Under the general direction of the District Engineer, plans, organizes and directs activities of the Engineering Contracts Section of the Engineering Department. Manages the centralization of engineering contract development activities.  Manages implementation of contract administration procedures.  Manages coordination between project managers and District attorneys, insurance advisor, capital and grants staff, Small Business Enterprise staff, state and federal funding oversight agencies, and consultants/contractors.  Manages the preparation and processing of requests for proposals for professional services and invitations for construction bids for District facilities capital improvement projects.   Administers professional services agreements and construction contracts, including verification of consultants and contractors' compliance with certified payroll submissions, prevailing wage requirements and other contract labor rules.  Supervises contract administration staff.  Provides assistance to District Engineer regarding engineering contract matters, budget analysis and cash flow reports, including acting as liaison between District Engineer and District Officers, Heads of District Divisions and the Board of Directors. Facilitates the work of the District Engineer by using discretion, prudence, initiative, and independent judgment. Performs other related duties and special projects as required.

 

Essential Responsibilities

• Organizes, plans, writes, directs, coordinates reviews and prepares final versions of requests for proposals, formal bids, professional service agreements, purchase agreements, construction contracts, amendments and change orders in adherence to federal, state, local laws and regulations and District procurement policies and guidelines. 
• Reviews contract documents for accuracy, content, timeliness, reasonableness, funding, performance periods, deliverables, and other terms and conditions.
• Provides procurement and contract administration guidance to engineering staff to ensure contract uniformity, and consistency.

• Manages and supervises processing of contract invoices for payments, including checking for accuracy and compliance with contract payment provisions.
• Prepares monthly reports for tracking contract expenditures.  
• Reviews contract budgets and assures that expenditures do not exceed authorized limits.
• Manages and supervises contract compliance activities to ensure that all engineering contracts are in adherence to federal, state, local laws and regulations and District procurement policies and guidelines.
• Manages auditable contract invoice and payment records. 
• Manages processing of change order and amendment requests and assures compliance with District policies, FHWA and FTA guidelines, applicable laws and regulations.
• In coordination with project managers, negotiates and maintains reimbursement rate agreements and any adjustments with consultants.
• Makes recommendation regarding resolution of procurement/contract issues.
• Consults with District attorneys on contract legal issues.
• Attends pre-proposal and pre-bid conferences as needed and explains the District’s contract award procedures and guidelines.
• Organizes proposal evaluation committees, coordinates appropriate committee meetings and reviews, and assists in preparing Board reports.
• Attends District Committee and Board meetings as required.
• Prepares in-house memoranda and written correspondence to consultants and contractors, e.g., notices to proceed, notifications, sole source justification.
• Administers the contracts throughout their duration including the close out process.
• Reviews cost/price analysis as needed.
• Provides supervision and guidance to subordinate staff.
• Establishes and maintains effective working relationships with District employees, customers, vendors and all others contacted during the course of work using principles of excellent customer service.
• Follows established safe work practices and obey all safety rules.
• Performs other duties as assigned.

The Bus Fleet Facilities Infrastructure Department oversees the delivery of major bus fleet and facilities infrastructure projects for SamTrans. The projects include design and construction of zero emission infrastructure (battery electric bus (BEB) charging infrastructure and hydrogen fuel cell electric bus (FCEB) infrastructure) for SamTrans's revenue and non­revenue fleet of nearly 400 vehicles, sea level rise and flood mitigation structures, bus administration, transportation, and maintenance buildings, and other structures at SamTrans' North Base and South Base Maintenance Facilities. 

The Construction Manager will report to the Director, Bus Infrastructure and Capital Projects and will be responsible for establishing standards, policies, and processes to manage the construction of SamTrans projects. This position oversees both the construction and construction management of projects, working with Project Managers, Construction Management Team, and Contractors to ensure successful project delivery. Responsibilities include providing constructability review of Contract Documents prior to advertisement, providing guidance to engineering and construction management staff in the planning, organizing and directing the work of contractors, negotiating changes to project scope or budget, directing the advertise, award, and administration phases of construction, and ensuring project and contract compliance with public contracting law.

• Oversee the development of standard construction management manual that can be used for future SamTrans facilities and infrastructure projects in construction.
• Oversees the development of a Construction Quality Management Plan for construction projects.
• The individual selected for this position must demonstrate strong abilities in leadership, self–motivation, and technical acumen as well as extensive staff management and development experience, strong communication and organizational skills, and sound judgment in their area of expertise.
• Managing general engineering consultants that develop provide construction management services.
• Oversees the constructability review process for construction documents prior to bid issuance.
• Managing coordination and communications with project stakeholders.
• Oversee management of the scope, schedule, budget, and quality of infrastructure projects from construction phase to close out.
• Make presentations at SamTrans Board meetings and other public meetings about the construction projects.

Minimum Qualifications Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:

• Bachelor’s degree in Engineering, or a closely related field.
• Five (5) years full-time increasingly responsible management experience in the area of civil, electrical, mechanical, or other related engineering design, construction management, and/or public works project management.
• Three (3) years experience supervising staff on a full-time or project basis.

