Job Description

Under general direction, the Port’s Senior Waterfront Property Manager is responsible for marketing, leasing and managing the Port’s retail, commercial and industrial properties within the parameters of a regulatory environment. The Senior Property Manager is also responsible for carrying out, interpreting and coordinating existing policies, methods and procedures of the Port’s Real Estate & Development Division related to management and leasing of Port real estate.

This is a management level position that requires experienced leadership and hands-on property, asset and facility management and analytic background. This position handles the more complex negotiating/leasing activities, significant property issues and direct supervision of various professional and support staff. This position requires the ability to communicate effectively orally and in writing and to make presentations to a variety of entities such as the Port Commission, Board of Supervisors, community groups and Port senior management.

The essential functions of this position include:

• Conducts market research and applies real estate principles to ensure the maximum economic utilization of Port lands and properties.
• Implement and manage marketing initiatives for vacant properties, including the use of data-driven digital advertising campaigns that target prospective tenants including the cost-effective use of available third-party property leasing applications.
• Develops and executes marketing strategies to support leasing goals, brand awareness, tenant retention and revenue growth across a portfolio of commercial properties, parks and open space
• Oversees design and production of marketing materials (flyers, brochures, signage, newsletters, online presence, etc.)
• Creates and maintains comprehensive property marketing materials, including clear, detailed and accurate property descriptions that include any restricted uses, physical limitations, or regulatory constraints for properties Port wide.
• Maintains and updates Port’s leasing website to ensure accurate and up to date content.
• Regularly reviews and provides written and oral recommendations for updates to leasing policies governing the use of Port property to reflect current market trends, best practices and regulatory requirements.
• Manages and oversees staff responsible for parks, open space and special events.
• Manages and coordinates staff efforts to lease properties and deliver customer service to tenants and stakeholders such as advisory groups and other City departments.
• Supervises the leasing and licensing of Port land and buildings for retail, office, commercial and industrial uses, subject to Port policies and City regulations and other regulatory agencies.
• Negotiates and actualizes complex leases and other tenancy agreements.
• Problem solves by analyzing situations, making recommendations and taking appropriate actions.
• Performs related duties as required.

Qualifications

Education

Possession of bachelor's degree from an accredited college or university; AND

Experience

Five (5) years of verifiable experience in commercial and/or industrial real estate property or asset management which must have included negotiating, drafting, interpreting and administering commercial leases and other rental agreements, overseeing property maintenance, providing customer service and resolving problems between tenants and landlords, preparing original reports and correspondence and dealing directly with the public.

Please Note: Experience limited to apartments, condos, single-family homes or residential property management with retail floor space primarily serving residential tenants, does not meet the qualifications for this role.

License 

Possession of a valid California driver’s license (to be presented at time of appointment).  Employees must be insurable under the Port’s automobile liability insurance.  Insurability must be maintained throughout employment.

Substitution

Education Substitution: Additional qualifying work experience as described above may be substituted for the education requirement on a year-for-year basis, up to two (2) years (One year of work experience is equal to 30 semester units or 45 quarter units).

Experience Substitution: Possession of a master's or doctorate degree from an accredited college or university in real estate, business administration with a finance or real estate concentration, or law degree with a real estate concentration may substitute for one year of the required experience as described above.

Transportation Worker Identification Credential (TWIC) Card

ABOUT THE POSITION

Under the direction of the Custodial Services Supervisor, the Maintenance Custodian serves as the worker in the duties of care and cleaning of assigned buildings and related facilities.  The incumbent will be required to travel between several City buildings during their scheduled shift. Custodial services are provided seven days a week with shifts starting at 5pm and ending at 1:30am. Please note that schedules for this role could vary Monday-Sunday and will be determined prior to appointment.

Typical duties may include, but are not limited to the following:

• Sweep, vacuum, shampoo, and mop
• Dust fixtures and equipment up to twelve feet from floor.
• Wash windows and doors up to twelve feet from floor.
• Clean desk and countertops if cleared of items.
• Empty and clean waste receptacles, place in appropriate outside bins. Move recycle bins in and out of assigned buildings as assigned.
• Clean and maintain restrooms in assigned buildings and facilities.
• Replace light bulbs up to twelve feet from floor.
• Lock and unlock doors; turn light and machines on and off; set alarms.
• Pick up papers and other debris and place in appropriate container.
• Operate light duty equipment and machinery.
• Maintain effective communication utilizing email and phone during each assigned shift.

The City of Belmont Public Works Department is recruiting for the position of Mechanic.

The City’s Mechanic position is responsible for maintaining, servicing, and repairing all City-owned vehicles and light and heavy equipment; troubleshooting and diagnosing vehicle malfunctions; performing preventive maintenance on vehicles and equipment; and performing a variety of tasks relative to assigned area of responsibility.  The Mechanic receives general supervision from the Senior Mechanic.

