THE DEPARTMENT

The San Rafael Police Department (SRPD) is deeply committed to building a better San Rafael community – providing essential services, quality of life programs, and working to enhance community safety for everyone in San Rafael. The department works to meet these goals with approved headcount of 93 FTE and an operating budget of approximately $31 million in Fiscal Year 2025-26.

THE POSITION

The Open Space Ranger will primarily work in the open space areas of incorporated San Rafael.  The Ranger will be responsible for judiciously enforcing all laws, with particular emphasis on identifying unlawful campsites mitigating fire hazards, and coordinating with other private, city, county, and state agencies to clean up the campsites.  They will work with patrol officers, business owners, residents, and other members of the public to prevent crime, resolve problems, and solve crime.  The Ranger is responsible for keeping accurate records and must remain organized.  The Ranger will use a variety of methods to accomplish their goals, including foot patrol, bicycle patrol, 4-wheel drive truck, and the ATV.  

ESSENTIAL DUTIES AND RESPONSIBILITIES (including but not limited to): 

• Patrol designated open space areas within the City using foot, bicycle, ATV, and four-wheel drive vehicle patrols.
• Enforce federal, state, and local laws and City ordinances, with particular emphasis on open space regulations.
• Identify, investigate, and address unlawful encampments in open space areas in coordination with City, County, and State partners.
• Mitigate public safety and environmental hazards, including fire risk, illegal dumping, and resource damage.
• Mitigate fire risk through ignition reduction, coordination with Marin Wildfire Prevention Officers, and vegetation abatement for fire road access.
• Removal of ignition sources (warming fires, propane tanks, etc.) in open space.
• Conduct proactive crime prevention, enforcement, and problem-solving activities in parks and open space areas.
• Respond to calls for service related to open space areas, including quality-of-life issues, suspicious activity, and criminal behavior.
• Coordinate cleanup operations with Public Works, Parks, Fire Code Enforcement, and outside agencies.
• Engage with community members, hikers, residents, business owners, and visitors to promote safety and voluntary compliance.
• Prepare clear, accurate, and timely reports, citations, and documentation related to enforcement actions and activitIes.
• Collect evidence, conduct investigations, and follow up on criminal cases occurring in open space areas.
• Provide court testimony as required.
• Assist with emergency response operations, including search and rescue and wildfire-related incidents.
• Maintain familiarity with open space geography, access routes, and environmental sensitivities.
• Perform related duties as assigned in support of Department and City objectives.

EDUCATION and/or EXPERIENCE

• High school diploma or general education degree (GED)
• Possession of California P.O.S.T. Basic Certificate or completion of a California P.O.S.T. approved basic academy.
• No college and/or previous experience required.
• U.S. Citizen and at least age 21.
• Valid driver's license.

ABOUT THE DEPARTMENT

The Parking Services Department is an integral part of life in San Rafael.  Not only do our employees interact with people every day, but parking is part of the life blood of the city, and no city can be successful without sufficient parking capacity and a clear perspective on how to best to manage it.  The Parking Services Department supports the safe, efficient, and accessible use of public streets, parking facilities, and transportation infrastructure throughout the City.  The department helps maintain traffic flow, promotes turnover in parking spaces to support local businesses, and ensures compliance with parking regulations.

The Parking Services Department also plays an important role in public safety and community quality of life by helping keep emergency access routes clear, improving parking availability, addressing citizen concerns, and supporting orderly use of public spaces.  

THE POSITION

The San Rafael Parking Services Department is seeking a full-time Parking Enforcement Officer to join our Parking Services Team.  The Parking Enforcement Officer patrols assigned areas such as public parking lots or sections of the city to issue tickets to overtime parking violators, enforces parking laws and abandoned vehicle abatement program.

