products of project team members, including technicians or intern staff.
• Administers consultant contracts and oversees consultants for services such as design, construction management, construction inspection, soil testing, biological studies, and other related tasks.
• Reviews, prepares construction drawings and specifications for a variety of City public works projects using AutoCAD and related civil design software to process projects through the City.
• Reviews and evaluates preliminary and final plans and specifications for private development.
• Prepares Requests for Proposals for support work such as surveying or biological studies.
• inspects and evaluates ongoing public works and development projects to ensure compliance with plans and specifications and regulatory agency requirements.
• Conducts surveys, and/or assists survey personnel in obtaining field data and conducts a variety of field construction tests for compliance purposes.
• Verifies and maintains appropriate records and files; prepares comprehensive technical reports and agenda reports related to assignments. Presents reports as needed.
• Represents the Public Works Department at various meetings.
• Performs a variety of computer and tracking support functions.
• Interacts with the public at the public counter answering questions and issuing permits for construction in the City’s right of way.
• Prepares Requests for Qualifications/Proposals (RFQ/Ps) for design, construction management and support services as needed.
• Provides preliminary and final review of development proposals such as subdivisions maps, parcel maps and subdivision improvements.
• Reviews private development submittals for compliance with State and local regulations and specifications, working with project proponents to make necessary corrections.
• Effectively plans, organizes, schedules and implements projects.
• Perform studies, research files, records, plans, and maps.
• Gathers, assembles, analyzes and interprets field data, and prepares reports.
• Coordinates with other departments as needed to complete assignments.
• Provides planning, specification, calculation and cost estimating review of others’ work.
• Reviews construction of projects and assists in maintaining construction documents.
• Reviews and evaluates development plans, maps, and related documents for conformance to City, State, and Federal codes. Reviews calculations and issues permits.
• Gathers traffic data, maintains traffic records, conducts traffic studies, and prepares traffic reports.
• Provides assistance to other City employees regarding engineering related matters.
• Administers consultant contracts for moderately complex projects or service contracts, effectively monitoring costs and deadlines.
• Manages assigned projects by acting as lead person on the project, ensuring that all aspects of the project are addressed and the project is completed in a professional manner.
• Assists in preparing and managing budgets for operation and capital improvement programs.
• Coordinates work with regulatory agencies and private entities, completing public relations work as needed or assigned.

What You’ll Do

The Public Works Maintenance Leadworker performs skilled work in the construction, maintenance, and repair of sewer infrastructure, road ways, sidewalks, and storm conveyance system. The Leadworker assigns and participates in the work of maintenance crews, operates power driven equipment, and performs related work as required.   This position is responsible for lead supervision of a sewer, street, storm or traffic safety maintenance field crew. Definition

Under general supervision, this position performs a variety of semi-skilled and skilled duties in connection with the construction, maintenance, and repair of City buildings and other facilities; and performs related duties as assigned. This position is distinguished from other maintenance classes in its specialization in building construction and maintenance, utilizing skills in one or more of the building trades.

Typical and Important Duties

• Constructs, remodels, and repairs a variety of buildings and structures, such as walls, partitions, doorways, counters, stairways, plumbing, roofs, and floor coverings.
• Builds and/or installs cabinets, shelving, bookcases, molding and other items involving finish carpentry.
• Performs other crafts-related work in connection with the construction, alteration, and repair of buildings and related facilities.
• Inspects work sites to take dimensions, prepare estimates of time and materials to lay-out work. 
• Reads and interprets blueprints, schematics, diagrams, and catalogues
• Maintains work orders, services records, time logs

Licenses and Certificates

Possession of, or ability to obtain, a valid California driver’s license and a satisfactory driving record. May be required to qualify for and obtain a Class “A” or “B” driver’s license, and, therefore, become subject to the Department of Transportation’s random drug and alcohol testing program.

Department of Public Works

The Engineering Division is responsible for review of private development, issuance of applicable permits, assisting with environmental reviews, coordination with other divisions/departments, consultant engineers, and other utility providers in the design and construction of new public and privately funded projects and infrastructure.  The division identifies capital improvement needs in consultation with other divisions and departments, coordinates with non-City utility providers on design and implementation of the CIP, and oversees design, permitting, bidding, and construction of those projects.  The division is also responsible for managing the Traffic Safety Committee, related traffic safety regulations.  

WHAT YOU 'LL DO

This position is responsible for performing entry level professional civil engineering work related to the design, construction, inspection, and coordination of a variety of public works projects as well as review and permitting of private development projects.

COMPENSATION & BENEFITS

Assistant Engineer: $7,950 - $9.663 monthly DOQ

Holidays: 14 paid holidays per year.

Vacation: 12 days (96 hours) annually.

Administrative Leave: 12 days (96 hours) annually.

Sick Leave: 12 days (96 hours) annually.

