The Department of Planning and Development is currently recruiting for one Senior Planner vacancy:

This Senior Planner will play a crucial role in reviewing complex professional-level tasks related to land use and planning laws, zoning, housing, discretionary entitlements with associated report writing for consideration by the County Zoning Administrator and/or Planning Commission, and the review of building permits and environmental analysis under the California Environmental Quality Act (CEQA). The Senior Planner will also serve as the lead on assigned projects, which may include overseeing a number of programs (examples include: County General Plan & Housing Element, Surface Mining and Reclamation Act, Santa Clara Valley Ag Plan, and Habitat Plan) and works independently, assuming responsibility for more complex projects (such as Stanford master planning), and must be resourceful and responsive to specialized assignments from Executive Management or the Board of Supervisors. The Senior Planner may also be responsible for reviewing development and parcel maps/subdivision proposals, as well as building plans, and permits. The County will be embarking upon a comprehensive General Plan Update, and other various vision plans and may be expected to oversee and manage these efforts. The County also processes large and complex private development applications for large private institutional uses, new quarries, places of worship and agricultural processing campuses. A Senior Planner with areas of expertise related to long-range/comprehensive planning and/or major project development processing experience, coupled with strong CEQA experience is desired. 

In addition to meeting the employment standards for a Senior Planner, candidates must possess in-depth knowledge and working experience in two (2) or more of the following areas:

• Preparing advanced California Environmental Quality Act (CEQA) documents (e.g., Initial Studies, Mitigated Negative Declarations, Environmental Impact Reports).
• Experience in complex medium- to large-scale development entitlement projects such as campus planning, industrial, commercial, housing, agricultural housing or processing developments, or similar projects requiring advanced CEQA processing, staff report writing, data management and analysis, public outreach and public hearings.
• Experience in the management of CEQA and technical consultants, including meeting coordination, reviewing work products, and contracting/billing. Experience in managing consultants to ensure the project is completed within the approved timeline and budget with the proper deliverable is required.
• General requirements of the Surface Mining and Reclamation Act (SMARA), preparation of annual surface mining inspection reports, and review and approval of Financial Assurance Cost Estimate (FACE), Reclamation Plans, and Mining Plans (desired, not required).
• Analytical understanding of State laws and regulations impacting land use and local government, with directly related work products that include major ordinance revisions and creation and processing of new programs. This would include preparation of professional staff reports of summarized data, conclusions and recommendations.
• Have conducted as a lead project manager or co-project manager long-range, comprehensive planning projects; e.g., general plan updates, major zoning ordinance amendments, specific plans, vision plans, etc., with working knowledge of the principals and practices of such working documents.

The Department

The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships; engaging with and building the capacity of the community to do its own problem-solving; and leveraging financial and volunteer resources.

The Position

The Multipurpose Senior Service Program (MSSP) Case Manager will perform professional and clinical social work tasks and duties for older adults living with complex medical conditions to assist them to obtain optimum health, financial, and/or social services. As a member of the Human Services Department, this position reports to a Clinical Supervisor in the Aging and Family Services Division.

This is a regular, part-time position (32 hours/week) and will receive pro-rated benefits.

Examples of Job Duties

• Manage a caseload of 28-32 clients comprised of older individuals with complex medical conditions.
• Conduct comprehensive client assessments and develop and monitor service plan.
• Collaborate with team members, Human Services programs, and community agencies.
• Conduct home visits and provide other community interventions.
• Conduct inter-agency and/or family conferences.
• Advocate for clients in accessing services.
• Monitor services provided for each client.
• Maintain timely electronic documentation of services, reporting, and billing.
• Participate in peer chart audits and outside audit preparation.
• Prepare and present training, outreach, and educational sessions and materials.

TEEN CENTER/ KIDS NIGHT OUT PROGRAM STAFF

Salary Range: $17.37 to $28.95/hour depending on experience.

This is a part-time, temporary, non-benefitted position; 15-20 hours per week (not to exceed 950 hours per fiscal year); predominantly afternoon/early evening schedule with some weekends and concurrent with the school year.

SUPERVISION

General supervision received from the Program Coordinator. May exercise supervision of other staff depending on position.

