The Novato Sanitary District is seeking a collaborative, professional municipal leader who is well-versed in managing complex budgets, accounting, and financial systems. This position is under the general direction of the Administrative Services Manager, with strategic direction from the General Manager. The Finance Manager is an at-will, single independent classification within the District.

The Finance Manager position is responsible for directing, managing, coordinating, and participating in the District’s financial activities and operations, including accounting, financial planning and reporting, debt issuance, budgeting, treasury and investment portfolio, payroll/benefit administration, financial system management/administration, and implementation and monitoring of internal controls. This is a detail-oriented position requiring strong verbal and written communication skills, the ability to work independently, and strong analytical skills.

After School & Youth Camps Attendants work in the formal Suisun City classification of Recreation Specialist I. Starting hourly rate will depend on qualifications. This position works on average 19 hours per week.

There is one (1) full-time, regular hire Senior Civil Engineer vacancy in the Engineering Division. 

Under direction, the Senior Civil Engineer, plans, manages, and coordinates the engineering program. Using broad parameters of departmental policy guidelines, this position exercises substantial initiative, judgment, and expertise to meet program and project outcomes. The Senior Civil Engineer creates the scope on large civil engineering projects with complex budgets and timelines, integrating numerous elements that significant stakeholder involvement and sensitivity. This position provides direction and mentorship to more junior staff and oversees both technical and administrative work performed by their staff and ensures that projects are completed efficiently and effectively for the public good. Informing the public and Board of Supervisors, selecting consultants, preparing contract documents, reviewing project plans and specifications prepared by consultants, and administering contracts during construction are performed by the Senior Civil Engineer. 

Signing bonus:
In addition to a competitive compensations package, new, full-time, regular hire Senior Civil Engineers are eligible to receive a $10,000 signing bonus which will be split into two equal payments: 50% at time of hire (i.e. first paycheck) and the remaining 50% after successful completion of their probationary period.

Hybrid schedule:
The Department of Public Works has embraced a hybrid work schedule that considers that some duties of this position may be performed remotely. However, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. DEFINITION: Under general supervision, assists instructor in swim classes, enforces all rules and regulations pertaining to the safety and well-being of visitors and patrons. Perform related work as required. NOTE: This program provides on the job training to prepare a swim aide to become a Swim Instructor. This entry-level aquatics position is designed to give valuable training and orientation to the American Red Cross Learn-to-Swim Program, and the Mill Valley Aquatics Program for Individuals who desire to work in aquatics but don’t have required experience. With an emphasis on customer service, the Community Development Technician I/II (CDT) performs a variety of specialized technical work to support the review of building permits and planning permits. Duties include verifying completeness and accuracy of applications, tracking the progress of applications routed to other divisions and County departments, conducting permit history research, and reviewing minor building and planning permits. Additionally, the CDT educates applicants about the permit process, explains general to moderately complex permitting policies and procedures, and determines and collects fees. Duties for the CDT will include:

• Assists the public and developers with planning, zoning, building, and development questions including the entitlement process.
• Provides customer service at the public counter, by telephone, or by other means of communication regarding applicable ordinances, regulations, requirements, processes, and procedures related to permitting, planning, land use/zoning, and County regulations and requirements.
• Assists staff and the public with the review of a variety of building and land development permit applications for accuracy and completeness to ensure conformance with legal standards, and compliance with County requirements; inputs information into the computer system; routes plans and information.
• Reviews building permit applications, engineering and architecture plans, specifications, and supporting documents for completeness and compliance with County requirements.

ABOUT THE POSITION

Under general direction of the Finance Officer, this position performs professional and technical work of a confidential nature in the area of general accounting. This position assists with the day-to-day accounting and financial operations of the District, including accounts payable functions, deposits, maintenance of accounting and payroll records, and other tasks as assigned.

TYPICAL DUTIES

• Prepare and maintain a variety of ledgers, reports, and schedules

• Process accounts receivables/payables

• Prepare bank deposits

• Assist the Finance Officer with sewer service charge billings.

• Process purchase orders and other accounting processes and activities as needed

• Assist internal and external customers, provide information that may require judgment and discretion as well as interpretation of policies and procedures

• Examine and explore technical transactions to resolve questions and confirm data

• Assist with closing of year-end books in preparation for annual audit
