THE POSITION:

Under direct supervision, the Police Officer Trainee attends a Commission on Peace Officer Standards and Training (P.O.S.T) approved Police Basic Recruit Academy and successfully completes the academic and physical training required for appointment to the classification of Police Officer Recruit II. Police Officer Trainees are considered at-will employees. Police officer probationary status begins when the trainee is sworn in as a Police Officer Recruit II after completion of the police academy.

ESSENTIAL DUTIES:

Duties may include but are not limited to the following:

• Participate in a P.O.S.T certified police academy designed to provide an overview of the criminal justice system including knowledge of laws, police procedures, law enforcement techniques, first aid and physical fitness.
• Receives training to develop an awareness of Police Department functions, as well as the responsibilities of Police Officers and how those responsibilities relate to field operations.
• Receives academy and field training to become a Police Officer.
• Learns proper handling and firing of firearms, report writing and emergency vehicle operation. 
• Develops an understanding and working knowledge of the California Penal, Vehicle, Health and Safety Codes. 
• Develops an understanding of proper evidence collection and preservation methods.

Prerequisites

License, Registration, Accreditations, etc: Possession of a valid Class C California Motor Vehicle Operator License; certificate of completion of the P.O.S.T. Basic Academy Certificate; standard CPR and First Aid Certificates issued by the American Red Cross.

THE POSITION:

Under immediate, then as proficiency increases, general supervision of a Field Training Officer, Police Sergeant or higher ranking official, incumbents in this classification perform and document varied law enforcement assignments through working assigned shifts in patrol or on specialty assignments and participating in training; perform related work as required.

ESSENTIAL DUTIES:

Duties may include but are not limited to the following:

• Patrol:

• Respond to emergency calls; administer first aide.
• Investigate reported crimes, suspicious activity, and traffic accidents.
• Investigate unattended deaths.
• Conduct the collection and preservation of evidence at crime scenes.
• Patrol assigned sectors in a marked vehicle to provide preventive and enforcement action.

• Quell domestic disturbances and other disputes.

• Traffic:

• Perform selective enforcement of traffic violations at identified problem areas; use LIDAR, or other designated equipment.
• Conduct post storage hearings on towed vehicles and review complaints related to towing company activities.
• Author collision reports.
• Conduct investigations for hit and run, injury, and fatal accidents including accident reconstruction.
• Plan, coordinate, and supervise special event traffic control.
• Advise and consult with City personnel on traffic issues.
• Present lectures and discussions to high school students.
• Conduct training for officers on changes in traffic law and reporting techniques.
• Conduct inspections of commercial vehicles for safety, weight, size, and load violations.

• School Resource:

• Investigate and apprehend persons who commit crimes on campus.
• Monitor gang activity as it related to criminal activity both on and off campus.
• Monitor bus stop and other campus areas where potential or ongoing problems exist.
• Act as the liaison between school staff and police department.
• Conduct formal presentations for students and staff; engage in informal discussions of law enforcement with students and staff.
• Coordinate and supervise security at school activities. Refer students to appropriate agencies for assistance.
• Coordinate and implement school fingerprinting program.
• Make home visits to truants; counsel students on minor law infractions.

• Investigations:

• Investigate aggravated, serial, or major crimes; follow up on cases initiated by Patrol.
• Develop leads through informants, police sources, citizens, and/or evidence.
• Interview witnesses; interrogate suspects.
• Collect, preserve, and arrange for proper identification of evidence.
• Prepare and serve search and arrest warrants; conduct search and seizure assignments.
• Review reports for trends; identify suspects and crime patterns.
• Work with the District Attorney in reviewing and preparing cases for court.

Wastewater Operator II

$ 47.36 – $56.56 Hourly

Wastewater Operator II - A journey level classification in the Wastewater Operator series. The ideal candidate must be skilled in basic principles of mechanical, maintenance, and electrical systems. Must be able to recognize and report unusual, inefficient, or dangerous operating situations. Must have working knowledge of the functions and purpose of wastewater disposal systems; routine cleaning and basic operation of wastewater treatment equipment. Must have knowledge of algebra and geometry as required to perform the responsibilities of the position; basic knowledge of electronics and hydraulics. Must have excellent communication skills, work cooperatively with those contacted in the course of work, and have a dedication to safe working practices. Must be able to work on-call as assigned. Wastewater Operator III-An advanced level classification in the Wastewater Operator series. The ideal candidate  must be skilled in inspecting, operating, and maintaining a wastewater treatment plant and related lift stations including primary, secondary, tertiary and solids treatment processes. Must be able to recognize inefficient, unusual, or dangerous operating conditions. Solid experience in basic principles of mechanical, maintenance, and electrical systems; algebra and geometry; basic knowledge of electronics and hydraulics.  Must have good trouble shooting skills, attention to detail, excellent communication skills, training and leadership abilities, and have a dedication to safe working practices. Must be able to independently perform plant operations work; work on-call as assigned.

The Wastewater Treatment Plant (WWTP) is a 15.7 MDG sub-regional facility that serves an estimated 164,545 customers  administering the annual operation and maintenance budget over $12.8 million with a staff of 34 professional and technical personnel.  The City of San Mateo is building a team tasked with the safe and continuous operation of the current expansion of this conventional activated sludge plant by introducing new facilities including; preliminary treatment, primary treatment, enhanced biological nutrient removal/membrane bioreactors (BNR/MBR), biological and chemically enhanced treatment (BioACTIFLO), and additional upgrades to existing process equipment. A vital and instrumental member of this team is the WWTP Operator III.