The ideal candidate for the Parking Enforcement Officer position is dependable, observant, and committed to public service.  They demonstrate strong interpersonal and communication skills while interacting professionally and respectfully with community members in a variety of situations.  The candidate is comfortable working independently outdoors in all weather conditions and is capable of enforcing municipal parking regulations fairly, consistently, and with sound judgment.

A successful candidate possesses strong attention to detail and organizational skills, with the ability to accurately issue citations, maintain records, prepare reports, and enter data using handheld and computer-based systems.  They are dependable, safety-conscious, and able to maintain professionalism while handling difficult situations.

The San Rafael Public Works Department (DPW) is committed to providing the highest standards of service delivery to its citizens as it works to build, maintain, and update the City's civic infrastructure.  Public Works is comprised of approximately 50 employees with a general budget of $33 million and a Capital Improvement Program (CIP) budget that ranges between $15-$30 million depending on the City's annual infrastructure needs.

THE POSITION

The Parks Maintenance Worker I/II performs a variety of tasks involving the maintenance, repair, improvement, and cleaning of parks, park buildings, recreation facilities, and related areas.  We currently  have three (3) vacancies to fill at either the I or II level.

We are seeking a skilled parks maintenance professionals with experience in landscaping, irrigation, and groundskeeping.  The ideal candidate can operate equipment, perform routine maintenance and repairs, and is knowledgeable in plant care and safe work practices while working effectively in a team.

THE DEPARTMENT

The Human Resources Department provides a wide range of internal service support to the City's 12 departments and over 400 employees, strategically aligned with the City Manager's Office leadership of the City team.

The Human Resources Department is composed of a Human Resources Director, Risk Manager, Senior Human Resources Analyst, and three additional support staff positions.

The Human Resources Operations Manager oversees a variety of labor relations and benefits administration duties and serves on the bargaining team during union negotiations.  They will work closely with the HR Director to make important decisions for the HR Department, such as organizational structure changes and staff oversight responsibilities while also serving as a subject matter expert to fellow HR staff and department heads.  They will oversee HR staff and contribute to the development of the Department's annual budget.  This role focuses on supporting the HR team in union relations, meet and confer challenges, grievance responses, and contract negotiations, while supporting department managers through the employee coaching and progressive discipline process.  The Human Resources Operations Manager will use a high degree of accuracy, independent judgment, and discretionary decision-making with respect to interpretation and Memorandum of Understanding (MOU), City policies and procedures, the Employer-Employee Relations Resolution and Public Employment Relations Board rulings.  This position also provides oversight for employee benefits administration, and worker's compensation programs for the City.  

IDEAL CANDIDATE

The Human Resources Department has one (1) vacancy to be filled at either the Human Resources Operation Manager or Principal Human Resources Analyst classification.

The ideal candidate will bring extensive experience in labor relations, collective bargaining, contract negotiations, and employee relations, including grievance response, workplace investigations, performance management, and providing guidance and coaching to supervisors and managers.  Experience with benefits administration, day-to-day payroll functions, and local government operations is highly desirable.  The successful candidate will be results-driven, adaptable, and customer-service orientated, with the ability to excel in a highly autonomous environment and effectively support eight bargaining units.  

This individual will possess strong analytical and strategic thinking skills enabling them to navigate complex human resources issues and develop practical, innovative solutions.  Exceptional interpersonal and communication skills are essential to building and maintaining productive relationships with department leaders, elected and appointed officials, employees, and labor representatives.

This is a non-sworn, civilian training classification to be used while incumbent is attending a certified P.O.S.T. Basic Police Academy.  Incumbent in this classification receives the same employee benefits as Police Officers, with the exception of being placed in the “Miscellaneous” retirement category until successful completion of a designated police academy, and as a civilian employee, will not be covered by government code sections 4850 and 3300 through 3311.  Upon successful completion of an academy, incumbent shall be sworn as a Police Officer, placed in the safety retirement category and begin an 18-month probationary period as a Police Officer on the date of swearing in.

• High school graduate or its equivalent.

THE POSITION:

THE POSITION:
