The City of Live Oak is seeking a dynamic, visionary, and experienced leader to serve as the Community and Economic Development Director. This key position will oversee the planning, implementation, and coordination of community development initiatives, economic growth strategies, and planning projects to enhance the City's growth and quality of life. 

Under general administrative direction of the City Manager, plans, directs, manages, and oversees the activities and operations of the Community and Economic Development Department including planning, building inspection and compliance, code enforcement, affordable housing, economic development, and related services; coordinates assigned activities with other departments and outside agencies; and provides highly responsible and complex administrative support to the City Manager.

The Community and Economic Development Director is an “at -will” employee of the City and serves at the pleasure of the City Manager. The position is considered a Department Director with responsibility for directing the activities of a Department with the City. Positions at this class level serve as a member of the City’s senior management team and provide advice and counsel to the City Manager regarding strategic planning and problem solving issues relating to the assigned Department and the City overall.

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

• Assumes full management responsibility for all Community and Economic Development Department services and activities including planning, building inspection and compliance, code enforcement, affordable housing, redevelopment agency and economic development operations and services.
• Develops, plans, coordinates, and manages the City’s economic development program and initiatives regarding business assistance, attraction, retention, and expansion; sets annual program goals and objectives consistent with budget; plans, develops, and implements programs, plans, and policies to foster economic growth.
• Manages the development and implementation of departmental goals, objectives, and priorities for each assigned service area; recommends and administers policies and procedures.
• Establishes, within City policy, appropriate service and staffing levels; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; allocates resources accordingly.
• Assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs and implements changes.
• Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.
• Oversees and participates in the development and administration of the department budget; approves the forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary.
• Supervises and coordinates the environmental review and development review process for all private and public development activities in the City; assists in the development of the General Plan; coordinates and reviews plan changes and resolves sensitive, controversial and complex issues; solves problems with developers, property owners, the public, architects, engineers, and planners as well as City Council and Planning Commission.
• Collaborates with City staff, public officials, business community, consultants, media, and citizens in the accomplishment of program objectives; maintains professional relationships with regional, county, and local economic development organizations; makes presentations to private sector executives, local agencies, community groups, and City Council regarding the business advantages and opportunities within the City.
• Works as the single point of contact with existing and prospective businesses, developers, brokers, and partners to facilitate business expansion in or relocation to the City; provides guidance to business throughout the development and permitting process; assists new and expanding businesses in site selection, acquisitions, and facility construction.
• Oversees building plan check, building inspection, and code enforcement, planning activities, and ensures compliance with appropriate laws, ordinances, and regulations.
• Monitors legislation and developments related to economic development matters; evaluates their impact on City operations and programs, and recommends and implements policy and procedural improvements.
• Prepares and reviews complex documents including development agreements, specific and master plans including financing implementation plans and related contracts; testifies in court as an expert witness for the City on development related matters.
• Explains, justifies, and defends department programs, policies, and activities; negotiates and resolves sensitive and controversial issues.
• Gathers, tracks, and analyzes local, regional, and state economic and market indicators and other data, draws appropriate conclusions, and makes appropriate recommendations; conducts research regarding economic conditions and trends in the local area and makes recommendations for programs and activities for the City; identifies target industries based on operating, workforce, distribution, and infrastructure criteria, and City objectives.
• Serves as a representative for the Department and City in coordination with governmental agencies, community organizations, and other stakeholder groups as a participant in meetings, committees, and other professional settings.
• Attends and participates in meetings, conferences, workshops, and training sessions; stays abreast of new trends and innovations in field expertise.
• Researches funding opportunities; coordinates and/or completes and submits grant applications; tracts grant-funded projects and requirements; processes and maintains paperwork and reimbursement requests in compliance with funding and reporting requirements.
• Responds to and resolves difficult and sensitive citizen inquiries and complaints.
• Performs related duties as required.

THE POSITION

Tri-City is looking for an individual to serve as a Clinical Therapist I/II for the Adult Outpatient Program (AOP). The Clinical Therapist I/II will appeal to individuals who are inspired by challenges and opportunities presented in working with an engaged and active community with moderate to severe behavioral health clients. 
 

This position is responsible for a variety of ongoing responsibilities including, but not limited to:
 

• Provides individual, group, and family interventions, rehabilitation, and treatment services including counseling, therapy, case management, and referral and linkage to community services to a variety of clients including high acuity clients.
   
• Within scope of authority, assesses, diagnoses, and treats a variety of clients with mental health disorders; collaborates with clients and creates individualized treatments plans according to client’s needs and circumstances.
   
• Initiates and conducts individual, group, and family counseling and biopsychosocial therapy sessions utilizing a variety of techniques and modalities; provides case management services in the office and in the field.
   
• Performs routine and emergency intake evaluations according to Authority procedure; completes appropriate forms and documents relating to the intake process; and prepares medical and demographic case history for use in diagnosis.
   

• Assists clients and family members in understanding behavioral health diagnosis, contributing factors/causes, effects, prognosis, rehabilitation, and treatment.
   
• Works with clients to address stressors and barriers to treatment and/or social functioning; identifies and focuses on client strengths and personal resources to effectively engage and treat client.

The Marysville Police Department is recruiting for the position of Public Safety Dispatcher.