Retirement: PERS Classic employee receives 2% at 55; single highest year and PEPRA employee receives 2% at 62, with highest 3 years. Classic employees pay 7% employee contribution and PEPRA employees pay half the normal costs (currently 6.5%). The City of Half Moon Bay does not participate in Social Security, except the required Medicare.

Health Insurance: Employee can choose from medical plans provided through CalPERS. The City provides an allowance of $1,900 per month, which can be used for medical premiums.  Any unused portion may be taken as additional compensation. Dental and Vision is fully paid by the City up to family coverage.

EDUCATION and EXPERIENCE:

Education

Possess a Bachelor's Degree from an accredited college or university, with major course work in civil engineering or a related field; and

Assistant Engineer - No experience is required, although some practical technical experience or an internship is desirable.  

Licenses and Certificates

Assistant Engineer - Possession of a valid California Class "C" Driver's License is required at time of appointment and for duration of employment.  Possession of an Engineer Training Certificate is preferred.  Registration as a Civil Engineer in the State of California is strongly encouraged within one year of hire.

Must be able to perform all of the essential functions of the job assignment.

This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.   

The Building Inspector Combination/Certified I/II/III/Senior position will be located subject to business need. This position will provide inspection support at a variety of City of San José facilities, including the Airport, Regional Wastewater Facility and Central Service Yard.  

Key responsibilities and duties may include, but are not limited to the following:  

• Conduct inspections of industrial, commercial, manufacturing, and facilities to ensure compliance with codes, regulations, ordinances, standards, and contract agreements which includes: setting up inspection schedules; gathering information and evidence; and, ensuring conformance to plans, specifications, and safety regulations.

The Position
Utility Workers perform a variety of manual tasks such as building and grounds maintenance, minor equipment repair, and transportation of materials, and supplies in a locked facility.
 
As part of their duties, Utilities Workers assist the skilled trade workers including painters, carpenters, and engineers. Other duties include, but are not limited to: operating and maintaining equipment or hand tools used in the maintenance of buildings, grounds, and facilities; assembling, maintaining, and repairing equipment and furniture; providing complete custodial services to areas such as medical examination rooms, public restrooms, and lobbies; utilizing the assistance of and instructing incarcerated individuals, clients, or other staff to perform work; ordering and receiving supplies, tools, and equipment; delivering supplies to appropriate areas; digging holes, cleaning-out gutters or storm drains, and disposing of debris; operating a car, van, or light delivery vehicle to transport materials; operating and maintaining power tools, hand tools, and specialized equipment; and performing related duties as assigned.

The ideal candidate will be:

• Knowledgeable and able to assist skilled trade workers including painters, carpenters, electricians, and engineers.

Other Requirements:  Prior to hire, some positions require candidates to complete an extensive security clearance package and undergo a thorough background check conducted by the County of San Mateo Sheriff's Office.

Examples Of Duties:

As a Utility Worker, you will be responsible for a variety of tasks, which may include but are not limited to the following:

• Lift, move, load, arrange, and transport materials or supplies such as furniture, mattresses, heavy equipment, records, mail, money, or waste materials.
• Operate and maintain equipment or hand tools used in the maintenance of buildings, grounds, and facilities.
• Assemble, maintain, and repair equipment and furniture.
• Utilize the assistance of and instruct inmates, clients, or other staff to perform work.
• Remove and replace light bulbs.
• Order and receive supplies, tools, and equipment; review invoices against supplies received; and deliver supplies to the appropriate area.
• Water, trim, and remove trees, plants, and weeds.
• Dig holes, clean out gutters or storm drains, and dispose of debris.
• Maintain logs, coordinate work requests, and perform related office support tasks.
• Operate a car, van, or light delivery vehicle to transport materials.
• Fuel vehicles as required and report the need for service repair.
• Operate and maintain power tools, hand tools, and specialized equipment.
• Perform related duties as assigned.

The Utility Worker position may be assigned to one of multiple sections within the Department.  At this time, up to three different sections of the Facilities and Capital Projects Division are seeking qualified applicants.  More information on the various Divisions and sections of the Department is available at:  https://www.smcgov.org/publicworks/our-organization. 

The Building Services section provides janitorial services and a variety of building services for more than 70 County facilities, with over 4 million in total square footage. Core activities of the section include interior office maintenance, exterior office maintenance, receipt and delivery of supplies, room set-up and office configuration, and parking control. If hired into the Building Services section, additional duties may be:

• Provide complete custodial services and support to the custodial staff.
• Provide support and services to our parking structures and parking enforcement which may include providing custodial services and issuing parking citations.
• Maintain and clean all outdoor premises which may include pressure washing, window washing, operating a sweeper, etc. 

The Facilities Maintenance & Operations Redwood City section is responsible for the operation, maintenance, installation and repair of machinery and equipment in County operated buildings. This includes HVAC systems, boilers, lighting systems, refrigeration, generators, water treatment, and emergency power systems. It also includes crafts services such as carpentry, painting, plumbing, and lock smithing services required to maintain County facilities. If hired into the Facilities Maintenance & Operations (FM&O) section, additional skills needed, and duties may include: 

• Identify weeds from plants.
• Work independently.
• Dig and set sign and fence posts.
• Attached signs to wood and/or metal posts.

