The City of Sunnyvale is seeking an effective and skilled communicator, and highly motivated problem solver for the position of Principal Transportation Engineer/Planner.  This management position reports directly to the Transportation and Traffic Manager in the Public Works Department and will be responsible for:  assisting with planning, organizing and coordinating the activities of the Division of Transportation and Traffic; and perform professional traffic engineering, transportation planning, designing, and project management.

This position will supervise a small team within the Division to accomplish specific tasks and high-level, community-oriented projects. Current projects include: East Channel Trail study; Mary Avenue Overcrossing over highways 101 and 237; Bernardo Avenue railroad undercrossing; Sunnyvale Avenue and Mary Avenue railroad grade separations, liaison with the County for the Lawrence Grade Separation project; and coordinating with VTA as part of the delivering Measure B transportation projects. The position will manage multiple consultant contracts and will be expected to coordinate and work closely with other staff within the Division and with staff within other departments such as Public Works, Community Development, Environmental Services, and Public Safety, and represent the City with outside agencies such as the Valley Transportation Authority, Caltrain, High Speed Rail, Caltrans, MTC, County of Santa Clara, and adjacent cities.

The position will focus on advancing the projects mentioned above, assist with oversight of the design and traffic signal operations, implementation of Intelligent Transportation Systems (ITS); assist with the coordination of Division of Transportation and Traffic activities with other divisions and departments; oversee and assist with oversight of the grant application preparation, reporting, and management for transportation projects; assist with planning and coordinating division workload and budgets; creating and sustaining cooperative and collaborative working relationships across the City, with the development community, and residents; attend and present at public meetings/City Commissions; and provide assistance with highly complex traffic engineering work. The Position
The City of Hayward is seeking a Senior Civil Engineer - Water and Wastewater [Formal Title: Senior Utilities Engineer] with a water and/or wastewater background to supervise, direct, plan, and coordinate the activities of the Utilities Division. DEFINITION

DISTINGUISHING CHARACTERISTICS

This is a mid-management level position that performs, oversees, and coordinates assigned activities of the Utilities engineering section, including planning, conceptual design, final design, cost estimating, project bidding process, services during construction and construction management for variety of projects in water distribution, sanitary sewer collection, recycled water, stormwater management, and wastewater treatment.  This position is distinguished from that of subordinate Associate Civil Engineer position by its responsibility for the supervision of assigned engineering and technical staff, in addition to engineering and technical responsibilities for project development, design, and construction management for more complex projects. This position is distinguished from that of the Principal Utilities Engineer by the latter position’s complexity of assignments and responsibility for the supervision of higher-level engineering and technical staff.  

 

 

Essential Duties

What you will do:
Duties may include but are not limited to the following:

• Recommend and assist in the implementation of goals and objectives; establish budgets, schedules, and methods for the engineering, planning, design and construction of assigned utilities systems.

• Plan, prioritize, assign, supervise, and review the work of staff involved in the implementation of Capital Improvement Projects through the planning, design, bid award, construction and commissioning phase. 

• Evaluate operations and activities of department; recommend improvements and modifications to operational procedures; prepare various reports on operations. 

• Participate in the mentoring of staff; coordinate and provide staff training; conduct performance evaluations; recommend discipline; implement discipline procedures as directed.

• Review proposed development projects and permit applications for conformance with City standards, specifications, details, and Master Plans; set conditions for the provision of utility services; provide engineering support during construction including reviewing submittals, responding to requests for information, resolving conflicts/claims, coordinating with inspectors and Utilities Operations and Maintenance staff, and ensuring construction conforms with approved plans and specifications. 

• Negotiate and obtain easements, permits, and agreements for the City construction projects and development projects. Review and coordinate annexation of property to the City water, sanitary sewer, and recycled water service areas.

• Prepare Requests for Quotes and Requests for Proposals; receive and respond to questions during proposal period; review proposals and participate in the selection of vendors, consultants, and/or contractors.

• Maintain and create accurate records and maintain design standards and specifications for water, sanitary sewer, wastewater treatment and recycled water infrastructure.

• Oversee and review the preparation and/or updates of Master Plans and studies that outline future water, recycled water, sanitary sewer collection system, and wastewater treatment system improvements.

• Prepare drawings, models, and displays for special studies and reports completed by the Utilities Division and explore and study the preparation of area wide Master Plans guiding future installations of major water, recycled water, and sanitary sewer collection system improvements.

• Serve as construction manager on complex water, sewer (wastewater), and recycled water capital improvement projects.

• Oversee and review the preparation of plans, specifications, cost estimates, and the administration of contracts for construction projects in utilities (e.g., water, recycled water, sanitary sewer collections, and wastewater treatment  and storm drainage projects).

