The Public Works Department
The Public Works Department consists of Design Engineering, Development Engineering, Construction, Civic Facilities, Transportation, Survey, and Real Property sections. The department reviews all proposed land development projects in the City and executes the design and construction of public projects such as streets, parks, and public buildings.

The City of Berkeley invites you to apply for Employee Relations Manager in the Human Resources Department! In this role, you'll have the opportunity to manage essential programs in employee and labor relations, workers' compensation, safety, and benefits. In addition to supervising a team of up to ten professional and technical staff, day-to-day responsibilities include interpreting and implementing labor contract language, representing the City with its bargaining groups, and resolving employee relations issues.

The City currently maintains agreements with eight bargaining units representing over 1000 employees. The Employee Relations Manager will play a key role in Spring 2026 renegotiations with public safety labor groups through research, coordination, and participation in negotiations, training the management bargaining team, and working closely with the Director of Human Resources to make recommendations for approval.

Our ideal candidate is a subject matter expert in the area of labor relations and negotiations, who can tactfully navigate conflict and ambiguity. This person can confidently present information and recommendations to governing bodies, develop and implement effective performance management and discipline procedures, and effectively train assigned staff.

Employee Relations Manager is an unrepresented, at-will classification. This classification receives a 5% salary differential (non-pensionable) for a total base salary up to $210,513.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:
Education
Equivalent to graduation from a four-year college with major course work in business or public administration, industrial relations, or a closely related field.

Experience
Four years of progressively responsible experience in public personnel administration and management and labor relations, including one year in a lead, supervising, or management capacity. Experience in a municipal public agency setting is desirable. Additional professional-level experience as outlined above may be substituted for the college education on a year-for-year basis.

Licenses, Certifications, and Other Requirements
Must be willing to work such hours as are necessary to accomplish the job requirements. Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, the incumbent is required to maintain a valid California driver’s license as well as a satisfactory driving record.

The Division

The Fremont Family Resource Center (FRC) Division of the Human Services Department provides core services to a unique and innovative collaborative of more than 20 State, County, City of Fremont and non-profit organizations co-located and working together to serve individuals, families, and children, in southern Alameda County. The FRC provides a friendly environment, offering multi-lingual support where residents may obtain resources, problem solving and benefits at one convenient location.

The Position

The Case Manager will perform professional and clinical social work with individuals and/or families who may have complex social and medical needs including health/mental health care, financial assistance, employment opportunities, as well as housing assistance.

The incumbent will provide comprehensive psycho-social assessments and develop and implement care plans.

This is a thirty-four (34) hours per week position and will receive pro-rated benefits.

Examples of Job Duties

• Manage a caseload of clients which may include the elderly or have complex medical and co-occurring conditions, including SUD, mental illness, or homelessness.
• Conduct comprehensive client assessments to develop appropriate service plans and monitor them closely.
• Assist clients to develop support systems to maintain independent living, self-sufficiency, and family stabilization.
• Collaborate with supervisor, team members, and other Human Services programs and community agencies.
• Make site visits and provide other community interventions as needed.
• Conduct inter-agency and/or family conferences.
• Provide supportive counseling and advocacy for clients and monitor services provided.

Maintain timely electronic documentation of services, reporting, and billing.

What you will do: 
Duties may include but are not limited to the following:

Performs specialized and detailed work in the review and processing of various financial records and related materials; ensures the integrity of data and information related to area of assignment which may include cash management, payroll, accounts payable/receivable and consolidated billing.

Analyzes and reconciles a variety of journals, accounts, reports and records; to prepare, process, and maintains accounting system records, and transactions.

Prepares journal entries and general ledger reconciliations and performs month and year-end closing of accounting records; assists with City-wide budget development and monitoring.

Balances financial information system controls; balances and posts financial transactions to ledgers and sub-ledgers and reconciles to the accounting system; and balances various other financial transactions with source documents and controls.

Processes and prepares payrolls; responds to staff regarding payroll related questions; updates employee information in payroll systems.

Maintains subsidiary records of fixed assets and depreciation, and tags all fixed assets.

Assists in the preparation of schedules as required for audits and special requests.

Prepares, compiles, tabulates and maintains data and complex documents; assists with preparing technical financial, statistical and operational reports, statements and records.

Responds to inquiries from the public in person, by telephone, and/or in writing, regarding areas of responsibility and initiates appropriate action to resolve problems.

Researches and answers inquiries from employees and other City departments regarding the status of accounts and payments, including proper transaction coding and related matters.

Builds and maintains positive working relationships with co-workers, other City employees and the public using principles of good customer service.

Under the direction of the Economic and Community Development Director, the Chief Building Official performs plan check duties, provides technical support at the building counter, supervises assigned staff in the Building Division, provides expert professional and technical assistance to departmental staff in assigned areas of responsibility; and performs related work as required.
