About The Position

Each day, Deputy Probation Officers (DPOs) have the opportunity to contribute to community safety by actively engaging with at-risk youth and adults. Our department is firmly dedicated to implementing the most effective evidence-based, equitable, and trauma-informed practices to uplift and empower the individuals under our supervision. DPOs work in close cooperation with the County's criminal justice system and partner with Community Based Organizations to offer guidance and support to the population we serve.

Deputy Probation Officer II is the journey level class of this series. Under direction, incumbents independently perform a variety of complex assignments primarily in the areas of intake, investigation, or supervision. This class is distinguished from Deputy Probation Officer III in that the latter has acquired greater work experience and technical competence and handles the exceptionally difficult cases requiring a high level of intensive probation casework. The III level may also mentor or train other staff in areas in which they possess expertise, provide lead direction or substitute for the supervisor on a short-term basis.

Successful candidates must have two years of full-time (2080 hours) experience working in a California County Probation Department as a Deputy Probation Officer AND have successfully completed a California POST OR STC-certified P.C. 832 Arrest and Control course AND a STC-certified Probation Officer Core course to qualify.

IMPORTANT: Individuals who are not currently employed full-time as a Deputy Probation Officer but have a minimum of two years of full-time experience in a California County Probation Department should not have a separation date greater than six months from the date of application.

To qualify for this position, you must possess all of the following:

• Two years of full-time (2080 hours) experience working in a California County Probation Department as a Deputy Probation Officer.
• Graduation from an accredited four-year college or university. A degree in sociology, psychology, corrections, criminal justice, counseling or a closely related social or behavioral science is preferred.
• *Completion of a certified California POST or STC approved P.C. 832 Arrest and Control course.
• *Completion of a certified Probation Officer Core training course as prescribed by the California Board of State and Community Corrections (BSCC).

As a Deputy Probation Officer, you will be responsible for, but not limited to, the following duties:

• Interview adults or juveniles, their families, and other relevant individuals to assess the nature of their marital, domestic, employment, financial, environmental, or other challenges.
• Formulate probation plans and present recommendations to supervisors and the court.
• Set up and recommend payment schedules for restitution and fines; evaluate restitution claims submitted by victims and assess the probationer's ability to pay.
• Explain procedures, rights, and responsibilities to probationers.
• Inform juveniles, adults, or their families of available community resources.
• Propose alternative probation plans as needed.
• Obtain releases for medical, psychiatric, or other necessary information about probationers.
• Supervise the welfare and conduct of adults on probation and juveniles under the jurisdiction of the Juvenile Court, assisting them in complying with court orders.
• Identify treatment, educational, employment, or other programs required by probationers; make referrals and follow up to verify and evaluate services received.
• Take necessary legal actions to report non-compliance with court orders.
• Initiate court processes when probationers violate probation terms.
• Consult with professionals in law enforcement, medicine, religion, law, and mental health.
• Collaborate with state and local welfare, school, and law enforcement agencies.
• Stay informed of departmental policies and procedures.
• Maintain records and prepare reports.
• Participate in mandatory training programs.
• Perform related duties as assigned.

Qualifications

Experience:

Two years of experience performing duties comparable to those of an entry level Deputy Probation Officer I in San Mateo County.

Education:

Graduation from an accredited four-year college or university. A degree in sociology, psychology, corrections, criminal justice, counseling or a closely related social or behavioral science is preferred.

Licensure/Certification:

• Possession of a class C California driver license or equivalent.

Other Requirements:

• Must be at least 21 years of age on or before date of appointment.
• Must be legally authorized to work in the United States by federal law.
• Must not have been convicted of a felony.
• Must successfully pass a background investigation prior to employment.

DISTINGUISHING CHARACTERISTICS

This is a journey technical level position in which incumbents are expected to independently perform the full range of duties assigned. THE DEPARTMENT

The Communications Center in the Support Services Division of the Hayward Police Department is responsible for dispatching both Police and Fire Services throughout the City of Hayward. LATERAL REQUIREMENTS:

Experience: Two (2) years of experience as a public safety dispatcher for a Public Safety Answering Point, including heavy public contact while performing multiple tasks and using a computer-aided dispatch system.

What you will do:

Receive emergency calls from the public requesting police, fire, or other related services; determine nature and location of emergency; determine priority and dispatch emergency units as necessary and in accordance with established procedures; coordinate emergency calls and relay information and assistance requests involving other law enforcement agencies.

Use a computer aided dispatch (CAD) system to enter calls for service/radio traffic and monitor real-time status of situations; use an automated records management system (RMS) related to public safety activities to enter and retrieve information.

Maintain contact with all units on assignment; maintain status and location of field units and monitor radio frequencies of outside public safety agencies.

Receive incoming telephone and voice radio calls for non-emergency assistance; dispatch animal control, utilities and street maintenance staff as needed.

Enter, retrieve, and update information from teletype networks, including the California Law Enforcement Telecommunications System (CLETS) relating to wanted persons, stolen property, vehicle registration, stolen vehicles and other information.

Maintain familiarity with major roads, streets, areas, and industrial and public facilities within City boundaries.

May complete recovered stolen vehicle reports in accordance with established procedures.

Relay emergency and non-emergency information to public safety personnel and other agencies in the field.

Monitor multiple frequencies.

Determine and report the need for equipment repairs.

Receive structured classroom and on-the-job training.

Assist in relaying information during response to natural disasters.