THE POSITION

Tri-City Mental Health Authority is currently hiring to fill vacancies for the position of Psychiatric Technician I/II (Licensed) within the Mobile Crisis Care Program (MCCP) for the night shift. 

Tri-City’s MCCP operates 24/7 to provide crucial support in mobile crises. As such, the schedule will involve a 3/12 shift pattern, consisting of three twelve-hour days per workweek and one alternating eight-hour day every other week. Shifts may include weekends, daytime hours, and holidays.

This position will first work a 5/40 schedule for approximately 3-6 months of training before transitioning into the night shift schedule.

Examples of night shifts are included below:

• Night Shifts: 7:00 PM - 7:00 AM, 7:00 PM - 3:00 AM, 8:00 PM - 8:00 AM, or 8:00 PM - 4:00 AM

Weekend and night shifts will be entitled to Shift Differential Pay of $2.50 per hour on weekdays (Monday through Friday) and $3.50 per hour on weekends (Saturday and Sunday). Holiday shifts will be entitled to Holiday Pay.

Tri-City is looking for individuals to serve as a Psychiatric Technician I/II (Licensed) on a full-time basis for the MCCP. The MCCP Psychiatric Technician will be part of a team that provides crisis intervention and stabilization, linkage and referral, consultation, and education within the scope of practice. The MCCP Psychiatric Technician will report to the Mobile Crisis Care Clinical Supervisor and Clinical Program Manager.

This position is responsible for a variety of ongoing responsibilities including, but are not limited to, the following:

Positions at the Psychiatric Technician I level may perform some of these duties and responsibilities in a learning capacity.

• Under the direction of clinical staff, provides medication management services to a caseload of clients in the office and in the field; ensures the proper acquisition and administration of medication.
   
• Provides education and training to clients, their families, and/or staff on the proper care and use of medications, including symptoms of, reactions to, or side effects of, specific medications; informs clients of the impact of abuse and/or misuse of medications.
   
• Conducts home/field visits to evaluate client’s physical environment and behavior such as anxiety, withdrawals, and behavioral health progression/regression.
   
• Takes and records measures of clients’ vital signs, physical condition, and behaviors; assists and observes clients self-dispense medication as prescribed by a psychiatrist and administers scheduled injections.
   
• Conducts medication checks on clients to assess their overall medication management capabilities; takes appropriate action if client poses danger with respect to the use or abuse of medication; observes, evaluates, records, and reports to professional staff changes in client’s condition.
   
• Motivates clients to develop self-reliance in daily living; encourages clients to participate in group and/or individual therapy/program activities.

THE POSITION
The Deputy Director of the Public Works Agency plays a critical leadership role overseeing the Roads and Engineering Divisions. This position is responsible for the planning, execution, and oversight of major infrastructure projects, public works programs, and disaster recovery initiatives. Working under the general direction of the Agency Director, the Deputy Director provides strategic direction, operational oversight, and interdepartmental coordination to ensure efficient service delivery, regulatory compliance, and community engagement. The role also serves as Acting Director in the Director’s absence and represents the agency in meetings with officials, stakeholders, and the public. This position is scheduled for forty (40) hours per week. This recruitment may be used to establish a list to fill future vacancies for the next six (6) months.

• Oversees the preparation of solicitation documents for construction projects, manages the bid process including pre-bid conferences and site walk-throughs, responds to bidder inquiries, and administers construction contracts, including budgeting and assisting with regulatory permitting.
• Supervises consultant contracts for public works services, monitors project performance, and ensures departmental processes comply with contract provisions and standards.
•  Coordinates with consultants, staff engineers, and other stakeholders to guide the preparation of plans and specifications for public works projects
•  Identifies alternative funding sources, coordinates grant and loan applications, secures funding, monitors expenditures, and tracks project outcomes.

The Fiscal Analyst I position, performs varied and complex professional accounting and financial analysis work relating to various grants and programs; fiscal and contract management; fiscal program analysis and compliance; prepares analytical, narrative, statistical, accounting and financial reports; develops and monitors budgets; and prepares financial statements and reports and related duties as required. Fiscal Analyst I is the entry-level classification in the Fiscal Analyst series. Incumbents in this class work under supervision. This position is scheduled for forty (40) hours per week, is an in-person position and located in Glenn County, California.  

WHAT YOU’LL DO

• Prepares reports and analysis on accounting activities relating to funds, grants, and programs.
• Prepares various financial statements including worksheets, balance sheets, income statements, statements of cash flow, adjusting and closing balance sheets, depreciation  schedules, allocation schedules, and cost reports.
• Reconciles accounts.

As a Nurse Practitioner, you’ll provide comprehensive psychiatric and mental health services, including independent prescribing, psychotherapy, crisis intervention, and leadership within a collaborative care team. This position serves individuals and families with complex mental health needs, helping reduce barriers to care through culturally responsive, trauma-informed practice.  This position will report to the Medical Director or a Supervising/Lead Psychiatrist.

Key Responsibilities/Examples of Essential Duties*:

• Conduct psychiatric evaluations and risk assessments.

• Diagnose and treat mental health disorders using DSM criteria.

• Prescribe and manage psychotropic medications independently.

• Deliver individual, group, and/or family therapy and psychoeducation.

• Collaborate with psychiatrists, therapists, and social workers to ensure client-centered care.

• Document services in compliance with HIPAA and HITECH standards.

• Perform other duties as assigned within the scope of practice and licensure.
