POSITION

To respond to fire alarms, medical emergency, and other emergency activities in the protection of life and property; and to participate in fire prevention, training and station and equipment maintenance activities.  The purpose of this recruitment is to fill a current vacancy in the Woodland Fire Department (WFD), as well as establish an eligibility list for future vacancies.

ESSENTIAL JOB FUNCTIONS

The following are typical illustrations of duties encompassed by the job class, not an all-inclusive or limiting list:

• Respond to fire alarms with assigned company; lay and connect hose lines; hold nozzles and direct water streams; raise and climb ladders.
• Perform rescue operations in a variety of situations including but not limited to rescuing persons from areas threatened by fire, hazardous conditions, confined space, and active shooter/rescue task force events.
• Provide basic life support during medical incidents, assessing and initiating patient care until relieved by proper medical personnel.
• Operate all types of portable fire extinguishers, hand tools, hose lines, power tools and appliances, salvage covers, forcible entry tools, emergency medical equipment and other rescue equipment.
• Participate in fire drills; serve as instructor as assigned; attend training sessions.
• Promote and maintain safety in the workplace.
• Work cooperatively with others as integral part of a team.
• Follow chain of command and be responsive to orders.
• Regular, predictable, consistent and timely attendance is an essential function of the position, in that Employee must be present and fit for duty.

OTHER JOB FUNCTIONS

• Respond to hazardous materials incidents and participate as member of the County Hazardous Materials Team. Shut down natural gas and electrical services to structure.
• Participate in fire inspection activities and other fire prevention, community risk reduction, and public education activities as assigned.
• Ensure that businesses are operating in compliance with the fire code.
• Participate in the programs providing various public relations services, including facility tours, public education seminars and other public events.
• Respond to inquiries from the public.
• Assist in investigating fire origin and cause.
• May be requested to respond to emergencies during non-duty hours.

• Inventory supplies; maintain records.
• Can serve as “acting positions” when certified.
• Clean station quarters and equipment and maintain a clean and orderly condition in and about the fire station; perform minor building maintenance.

• Learn a wide variety of firefighting duties, methods, and procedures including the operation of firefighting apparatus, equipment, and tools.

QUALIFICATIONS

Education:

• High school diploma or equivalent.  College-level coursework in fire science, general management, or related field is desirable.
• Proof of completion of accredited Firefighter Academy

Experience:

• Possession of at least three (3) years of full-time work experience with a municipal fire agency, including current employment in good standing.  Exceptions may be considered for those in lay-off status if deemed not for cause.

License or Certificate:

Required Upon Hire:

• Proof of valid Candidate Physical Ability Test (valid for one year from issuance date).

Required Upon Hire and Continued Employment:

• Valid California Commercial Driver License (Class A or B), or Class C w/FF endorsement
• Emergency Medical Technician Certificate

On behalf of the Express Lanes Joint Powers Authority, the City/County Association of Governments of San Mateo County (C/CAG) is seeking qualified applicants for the position of Program Director. While this individual will be hired through the City/County Association of Governments of San Mateo County (C/CAG), the individual will work exclusively on behalf of the Express Lanes Joint Powers Authority.  The City/County Association of Governments of San Mateo County (C/CAG) and the San Mateo County Transportation Authority (TA) are both members of the San Mateo County Express Lanes Joint Powers Authority (SMCEL-JPA). The Program Director will play a critical leadership role in overseeing operations, advancing priorities, and representing the SMCEL-JPA locally, regionally, and statewide. 
 
The Program Director oversees and manages the operations of the San Mateo County Express Lanes. The Express Lane Program Director will help to ensure alignment of the SMCEL-JPA’s mission and goals under the direction of the TA and C/CAG Executive Management Staff. The Program Director will coordinate with staff from both agencies as they deliver tasks and carry out functions related to SMCEL-JPA operations and management.  The Program Director will also serve as the representative and advocate of the express lanes locally and regionally. The Program Director is expected to maintain positive working relationships with partner agencies and external parties.   Furthermore, the Program Director will liaise, communicate, and keep an outstanding relationship with the TA and C/CAG Executive Management Staff.
 