Perform the duties of a Public Safety Call Taker, as assigned. 

Perform related work as necessary.

ABOUT SFHN PRIMARY CARE: Primary Care is at the center of San Francisco Health Network’s complete system of care. Our fourteen (14) health centers/programs, provide high-quality, compassionate care to the City’s children, youth, adults, and elders regardless of immigration status or ability to pay.

On-site specialty services include prenatal care and family planning services; integrated behavioral health and substance use services; dental, gender health, nutrition, pharmacy, and podiatry services; integrative health services such as acupuncture; and care for people experiencing homelessness and refugees/asylum seekers.

Our Primary Care teams partner with University of California, San Francisco (UCSF) faculty and staff who provide acute, specialty, skilled nursing, and rehabilitation care; teach health care trainees; and conduct research at Zuckerberg San Francisco General Hospital and Trauma Center (ZSFG).

Job Description

Under general medical direction of the site medical director and/or Primary Care Chief Medical Officer, the 2230 Physician Specialist functions within an organized system for the delivery of health care in association with other members of the health care team and performs specialized duties in clinical settings. The essential job functions of the 2230 Physician include the following: 

• Provides primary care, urgent care and relevant office-based procedures to patients consistent with their medical specialty area through in-person, telehealth, and/or group visits 
• Provides telephone advice to patients 
• Provides patients with health education, counseling, and self-management support 
• Provides clinical case management for patients with complex care needs as indicated 
• Maintains accurate, timely and complete electronic medical records  
• Participates in staff meetings, project meetings, and conferences when indicated 
• Participates in quality improvement initiatives 
• Works effectively as part of a multidisciplinary team 
• Provides consultative support to other members of the care team 
• Collaborates with identified project staff on special projects 
• Participates in after-hours remote on-call medical advice pool 
• Performs other related duties as assigned/required 

Qualifications

Required

1. Possession of a valid license to practice medicine issued by the Medical Board of California or the Osteopathic Medical Board of California*
   AND
2. Successful completion** of a residency program accredited by the Accreditation Council for Graduate Medical Education or American Osteopathic Association in the appropriate medical specialty area for the assigned facility or division (i.e., Board Eligible)
   AND
3. Possession of valid Drug Enforcement Agency registration with the United States Department of Justice***

*Applicants possessing a valid license to practice medicine issued from another state within the United States of America may apply, but if selected, the candidate will NOT be appointed/hired until they obtain a valid license to practice medicine issued by the Medical Board of California or the Osteopathic Medical Board of California.

Conditions of Employment
Some positions may require valid Board Certification in medical specialty areas including, but not limited to: Family Medicine, Internal Medicine, Pediatrics, etc. If you have valid Board Certification in a medical specialty area, please respond accordingly on the Required Questionnaire.

THE POSITION:

Under immediate, then as proficiency increases, general supervision of a Field Training Officer, Police Sergeant or higher ranking official, incumbents in this classification perform and document varied law enforcement assignments through working assigned shifts in patrol or on specialty assignments and participating in training; perform related work as required.

ESSENTIAL DUTIES:

Duties may include but are not limited to the following:

• Patrol:

• Respond to emergency calls; administer first aide.
• Investigate reported crimes, suspicious activity, and traffic accidents.
• Investigate unattended deaths.
• Conduct the collection and preservation of evidence at crime scenes.
• Patrol assigned sectors in a marked vehicle to provide preventive and enforcement action.
• Assist citizens in distress and provide information regarding police function/operations.
• Quell domestic disturbances and other disputes.
• Initiate suspicious person contacts and conduct field interrogations.
• Locate and apprehend persons for violations of statutes; arrange for booking, detention, and disposition of arrestees.
• Provide crowd, riot, and traffic control.
• Write reports which are accurate, clear, and concise.
• Testify in court.
• Respond to citizen inquiries and complaints both in an office environment and while on patrol.

• Traffic:

• Perform selective enforcement of traffic violations at identified problem areas; use LIDAR, or other designated equipment.
• Conduct post storage hearings on towed vehicles and review complaints related to towing company activities.
• Author collision reports.
• Conduct investigations for hit and run, injury, and fatal accidents including accident reconstruction.
• Plan, coordinate, and supervise special event traffic control.
• Advise and consult with City personnel on traffic issues.
• Present lectures and discussions to high school students.
• Conduct training for officers on changes in traffic law and reporting techniques.
• Conduct inspections of commercial vehicles for safety, weight, size, and load violations.

• School Resource:

• Investigate and apprehend persons who commit crimes on campus.
• Monitor gang activity as it related to criminal activity both on and off campus.
• Monitor bus stop and other campus areas where potential or ongoing problems exist.
• Act as the liaison between school staff and police department.
• Conduct formal presentations for students and staff; engage in informal discussions of law enforcement with students and staff.
• Coordinate and supervise security at school activities. Refer students to appropriate agencies for assistance.
• Coordinate and implement school fingerprinting program.
• Make home visits to truants; counsel students on minor law infractions.

• Investigations:

• Investigate aggravated, serial, or major crimes; follow up on cases initiated by Patrol.
• Develop leads through informants, police sources, citizens, and/or evidence.
• Interview witnesses; interrogate suspects.
• Collect, preserve, and arrange for proper identification of evidence.
• Prepare and serve search and arrest warrants; conduct search and seizure assignments.
• Review reports for trends; identify suspects and crime patterns.
• Work with the District Attorney in reviewing and preparing cases for court.
