Tri-City is now actively recruiting for a Clinical Supervisor I or II for the School Based Services Program within the Child & Family Clinic. The Clinical Supervisor I/II position will report to the Clinical Program Manager and will supervise Clinical Therapists.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Collaborate with Program Manager to provide appropriate staff placement based on the clinical needs of the patients and ensure delivery of quality patient care; monitor, maintain, and adjust staffing levels according to unit productivity and staffing goals; participate in data collection for unit based on quality assurance indicators

• Provide guidance to subordinates on Agency philosophy, goals, objectives, policies, and procedures through casework conferences, staff meetings, and work review; assist and participate in the development and coordination of in-service training and staff development programs.

• Coordinate, supervise, and direct the clinical, operational and program activities, inclusive of unit personnel, on a day-to-day basis to meet unit objectives.

• Provide direct services to clients under appropriate scope of practice.

• Make or review decisions on difficult client assessment and casework matters; supervise the timely and accurate submission of activity logs of assigned staff; and review caseload and task/needs reports for accuracy and timely changes.

•  Analyze existing caseloads and forecast resource needs.

The Position

The San Bruno Police Department is recruiting for Per-Diem Public Safety Dispatchers. The San Bruno Police Department has a long-standing tradition of small-town service with big-city dedication to public safety. Public Safety Dispatchers are responsible for public safety dispatch and related records management activities. This is a per-diem position. Shifts are offered based on staffing needs, and per-diem employees may choose the open shifts that are available. Available shifts may include day, swing, or graveyard hours, including weekends, and holidays. Public Safety Dispatchers perform a wide range of duties involving radio, telephone, and computers, applying various procedures and codes. Dispatchers receive and transmit emergency and non-emergency telephone and radio traffic as well as process communication reports, records, and radio logs, while maintaining a high level of confidentiality. Dispatchers may also support the Police Department by performing clerical tasks, training, assisting with fingerprinting, and being accountable for financial transactions. This position is integral in supporting the goals and objectives of the City and Police Department. 

Examples of Duties

• Receives and transmits emergency telephone and radio traffic.  
• Maintains and processes a variety of communications reports, records and radio logs.
• Operates a dispatch console, uses Computer Aided Dispatch (C.A.D.) System and other computer programs to process information and records.
• Maintains a high level of confidentiality.

• Performs collateral duties including a variety of related clerical tasks: process warrants; assist in fingerprinting and jail operations, which may include searching prisoners; and is accountable for handling cash, bond, and check transactions.
   

• Maintains various C.A.D and Record Management Files.
• Performs related duties and responsibilities as assigned.

Certificates and Licenses

• Must possess and maintain a valid California Driver’s License, Class C with a good driving record.
• Peace Officer Standards and Training (POST) Basic Dispatch Certificate is required. 

Special Requirements

• Possess excellent vision and hearing skills, with ability to sit, talk, type, hear, and walk for extended periods of time as well as lift or move up to twenty-five (25) pounds.

Supplemental Information

Part-time temporary employees serve in an at-will capacity and understand that service with the City may be terminated at any time. This position does not provide any benefits, with the exception of paid sick leave. In accordance with the Healthy Workplaces, Healthy Families Act of 2014, all temporary, part-time, and seasonal employees, who on or after July 1, 2015, work in California for 30 or more days within a year from the commencement of employment are entitled to paid sick leave for prescribed purposes. Employees will accrue one hour of paid sick leave for every 30 hours worked and are entitled to use accrued sick days beginning on the 90th day of employment. Employees may use up to 24 hours (or 3 days) of accrued sick leave in each year of employment.

San Mateo County Behavioral Health and Recovery Services (BHRS) seeks a board eligible or board-certified psychiatrist to serve as a staff Child and Adolescent Psychiatrist within BHRS. The position is full time, and provides child psychiatric diagnostic and therapeutic services to clients in various divisions of San Mateo County Behavioral Health and Recovery Services. Potential service sites include our outpatient behavioral health clinics, the Canyon Oaks Youth Center (youth residential program), the Youth Services Center, the Therapeutic Day School programs, the Transitional Age Youth program, and BHRS’s integrated behavioral health team co-located within the County’s pediatric clinics. The specifics of the clinical sites will be determined in collaboration with the successful candidate, the Supervising Child Psychiatrist, and the BHRS Medical Director.

DEFINITION
Crisis Response Clinician I: Under direct supervision of the Crisis Response Supervisor, provides field and office based professional behavioral health counseling, psychoeducation, outreach and engagement, case management, consultation, and quality assurance review of assigned cases; and performs related other work as required or assigned.

Crisis Response Clinician II: Under general supervision of the Crisis Response Supervisor, provides field and office based professional behavioral health counseling, psychoeducation, outreach and engagement, case management, consultation, and quality assurance review of assigned cases; and performs related other work as required or assigned. This is a full journey level position within the Crisis Response Clinician series and is distinguished from the Crisis Response Clinician I by the performance of the full range of duties with only occasional instruction or assistance.

