The Division

The Fremont Family Resource Center (FRC) Division of the Human Services Department provides core services to a unique and innovative collaborative of more than 20 State, County, City of Fremont and non-profit organizations co-located and working together to serve individuals, families, and children, in southern Alameda County. The FRC provides a friendly environment, offering multi-lingual support where residents may obtain resources, problem solving and benefits at one convenient location.

The Position

The Case Manager will perform professional and clinical social work with individuals and/or families who may have complex social and medical needs including health/mental health care, financial assistance, employment opportunities, as well as housing assistance.

The incumbent will provide comprehensive psycho-social assessments and develop and implement care plans.

This is a thirty-four (34) hours per week position and will receive pro-rated benefits.

Examples of Job Duties

• Manage a caseload of clients which may include the elderly or have complex medical and co-occurring conditions, including SUD, mental illness, or homelessness.
• Conduct comprehensive client assessments to develop appropriate service plans and monitor them closely.
• Assist clients to develop support systems to maintain independent living, self-sufficiency, and family stabilization.
• Collaborate with supervisor, team members, and other Human Services programs and community agencies.
• Make site visits and provide other community interventions as needed.
• Conduct inter-agency and/or family conferences.
• Provide supportive counseling and advocacy for clients and monitor services provided.

Maintain timely electronic documentation of services, reporting, and billing.

The Public Works Department
The Public Works Department consists of Design Engineering, Development Engineering, Construction, Civic Facilities, Transportation, Survey, and Real Property sections. The department reviews all proposed land development projects in the City and executes the design and construction of public projects such as streets, parks, and public buildings.

Balances financial information system controls; balances and posts financial transactions to ledgers and sub-ledgers and reconciles to the accounting system; and balances various other financial transactions with source documents and controls.

Processes and prepares payrolls; responds to staff regarding payroll related questions; updates employee information in payroll systems.

Maintains subsidiary records of fixed assets and depreciation, and tags all fixed assets.

Assists in the preparation of schedules as required for audits and special requests.

Prepares, compiles, tabulates and maintains data and complex documents; assists with preparing technical financial, statistical and operational reports, statements and records.

Responds to inquiries from the public in person, by telephone, and/or in writing, regarding areas of responsibility and initiates appropriate action to resolve problems.

Researches and answers inquiries from employees and other City departments regarding the status of accounts and payments, including proper transaction coding and related matters.

Builds and maintains positive working relationships with co-workers, other City employees and the public using principles of good customer service.

Assists in daily operations providing general clerical support as needed.

Performs related work as necessary.

A typical way of gaining the knowledge, skills, and abilities for this position is:
Equivalent to graduation from a four (4) year college or university with major coursework in business or public administration, or a related field and five (5) years in the development and implementation of programs, including two (2) years in a lead capacity. STREET MAINTENANCE OPERATOR I/II

SUMMARY DESCRIPTION

Under immediate supervision (Street Maintenance Operator I) or general supervision (Street Maintenance Operator II), performs semi-skilled to skilled maintenance, repair, and construction work assigned to the streets division; operates maintenance and construction tools and equipment; performs a variety of maintenance tasks relative to assigned area of responsibility.

DISTINGUISHING CHARACTERISTICS

Street Maintenance Operator I: This is the entry level class in the Street Maintenance Operator series. This class is distinguished from the Street Maintenance Operator II by the performance of the more routine tasks and duties assigned to workers in this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters related to established procedures and guidelines as are positions allocated to the II level. Since this class is typically used as a training class, employees may have only limited or non directly related work experience. Employees work under immediate supervision while learning job tasks.

Street Maintenance Operator II: This is the full journey level class within the Street Maintenance Operator series. This class is distinguished from the Street Maintenance Operator I by the assignment of the full range of duties assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1. Handle complaints and answer questions from the public.

2. Perform general electrical, painting, plumbing and carpentry work as needed.

Under the direction of the Economic and Community Development Director, the Chief Building Official performs plan check duties, provides technical support at the building counter, supervises assigned staff in the Building Division, provides expert professional and technical assistance to departmental staff in assigned areas of responsibility; and performs related work as required.

CLASS CHARACTERISTICS

This position plans, organizes, assigns, directs, reviews and evaluates staff and activities related to building permit issuance and code enforcement.

EXAMPLES OF DUTIES (illustrative only)

• Responsible for and performs in-house plan checking including review of the work of in-house plan checking staff or contract staff who provide plan checking assistance; administers such professional service contracts.
• Responsible for Building, Plumbing, Mechanical, Electrical, Energy, and Green

• Represents the City in meetings with representatives of governmental agencies, architects, engineers, contractors, property, and business owners and the public; handles difficult inquiries or community complaints.
• In the event of an emergency, organizes and participates in the structural evaluation, documentation of damage, repair, inspection, and approval of public and private structures citywide.
• Responsible for periodically amending and updating the building, plumbing, mechanical, electrical, energy, and green codes that are adopted by the City.

THE POSITION Under general supervision, this non-sworn, non-peace officer position performs assignments involving responsible public contact work in crime prevention and delivers non-emergency police services; to include Public Safety (emergency/non-emergency) Radio Comm for Police & Fire responders; also performs related duties as required.

Prerequisites / Qualifications

Possession of a Valid Class C California Motor Vehicle Operator License; A 35 WPM Typing Certification (Needs to be attached to application); and achieve within one year of appointment the completion of a P.O.S.T. The City of Patterson is looking for a highly qualified Accounting Manager for the Finance Department.