This management position will:

• Provide technical and program management support to the San Mateo County Express Lanes Joint Powers Authority (SMCEL-JPA) on any and all express lane related issues.
• Coordinate with internal partners and external stakeholders on all issues and topics related to the SMCEL-JPA.
• Manage and monitor budgets related to the Express Lane program.
• Work with legal and policy teams to draft tolling policies, agreements, and contracts.
• Exercise leadership of diverse professional, technical, and clerical staff through subordinate management and/or supervisory personnel.

The San Mateo County Express Lanes Joint Powers Authority (SMCEL-JPA) is a collaborative effort between C/CAG and the TA), both of which serve as founding member agencies. This partnership was established to jointly oversee the development, implementation, and operations of express lanes on U.S. Highway 101 in San Mateo County.

The following sections provide background on each member agency, their individual missions and responsibilities, and how they work together under the SMCEL-JPA to advance regional mobility and manage the Express Lanes Program.

C/CAG
The City/County Association of Governments of San Mateo County (C/CAG) is a joint powers agency whose members include the County of San Mateo and the twenty (20) incorporated cities and towns within San Mateo County. C/CAG is governed by a 21-member Board of Directors and is advised by nine standing committees. C/CAG is the designated Congestion Management Agency (CMA) in San Mateo County, also known as the County Transportation Agency (CTA), the Airport Land Use Commission, and the Countywide Stormwater Pollution Prevention Program Manager. C/CAG provides a collaborative forum for all jurisdictions in San Mateo County to pursue our goals for a safe, equitable, and accessible multi-modal transportation network and an environmentally sustainable, climate resilient future. San Mateo County Transportation Authority (TA)

The TA plans, funds and delivers transportation programs and projects throughout San Mateo County and was formed to administer the proceeds from Transportation sales tax measures (Measure A and Measure W) to fund a broad spectrum of transportation-related projects and programs. The TA has invested approximately $2 billion in transportation infrastructure projects in San Mateo County since 1988.  More information on the TA can be found at https://www.smcta.com/. 

San Mateo County Express Lanes Joint Powers Authority (SMCEL-JPA)

The San Mateo County Express Lane is a dual-agency project constructed with the goal to reduce traffic congestion, and to promote carpooling and transit use on US Highway 101 (US 101) in San Mateo County. The project was initiated in 2018 between the city/county Association of Governments of San Mateo County (C/CAG) and the San Mateo County Transportation Authority (TA). 

In June 2019, C/CAG and TA approved a Joint Exercise of Powers Agreement (JEPA), allowing both entities equitable involvement in the SMCEL program. The agreement designated a JPA to manage the express lanes, which would be governed by a Board containing equal representation from each agency. Additionally, the JEPA established an Executive Council, which is formed by the Executive Directors of both agencies, and hired consultant support to develop and implement policies.

Since the JPA was established in 2019, two segments of the Express Lanes have been constructed. The south segment opened in 2022, and the north segment opened in 2023. The JPA manages 22 miles of express lanes on US 101 from Interstate 380 in South San Francisco to the San Mateo County/Santa Clara County border.   More information on the JPA can be found at https://101expresslanes.org/. 

The current vacancy is an unclassified position. Unclassified positions are at will positions and are not covered by San Mateo County Civil Service Rules. However, the eligible list generated as a result of this recruitment may be used to fill future temporary, unclassified and permanent classified vacancies.

Duties may include, but are not limited to, the following:

