Building Inspector Combination Certified III: $126,169.68 - $153,709.92 

Building Inspector Combination Certified Senior: $143,073.84 - $174,370.56  

This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience. 

Position Duties  

The Department of Public Works is recruiting to fill two (2) Building Inspector-Electrical Specialty, Combination/Certified I/II/III/Senior positions within the Engineering Services Division, Code Inspection Section.   

The Building Inspector Combination/Certified I/II/III/Senior position will be located subject to business need. This position will provide inspection support at a variety of City of San José facilities, including the Airport, Regional Wastewater Facility and Central Service Yard.  

Key responsibilities and duties may include, but are not limited to the following:  

• Conduct inspections of industrial, commercial, manufacturing, and facilities to ensure compliance with codes, regulations, ordinances, standards, and contract agreements which includes setting up inspection schedules; gathering information and evidence; and, ensuring conformance to plans, specifications, and safety regulations.   

• Investigate building, construction, and land use changes in the field by gathering factual data to ascertain present use of land and location of structures; conducting background investigations and research; and preparing reports to use as evidence.   

• Provide technical assistance for development of codes and policies.   

• Generate written reports and enforcement orders which includes noting deficiencies in standards and submitting final documentation.   

• Review plans and specifications for compliance with codes which includes assisting in projects in complying with regulations, prioritizing deficiencies, and preparing timetables.   

• Provide technical support for agencies and the public which includes inputting data into system for general public access.   

• Meet with architects, engineers, City officials, and building contractors to discuss construction projects.   

• Perform other duties of a similar nature or level.

THE POSITION

The City of San Rafael is seeking a motivated, civic and safety-minded Communications and Engagement Intern to support equitable outreach and engagement through the Fire Department's external communications, digital content, and public engagement initiatives. This temporary, part-time role is ideal for individuals interested in learning more about local government and public communications.

Under the direction of the Deputy Director of Emergency Management, the intern will assist with day-to-day communications tasks such as social media content creation, newsletter writing, website updates, and public information campaigns.  This is an exciting opportunity to gain hands-on experience and contribute to real-time public service storytelling and information sharing.  This is a part-time/temporary position, limited to 1,000 hours worked within a fiscal year (July 1 through June 30) that receives no City benefits.  This position will work for up to 30 hours per week (days/hours may vary). 

ESSENTIAL DUTIES AND RESPONSIBILITIES (may include but are not limited to the following):    

• Assist in designing, writing, and editing content for a variety of communications platforms including websites, social media, e-newsletters, flyers, presentations, and press materials.
• Help document Department programs and events through photography, videography, and brief interviews.
• Support the development and scheduling of social media content across platforms like Facebook, Instagram, and Nextdoor.
• Help maintain and update the Department's website and digital newsletters.
• Contribute to internal content calendars and project trackers.
• Participate in community outreach efforts, including tabling at events, supporting public meetings, and gathering community feedback.
• Track analytics and metrics from newsletters, social media platforms, and web traffic; monitor media coverage and social media engagement; compile analytics reports to inform communication strategies.
• Support translation coordination and multilingual content production, if bilingual (Spanish-English) skills are present.  

IDEAL CANDIDATE
The ideal candidate is detail-oriented, curious about public service, a strong communicator, and excited to learn in a hands-on environment.  They are a self-starter who can write clearly and adapt to a range of topics and formats.

KNOWLEDGE/SKILLS/ABILITIES

• Basic principles and practices of public communications, social media management, and/or media relations.
• Writing and editing for clarity, style, and grammar.
• Social media platforms, email marketing tools, and content management systems (e.g., WordPress, Mailchimp).
• Basic graphic design tools (e.g., Canva, Adobe Creative Suite) and video editing platforms (preferred).
• Cultural competency and sensitivity in engaging diverse communities.
• Highly preferred:  fluent, professional-level Spanish and English (both written and spoken).

MINIMUM QUALIFICATIONS DESIRED

• Fluency in English and Spanish (written and verbal) is highly desired.
• At least 1 year of experience in communications, public-engagement, media, or related work (internships included).
• OR currently enrolled in or recently completed a degree or certificate program in communications, journalism, graphic design, public relations, public administration, or a related field.
• Proficiency with Microsoft Office Suite, Canva, and social media platforms.

WORK SCHEDULE

• This is a hybrid, temporary position limited to a maximum of 1,000 hours per fiscal year (July 1 thru June 30.

  QUALIFICATIONS:  

  EDUCATION AND EXPERIENCE:

  Education: Equivalent to the completion of the twelfth (12th) grade. 

  Experience: One (1) year of experience in construction, maintenance, and/or repair of parks and/or related facilities is desirable.

  Benefits Overview:

• Operates light power driven, hand held and "walk behind" equipment and uses shovels, rakes, other hand tools, jackhammers, dump trucks in the performance of assigned duties.

