DESCRIPTION  

The City of Thousand Oaks is excited to announce the creation of a new Engineering Division Manager position within the Public Works Department. This newly established role, has been created to further strengthen our commitment to infrastructure excellence and service. Unlike similar roles in the City, this position has not been previously filled and offers a unique opportunity to shape and lead a critical division focused on engineering and construction of the City’s critical infrastructure. Depending on the qualifications and experience of the selected candidate, this position will be responsible for overseeing complex engineering projects related to the City's water and wastewater infrastructure, ensuring the continued reliability and advancement of these vital systems. 

The Public Works Department is seeking an innovative and proactive Engineering Division Manager who will be responsible for leading and managing the design, engineering and construction management to advance and protect the capital investments in the City’s critical public infrastructure.    

 

PRIMIARY RESPONSIBILITIES 

• Provide leadership to direct engineering and project management activities to advance challenging and comprehensive engineering capital projects.  

• Provide strategic and tactical planning by leveraging knowledge of engineering while aligning with the City’s overall goals.  

• Drive continuous improvement through innovation and optimization of processes and procedures.  

• Have extensive team building skills, be results oriented, and be a seasoned project manager with strong management skills.  

• Work cooperatively with all City departments.

• Developing, implementing, and monitoring long-term plans, budgets, goals and objectives focused on achieving the department’s mission and priorities.

• Managing the preparation of plans, specifications, designs, estimates and schedules, coordinating inspections and project monitoring programs. 

• Making presentations to the Traffic Commission, Planning Commission, and City Council, as well as the public.

POSITION DETAILS:

• Full-time regular position
• Schedule consists of a 4/10 typically working Tuesday through Friday.
• Salary range $22.19 to $28.35 hourly with Excellent Benefits.

 MINIMUM QUALIFICATIONS:

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:

• Formal or informal education or training which ensures the ability to read and write at a level necessary for successful job performance.

Experience:

• Two years of general maintenance experience performing field maintenance work within the assigned area of responsibility.

License or Certificate:

• Possession of, or ability to obtain, an appropriate, valid Class A driver license within one year (Landscape or Streets) of employment.
• Some positions may require possession of, or ability to obtain, an Electrical Hazards Awareness certificate within one year of employment.
• Possession of, or ability to obtain, CPR and First Aid certifications within the first six months.
• Additional industry-specific certifications may be required depending on area of assignment.

• Possession of, or ability to obtain, a California Water Environment Association Grade III Certificate within 18 months of employment.

Be part of something new. Tri-City Mental Health Authority is seeking a licensed Psychiatric Nurse Practitioner to join our team in a newly established position under California’s AB 890 Section 103. This autonomous role offers a unique opportunity to shape integrated, equitable mental health care for our community.

Currently, this position is designated to work a 5/40 schedule, Monday - Friday during normal business hours (8AM - 5PM).  Specific shift start and end times for this position may vary depending on the need of the department and agreement with supervisor.

THE POSITION

As a Nurse Practitioner, you’ll provide comprehensive psychiatric and mental health services, including independent prescribing, psychotherapy, crisis intervention, and leadership within a collaborative care team. This position serves individuals and families with complex mental health needs, helping reduce barriers to care through culturally responsive, trauma-informed practice.  This position will report to the Medical Director or a Supervising/Lead Psychiatrist.

Key Responsibilities/Examples of Essential Duties*:

• Conduct psychiatric evaluations and risk assessments.

• Diagnose and treat mental health disorders using DSM criteria.

• Prescribe and manage psychotropic medications independently.

• Deliver individual, group, and/or family therapy and psychoeducation.

• Collaborate with psychiatrists, therapists, and social workers to ensure client-centered care.

• Document services in compliance with HIPAA and HITECH standards.

• Perform other duties as assigned within the scope of practice and licensure.

1. Leadership and Collaboration: Lead the citywide budget process, guide staff, and support senior management in decisions

3. Capital Improvement Projects Financial Management: Oversee the overall financial management of the City’s capital improvement projects and assist departments with budget administration, financial analysis, and budget adjustments.  

 

The City of Thousand Oaks is seeking a forward-thinking and results-driven Budget Officer to play a pivotal leadership role in the Finance Department. This is a unique opportunity to shape the City’s financial planning and guide high-impact initiatives that support citywide service delivery and long-term fiscal sustainability.  

