Silicon Valley Power (SVP) currently provides over 40 percent of Santa Clara’s electricity from carbon-free renewable resources. In addition to using green energy from large-scale wind, solar, geothermal and hydroelectric projects outside of the area, SVP employs innovative ways to locally produce electricity by capturing and burning methane gas from a closed city landfill and using power from solar generating systems on city-owned garages and vacant, unusable land. The Position:

Silicon Valley Power (SVP) is seeking dynamic, engaging and qualified engineers for several vacant Electric Utility Engineer positions in various divisions.

 

For the SVP Fiber Division, this position will be assigned engineering work associated with SVP’s fiber network. This individual will assist with engineering design, engineering pole loading analysis software, site surveys, material selection and estimates.   

 

For SVP Operations Division, this position will be assigned engineering work associated with communication and electrical power engineering. This individual will assist with the programming of industrial multiplexer networks. The individual should have a strong interest in industrial high-speed data networking.

 

For SVP Engineering and CIP projects, this position will be assigned engineering work associated with electrical power engineering, substation design and Transmission and distribution systems. The individual may manage or will assist in managing Capital improvement Projects (CIP) to support growth of the electric utility. The candidates should have strong background and interest in electric systems.

 

For the Customer Development and Project Management Division, this position will assist in monitoring the operation of power generation equipment to ensure that it operates within the desired specifications, conducting routine inspections and maintenance of plant equipment to prevent failures and ensure maximum efficiency, Implementing upgrades and modifications to existing systems to improve performance and reduce environmental impact, coordinating with other technical staff and management to discuss and strategize plant operations, ensuring compliance with local, state, and federal regulations pertaining to safety and environmental protection, preparing reports on plant operations, outage planning, and other performance metrics necessary for proper management and planning.

The annual salary range for this position is $178,651.44 - $227,823.12.  This position may be filled at or near the minimum of the salary range.

 

MINIMUM QUALIFICATIONS:

 

EDUCATION AND EXPERIENCE

Minimum Education and Experience Requirements:

Graduation from an accredited college or university with:

a) Bachelor's Degree in Electrical Engineering and two (2) years experience doing electric utility engineering work, or

 

b)  Bachelor's Degree in Engineering and three (3) years experience doing electric utility engineering work and experience using AutoCAD and Microsoft office (i.e. Microsoft Word, Excel, PowerPoint and Mathlab)

 

Acceptable Substitution:

• A Master's Degree in Electrical Engineering from an accredited college or university may be substituted for one (1) year of experience

 

• An Engineer-in-Training Certification with ten (10) years of experience in electric utility engineering work can be substituted for the degree in engineering and the required experience indicated above

 

License/Certifications:

Possession of an appropriate, valid Class C California driver's license is required at time of appointment and for the duration of employment.

 

Desirable Qualifications:

• Registration as an Electrical, Mechanical or Civil Engineer in the State of California
• Experience using ESRI based Geographic Information System (GIS)
• Experience using system modeling and load flow software; Aspen one-liner software, GE PSLF, and DEW ISM

May work unusual hours in emergency situations, or while acting as supervisor, or at other than the regular job site.

Overview:
The Grants, Compliance, and Claims Management Unit with Valley Water is the centralized unit for seeking and managing grants brought in to help fund Valley Water projects. The pre-award side of work within the unit will be administered by this Senior Management Analyst, with support from a Management Analyst II, and oversight by the Grants Unit Manager.
 
Senior Management Analyst (SMA): Core components of the Senior Management Analysts work will include researching grant opportunities and writing grant applications; high levels of collaboration with project teams, grants liaisons in watersheds and water utility divisions, procurement, legal, government relations, capital improvement program, and communications; and tracking/reporting. The position will tie efforts into the two grant roadmaps (i.e. strategic funding plans), assist in preparing updates to the Board and staff via all employee communications, and aid in early compliance reviews (pre-agreement) to ensure Valley Water can meet grant terms and conditions. As a Senior, the position will help implement new grants management software on the pre-award side in coordination with the unit’s compliance and claims staff, assist in updating standard operating procedures, and work with the Unit Manager to clearly define rationale for which grants to pursue.