• Prepare, revise, and update standard specifications and details related to water, recycled water, and sanitary sewer system infrastructure.

• Check plans prepared by other agencies for conflict with the City's existing and proposed utilities systems.

• Coordinate work between sections and divisions of various City Departments and advise City staff on assigned engineering and technical matters.

• Participate in the selection and supervision of outside engineering consultants for the development of plans and specifications, studies, and reports.

• Coordinate utilities engineering related activities with other City departments, divisions, and sections and with outside agencies.

• Prepare reports and participate in the development of the Capital Improvement Program and Project budget and priorities for utilities projects. 

• Coordinate and consult with contractors, developers, engineers, and operation and maintenance staff on problems relating to the design, construction, and maintenance of assigned utilities facilities.

• Prepare project statements outlining scope of projects, design criteria, available data, background, scheduling coordination, and financing for utilities projects.

• Review, edit and prepare staff reports and resolutions for City Council authorization; prepare staff reports and presentations to council special committees. 

• Participate in interviews and selection of new employees as directed, and trains employees in work procedures, standards, and safety practices. 

• Prepares and provides input into employee performance evaluations, including setting and assessing goals, conducts counseling on work-related issues, and makes recommendations regarding discipline.

• Answer questions and provide information to the public; research questions and recommend corrective action as necessary to resolve issues.

• Represent the City with dignity, integrity, and the spirit of cooperation in all relations with staff and the public.

SELECTION PROCEDURE

Application Review - Based on the information provided, employment applications will be reviewed for minimum qualifications.  

Job Related Testing -Those best qualified may be invited to the next phase of the process, which may include an oral, practical, written examination and/or supplemental questionnaires reviewed by subject matter experts.

The examination process will result in a ranked eligible register of candidates for hiring consideration by the department derived from any of the exam processes mentioned above.

Candidates under final consideration for employment with the City should expect to undergo an employment background/reference check that may include, but is not limited to: employment history, confirmation of educational credentials and degrees, licenses including driver's license, registrations, certificates, and other credentials as part of the appointment process. Some positions, depending on the nature of the work, also require a credit check and a review of Summary Criminal History obtained from the State Department of Justice through Live Scan Fingerprinting.

Under general supervision, the Part-Time Office Assistant provides a variety of general clerical and administrative support services for the Recreation and Community Services Department. This is a part-time position and may include a flexible or reduced weekly schedule as determined by the department.

This position performs a range of office support duties such as preparing documents, maintaining records, assisting the public, and supporting departmental projects. The Office Assistant may also be assigned to take photographs at City special events as part of regular job duties. Work is generally guided by established procedures, with supervision available for non-routine tasks.

• Prepare a wide variety of documents, correspondence, reports, and forms using word processing and spreadsheet software.
• Review and proofread documents for accuracy, completeness, and proper formatting.
• Create basic graphics or presentation materials as needed.
• Enter, update, and retrieve information from computer systems; maintain files, records, and logs.
• Assist with processing forms such as purchase requests, timesheets, and other departmental paperwork.
• Greet and assist visitors, answer phone calls, take messages, and provide general information about department services.
• Perform general office tasks such as copying, scanning, filing, distributing mail, and ordering office supplies.
• Assist with City events or departmental projects.
• Take photographs at City special events and departmental activities to document projects, support communication needs, and provide images for reports or public information materials.
• Provide backup support to other clerical staff as needed.

QUALIFICATIONS

Knowledge of:

• General office practices and procedures.
• Basic computer skills, including word processing, spreadsheets, email, and simple graphic design tools.
• Standard office equipment such as phones, copiers, scanners, and computers.
• Proper English usage, spelling, grammar, and formatting.
• Basic filing, record-keeping, and data entry methods.

• Basic photography principles, such as framing, lighting, and capturing clear images.

The City of Livermore is currently accepting applications to fill Water Resources Operator vacancies.  The vacancies can be filled at any of the levels, based on the experience and background of the candidates.

Water Resources Operators perform duties in the operation, treatment, reclamation, and disposal of wastewater. Examples of duties include reading, recording, interpreting, and monitoring meters, gauges, and laboratory test results to assess system functions and processing requirements; extracting wastewater samples, performing laboratory tests, identifying the treatment adjustments, and operating direct and remote controls to implement treatment adjustments; recording shift operations information in logs and checklists; handling emergency and urgent situations; starting and stopping electric driven pumps and motors to control and adjust flow and treatment processes; and other duties as necessary as defined by appropriate licensure level.

As experience is gained and certifications are achieved, promotional opportunities to advance up to a Water Resources Operator - Grade III is possible without having to participate in additional recruitment and testing processes with the City.