• Oversee contractors’ operations and management of the San Mateo US 101 express lanes, including but not limited to toll operations, enforcement activities, toll system/roadway maintenance, and incident response.
• Provide direction and develop a collaborative relationship with the consultant support team.
• Establish relationships and direct coordination and collaboration with relevant regional and state agencies as well as other express lanes operators.
• Manage contracts and provide oversight related to tolling operations, including but not limited to toll operations, enforcement, and maintenance.
• Assist with the oversight of the community transportation benefits program.
• Review express lanes performance and related reports, provide relevant updates to JPA Executive Management, and recommend any modification and/or refinement to the performance algorithms.
• Identify and recommend best practices for toll operations and traffic management to JPA Executive Management to optimize system performance.
• Prepare written reports and present them to SMCEL-JPA Executive Management and the SMCEL-JPA Board.
• Monitor budgets to ensure consistency with projections and tolling operations are financially sustainable.
• Coordinate with the TA’s Finance Division to provide regular revenue forecasts and ensure timely development of monthly revenue and expense reports, annual budgets, and audits.
• Review and approve program related invoices.
• Stay current with emerging technologies, industry standards, and trends in tolling systems and transportation infrastructure.
• Serve as the primary liaison for SMCEL-JPA-related topics at Regional Toll Operators meetings and the California Toll Operations Committee (in close coordination with TA and C/CAG leadership).
• Coordinate with the TA’s Government and Community Affairs staff on legislative issues at the state and federal level.
• Coordinate timely responses to media inquiries in coordination with JPA Executive Management and the TA’s Communications Division.
• Engage and collaborate with community-based organizations related to the Community Transportation Benefits Program (CTBP).
• Coordinate with the TA’s Communications Division to communicate program goals, benefits, and updates through press releases and marketing campaigns.
• Monitor local, state, and federal regulations related to tolling and express lanes operations and recommend updates to relevant policies to JPA Executive Management to ensure compliance with current standards.
• Work with the SMCEL-JPA general counsel and JPA Executive Management to draft and enforce tolling policies, agreements, and contracts.
• Support SMCEL-JPA representation at regional, statewide and national transportation and tolling organizations.  
• Complete initiatives and activities under the direction of the TA and C/CAG Executive Management.
• Ensure compliance with all applicable policies.
• Establish performance objectives.

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.

This is the entry level in the Public Works Maintenance Worker series responsible for a wide variety of maintenance and construction tasks.  Work is usually supervised while in progress and fits a pattern which has been established and explained before the work is started.  Generally, changes in procedures or exceptions are explained in detail as they arise.

• Assists in ensuring that all City infrastructure complies with the City’s level of service standards, including all transportation systems, storm/surface water management systems, City facilities and infrastructure, and park and recreation facilities; assists in identifying and requesting assistance for maintenance projects.
• Operates a variety of hand and power tools and equipment in the performance of assigned duties including:  personnel hoists, tamping equipment, construction tools including asphalt rakes, shovels, hammers, tapping equipment, cement finishing equipment, chain saws and light mechanical equipment; ride-on and walk-behind mowing equipment; operates small trucks with manual or automatic transmissions and two-ton dump truck.
• Performs heavy labor, shoveling and lifting, in the construction and repair of landscaping, parks, sewers, streets, water and storm drain lines and services.
• Performs a variety of maintenance tasks under identified standards, policies, practices, and procedures including but not limited to: sidewalks, curbs, gutters and street pavement repair; pavement marking; sweeping; sign installation, removal, and repair; mowing; weeding; cleaning, installing, and repairing storm basins and systems; play equipment inspection and repair; maintaining public restroom facilities; landscaping; read meters; constructs forms, boxes, fences, walls, and barricades; and general building maintenance.
• Performs and responds to emergency calls including repair and installation of sewers, streets, water and storm drain lines and services; maintains the required response time in order to answer emergency, after hour and weekend calls for service.
• Cleans and maintains buildings and facilities, gutters, park pathways, floors, windows, and restrooms in parks and Civic Center complex, park equipment, streets, sidewalks, tools and equipment, parks medians, and other landscaped areas.
• Performs basic carpentry, cement work, oxyacetylene cutting and burning, and painting.
• Performs the handling and/or application of hazardous materials, fertilizers, herbicides, and other chemicals in accordance with applicable regulations and instructions.
• Maintains records of daily activities, purchase receipts, and inventories including reading meters and test samples.
• Treats all members of the public respectfully, courteously, and as a customer.
• Completes special projects as assigned; assists other departments as assigned.
• Maintains City easements and rights-of-way to be free of weeds and debris; performs upkeep of trees and vegetation.
• Properly uses construction tools including shovels, rakes, chain saws and light mechanical equipment.

Minimum Qualifications:

Knowledge of:  Principles, practices and techniques of public works and parks maintenance and repair; basic building maintenance and repair; automatic and manual irrigation systems;  methods, practices, tools, equipment and materials associated with the work; construction, repair and maintenance techniques and applications of roads, parks, landscaping, buildings, and other public works infrastructure; knowledge of safety hazards and applicable safety precautions associated with the work; effective techniques of communication including verbal and written.

Ability to:  Think and act quickly in emergencies; understand and carry out verbal and written instructions; meet standards of work performance; meet and maintain physical requirements of the job; establish and maintain cooperative relationships with those contacted in the course of the work; respond to work at any hour of the day or night as required during a disaster or other emergency situations; adhere to prescribed policies, procedures routines and practices; carry out assignments with minimal instructions; read and understand written instructions, equipment operation manuals and other written documents associated with the work.

