San Mateo County Health's Behavioral Health and Recovery Services Division is seeking a well-qualified individual for the position of Supervising Mental Health Clinician - Adult and Youth Services. Supervising Mental Health Clinicians supervise and coordinate the professional work of mental health professionals, paraprofessionals and interns in San Mateo County and participate in program planning, administration and evaluation; and provide specialized psychiatric casework counseling and therapeutic services to adults and youth in the field.
 
The current vacancy is in Behavioral Health and Recovery Services (BHRS) Crisis and Outreach Team including the Psychiatric Emergency Response Team, the Crisis Response Team (CRT), Healthcare for the Homeless (HCH), Homeless Engagement Assessment Linkage (HEAL) team, and the law enforcement, mental health partnership within multiple cities in the County.

Supervising Mental Health Clinicians are members of the Behavioral Health and Recovery Services Leadership Team and work with collaborative partners on system wide initiatives focused on improving services and service delivery. This position reports directly to a Clinical Services Manager.
 
The Supervising Clinician oversees daily operations and directs a multidisciplinary team providing recovery-based behavioral health services, outreach and linkage for BHRS' crisis and outreach teams. Services provided include: supervising mobile clinicians who are working in tandem with city law enforcement at behavioral health crises and/or with homeless outreach programs throughout the County, supervise the program specialist for the Crisis and Outreach Team, and conduct trainings and presentations to law enforcement and the community.
 
The teams include psychiatrists, social workers, marriage and family therapists, law enforcement officers and community workers who are consumers or family members. The clinical teams may also work with clinical interns.  
 
The ideal candidate will possess:

• Knowledge of system of care principles.
• Knowledge of program management techniques and practices.
• Knowledge of crisis de-escalation, crisis evaluation, 5150-hold application, and community crisis response.
• Knowledge of crisis continuum of care.
• Strong supervisory/leadership skills, which demonstrate an ability to direct and motivate a multi-disciplinary team some of whom will be mobile and in disparate parts of the County.
• The ability to establish and maintain productive working relationships with consumers, families, professionals, law enforcement, Psychiatric Emergency Services, SMART Medics and the public; including close collaboration with and engagement of community partners to plan for, implement and coordinate needed services.
• Ability to make sound decisions based on the exercise of judgment and the consideration of all available information often with very little time during active crises.
• Demonstrated expertise and skill in clinical work with adults and youth with serious mental illnesses who may also have had contact with law enforcement and psychiatric emergency services.
• Knowledge of evidence based clinical practice modalities, e.g. motivational interviewing, solution focused brief treatment, cognitive behavioral therapy, wellness and recovery principles, and trauma informed care, for examples.
• Knowledge of Medi-Cal and Medicare regulations and managed mental health care.
• Strong knowledge of Avatar, Soarian and other tools used by BHRS for information and charting.
• Strong clinical assessment, diagnostic and evaluation skills.

Examples Of Duties

Duties may include, but are not limited to, the following: 

• Consult with clinicians in the field to determine a course of action during active crises that may involve law enforcement.
• Tracking of data for established and pilot programs and report these statistics out to leadership.
• Facilitate regular meetings with clinicians and all other systems partners that Crisis and Outreach Team collaborates with.

Qualifications

Licensure/Certification:  
Possession of a valid California license in at least one of the following:  Registered Nurse; Clinical Psychology; Clinical Social Worker; or Marriage, Family and Child Counseling.

Education and Experience: 
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is a Master's degree in a mental health specialty, such as social work, nursing, or clinical counseling and two years of professional post-graduate experience in a mental health setting.

Knowledge of: 
Basic program management techniques and practices; principles and practices of supervision and training; human and health services system in the County including private agencies and their community resources; current philosophy, principles and practices for services to clients with serious mental illness; legal and policy aspects of community mental health methods; techniques of family, individual and group counseling and diagnosis; individual, group and family psychodynamics; current principles and practices of psychiatric casework; mental health consultation and education; and problems, needs, attitudes and behavior patterns of patients/clients.

Skill/Ability to: 
Supervise, train and evaluate multi-disciplinary staff; work collaboratively with other senior professionals in planning and developing programs in San Mateo County; prepare and deliver written and oral reports; plan, implement and evaluate all operations of assigned area; oversee/provide treatment to adults; establish and maintain positive working relationships with consumers, family advocates and stakeholders.