Preferred Qualifications

• Experienced in the management and delivery of complex engineering design projects for public transit agencies.
• Possess Quality Control/Quality Assurance experience.
• Experienced with Storm Water System Management.
• Registered Professional Engineer in the state of California.
• Able to possess a valid California drivers’ license with a safe driving record.

San Mateo County Health is seeking a well-qualified individuals for the position of Environmental Health Specialist IV - Consumer Protection Programs. Environmental Health Specialist will receive general supervision and provide lead direction in performing various countywide environmental health inspection and enforcement activities in one of the several specialized technical areas such as consumer protection, food sanitation, recreational water, water, sewage, land use, and cross connection control; vector control; solid waste; medical waste; and housing and institutions.

There is currently one regular vacancy that will function as a Food Plan Check Specialist within the Environmental Health Division Food and Pool Programs, located in San Mateo, but the position will include travel/driving throughout the county to perform duties of the job.

Duties within the Consumer Protection Programs include:

The Assistant Civil Engineer is an entry-level class in the Civil Engineer series. This class is distinguished from the Associate Civil Engineer by the performance of the more routine tasks and duties assigned to positions within the Civil Engineer series. Incumbents perform less complex office and field engineering work and assignments are generally routine or closely related within a framework of established procedures. The Assistant Civil Engineer receives general supervision from higher level professional engineers and may exercise technical or functional supervision over technical engineering staff. The Assistant Civil Engineer position does not require registration as a civil engineer or professional engineer.  This position will have a focus in development review but will also participate in Capital Project delivery.

 

Essential and other important responsibilities and duties may include, but are not limited to, the following:

• Perform a variety of engineering duties in support of capital improvement projects including road construction, storm drains, sewers, traffic systems and related construction projects.

The Department

The Parks and Recreation Department is the third largest department in the City and is organized by program area, with each program administered by a supervisor, coordinator, or specialist. The Parks and Recreation Department is composed of a Director and 22 full-time management positions. The department is comprised of the Recreation, Parks, and Building Maintenance divisions. The Parks and Recreation Department mission is to provide opportunities for physical, cultural and social well being; protect and enhance the physical environment; and ensure the effective and efficient use of public facilities and open space.

The Building Maintenance Division maintains 32 facilities totaling more than 563,000 square feet and over 275 acres of park land. The division provides janitorial, preventative maintenance services, and necessary building and related equipment repairs to all of the City's facilities, including interior and exterior work. The division also performs a variety of tasks, which include moving furniture, set-ups, and many other miscellaneous tasks as required. 

Ideal Candidate

The ideal candidate will have knowledge of methods, materials, tools, equipment, and techniques used in performing custodial repair and maintenance; occupational hazards and safety practices and procedures related to the work; and techniques for dealing with the public, City staff, and representatives of contractors in an effective manner. The ideal Building Maintenance Custodian will also have the ability to maintain proper standards of cleanliness in assigned areas; follow written and verbal instructions; maintain basic records; and use materials, tools, and equipment safely and effectively form physical labor, including periodic heavy labor.

The Position

• Sweeps, mops, waxes and polishes floors; shampoos and cares for carpets and rugs.
• Dusts and polishes woodwork, furniture, fixtures and equipment; wash windows, walls and other fixtures.
• Empties and cleans trash containers and wastebaskets; picks up paper and other debris.
• Cleans rest rooms and maintain supplies.
• Locks and unlocks doors, as necessary, provides for other forms of building security.

• May deliver materials and supplies to and from City locations.

QUALIFICATIONS: Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Experience: One year of janitorial experience 

Training: Equivalent to graduation from high school.

Licenses/Certificates: Possession of, or ability to obtain, an appropriate, valid California driver’s license and a satisfactory driving record, which must be maintained as a condition of employment.

The Ethics Commission is responsible for the independent and impartial administration and enforcement of laws related to campaign finance, public financing of candidates, governmental ethics, conflicts of interest, and registration and reporting by lobbyists, campaign consultants, permit consultants, and major developers.

The successful candidate should expect to perform their duties in a hybrid work environment with at least three days onsite per week per current City policy. Additionally, any City employee may be called in for Disaster Service Work duty or to work onsite with 24-hours’ notice.

ABOUT THE ROLE

Reporting to the Executive Director, the Deputy Director will oversee department-wide administrative operations and strategic initiatives including organizational planning, program performance, budget development, financial accounting, procurement, contracting, human resources, recruitment, and other administrative functions. This role will supervise three staff members in the Operations Division and closely collaborate with other staff to achieve the Commission’s strategic goals.

The Deputy Director must be willing to forego involvement in all local political activity while a member of the Commission staff and publicly file an annual Statement of Economic Interests (Form 700).