Management Analyst II: Core components of the Management Analyst II's work will include assisting the SMA in researching grant opportunities and writing grant applications, coordinating with project teams, tracking and reporting grant-related information, assisting with compliance tracking for federal and state grant terms and conditions, and assisting with grant communications such as the bi-monthly Grants One Pager update for the Board of Directors and the Grants Action Team monthly meeting.

Grants, Compliance, and Claims Management Unit (Position Code 68) 

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.  

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite.

DEFINITION

DISTINGUISHING CHARACTERISTICS

The Senior Human Resources Analyst is a professional level class in which the incumbent is expected to perform a wide range of the most complex human resources activities.  As the advanced journey level classification within the Human Resources Analyst series, positions at this level are distinguished from other classes within the series by the greater level of responsibility assumed, complexity of duties assigned, independence of action taken and by the nature, scope and impact of the work performed.  Employees perform the most difficult, confidential and advanced level type of duties assigned to classes within the series, which may include providing direct supervision over assigned personnel and performing complex professional analytical work in support of internal and external customers with sound judgement and minimal supervision.

 

SUPERVISION RECEIVED/EXERCISED

Receives general supervision from the Human Resources Director.  Incumbents may supervise technical or support staff.

 

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

• Administers the City’s selection process; plans and coordinates recruitments; conducts labor market analyses and determines length of recruitments; prepares job bulletins and recruitment information; determines and places advertising in appropriate media; coordinates participation in career and job fairs; and reviews and evaluates applications; determines appropriate written, oral and/or performance examination programs; develops, evaluates and validates selection instruments; supervises the administration and scoring of examinations and the establishment of eligible lists; receives, researches and responds to candidate appeals; manages the employee onboarding and separation processes and develops and implements recruitment processes and procedures.

• Conducts salary and employee fringe benefit surveys, analyzes data and recommends adjustments and internal relationships.
• Develops, implements and manages the use of the City’s HRIS system; analyze and develop forms and procedures associated with human resources processes and HRIS applications; maintain the department internet and intranet pages.
• Provides professional and technical advice regarding memorandum of understanding (MOU), language, Personnel Rules and Regulations, policies, procedures, laws, rules and regulations to City departments, employees, employee organizations, job applicants and the general public and responds to complaints and requests for information from employees, management, outside agencies and the public.
• Designs and conducts employee training and orientation programs and assesses training effectiveness and modifies training programs as needed.
• Supports the Human Resources Director with employee and labor relations matters to include handling investigations, disciplinary matters and labor relations duties; assists in the collection and preparation of data used in negotiations.
• Supports the Human Resources Director with conducting formal and informal inquiries into discrimination, harassment and equal opportunity related complaints.
• Coordinates leave management programs; advises employees on their rights under the Family Medical Leave Act (FMLA), California Family Rights Act (CFRA), State Disability Insurance (SDI), Paid Family Care Leave (PFL), long-term disability and disability retirement; receives and processes requests for FMLA, CFRA and other leaves; determines eligibility and sends initial notices; requests additional information and prepares other leave-related correspondence; recommends approval or denial of leaves.
• Supports the Human Resources Director with monitoring compliance of the Department’s various programs with applicable laws, guidelines and regulations; tracks and analyzes proposed legislation to determine impact on human resources operations and programs; researches, develops and proposes updates to, and/or establishment of new, City policies, administrative regulations and personnel rules.
• Establishes highly effective working relationships with clients, employees and union representatives, representatives of community organizations, state/local agencies and associations, City management and staff and the public.
• Performs related duties as required.

