San Mateo County Health's Aging and Disability Services Division is seeking qualified individuals for the unclassified and limited-term positions of In-Home Supportive Services Social Worker I/II/III. Social Workers provide a wide variety of welfare services in such areas as information and referral, protective services, out-of-home services, health related services, chore services, and other welfare services within the Health and the Human Services Agency.

 
Currently, there are three limited-term vacancies and an unclassified vacancy in the In-Home Supportive Services (IHSS) Program. The program provides in-home care for persons who cannot safely remain in their own home without such assistance. The recipients of IHSS are aged, blind and/or disabled and eligible for Medi-Cal. Disabled and/or blind minor children may also be eligible for IHSS. The Social Worker will make a home visit to determine eligibility for the program and to conduct an assessment to determine a range of service hours for particular tasks. The IHSS recipient or guardian is the IHSS employer and is responsible for hiring and supervising a provider for the care they receive. The Social Worker will travel throughout the County to conduct home visits, attend meetings and perform other duties of the position. The Social Worker will work in the San Mateo, CA Aging and Disability Services Office.
 

This IHSS Social Worker will conduct intake and/or on-going activities for IHSS recipients. Some of those activities include:

• Conduct initial IHSS assessments using a detailed State assessment tool.
• Complete necessary documents, paperwork, and work within different information technology systems.
• Conduct annual reassessments.
• Educate, support, and perform administrative duties for IHSS recipients and care providers to understand/comply with program regulations.
• Provide education, outreach, and community resources information.
• Participate in quality improvement efforts.
• Collaborate with quality assurance and program integrity to ensure proper adherence to regulations.
• Prepare for and attend Fair Hearings.
• Engage in interdisciplinary team meetings or other activities to support San Mateo County's vision for integrated services.
• Maintain oversight of case management needs for a caseload focused on serving IHSS recipients who aged, blind, and/or disabled, including minors.
• Collaborate and facilitate service with care providers and other partner agencies.

 The ideal candidate will possess the following:

• Master's degree in Social Work.
• Experience providing clinical assessment for children, youth and adults with disabilities. 
• Understanding of human development and behavior within diverse populations.
• Ability to independently develop and implement sound case plans of action.

• Familiarity in implementing program regulations.

• Fluency in Tagalog, Arabic, Spanish, Mandarin, and Cantonese is a plus.

SALARY:
Social Worker I: $7,162.13- $8,008.00/month
Social Worker II: $7,236.67- $9,048.00/month
Social Worker III: $8,533.20- $10,665.20/month

Social Workers provide highly skilled, intensive casework services to individuals and their families and provide casework consultation within the department and to outside agencies.  Incumbents of positions at this level work with minimal supervision and are expected to have acquired the high degree of assessment skills required to perform care coordination and referral tasks in complex casework areas. Lead supervisory responsibilities may be assigned as circumstances dictate.

NOTE: This is an unclassified position. Unclassified positions are at-will for a limited duration, typically associated with grant or other special funding. These positions are not covered by San Mateo County Civil Service Rules; and there is no formal probation period. The following are the same for classified and unclassified positions: salary, increases and other forms of compensation; accrual of sick leave, vacation, overtime, holiday and leaves of absence; health, dental, vision, long and short term disability, and retirement.

NOTE: This is a limited term, at-will position. Limited Term Employees are assigned to assignments not to exceed three years. They receive medical and dental benefits, similar to regular employees, and a defined contribution retirement plan. 

Licensure/Certification: 

• California class C driver license or equivalent.

Education:

• Social Worker I: Satisfactory completion of 24 semester units of social welfare and/or appropriate behavioral science courses.

• Social Worker II: Satisfactory completion of 30 semester units of social welfare and/or appropriate behavioral science courses.

• Social Worker III: Satisfactory completion of 36 semester units of social welfare and/or appropriate behavioral science courses.

Experience: 

• Social Worker I: Two years of experience providing counseling, social services, public assistance and related services to the public, or to special groups.
  Substitution: Bachelor's degree from an accredited college or university with a major in social welfare, behavioral science or a related field.

• Social Worker II: Two years experience performing duties comparable to those of a Social Worker I or higher in San Mateo County.
  Substitution: Possession of a Master's Degree in Social Work from an accredited school of Social Work.

• Social Worker III:  Three years experience performing duties comparable to those of a Social Worker II or higher in San Mateo County.  
  Substitution: Possession of a Master's Degree in Social Work from an accredited school of Social Work and two years experience performing duties comparable to those of a Social Worker II or higher in San Mateo County.

San Mateo County Health is seeking a well-qualified individuals for the position of Environmental Health Specialist IV - Consumer Protection Programs. Environmental Health Specialist will receive general supervision and provide lead direction in performing various countywide environmental health inspection and enforcement activities in one of the several specialized technical areas such as consumer protection, food sanitation, recreational water, water, sewage, land use, and cross connection control; vector control; solid waste; medical waste; and housing and institutions.

There is currently one regular vacancy that will function as a Food Plan Check Specialist within the Environmental Health Division Food and Pool Programs, located in San Mateo, but the position will include travel/driving throughout the county to perform duties of the job.

Environmental Health Services ensures a safe and healthful environment in the County's 20 cities and unincorporated areas through education, monitoring and enforcement of a variety of regulatory programs, as well as ongoing services to the community.

Duties within the Consumer Protection Programs include:

• Lead specialized programs within the Food and Pool Programs, such as Food and Pool Facilities Plan Review, Cottage Food Operations, Microenterprise Home Kitchen Operations (MEHKO), Temporary Food Events, Mobile Food Facilities, and Certified Farmers Markets.
• Lead quality assurance, quality control and standardization functions.
• Conduct compliance inspections of programs and projects within the Consumer Protection Programs as assigned.
• Lead or provide direction in the investigation of citizen complaints.
• Lead and implement special projects.
• Set program standards, coordinate activities with various County and City Departments, collaborate with California Conference of Directors of Environmental Health ad hoc committees and stakeholders.