Under the flexible staffing concept, Crisis Response Clinician II positions that become vacant may reasonably be filled at the Crisis Response Clinician I level for training purposes.

EXAMPLES OF DUTIES

MINIMUM QUALIFICATIONS
Knowledge of: Office machines and specialized software applications; current philosophy, principles, and practices for services to clients with serious mental illness; individual, group and family psychodynamics as they relate to adults or children in crisis; psychological diagnostic methods and terminology; personality development from infancy through adulthood; human and health services systems in the County including private agencies and other community resources; applicable local, State and Federal laws, ordinances and rules.

Ability to: Provide crisis intervention treatment to adults, children or adolescents with various mental disabilities ranging from serious mental illness to dysfunctional behavior patterns, including victims of sexual or physical abuse; set realistic treatment goals and facilitate their attainment; evaluate the degree of mental disability or emotional distress of patients/clients; communicate effectively orally and in writing; provide consultation and technical assistance to agencies, schools and other organizations; operate modern office equipment including specialized software applications programs; interacts positively and cooperate with co-workers, responds politely to customers, works as a team member, functions under demanding time pressure, responds in a positive manner to supervision, attends work and perform duties on a regular and consistent basis.

Education: Master's degree from accredited college or university in Social Work, Social Welfare, Psychology, or a closely related field.

Experience:
Crisis Response Clinician I: One (1) year of experience working in the social work or counseling field with strong emphasis on social services, crisis response, severe mental illness, resources, and referrals using a collaborative and community framework.
Crisis Response Clinician II: Two (2) years of experience working in the social work or counseling field with strong emphasis on social services, crisis response, severe mental illness, resources, and referrals using a collaborative and community framework.

License:
Possession of a valid Class C California Driver's License.
Crisis Response Clinician I: Registered with the State of California Board of Behavioral Sciences as an APCC, AMFT or ACSW. A current license with the State of California Board of Behavioral Sciences, as either a LCSW, LMFT, LPCC or licensed Clinical Psychologist desirable.

Crisis Response Clinician II: A current license with the State of California Board of Behavioral Sciences as either a LCSW, LMFT, LPCC or licensed Clinical Psychologist required.

THE POSITION

Under general supervision of a Police Sergeant, the Reserve Police Officer is a sworn position assigned to field operations to patrol for the prevention and detection of crime and enforcement of laws and regulations within the philosophy of community oriented policing.  Incumbents are normally expected to solve most work problems independently and to refer to supervisory personnel only those matters which involve policy decisions, technical questions and unusual problems at the entry level and make recommendations at the advanced level.

Under general supervision, operates, maintains, troubleshoots, and repairs a wide variety of pumping, heating, ventilating, air conditioning, refrigeration and auxiliary plant machinery and equipment in a large complex or multi-faceted facility. Ensures that all equipment, machinery and systems are functioning normally and safely, and complies with all applicable safety rules and regulations.

MAJOR, IMPORTANT, AND ESSENTIAL DUTIES

1. Operates, maintains and repairs a wide variety of pumping, heating, ventilating, air conditioning, refrigeration, and power generating equipment in a large complex or multi-faceted facility to ensure the safe, correct and efficient functioning of the facility and equipment may be required to operate computerized building management systems, preventative or predictive maintenance computer systems or Computerized Data Gathering System (SCADA).2. Inspects and tests: machinery and equipment for safe, efficient and proper operation by visual and audio inspection during walk-throughs and by standard monitoring; fire prevention equipment to ensure safe and proper functionality; water storage and multiple distribution systems, high pressure zones, wood and steel storage tanks, pumps and relief valves, and samples of water.

3. Makes entries and keeps records on shift operation by taking and entering gauge readings and accurate water laboratory analysis readings and temperatures on operating log sheets or into a computer data system to ensure preventative maintenance and equipment history; and changes charts and recordings accordingly.

4. Receives, records and stores large amounts of treatment chemicals and may handle hazardous chemicals in confined or enclosed areas; must be capable of safely and properly handling chemical spills; may also include handling and treatment of industrial or hazardous waste.

5. Contacts, communicates and is required to deal with contractors, building tenants and/or the general public in order to be able to discharge assigned duties.

6. Maintains keys, communications equipment, and security (in the absence of Security Personnel), in order to ensure the security of a plant and buildings and grounds, including public safety. As part of an emergency response team, recognizes, evaluates, and responds to potentially hazardous situations.

7. Performs control tests on water samples to determine chlorine and fluoride residual, pH, alkalinity, turbidity, color, saturation index and flocculation factors; under supervision, conducts water analysis and regulates treatment chemical dosages to maintain water quality in filtration plant, distribution system, or other large complex facility may also be required to perform water analysis on water/wastewater as required by the State of California; performs boiler water and cooling tower chemical tests, including pH, alkalinity TDS, etc., to monitor and control growth of organisms in water.