As the strategic leader of the City’s biennial budget process, the Budget Officer collaborates with all departments, provides key insights to executive leadership, and ensures transparent, data-informed decision-making. With the City currently implementing a new budget software, the successful candidate will take ownership of the system and be responsible for producing the final budget documents in both print and digital formats. As part of this effort, the Budget Officer will lead a refresh of the City’s performance measures, working with departments to integrate meaningful, outcome-focused metrics into the budget. 

The City is preparing to undertake a comprehensive ERP system replacement, and the Budget Officer will serve as a key member of the implementation team, helping to shape financial functionality and ensure a smooth transition to the new platform.

PRIMARY RESPONSIBILITIES

Budget Strategy, Development, and Reporting 

• Lead the development and administration of the City’s biennial Operating and Capital Improvement budgets  

• Lead the development and administration of the City’s biennial User Fees, Fines, and Penalties Schedule 

• Lead the development and administration of the City’s annual Cost Allocation Plan  

• Collaborate with departments to align financial resources with City goals and priorities 

• Develop multi-year financial forecasts and monitor trends to support long-term planning  

• Write clear, concise, and effective staff reports to communicate complex financial information to City leadership and the public 

• Prepare and present budget reports and other financial information for internal and external stakeholders 

System Implementation and Innovation 

• Take ownership of the City’s new budget software system and the development of the online and PDF versions of the Adopted Operating and CIP budgets  

• Streamline and improve the City’s Monthly Financial Report  

• Play a key role in the planning and implementation of the City’s future ERP system replacement 

• Identify opportunities for process improvement and implement innovative processes 

 Financial Reporting & Capital Management 

• Oversee capital asset budgeting and coordinate with departments on project funding and tracking  

• Analyze financial and operational data to provide insights and recommendations to executive leadership 

• Develop tools and reports to improve transparency and decision-making across the organization 

Leadership & Collaboration 

• Supervise and mentor direct report(s), fostering ownership, accountability, and professional growth  

• Serve as a trusted advisor to the Finance Director and senior management

Communication & Training

The Plan Check Assistant performs a range of duties in reviewing and checking building construction plans (residential, commercial, and industrial) for compliance with all applicable State and City codes. 

 

PRIMARY RESPONSIBILITIES 

• Read and interpret architectural and structural engineering plans to ensure conformance with the California codes, structural design codes, and local municipal codes.  

• Respond to inquiries from, and provide information to architects, engineers, contractors, building designers, homeowners, and the general public regarding project status, plan checking, and other code-related issues  

• Provide assistance at the public service counter (over-the-counter plan checking, code and permit fee questions)  

• Perform routine engineering analysis and calculations

THE POSITION

Tri-City is now actively recruiting for a Clinical Supervisor I or II to lead the MHSSA Grant Team within Tri-City's Child & Family Clinic. This position is a part of a newly federally funded MHSSA Grant Team set to end in December 2026  The Clinical Supervisor I/II position will report to the Clinical Program Manager and will supervise a four staff including Clinical Therapists and Mental Health Specialists.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Collaborate with grant partners, assisting with partner meetings and meeting all grant requirements, i.e. data gathering, service implementation, maintaining ongoing collaboration and participating in trainings);

 

• Provide individual and group supervision to MHSSA Grant staff including clinicians and mental health support workers; train on Department of Mental Health documentation & review documentation to ensure compliance;

 

• Will provide guidance to subordinates on Agency philosophy, goals, objectives, policies and procedures through casework conferences, staff meetings, and work review;

 

• Will participate in creating programs that will increase access to mental health services in locations throughout the community that are easily accessible for students and their families;

 

• Create and foster partnerships with the local school districts, County Office of Education and local charter schools;

 

• Work directly with or work with staff who work directly with at high-risk youth, foster youth, youth who identify as LGBTQ+, and youth who have been suspended or expelled from school and their families to provide culturally inclusive and relevant mental health services such as early intervention, suicide prevention, drop-out prevention, evidence based mental health practices and the development and coordination of service plans to address ongoing needs;

 

• Will assist and participate in the development and coordination of in-service training and staff development programs;

 

• Will analyze existing caseloads and forecast resource needs; May also carry a caseload;

 

• Will implement and ensure compliance with mandated documentation and quality assurance requirements to ensure efficient and effective operation of the unit in compliance with federal and state regulations;

 

• Participate in the monthly on-call rotation and provide crisis interview & assessments; and other duties as assigned.