The Position

This position will receive general direction from the Chief Plant Operator and instruction from their Shift Supervisor to provide daily guidance to lower level operators and trainees. The WWTP Operator III will be responsible for supporting these efforts to guide, develop and mentor staff on their assigned shift, act in a supervisory capacity in the absence of the Shift Supervisor, and is the assigned lead in getting both scheduled and unscheduled work completed. Those who have prepared themselves and are ready for the challenge to use their skills as a journey-level wastewater professional should seriously consider this opportunity.

This position is assigned rotating shifts working nights, weekends, and holidays with on-call emergency response 24 hours per day.  However, along with this challenge is the benefit of working  a 12-hour shift that results in a very favorable work/life balance and requires the minimum commuting days as compared to other standard 8-hour shifts.

The Duties

Depending upon assignment, duties may include, but are not limited to the following.

Operate wastewater treatment facilities to control flow and processing of wastewater, sludge and effluent; monitor gauges, meters and control panels; observe variation in operating conditions, interpreting meter and gauge readings and test results to determine process requirements.

• Operate valves and gates; start and stop pumps, engines and electric motors to control and adjust flow and treatment processes; operate and maintain boilers; perform routine maintenance work on valves, tanks, related equipment and facilities to optimize performance.
• Maintain appropriate plant records to support water quality goals.
• Perform the duties of the Designated Operator-in-Charge when required in accordance with State regulations.
• Operate rolling vehicles and stationary machinery as required to perform essential job functions.
• Foster and maintain good working relationships and provide excellent customer service in the course of their work.
• Assist in the inventory, requisition, and purchase of supplies and materials.
• Supervise and train less experienced operators on assigned shift.

AC Transit is seeking a Project Manager I (Utility Location and Marking) in the Capital Projects department. Under general direction, serves as project manager for routine to moderately complex projects and assists higher-level project managers on more complex projects as needed. This is the experienced level within the Project Manager series. There are four (4) levels within the series, which are distinguished from one another by the technical complexity of the assigned duties and the level of discretion and independent judgment exercised. Positions at this level are responsible for performing project management activities for routine to moderately complex projects.

Positions in the Project Manager series are flexibly staffed to meet the needs of the District. Positions at the experienced level are normally filled by advancement from the entry-level and promotion is subject to the following: (i) management affirmation that the incumbent is performing the full range of duties assigned and (ii) after gaining requisite experience and demonstrating proficiency that meets the minimum qualifications of the next higher-level classification.

REPRESENTATIVE FUNCTIONS:

Prepares, reviews, and maintains a variety of project-related information and documentation, including project schedules, Statements of Work (SOWs), status reports, detailing issues, risks, and deliverables; monitors agreements and projects for compliance with relevant codes, ordinances, rules, and regulations.
Reviews and recommends the approval of project proposals; coordinates design and planning services for assigned projects; and reviews design concepts for compliance with development plans.
Coordinates with grants management, grants accounting, Accounts Payable, and Accounts Receivable to resolve issues.

Prepares project staff reports for Board presentations; presents oral and written presentations to a variety of stakeholders that may include external boards and commissions, advisory committees, and citizen groups.

Attends and participates in professional group meetings and committees; stays abreast of new trends and innovations in the field of project management and federal, state, and local regulations related to the area of assignment.

Performs utility marking of the District's Fiber Optic Cable located in the public right-of-way using industry standard locating equipment and as-built drawings based on notifications from 811/USA Alert or City Building Departments.

Performs utility marking of all utilities located on District property using industry standard locating equipment and as-built drawings based on requests from District's Project Managers.
Maintain and upgrade as appropriate existing utility location documentation.
Performs related duties as required.

MINIMUM QUALIFICATIONS:
Education: Equivalent to a Bachelor’s degree from an accredited four-year college or university in a field directly related to the area to which assigned. For Engineering/Capital Projects: Equivalent to a Bachelor’s degree in architecture, engineering, planning, or a related field.

Experience: Four (4) years of experience in the professional field required by the assigned special projects or two (2) years that involved responsibilities at a level equivalent to the District's classification of Project Coordinator. Years of experience may be substituted for the educational requirement on a two for one basis; two (2) years of experience may be submitted for one (1) year of education).

Highly Desirable: 

• Ability to read and understand as-built plans, including construction plans
• Ability to observe construction work performed by others that impacts District's utilities to ensure any site restoration is done to code.
• Must understand the 811 / USA Alert system and program, how it works, how to monitor for projects that may impact our District assets.
• Must know the color codes used to mark utilities.
• Interpersonal skills to coordinate with contractor who are permitted to excavate in/around District assets and with City inspectors to enforce quality standards on subject contractors. Ability to use locator equipment, materials, and hand tools to perform marking tasks. Ability to write reports documenting marking tasks performed.
• Must be proactive and a self-starter. Utility marking requires the individual to stay ahead of the contractors.
• Must be willing to work in inclement weather.

ADDITIONAL INFORMATION:
Physical Requirements: Must maintain the physical condition necessary to perform tasks in an office setting operating a computer, keyboard, and other peripheral equipment; safely drive a District automobile; and walk, stand, and climb short distances in construction settings in order to inspect the progress of assigned projects.

The Alameda Contra Costa Transit District has established the goal of a 100 percent drug and alcohol-free workplace. During employment, employees holding safety sensitive positions are subject to random, reasonable suspicion, post-accident, return-to-duty, and follow-up drug and alcohol testing. Additionally, in the event of an absence of more than 90 days from a safety sensitive position, pre-employment drug testing will be performed.
