Position Overview

The Parking & Traffic Specialist is responsible for enforcing City parking regulations, assisting with traffic and parking issues, and providing general information and customer service to the community.

• Conduct review of discretionary planning applications for design review, exceptions, tree removal, and other related requests.
• Serve as the City’s staff liaison to various groups (i.e., Orinda Historical Society)
  Basic mathematical principles.

THE DEPARTMENT

The City of Sebastopol is seeking a professional, collaborative problem-solver to serve as the next Planning Director. The Planning Director will direct, oversee, and materially participate in the work of the City’s Planning Department, including current and long-range planning, maintenance of the General Plan, Housing Element, and zoning codes, and review of proposals for construction and development within the City of Sebastopol. The Permit Technician will perform a variety of responsible technical and office support work in the Engineering division. Work may include reviewing permit applications relating to building, site development, construction, mapping, encroachment or occupancy; checking plans for completeness and performing basic review for permits; tracking plans and applications through the permitting process; calculating permit fees and issuing over the counter permits; performing a variety of office support activities, which may include telephone and counter reception, provision of factual information to visitors, receipt of payments, word processing, data entry and record keeping, report preparation and filing, and other related work as assigned. This position receives general supervision from the Public Works Director or designee, and exercises no direct supervision over staff.

SPECIAL EMPLOYMENT INFORMATION: This is a part-time position requiring a minimum of 24.5 hours per week, up to 37 hours per week. The schedule will typically be 25 hours per week, Monday through Thursday, with some flexibility with days and hours.
 

Examples of Duties:

• Provide customer service by responding to general public, developer, and agency inquiries by phone and at the counter; provide information regarding building, encroachment and grading permit policies and application procedures; and work cooperatively with property owners, contractors, architects, developers, engineers or their representatives to resolve questions regarding permit issuance and permit fees. 
• May review building, traffic control or engineering plans and specifications for completeness and conformance to application requirements and regulations; ensure that required permits have been obtained; verify contractor licensing; route plans to appropriate departments for review and sign off; track plans and ensure timely returns; prepare and track plan packets for plan check by outside contract services; and compiles plan check comments.
• Calculate, collect and record permit application and plan check fees; coordinate fee collection with staff; issue building, grading, encroachment, and over the counter permits for development projects; and coordinate bond releases with finance staff and contractors.
• Coordinate with outside agencies to ensure all necessary approvals acquired before issuing permits.
• Work closely with Code Enforcement Officer on code compliance issues to ensure community concerns are addressed and building code is adhered to.
• Assist in scheduling daily building or engineering inspections; monitor Division inspection phone line; and coordinate utility releases with building inspectors and utility company.
• Maintain department records, file and other reference materials; compile and disseminate data regarding permit activity and fee collections; prepare and edit correspondence, plan check comments and various technical and statistical reports.
• Establish positive working relationships with building contractors, developers, engineers, representatives of community organizations, state/local agencies, associations, City management and staff, and the general public.
• Perform related duties as assigned.

The Economic Development Manager will plan, organize, direct, coordinate and manage the activities of the economic development program utilizing specialized knowledge and skills to develop and implement strategies and projects to encourage business attraction, retention and expansion.  

The Economic Development Manager receives administrative direction from the Community Development Director. Responsibilities and essential functions of the position include, but are not limited to: 

• Assist the City Manager in developing and implementing the goals, objectives, policies and priorities for the economic development program. 
• Prepare and present staff reports and information on economic development projects to the City Council.
• Plan, prepare and implement marketing strategies, programs and special events that promote and expand the quality of life for both residents and businesses in the City and support economic vitality of the City.
• Participate in and manage collaborative programs of economic development with the Chamber of Commerce, business community and other public and private sector entities.
• Serve as the City’s representative and primary liaison to the Pleasant Hill Tourism Improvement District (TID), including staff support for formation/renewal of the TID. 
• Monitor, compile, analyze and report on various information data sources including employment, retail sales tax, business license, commercial real estate, population and demographics, hotel occupancy rates and assessed property values.
• Coordinate with other City divisions/departments on current and planned development projects.
• Exercise management and operational authority over assigned projects, services, and administration operations; maintain financial and administrative processes and records; develop recommendations for establishing and/or modifying policies and procedures.
• Monitor workflow of the Economic Development Division and review and evaluate work products, methods and procedures and make necessary recommendations to the City Manager.

A bachelor’s degree with major course work in public administration, economics, business administration and four years of professional experience is required as is possession of, or the ability to obtain, an appropriate California driver’s license. Parkside Children's Center offers year-round child care.  Located in the heart of San Rafael, Parkside Children's Center is a place where school aged children are encouraged through play, connection, and creativity.  

ABOUT THE DEPARTMENT

The Library and Recreation Department is comprised of two divisions, Library and Recreation & Childcare, that are dedicated to enhancing the quality of life of San Rafael residents. The Department’s mission is to enrich the community through discovery, learning, and play, and strives to maximize the delivery of strategically aligned programs and services to provide the highest value for the community.

The Child Care division offers programs with developmentally appropriate curriculum with a wide variety of activities and experiences that support and enhance children's cognitive, social, emotional and physical growth.  Our professional staff provides a balance of child-initiated and teacher-led activities designed to support children's individual growth and development in a safe and enriching environment.  

THE POSITION

The Child Care Supervisor plans, organizes and oversees the operation, maintenance, safety, activities and staff of a pre-school or school age child care program, including direct program delivery, training and evaluation of assigned staff, conducting program registration; developing program promotional materials; communicating with school personnel, center families and community members; keeping and maintaining records and producing reports; and meeting all requirements of grant funding.  

ESSENTIAL DUTIES AND RESPONSIBILITIES (Including but not limited to)

• Instructs and supervises children; facilitates and leads classroom activities.
• Assists with the establishment of the program budget; tracks expenditures and administers budget.  
• Conducts registrations and provides information to parents regarding program requirements.
• Develops and implements participant behavior and discipline guidelines.
• Hires, trains, coaches, evaluates, and supervises staff; develops individualized skills development plans and provides guidance to staff in accomplishing  goals; ensures staff meet all mandatory training requirements.
• Schedules staff and ensures appropriate staffing levels are maintained.
• Oversees and/or conducts daily student check-in and maintains attendance records.
• Creates, prepares, and distributes program advertisements and promotional materials.
• Maintains records and prepares various reports and statistics related to site operations and activities including program registration, enrollment, tuition, projected revenue, and scholarships.
• Communicates with parents, collaborates with local school districts on implementation of behavioral plans and other special services as needed.
• Oversees planning and implementation of activities and events  year-round; approves Instructor II curriculum and plans.
• Collects and tracks revenues.
• Oversees planning and conducting of emergency drills; oversees and ensures safety and maintenance of facility. 

EDUCATION AND EXPERIENCE

Any combination equivalent to experience and education that demonstrates possession of the requisite knowledge, skill, and abilities.  A typical way of gaining the knowledge, skill and ability outlined  in the job spec is:  

• Completion of 15 units in Early Childhood Education, Recreation Administration, or related coursework, AND 
• At least three (3) years of teaching experience in a child care center or comparable group child care program.
• An Associate of Arts degree in Early Childhood Education, Recreation Administration, or related field may substitute for one year of experience.
• A Bachelor's degree in Early Childhood Education, Recreation Administration, or related field may substitute for two years of experience. 

SPECIAL REQUIREMENTS

• Candidates must meet all qualifications in accordance with current legal and regulatory requirements for working with children in the age group in their program.
• Must be willing to work the hours (work schedule) required for the assigned Center.
• Prefer possession of a valid California Driver's license.