Construction Services provides competitive professional crafts services beyond the scope of routine maintenance provided by the Facilities Operations and Maintenance section, and contracts with the County and Cities to provide carpentry, graffiti abatement, and lighting district services. Trades represented include electrical, plumbing, carpentry and painting.  If hired into the Construction Services section, additional duties may be:

• Assist trades with painting, carpentry, light electrical, and clean-up of work site.
• Empty trash at offices and vacuum floors.
• Dig trenches or post holes on various projects.
• Handle small moving jobs for other departments.
• Knowledge of how to use hand and power tools.

Qualifications

Utility Worker I ($28.35 - $35.45/Hourly) is the entry or trainee level class in this series. Initially, under close supervision, incumbents perform the more routine duties while receiving on-the-job instruction and gaining practical experience. As experience is gained, there is greater independence of action within established guidelines. Incumbents may advance to the higher level after gaining experience and demonstrating proficiency which meet the qualifications of the higher-level class.

Utility Worker II ($29.90 - $37.38/Hourly) is the experienced journey level class in this series. Under general supervision, incumbents independently perform the full range of duties. All the positions are characterized by the presence of fairly clear guidelines from which to make decisions and the availability of supervision in non-routine circumstances. Incumbents should demonstrate a thorough knowledge of operations and procedures and the ability to independently accomplish day-to-day tasks under normal conditions and to instruct others.

Education and Experience:

• Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is: One year of experience providing building and facility maintenance and minor equipment repair.

Knowledge of:

• Methods, materials, operations, tools, and practices used in moving, loading, arranging, and transporting materials, records, and supplies.
• Principles and techniques used in basic custodial services and minor equipment repair.
• Fixtures, building hardware, and equipment.
• Safety regulations, precautions, and practices.
• Methods, practices and equipment used in the receipt, storage, handling and ordering of materials and equipment.
• Basic arithmetic.
   

Skill/Ability to:

• Follow safety practices.
• Follow oral and written instructions.
• Communicate effectively and tactfully with customers and others.
• Make accurate estimates of time and materials required to perform the job.
• Properly use and care for vehicles, tools, and equipment used in the job.
• Instruct and direct the work of incarcerated individuals and others in the performance of the job.
• Lift, carry, push, or move materials, supplies, or equipment up to 50 lbs; climb ladders; and walk or stand for long periods of time.

Anyone may apply. Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, extra-help/limited term positions prior to the final filing date will receive five points added to their final passing score on this examination. 

The examination process will consist of an application screening (weight: pass/fail) based on the candidates' application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%) which may include a performance exam. Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in County of San Mateo, California and applicants must participate at their own expense.

The Department of Public Works is recruiting for a Facilities Repair Worker I/II/III to perform carpentry, plumbing, interior remodeling, painting, and a variety of other work in the maintenance and repair of City buildings, structures, and facilities.  

ESSENTIAL DUTIES AND RESPONSIBILITIES (including but not limited to):

• Performs framing, rough and finish carpentry to erect small structures, partition interior spaces, frame and trim doors and windows, apply siding, build roofs, build stairs, build indoor and outdoor benches, tables, signs, decks, fences, gates, and related items.
• Builds interior cabinetry such as counters, cupboards, and shelves.
• Operates power nail drivers, drills, saws, drill presses, joiners, and related hand and power carpentry tools to make and install custom pieces.
• Installs, repairs, and maintains domestic water supply, drainage plumbing and related fixtures using copper, galvanized and PVC pipe techniques.
• Hangs, tapes, and textures interior wallboard, patch plaster, and apply paneling to finished interiors.
• Masks, sandblasts, brushes and chemically prepares surfaces for painting.
• Operates spray equipment and uses manual tools to paint interior and exterior surfaces, equipment and facilities.
• Repairs metal equipment, recreational fixtures and furniture; fabricates frames and racks using acetylene and arc welding and brazing equipment.
• Prepares forms, sets rebar, pours and finishes concrete to repair or construct equipment and small building slabs, foundations, retaining walls, patios, repairs brick and masonry.
• Installs and repairs shake, asphalt shingle, and tar seal roofing.
• Removes and replaces window glass.

EDUCATION AND EXPERIENCE:

Facility Repair Worker II:

• Equivalent to graduation from high school.
• Three years of responsible experience in building repair and maintenance with at least one year of experience in one of the trades.

Facility Repair Worker III:

• Equivalent to graduation from high school.
• Five years of responsible experience in building repair and maintenance equivalent to the Facility Repair Worker II classification at the City of San Rafael.
• Knowledge of building codes and necessary permits related to building maintenance tasks.
• Possess strong computer skills with programs such as Microsoft Word, Excel and Office.

OTHER REQUIREMENTS

• Possession of a valid California Class C Driver's License with a satisfactory driving record.