Maintenance Worker I

Education:  High School Diploma or equivalent GED.

Experience:   One year full-time in semiskilled construction maintenance or landscape maintenance work.

License:  Must possess and maintain a valid Class C California Driver's License with a satisfactory driving record and within six (6) months of hire, must possess and maintain a Class B California Driver’s License with required endorsements.  Those assigned to the Water Division within one (1) year must possess and maintain a Class D-2 Water Distribution Certificate from the California Department of Health Services.  Those assigned to the Collection Division, within one year must possess and maintain a California Water Environment Associations (CWEA) Grade I Collections Certificate.

Physical Requirements:

Vision, hearing, and physical ability adequate to obtain and maintain a California Class B Driver’s License; speak clearly and understandably.  Requires moderate and sometimes strenuous exertion including bending, stooping, crouching, crawling, climbing, lifting, twisting, digging, carrying and/or handling material weighing up to one hundred (100) pounds.  Work in confined spaces and wear protective equipment.  May work in conditions that require exposure to noise, odors, chemical and biological agents, gases, and contact with sanitary wastewater; work at heights up to 20 feet; work in varying temperatures of cold and heat, and inclement weather for extended periods of time; work in conditions that may contain dust, mold and various chemicals.

Special Requirements:   

Ability to report to work at any hour of the day or night as required during a disaster or other emergency situations; must respond to the job site, within the designated time frame, in response to after hour and weekend service calls.  Carry communication equipment in order to respond to after work hours.

Job Description

Under general direction, the Port’s Senior Waterfront Property Manager is responsible for marketing, leasing and managing the Port’s retail, commercial and industrial properties within the parameters of a regulatory environment. The Senior Property Manager is also responsible for carrying out, interpreting and coordinating existing policies, methods and procedures of the Port’s Real Estate & Development Division related to management and leasing of Port real estate.

This is a management level position that requires experienced leadership and hands-on property, asset and facility management and analytic background. This position handles the more complex negotiating/leasing activities, significant property issues and direct supervision of various professional and support staff. This position requires the ability to communicate effectively orally and in writing and to make presentations to a variety of entities such as the Port Commission, Board of Supervisors, community groups and Port senior management.

The essential functions of this position include:

• Conducts market research and applies real estate principles to ensure the maximum economic utilization of Port lands and properties.
• Implement and manage marketing initiatives for vacant properties, including the use of data-driven digital advertising campaigns that target prospective tenants including the cost-effective use of available third-party property leasing applications.
• Develops and executes marketing strategies to support leasing goals, brand awareness, tenant retention and revenue growth across a portfolio of commercial properties, parks and open space
• Oversees design and production of marketing materials (flyers, brochures, signage, newsletters, online presence, etc.)
• Creates and maintains comprehensive property marketing materials, including clear, detailed and accurate property descriptions that include any restricted uses, physical limitations, or regulatory constraints for properties Port wide.
• Maintains and updates Port’s leasing website to ensure accurate and up to date content.
• Regularly reviews and provides written and oral recommendations for updates to leasing policies governing the use of Port property to reflect current market trends, best practices and regulatory requirements.
• Manages and oversees staff responsible for parks, open space and special events.
• Manages and coordinates staff efforts to lease properties and deliver customer service to tenants and stakeholders such as advisory groups and other City departments.
• Supervises the leasing and licensing of Port land and buildings for retail, office, commercial and industrial uses, subject to Port policies and City regulations and other regulatory agencies.
• Negotiates and actualizes complex leases and other tenancy agreements.
• Problem solves by analyzing situations, making recommendations and taking appropriate actions.
• Performs related duties as required.

Qualifications

Education

Possession of bachelor's degree from an accredited college or university; AND

Experience

Five (5) years of verifiable experience in commercial and/or industrial real estate property or asset management which must have included negotiating, drafting, interpreting and administering commercial leases and other rental agreements, overseeing property maintenance, providing customer service and resolving problems between tenants and landlords, preparing original reports and correspondence and dealing directly with the public.

Please Note: Experience limited to apartments, condos, single-family homes or residential property management with retail floor space primarily serving residential tenants, does not meet the qualifications for this role.