GENERAL DUTIES

Responsible for general oversight of and ensuring the safety of the after-school youth programming. Specific responsibilities to include:

• Organize and execute a variety of daily and weekly activities for participants ranging in ages 5 –14   including art, crafts, and games
• Mentor and role model, strive to inspire and guide participants towards their full potential
• Maintain accurate attendance records on a daily and weekly basis
• Effectively facilitate and/or lead small and large groups of youth.
• Communicate effectively with participants, co-workers, parents, and supervisors
• Willing and available to work flexible hours as needed.
• Plan and execute duties related to special interest classes, school-year and seasonal programs, and special events.
• Serve as a role model and advocate for youth.
• Communicate effectively with youth and their parents.

• Attend monthly on-site staff meeting

Middle School (Teen Centers) 
Our Teen Centers provide a secure and entertaining atmosphere for middle school students to spend their after-school hours. The centers are furnished with game consoles, sports equipment, board games, and other amusing activities. We operate on early release days and select non-school days, but we are closed during holidays.

Mon–Fri, 2:30–5:45pm

Diablo Vista Middle School:
Mon–Fri, 2:30–5:45pm

Los Cerros Middle School:
Mon, Tues, Thu – 3:00-5:45pm, Wed – 2:15-5:45pm, Fri – 1:15-5:45pm

Minimum Days for all Locations:
11:15am-4:30pm

Kids’ Night Out and Kids’ Day Out Programs
Under the general supervision of the Youth Program Coordinator and direct supervision of the Youth Program Assistant, Youth Services staff is responsible for supervision and safety within the Kids’ Night Out and Kids’ Day Out programs, including implementing a variety of crafts, games and activities for youth ages 5 to 11. Kids’ Night Out takes place every other Friday from 6:00pm to 10:00pm and Kids’ Day Out takes place during the week there is no school in session excluding holidays.

The Principal Development Services Inspector classification is a single position classification allocated to the Development Services Division of the Department of Planning and Development.

The Principle Development Services Inspector is distinguished from the Senior Building Inspector and Supervising Construction Inspector in that the Principal Development Services Inspector is assigned continuing full supervisory responsibilities over the Senior Building Inspector and Supervising Construction Inspector, professional, technical and support staff; coordinates the activities of inspection operations across the Building, Land Development Engineering and Fire Marshal sections of the Development Services Division; whereas the Senior Building Inspector is responsible to supervise a phase of the inspection program and to perform the more difficult or more specialized inspections. About the Position:  The incumbent will be part of a cohesive team of 15 in the Information Systems and Technology Department, which is part of the Administrative Services business line. The GIS Program is comprised of five fulltime staff, including this position, and an intern. The position serves as a technical leader within the department and advisor to field and office staff on data management, mapping tools, and web applications.

The Program Services Specialist position primarily consists of fieldwork to perform site inspections of commercial and multifamily properties and office-based program support for implementation of a county-wide ordinance designed to reduce the amount of recyclable and compostable materials going to the landfill. On occasion, the position will also include site visits to monitor the use of compliant carry-out bags, field sampling for scientific studies, and program support for the Agency’s Facility Fee project. The position will receive direction from staff working on these projects. StopWaste offices are located at 1537 Webster Street in downtown Oakland, and the Program Services Specialist will also be performing fieldwork throughout Alameda County.

The City of Orinda is looking for responsible, courteous individuals who enjoy working in a hands-on environment, can work independently of supervision and have experience dealing tactfully and effectively with members of the public.  The successful applicant will work on a part time basis with a schedule which will include evening and weekend hours, depending upon programs, rentals and events.   

The Facility Attendant performs custodial duties related to the care and cleaning of assigned facilities, performs a wide variety of duties for events, classes and programs, including setting up and tearing down of tables, chairs, equipment and supplies and will perform minor maintenance and repairs as needed.

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES

Provide friendly and professional customer service by greeting Community Center visitors, serving as a main point of contact during activities and events primarily in evenings, weekends and special events.

Performs custodial duties at assigned facilities which include, but are not limited to cleaning, sweeping, vacuuming, mopping, waxing, stripping and polishing floors; cleaning furniture, woodwork, fixtures, equipment, supplies, doors, windows, walls, walkways, driveways, and facility grounds; disposing of trash.