• Performs or assists in starts, stops, inspects, lubricates and adjusts pumps, valves, motors, drive shafts,  universal joints and flow rates at pumping stations.

EDUCATION AND/OR EXPERIENCE:

A typical way of gaining the knowledge, skill, and ability outlined in the job description is:

Level I:

• Sufficient formal and/or informal education to provide the necessary reading and communication skills; AND
• Some prior experience in street maintenance work that would include mechanical and hydraulic repair of pumps, gates, valves, pipelines and related.

Level II:

• Equivalent to graduation from high school.
• Two years of increasingly responsible experience in the operations and maintenance of Public Works sewage pumping stations and gravity sewer lines, equivalent to the Sewer Maintenance Worker I classification at the City of San Rafael.

SPECIAL REQUIREMENTS:

• Within one year of hire as a Sewer Maintenance Worker I, must possess a valid California Driver's License with a tank endorsement to drive the vactor in a training capacity.

• Level I and Level II:  Must be willing to work underground, in confined places, in and near bacterially contaminated liquids, and in exposure to unpleasant and potentially hazardous conditions.

THE DEPARTMENT

The Department of Public Works (PW) is committed to providing the highest standards of service delivery to the community as it works to build, maintain, and update the City’s civic infrastructure. Public Works is comprised of approximately 50 employees with a general budget of $33 million and a Capital Improvement Program (CIP) budget that ranges between $15–$30 million depending on the City’s annual infrastructure needs.

THE POSITION

The mission of the Senior Management Analyst in the City of San Rafael’s Public Works Department is to provide strategic analysis, fiscal oversight, public communications,  and management projects that enhance the City’s infrastructure, services, and quality of life. POSITION

To prepare and implement a wide variety of environmental programs in areas of integrated waste management, water conservation and other resources.  The purpose of this recruitment is to fill a current vacancy in the Equity, Environment, Economy, and Engagement (EEEE) division of the City Manager’s Office, as well as establish an eligibility list for future vacancies.

• Coordinates and updates the City’s environmental programs; develop program materials for presentations to schools, community and neighborhood groups.  Track and analyze program-related legislation; make recommendations for City involvement in pending legislation and compliance and implementation of existing legislation.

• Assist with City electricity and solar use monitoring and analysis.

• Assist with Climate Action Plan implementation and greenhouse gas monitoring efforts and outreach.
• Keep abreast of current developments, trends, legislative action, and practices in the field of integrated waste management, water conservation, and other environmental programs.
• Identify, prepare and manage grants from a variety of funding sources.
• Assist with contract management, develop program protocols, create tracking systems.

• Act as a liaison with local, regional and state environmental conservation and sustainability programs.

Solid Waste and Recycling:

• Develop and implement program materials and procedures for compliance with legislative requirements pertaining to SB 1383, AB 939, and other recycling, waste reduction, and integrated waste management regulations.
• Conduct inspections and enforcement measures for compliance with waste diversion and food recovery programs.
• Assist with administrating the construction and demolition recycling program and coordinating with City departments for project compliance.
• Coordinate with the City’s franchise hauler to provide outreach and education.
• Review all related legislation to ensure compliance.

QUALIFICATIONS

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain these abilities would be:

Education:

Completion of two (2) years of college with major coursework in business, physical science, public administration, environmental studies, or a closely related field.

Experience:

One (1) year of experience developing, promoting, or coordinating environmental, conservation or public outreach programs.

License or Certificate:

Required upon hire, possession of a valid California Driver's License.      

Knowledge of a second language is highly desirable.

DISTINGUISHING CHARACTERISTICS

The Office Assistant II is the full working level position in the office support series in which incumbents are expected to independently perform the full scope of assigned duties. Incumbents perform a full range of office and administrative support duties including lead responsibilities over Office Assistants I, organization and coordination of work load, maintenance of a calendar and scheduling appointments, preparation of reports, agenda materials, resolutions and ordinances. PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing reports using a computer keyboard. Additionally, the position requires near and far vision in reading written reports and work-related documents. Acute hearing is required when providing phone and personal service. The need to lift, drag and push files, paper and documents weighing up to 25 pounds also is required.

The City of Patterson’s Public Works Department is seeking one (1) full-time Electrical & Instrumentation Crew Leader position.   Under limited supervision from the Electrical and Instrumentation Manager, this classification performs the most complex duties related to the installation, alteration, maintenance and repair of the Department’s electrical, mechanical and electronic equipment;  performs  advanced-level technical work involved in troubleshooting electrical, mechanical and electronic equipment associated with the Wastewater Treatment Facility, Water Distribution System, Sewer/Storm Collections pumping stations, Telemetry/SCADA system, Traffic Signal and Street Light Systems, and related facilities; plans, schedules, assigns, coordinates, trains and directs the work of Division employees in a lead capacity; and performs related work as required and/or assigned.