Essential functions of the class include:

Nature of work
Involves physical effort in the repair and maintenance of machinery and equipment; the ability to lift heavy objects; exposure to working conditions where minor abrasions, bruises, and burns may occur; occasional uncomfortable work inside closed and dirty spaces; exposure to potential uncomfortable weather conditions and traffic conditions; and requires physical stamina to stand, stoop, bend and climb ladders while working in confined spaces, entryways and tight crawl spaces.  Some positions may also require the ability to operate both automatic and manual automobile transmission as needed. The San Francisco Municipal Transportation Agency (SFMTA) is a department of the City and County of San Francisco responsible for the management of all ground transportation in the City. The SFMTA has oversight over the Municipal Railway (Muni) public transit, as well as bicycling, paratransit, parking, traffic, walking, and taxis.

The Transit Division is currently in the process of developing and procuring a new train control system, as well as streamlining operations at the new Transportation Management Center (TMC). The Program Delivery and Support Unit within the Transit Division was created in 2018 to oversee capital program and project budgets, manage vehicle and onboard equipment projects, testing and acceptance of rolling stock and technology projects. These projects will deliver high-quality, cost-effective solutions which improve safety and the Agency’s ability to deliver quality transit service. Within the Program Delivery and Support unit, the Transit Technology Group handles the delivery, acceptance, and management of technology systems which are critical to transit operations.

The Train Control Upgrade Project is an 8-year, multimillion dollar project with the goal of modernizing the existing Automatic Train Control System in Muni’s subway as well as expanding the supervision and limited control aspects of a Communication-Based Train Control System to the entire Muni light rail system.

Under the general direction of the Train Control Upgrade Project Manager, the Vehicle Train Control Engineer will lead the integration of the new train control system with the Siemens LRV4 vehicles. The Vehicle Train Control Engineer will be responsible for the successful design, fitment, and testing of all onboard equipment necessary to fully install the system on the LRV4 fleet and will represent the SFMTA in all project review and discussion related to onboard equipment installation.

The Train Control Upgrade Project will be delivered through a series of contracts with the technology vendor and other firms providing installation, construction support, technical expertise, and professional services. The Vehicle Train Control Engineer will coordinate the design activities related to onboard vehicle equipment between the supplier, the vehicle manufacturer, and the onboard equipment installer. The Vehicle Train Control Engineer will work closely with these three parties to ensure that the delivery and installation of onboard train control equipment is completed according to the project schedule. The position will participate in the development of an installation plan to facilitate this process and assist with the selection, training, monitoring, evaluating, and development of project staff, as it relates to the installation of the system on the LRV4 fleet.

In addition, the Vehicle Train Control Engineer will act as the SFMTA representative to review, accept, or when necessary, audit, project submittals and deliverables provided by the supplier and other project contractors as it relates to the installation of onboard equipment. As the SFMTA representative, the Vehicle Train Control Engineer will have a strong understanding of the project contract requirements and be able to identify key project staff and agency stakeholders for review when evaluating submittals and project deliverables.

Examples of Important and Essential Duties:

• Oversees the successful integration of the train control system with the Siemens LRV4 vehicles, including design, fitment, and testing.
• Leads a team of SFMTA vehicle engineers assigned to the project.
• Coordinates the design activities of the Train Control System Supplier with the car manufacturer (Siemens) and the vehicle onboard equipment installer.
• Represents SFMTA during technical discussions between the Train Control System Supplier, the vehicle manufacturer, and the onboard equipment installer.
• Responds to technical RFIs, resolves clarifications from vendors and addresses their requests by issuing addendums.

• Supervises the testing of train control system equipment on the vehicles and assists the project QA team in assessing the quality of installed components.
• Tracks completion of technical requirements and evaluates the system and individual subsystems and components for acceptance.
• Analyzes and solves electrical and vehicle sub-systems problems such as power, EMI connectivity, and fitment for onboard train control system components.
• Analyzes related project workloads and budgets.
• Communicates with Train Control System Supplier for technical support as needed to address system issues under warranty.
• Works with Supplier, SFMTA operations and maintenance staff to ensure both the designed and finished onboard train control system meets operations and maintenance needs and works within their stated constraints.