 

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking, reaching, twisting, turning, kneeling, bending, stooping, and squatting in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing reports using a computer keyboard. Additionally, the position requires near and far vision in reading written reports and work related documents. Acute hearing is required when providing phone and personal service. Additionally, the incumbent in this position may work in all weather conditions including wet, hot and cold. The need to lift, drag and push files, paper and documents weighing up to 25 pounds is also required.

 

KNOWLEDGE, SKILLS AND ABILITIES

About the Position: Midpeninsula Regional Open Space District (Midpen) is seeking a Geographic Information Systems (GIS) Intern in the Information Systems and Technology (IST) Department. The GIS Intern will perform GIS mapping and analysis tasks in support of land acquisition, open space planning, capital improvement, and resource management activities. Responsibilities include creating maps for District Board reports and presentations; compiling and synthesizing geographic data; developing attribute data for feature classes; performing basic geoprocessing; maintaining and updating GIS databases as new data are collected; preparing, modifying and updating District site maps and brochures; providing graphic support for other departments including the development of maps, charts, displays, presentations, graphics, brochures, and drawings; and collecting field data. Basic Requirements: Internships are open to applications from current students or recent graduates (within the last 12 months). Current enrollment in an associate’s, bachelor’s, or master’s degree program, or trade school in a relevant field. Successful candidates will have a background in geography, planning, environmental studies, landscape architecture, or another related field; demonstrated experience with ArcGIS software; and demonstrated expertise/enthusiasm in cartography and map production. This position requires great attention to detail, excellent communication and critical thinking skills, the ability to work well both in a team setting and independently, the desire to learn, and the willingness to occasionally work in rugged, remote settings. Knowledge of web GIS and experience with field data collection are a plus. Working Conditions/Schedule: This position is based primarily in-office at our Administrative Office in Los Altos, CA, as part of the IST department. While the majority of work will be performed in an office setting, there may be occasional instances of field data collection. These field activities are infrequent but may involve travel in a district vehicle and, at times, working independently in varied outdoor conditions, including remote and rugged terrain with numerous biotic and abiotic hazards during inclement weather. This is a temporary position working 24 – 32 hours per week (within regular business days/hours). Regular business is conducted Monday through Friday between the hours of 8:00 am to 5:00 pm.  Interns may work up to a total of 950 hours over a 7-to-9-month period. This classification is represented by the Lincoln Professional Firefighters Association, Local 522, and carries an 18-month probationary period.

 

DISTINGUISHING CHARACTERISTICS

The ability to work effectively under supervision and within a team structure is a significant element of the position.  Effective communication skills are needed work safely and be successful in the position.  The Firefighter should be self-motivated, able to complete work assigned in an effective, efficient, and safe manner, and be able to exercise independent judgment.  The capability of performing duties during various emergency operations is essential.  Firefighters must be able work for extended periods of time at emergency incidents that may involve physical exertion often under adverse environmental conditions.

 

SUPERVISION RECEIVED AND EXERCISED

Supervision is received from a Fire Captain.  Work is inspected in process and upon completion.  A Firefighter is responsible for their personal actions and conduct.  Evaluations are provided on a regular schedule and are based on individual performance as well as their interactions with other Company and Department members.

 

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

• Be an advocate for the mission statement, core values, and goals of the City of Lincoln and the Lincoln Fire Department.
• Communicates and establishes positive working relationships with the general public in order to deliver service of all types including emergency response, business inspections, participating in school programs, answering questions, and assessing customer needs.
• Completes tasks as assigned.
• Responds to emergency and non-emergency calls for service as a member of a fire company.
• Assisting in the fire suppression activities including operating electric generators, ventilation fans, deploying and connecting hose lines; holding nozzles and directing water streams; raising and climbing ladders; using portable fire extinguishers, axes, bars, hooks, ropes, power-driven tools, and other equipment; use of salvage covers to prevent water damage; overhauling and cleaning up after a fire.
• Operate fire department vehicles and apparatus.
• Donning and working in personal protective equipment including self contained breathing apparatus.
• Upon return to the fire station, clean, service, and ensures apparatus and equipment are available for emergency response.
• Administer first aid and operate various emergency medical devices.
• Perform rescue operations of persons in life and non-life threatening situations.
• Proper use of fire department communication equipment.
• Cleans and maintains station quarters and grounds; performs first-line preventive maintenance on apparatus; cleans, maintains and tests equipment.
• Participates in fire drills and training exercises.
• Become familiar with City streets, fire hydrants, building occupancies and contents.