ESSENTIAL DUTIES

Essential duties of the position include, but are not limited to the following:

• Establish and implement departmental goals, policies, and strategic plans as directed by the Executive Director.
• Develop and maintain a broad understanding of the Commission’s laws, policies, programs, procedures, and operations.
• Oversee daily administrative operations of the department including financial management, procurement, accounting, payroll, and related office operations.
• Effectively plan, coordinate, supervise, and evaluate the work of direct reports.
• Manage the department’s hiring initiatives including tracking vacancies, producing hiring-related documents, coordinating recruitment functions with staff and DHR, and supporting onboarding activities.
• Manage the department’s HR and personnel functions and lead initiatives to promote staff engagement and professional development.
• Direct the department’s annual budget development process by working with Commission staff and City stakeholders to get necessary funding approved through the City’s budgeting process.
• Track ongoing spending using the City’s financial systems and monitor adherence to the approved budget.
• Manage the department’s contracting needs and establish internal procedures and documentation for related business processes.
• Design and implement standardized workflows, procedures, documents, and tools for the Commission’s departmental business processes. Identify ways to improve business processes using automation.
• Establish effective metrics that inform the department’s operations and programmatic work in a data-driven manner. Develop processes to generate and track performance measures broadly across functions for leadership and staff, using automated tools in collaboration with the technology division.
• Manage services from other departments to support the Commission’s operations and serve as a liaison for departments and other stakeholders.
• Prepare management reports, annual reports, agency publications, and financial reports to provide regular progress updates regarding departmental goals and operations. Provide presentations at Commission meetings as needed.
• Maintain information on the Commission’s website, including budget, operational reports, and Commission information, in compliance with the City’s language access and digital inclusion standards.

• Support Commission-related operations including assisting with public meetings and onboarding new Commissioners.
• Act on behalf of the Executive Director when requested to provide business continuity for other programmatic and business functions.
• Maintain absolute confidentiality of sensitive information obtained through the course of completing assignments while working comfortably in an open government environment.
• Maintain and retrieve documents, records, and correspondence in accordance with established procedures for data retention and records requests.
• Establish and maintain effective professional relationships that foster an inclusive work environment and constructive problem-solving.

• Demonstrate sound independent judgment and the highest standards of integrity in carrying out duties.
• Perform other related duties and responsibilities as assigned.

How to qualify

Minimum Qualifications

• Bachelor's degree from an accredited college or university, AND
• Two (2) years of managerial experience in governmental ethics, campaign financing, and/or lobbying laws and regulations, all of which must include supervisory experience.

Substitution: Additional experience as described above may substitute for the required degree on a year for year basis up to a maximum of two (2) years.

Desired Qualifications

• A Master's degree in public administration, business administration, public policy, or a closely related field of study, or a juris doctor degree.

• Two or more years of demonstrated experience with public sector management, budgeting, financial accounting, procurement, contracting, and/or recruitment functions.
• Experience in the fields of campaign finance and governmental ethics.
• Experience working objectively, efficiently, and effectively under strict deadlines and highly visible, sensitive, or politicized settings.
• Extensive knowledge and expertise in organizational policies, systems, and issues in a government setting.
• Proficiency with computers and software applications, including with Microsoft Office tools, electronic filings systems, collaboration and project management tools (SharePoint, MS Teams, Jira or similar), financial & accounting systems, digital signature tools (DocuSign or similar), and content management systems (WordPress or similar).
• Familiarity with data analysis skills including advanced Excel, PowerBI, Tableau, or other statistical/analytics tools. Comfortable working with complex datasets and databases.
• Strong leadership and management skills and experience working effectively with diverse stakeholders in fast-paced, sensitive, and politicized settings.
• Ability to operate as an effective tactical and strategic thinker.
• Exceptional written and verbal communication skills with excellent presentation and organizational skills.
• Adaptability and flexibility in handling changing circumstances in dynamic work environments.
• Ability to plan, prioritize, exercise initiative, and complete multiple competing projects within established timeframes while also ensuring accurate, high-quality work products.

The Policy Advisor for Health and Human Services Agency (HHSA) leads on all matters related to the County’s social services, public health, behavioral health, and child and senior welfare programs. This individual tracks policies, advocates for equitable investments in District 1, and helps design board actions that enhance public health, general welfare, and access to medical care and social support systems. This position reports to the Director of Policy.

Key Responsibilities:

• Analyze HHSA initiatives and county programs related to the safety net, public health, behavioral health, homeless service, housing development, child welfare, and services for seniors and people with disabilities.
• Draft policy memos, board letters, and recommendations to address systemic inequities.
• Draft talking points and speeches that communicate the elected’s policies, priorities, and vision to constituents, stakeholders, and community leaders.
• Serve as a liaison to County departments, community-based organizations, and health justice advocates.
• Conduct research and communicate policy ideas in support of the elected’s legislative agenda.
• Coordinate with the Director of Community Engagement to elevate on-the-ground feedback.
• Provide support to the elected at community events coordinating scheduling, logistics, and constituent engagement.
• Track state and federal funding streams relevant to HHSA priorities.