License 

Possession of a valid California driver’s license (to be presented at time of appointment).  Employees must be insurable under the Port’s automobile liability insurance.  Insurability must be maintained throughout employment.

Substitution

Education Substitution: Additional qualifying work experience as described above may be substituted for the education requirement on a year-for-year basis, up to two (2) years (One year of work experience is equal to 30 semester units or 45 quarter units).

Experience Substitution: Possession of a master's or doctorate degree from an accredited college or university in real estate, business administration with a finance or real estate concentration, or law degree with a real estate concentration may substitute for one year of the required experience as described above.

Transportation Worker Identification Credential (TWIC) Card

This position requires that the incumbent be qualified for unescorted access to the Port’s Maritime Transportation System (MTS).  An application for a TWIC card may be submitted after employment has commenced.  Employment in this position requires that the incumbent undergo a criminal history check, immigration check and terrorist threat assessment, including FBI fingerprints, in order to determine eligibility for security clearance.  

The incumbent must submit an application for, successfully acquire and maintain a TWIC card. Per Civil Service Rule 110.9.1, every applicant must possess and maintain the qualifications required by law and by the announcement for this examination. Failure to acquire or maintain a TWIC card, a requirement for this position, may be the basis for termination from employment with the Port Commission.

ABOUT THE POSITION

Under the direction of the Custodial Services Supervisor, the Maintenance Custodian serves as the worker in the duties of care and cleaning of assigned buildings and related facilities.  The incumbent will be required to travel between several City buildings during their scheduled shift. Custodial services are provided seven days a week with shifts starting at 5pm and ending at 1:30am. Please note that schedules for this role could vary Monday-Sunday and will be determined prior to appointment.

Typical duties may include, but are not limited to the following:

• Sweep, vacuum, shampoo, and mop
• Dust fixtures and equipment up to twelve feet from floor.
• Wash windows and doors up to twelve feet from floor.
• Clean desk and countertops if cleared of items.
• Empty and clean waste receptacles, place in appropriate outside bins. Move recycle bins in and out of assigned buildings as assigned.
• Clean and maintain restrooms in assigned buildings and facilities.
• Replace light bulbs up to twelve feet from floor.
• Lock and unlock doors; turn light and machines on and off; set alarms.
• Pick up papers and other debris and place in appropriate container.
• Operate light duty equipment and machinery.
• Maintain effective communication utilizing email and phone during each assigned shift.
• Perform related duties as assigned.

The City of Belmont Public Works Department is recruiting for the position of Mechanic.

The City’s Mechanic position is responsible for maintaining, servicing, and repairing all City-owned vehicles and light and heavy equipment; troubleshooting and diagnosing vehicle malfunctions; performing preventive maintenance on vehicles and equipment; and performing a variety of tasks relative to assigned area of responsibility.  The Mechanic receives general supervision from the Senior Mechanic.

The responsibilities and duties of the Mechanic may include, but are not limited to, the following:

• Inspect, diagnose, maintain and repair mechanical defects in vehicles, light and heavy equipment, trucks, tractors, rollers and related City equipment.
• Troubleshoot and repair problems in vehicle electrical, cooling, brake and steering systems; change and repair tires as needed.
• Inspect, diagnose and maintain batteries, alternators, voltage regulators and electrical engine controls; install new lights, wires, alternators, distributors, relay lights and switches.
• Disassemble engines, transmissions, clutches and other driveline components; perform general overhauling.
• Tune, repair and adjust engines, transmissions, drive shafts, rear-ends and smog components on City vehicles and power driven equipment; lubricate and change oil and filters.
• Replace and/or repair any worn parts in vehicles, trucks, tractors, sweepers, rollers and other mechanical equipment including but not limited to spark plugs, brakes, master cylinders, wheel cylinders, wheel bearings, clutches and exhaust systems.
• Perform welding as required to repair equipment.
• Maintain accurate and up-to-date records of time, work, parts, materials and outside service costs.
• Perform duties while utilizing a variety of hand tools and other equipment including brake tools, drill presses, grinding equipment, welders, cutting torches, lifts and related equipment; operate all tools and equipment in a safe manner.
• Estimate cost and time of procedures; prepare invoices.
• Maintain cleanliness in the shop area.
• Perform related duties and responsibilities as required.