San Mateo County Health's Behavioral Health and Recovery Services Division is seeking a well-qualified individual for the position of Supervising Mental Health Clinician - Adult and Youth Services. Supervising Mental Health Clinicians supervise and coordinate the professional work of mental health professionals, paraprofessionals and interns in San Mateo County and participate in program planning, administration and evaluation; and provide specialized psychiatric casework counseling and therapeutic services to adults and youth in the field.
 
The current vacancy is in Behavioral Health and Recovery Services (BHRS) Crisis and Outreach Team including the Psychiatric Emergency Response Team, the Crisis Response Team (CRT), Healthcare for the Homeless (HCH), Homeless Engagement Assessment Linkage (HEAL) team, and the law enforcement, mental health partnership within multiple cities in the County.

Supervising Mental Health Clinicians are members of the Behavioral Health and Recovery Services Leadership Team and work with collaborative partners on system wide initiatives focused on improving services and service delivery. This position reports directly to a Clinical Services Manager.
 
The Supervising Clinician oversees daily operations and directs a multidisciplinary team providing recovery-based behavioral health services, outreach and linkage for BHRS' crisis and outreach teams. Services provided include: supervising mobile clinicians who are working in tandem with city law enforcement at behavioral health crises and/or with homeless outreach programs throughout the County, supervise the program specialist for the Crisis and Outreach Team, and conduct trainings and presentations to law enforcement and the community.
 
The teams include psychiatrists, social workers, marriage and family therapists, law enforcement officers and community workers who are consumers or family members. The clinical teams may also work with clinical interns.  
 
The ideal candidate will possess:

• Knowledge of system of care principles.
• Knowledge of program management techniques and practices.
• Knowledge of crisis de-escalation, crisis evaluation, 5150-hold application, and community crisis response.
• Knowledge of crisis continuum of care.
• Strong supervisory/leadership skills, which demonstrate an ability to direct and motivate a multi-disciplinary team some of whom will be mobile and in disparate parts of the County.
• The ability to establish and maintain productive working relationships with consumers, families, professionals, law enforcement, Psychiatric Emergency Services, SMART Medics and the public; including close collaboration with and engagement of community partners to plan for, implement and coordinate needed services.
• Ability to make sound decisions based on the exercise of judgment and the consideration of all available information often with very little time during active crises.
• Demonstrated expertise and skill in clinical work with adults and youth with serious mental illnesses who may also have had contact with law enforcement and psychiatric emergency services.
• Knowledge of evidence based clinical practice modalities, e.g. motivational interviewing, solution focused brief treatment, cognitive behavioral therapy, wellness and recovery principles, and trauma informed care, for examples.
• Knowledge of Medi-Cal and Medicare regulations and managed mental health care.
• Strong knowledge of Avatar, Soarian and other tools used by BHRS for information and charting.
• Strong clinical assessment, diagnostic and evaluation skills.
• Experience working with clients of diverse cultures and backgrounds.
• Inpatient and outpatient clinical experience.
• Experience working with clients on the streets and in shelters.
• Collaborative experience or knowledge of the Criminal Justice system.

 

Examples Of Duties

Duties may include, but are not limited to, the following: 

• Consult with clinicians in the field to determine a course of action during active crises that may involve law enforcement.
• Tracking of data for established and pilot programs and report these statistics out to leadership.
• Facilitate regular meetings with clinicians and all other systems partners that Crisis and Outreach Team collaborates with.
• Ongoing clinical training for field clinicians and law enforcement including the Quarterly Crisis Intervention trainings.
• Respond to active crisis scenes when required.
• Respond to and support requests involving the deployment of BHRS Crisis Response Team.
• Day to day oversight of the programs under the Crisis and Outreach umbrella.
• All other duties or projects as assigned.

Qualifications

Licensure/Certification:  
Possession of a valid California license in at least one of the following:  Registered Nurse; Clinical Psychology; Clinical Social Worker; or Marriage, Family and Child Counseling.

Education and Experience: 
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is a Master's degree in a mental health specialty, such as social work, nursing, or clinical counseling and two years of professional post-graduate experience in a mental health setting.

Knowledge of: 
Basic program management techniques and practices; principles and practices of supervision and training; human and health services system in the County including private agencies and their community resources; current philosophy, principles and practices for services to clients with serious mental illness; legal and policy aspects of community mental health methods; techniques of family, individual and group counseling and diagnosis; individual, group and family psychodynamics; current principles and practices of psychiatric casework; mental health consultation and education; and problems, needs, attitudes and behavior patterns of patients/clients.

Skill/Ability to: 
Supervise, train and evaluate multi-disciplinary staff; work collaboratively with other senior professionals in planning and developing programs in San Mateo County; prepare and deliver written and oral reports; plan, implement and evaluate all operations of assigned area; oversee/provide treatment to adults; establish and maintain positive working relationships with consumers, family advocates and stakeholders.