 

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

The physical demands here are representative of those that must be met by an employee to successfully perform the essential functions of this job.  Position requires: sitting, twisting and reaching for equipment; perform various tasks that require standing, walking, bending, stooping, squatting, climbing, kneeling, simple and power grasping, pushing, pulling, and fine manipulation; wear appropriate personal protective equipment; perform physical activities of a strenuous nature; see and hear with sufficient acuity; may lift heavy objects, especially when responding to or operating at emergency situations or incidents.

The work environments described here are representative of those an employee may encounter while performing the essential functions of this job.  Positions requires: working indoors and outdoors; traveling in a vehicle to emergency situations or other calls for service at anytime of day; may be exposed to atmospheres that may be immediately dangerous to life and health (IDLH) including dust, noise, smoke, fumes, gases, oil, grease, constant equipment vibration, machinery with moving parts, moving objects and other vehicles, wet and slippery surfaces; working unusual and prolonged schedules during emergencies in all weather conditions including extreme temperatures.

 

MINIMUM QUALIFICATIONS

The following are minimal qualifications necessary for entry into the classification:

Age

• Must be at least 18 years of age

Education

• High School Diploma or equivalent.  Fire Science Certificate from a regionally accredited college or university is highly desirable.

Experience

• The knowledge, skills and abilities necessary for a Firefighter can be obtained by any combination of the following: successful work experience history involving significant public contact with customer service responsibilities, course work in fire science, experience as a paid or volunteer Firefighter, or successful completion of a Fire Training Academy.

License/Certificate

• If no prior firefighting experience is possessed, applicants must be current on the Firefighter Candidate Testing Center (FCTC) Statewide Eligibility List (SEL) as of 09/26/2025.

• A passing score on the FCTC Written Test must be dated between 09/26/2024 and 09/26/2025.

• Possession of a current Emergency Medical Technician I (EMT-I) Certificate.
• Possession of, or ability to obtain, a valid California Class C operator’s license with Firefighter Endorsement.
• Within 18 months from date of hire, must obtain a Firefighter I & II certificate recognized by the California State Fire Marshal's Office.
• Possession of a current Paramedic Certificate or current enrollment in a Paramedic program is highly desirable.

 

KNOWLEDGE/SKILLS/ABILITIES

Knowledge of:  Modern firefighting methods and fire prevention practices; operation and care of fire apparatus; use and care of fire equipment, tools, devices, and facilities; emergency medical aid procedures; and the Uniform Fire Code and the procedures involved in fire prevention inspections.

Ability to:  Administer medical aid; work in confined spaces; work at heights greater than ten feet; work independently and as part of a team; observe safety principles and work in a safe manner; learn the operation of motorized firefighting equipment; learn a variety of methods and tasks related to firefighting and fire prevention; function effectively at emergency incidents; engage in moderate to strenuous physical activity and work long hours during emergency situations; participate in training drills; maintain physical fitness; learn the street system and physical layout of Lincoln; understand and follow oral and written instructions; establish and maintain effective working relationships with employees, coworkers, supervisors, and the general public; operate communications equipment; communicate clearly and concisely, both orally and in writing.

Skill to:  Safely operate fire apparatus; safely operate fire equipment and tools; operate an office computer and a variety of word processing and software applications; demonstrate proficiency in the English language.

ABOUT THE POLICE DEPARTMENT

The Woodland Police Department is staffed with 71 sworn officers, 18 professional employees, and 8 part-time temporary professional employees.