ABOUT THE ROLE

Reporting to the Executive Director, the Deputy Director will oversee department-wide administrative operations and strategic initiatives including organizational planning, program performance, budget development, financial accounting, procurement, contracting, human resources, recruitment, and other administrative functions. This role will supervise three staff members in the Operations Division and closely collaborate with other staff to achieve the Commission’s strategic goals.

The Deputy Director must be willing to forego involvement in all local political activity while a member of the Commission staff and publicly file an annual Statement of Economic Interests (Form 700).

ESSENTIAL DUTIES

Essential duties of the position include, but are not limited to the following:

• Establish and implement departmental goals, policies, and strategic plans as directed by the Executive Director.
• Develop and maintain a broad understanding of the Commission’s laws, policies, programs, procedures, and operations.
• Oversee daily administrative operations of the department including financial management, procurement, accounting, payroll, and related office operations.
• Effectively plan, coordinate, supervise, and evaluate the work of direct reports.

Minimum Qualifications

• Bachelor's degree from an accredited college or university, AND

Desired Qualifications

• A Master's degree in public administration, business administration, public policy, or a closely related field of study, or a juris doctor degree.

• Two or more years of demonstrated experience with public sector management, budgeting, financial accounting, procurement, contracting, and/or recruitment functions.
• Experience in the fields of campaign finance and governmental ethics.

DISTINGUISHING CHARACTERISTICS:

Incumbents drive a District vehicle along an assigned route. The Senior Warehouse Worker/Delivery Driver classification performs the more complex warehousing and record keeping duties and participates in the shipping, receiving, storing and issuing of District supplies, equipment, mail and food. Employees at this level may provide direction and training to employees in the Warehouse Worker/Delivery Driver classification.

Position Summary

Under general supervision, the Ferry Mechanic performs preventative, scheduled and unscheduled maintenance, trouble-shooting, repair, and modifications on structural, mechanical, electrical, hydraulic, piping and control systems found on ferry vessels and passenger terminals; performs related work as assigned. Responsibilities include record keeping and written verification of work accomplished.

Salary Range:  
Day Shift:               $56.32 per hour
Swing Shift:           $56.32 per hour + 10% differential pay
Graveyard Shift:    $56.32 per hour + 15% differential pay

Essential Responsibilities

• Working with computers on a daily basis for work scheduling, work order entry and work order reporting on the Districts electronic maintenance system in addition to notifications and communications.
• Conducts tests, analyses and measurements as directed to diagnose any unusual, erratic or malfunctioning occurrence in any shipboard or terminal system or component.
• Reports any unusual wear patterns, noise, pressure, temperature, or changes in voltage, current, cycles, resistance or any other indication of potential malfunction.
• References manufacturer schematics including blueprints, drawings and specifications to resolve maintenance issues.
• References parts catalogues and other sources to determine correct parts for specific applications.
• Performs inspections, preventive maintenance, repairs and overhauls as directed.
• Documents and records work performed and parts and materials used in the electronic maintenance system. 
• Reports all safety hazards and corrects unsafe situations immediately where possible.
• Immediately reports to supervisor any potential maintenance problem or condition which could cause a possible schedule delay.
• Maintains all work areas, special tools and equipment used in performing maintenance function, in a clean and orderly manner.
• Operate a forklift and other equipment/vehicles safely.
• Interacts on a regular basis with vessel operations personnel.
• Adheres to the safety and health rules and safe working practices applicable to job.
• Establishes and maintains effective working relationships with District employees, customers, vendors and all others contacted during the course of work using principles of excellent customer service.

Position Summary

Under direction, perform varied professional and electrical engineering work at an advanced level of difficulty in the field and office. Perform assessments of and prepare written reports documenting the existing electrical systems and loads at existing facilities. Work with other engineers and technicians on design of new facilities and rehabilitation/retrofit of existing facilities. May supervise subordinate engineering personnel engaged in design and construction work. May act as resident engineer on major capital improvement projects and as oversight engineer on in-house maintenance and repair projects. Interpret, explain and carry out electrical engineering design, inspection and construction methods and procedures. Responsibilities include regular contact with other professional engineering personnel, as well as contractors and their representatives, and the general public, obtaining and providing technical electrical engineering data and information, preparing, checking and reviewing detailed and complex electrical engineering plans, specifications and related reports. Essential Responsibilities

• Performs assessments of electrical systems and prepare written reports documenting the capacity and limitations of the systems
• Performs detailed engineering calculations and analysis in connection with electrical design of utility systems for transportation facilities

• Works with other in-house and consultant engineering professionals and technicians to develop, prepare and finalize complete sets of construction bid documents for capital improvement and other construction projects 
• Reviews consultants submittals and work products to ensure compliance with required scope of work and deliverables 
• Reviews contractors' work to ensure compliance with plans and specifications
• Plans, schedules and coordinates detailed phases of engineering work either as part of a major project or for an entire project of smaller scope
• Makes investigations of contractual and construction problems that may arise on construction projects
• Inspects and supervises a wide variety of ordinary and complex construction projects to ensure compliance with contract plans and specifications
• Assists in the preparation of complex contract documents
• Conducts correspondence and prepare technical engineering reports in connection with a wide variety of projects
• Knows and follows the safety and health rules and safe working practices applicable to their job
• Ensures that employees under their supervision follow established safe work practices and obey all safety rules
• Meets and consults with department officials, engineers and contractors on technical engineering matters