Project Name: Train Control Upgrade Project

The Transit Division is currently in the process of developing and procuring a new train control system, as well as streamlining operations at the new Transportation Management Center (TMC). The Program Delivery and Support Unit within the Transit Division was created in 2018 to oversee capital program and project budgets, manage vehicle and onboard equipment projects, testing and acceptance of rolling stock and technology projects that will deliver high-quality, cost-effective solutions which improve safety and the Agency’s ability to deliver quality transit service. Under the general direction of the Train Control Upgrade Project Manager, the Lead Project Engineer manages the Train Control Upgrade Project engineering team and acts as the SFMTA lead for the overall system design. The Lead Project Engineer assists the Project Manager with oversight duties related to project design and scheduling to facilitate the procurement, development, and maintenance of the future train control system. • Prepares medication labels based on written orders from physicians and other professional staff according to California State Board of Pharmacy requirements;
• Records billing information for accurate and appropriate billing of patients for medications, involving use of desktop computer keyboard for entering medication orders and billing information;
• Maintains drug and pharmaceutical stock levels by counting and checking stores of drugs and pharmaceuticals against standard, pre-set stock levels, ordering and verifying deliveries against invoices to ensure accuracy; 
• Inspects and stores delivered stock in the pharmacy patient care areas by sorting and shelving them for optimal retrieval;
• Delivers, retrieves, and exchanges medications and pharmaceutical items to and from specified areas, or for dispensing by cart to ensure that clinical and patient needs are met;
• Provides information to patients, public and other healthcare providers within the scope of Technician activities through a variety of methods, including personal contact, at the Pharmacy window, in patient care areas, and by telephone or video.  This does not include medication counseling or providing drug information; 
• Orients and trains new personnel, pharmacy students, or others on departmental policies and procedures appropriate to a Technician’s scope of work;
• Uses, maintains, and troubleshoots automated dispensing equipment or relevant pharmacy-related software and other equipment necessary for pharmacy operations;
• Accurately prepares, dispenses, and documents controlled substance orders, and maintains accurate inventory records.

The 2409 Pharmacy technician also performs other related duties as assigned.

Qualifications

Minimum Qualifications

1.   Experience: One (1) year (equivalent to 2,000 hours) of experience (in the last 5 years) assisting in the preparation of drug and pharmaceutical items in a licensed pharmacy;

AND

2.   License: Possession of a valid Pharmacy Technician License/Registration issued by the California State Board of Pharmacy. (Please attach a copy)

• License status must be "Current" according to search.dca.ca.gov/

Substitution: Possession of a valid Intern Pharmacist License/Registration issued by the California State Board of Pharmacy may substitute for the required experience and license.

Notes:

1. One year of full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.
2. This experience must be gained from June 17, 2017 to current

Possible Special Conditions (some positions may require the following):

1. One (1) year of experience assisting in the preparation of drug and pharmaceutical items in a licensed inpatient pharmacy within the last five years.
2. Six (6) months of experience in database application support, operational support, software installation and maintenance, and performance tuning for multi-departmental and enterprise systems.
3. The ability to obtain and maintain security clearance with the San Francisco Sheriff’s Department.

The San Bruno Police Department

Examples of Duties

Typical Qualifications

In addition to graduation from high school, the following are required:

• At least 21 years of age
• No felony convictions or disqualifying criminal history
• U.S. Citizenship or Permanent Resident Alien who is eligible and has applied for citizenship
• Valid California Driver’s License
• Ability to meet all California POST medical, psychological, and background standards
• Successful completion of a rigorous background investigation
• A 2-year or 4-year degree in police science, law enforcement, criminal justice administration, public administration, or a related field is preferred

Entry-Level / Academy Graduate Applicants

• Must meet all of the basic requirements listed above; and
• Have successfully completed a California P.O.S.T. Basic Training Police Academy within the past thirty (30) months (to maintain POST eligibility without requalification); OR
• Provide proof of current enrollment in a California P.O.S.T. Basic Training Police Academy and successfully complete the academy prior to appointment.
• Academy graduates whose academy completion exceeds thirty (30) months may be considered if they have completed or agree to complete the POST Requalification Course prior to appointment.

Lateral Applicants

• Must meet all of the basic requirements listed above; and
• Currently employed as a full-time, paid sworn police officer for at least two (2) years; OR
• Have at least twenty-four (24) months of prior service as a full-time, paid sworn police officer in a civilian governmental jurisdiction; and
• Possess a valid California P.O.S.T. Basic Certificate (or higher), or an equivalent certificate approved by P.O.S.T.