The responsibilities and duties of the Mechanic may include, but are not limited to, the following:

• Maintain accurate and up-to-date records of time, work, parts, materials and outside service costs.
• Perform duties while utilizing a variety of hand tools and other equipment including brake tools, drill presses, grinding equipment, welders, cutting torches, lifts and related equipment; operate all tools and equipment in a safe manner.

Detective Assignment

• Serve on assigned taskforce including gang or drug taskforce; gather knowledge about individuals or groups who are involved in criminal activity in order to understand how they function, describe their current activities, forecast future action they may undertake, and provide intelligence and resources that will eradicate criminal activity; coordinate and participate in multi-jurisdictional intelligence gathering and suppression operations;
• Receive, review, and analyze reports and case information on law enforcement activities requiring special and detailed investigations;
• Coordinate and conduct complete and detailed investigations of crimes involving juveniles and adults, crimes against persons and property including child and elder abuse claims, homicides, rape and assaults with deadly weapons, and crimes involving vice, gaming, and narcotics violations; follow cases from reporting, to arrest, to prosecution;
• Contact, interview, and interrogate victims, complainants, witnesses, suspects, and others involved in cases and incidents; obtain statements, documents, and factual and physical evidence;
• Collect, preserve, maintain, and book evidence and recovered property found that is involved with suspected crimes;
• Hold stakeouts, perform undercover activities, conduct surveillance activities, and other observation assignments;
• Prepare investigative reports and case information; recommend disposition of cases including to discuss recommended disposition of cases with legal authorities;

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

PATTERN I – ACADEMY LEVEL

• Must have successfully completed a POST certified basic academy not more than three (3) years prior to the date of application.
• Must possess or be eligible to possess a Proof of Eligibility (POE) or certificate (Basic, Intermediate, or Advanced) from California Peace Officer Standards and Training under SB 2.  Ineligibility or decertification from POST will automatically disqualify candidate from holding a peace officer classification.

Experience:

• Some work experience as a California peace officer or other work experience that demonstrates a general aptitude for police work.

PATTERN II –LATERAL TRANSFER

• Successfully completed (at any time) a California POST certified basic law enforcement academy: AND
• Must be currently employed in a California law enforcement agency with at least one (1) year of full-time experience as a sworn peace officer with a California law enforcement agency, and be eligible for appointment as a Peace Officer under Section 830.1 PC; AND
• Must possess a basic POST certificate issued by California Commission on Peace Officers Standards and Training or other documentation to substantiate your eligibility.
• Must possess or be eligible to possess a Proof of Eligibility (POE) or certificate (Basic, Intermediate, or Advanced) from California Peace Officer Standards and Training under SB 2.  Ineligibility or decertification from POST will automatically disqualify candidate from holding a peace officer classification.

In this full-time role, you’ll be the lead for our 2–3-year-old classroom, helping our youngest learners grow through play, learning, and exploration. You’ll create a safe and engaging space, support toilet training and diapering, and build meaningful connections with children and families. Depending on program needs, your work hours will be either 7:30 AM–4:30 PM or 9:00 AM–6:00 PM.

Job Description

Under general direction, the Waterfront Property Manager implements programs for management and leasing of Port land and buildings for retail, commercial, office and industrial uses.  Responsibilities include an assignment that focuses   on a combination of property management, leasing and occasional special events coordination.

The essential functions of this position include:

• Ensures lease compliance, regularly inspecting leased areas to determine if property is maintained in accordance with the lease and inspects vacant spaces to determine maintenance and repair needs.
• Negotiates lease, lease renewals, license agreements, Memorandum of Understanding and permits with prospective and current tenants in accordance with established Port policies and practices, legal and regulatory restrictions and market conditions to maximize the potential revenue of the Port.
• Drafts leases, license agreements and other documents in accordance with established policies and practices for the review and approval of Port management and legal counsel.
• Responds to requests from tenants and members of the public for maintenance, repairs, improvements and modifications, establishing cooperative relationships with Port’s neighbors and tenants while protecting the Port’s interests.
• Initiates work requests for repairs and improvements for both leased and unleased property with the Port’s Maintenance Department. 
• Reviews the aging report and tenant ledgers with the Collections Officer to analyze and reconcile tenant accounts.  Position requires the negotiation of payment plans and settlement agreements, drafting default and 3-day notices, and preparation of forms to correct and initiate billing.
• On behalf of Port Real Estate, review and provide comments on plans submitted for building permits, acting as a liaison between tenants and Port building and fire inspectors.
• Conducts market and feasibility studies related to marketing operations of retail, commercial and industrial property to provide current information to be used in management’s evaluation and appraisal of proposed projects.
• Abstracts lease agreements to document key lease provisions.
• Documents tenant-related matters to include incidents, agreements, and understandings, to ensure accurate records and effective communication.
• Assists the Special Event Coordinator with assessing potential impacts of certain events on Port facilities and tenants.  Communicates with Port tenants and other external stakeholders on potential impacts such as street closures or restricted access to Port facilities.
• Responds to complaints regarding the facilities, noise, traffic, trash, etc. 
• Performs other related duties and responsibilities as assigned.
