San Mateo County Health is seeking a highly qualified candidate for the position of Edison Clinic Therapist (Psychiatric Social Worker I/II).

Under general supervision, the Clinic Therapist will work approximately 40 hours per week, providing a wide variety of therapeutic services and, if time permits, up to 10 hours of social work case management services. Responsibilities include screening, assessment, evaluation, and psychotherapy, with a focus when appropriate on harm reduction therapeutic interventions and support services for clients in need of, or currently receiving, substance abuse therapy and treatment.

Additional duties include developing and implementing activities related to substance abuse prevention, intervention, and rehabilitation, as well as performing other related work. The position also involves providing social work services to non-therapy clients in support of other on-staff social work case managers.

The Position
The position will be embedded at the Public Health, Policy and Planning Edison Clinic at the San Mateo Medical Center, and possibly one morning per week at the Fair Oaks Health Center, with clinic hours Monday through Friday. 

This position will engage individuals with a range of mental health and substance use disorders to provide a range of services and supports, including but not limited to, diagnosis of issues to be focus of clinical attention, including substance use and other behavioral health needs; screening/assessing clients' needs using assessment criteria to determine medical necessity and identification of key clinical interventions; determination of stage of change; and engaging clients by using Motivational Interviewing and Harm Reduction practices.

The provider will provide therapy for primary case load, and as a backup also provide case management services, including transportation, client advocacy, client-driven treatment planning, and care coordination with other care providers; navigation of medical and mental health services, including medication assisted treatments; assisting clients with enrolling into benefits, including health coverage for which they are eligible; participate in a multidisciplinary team; use clinical consultation care coordination meetings; and partner with key referral sources and other service providers including but not limited to, San Mateo Medical Center (SMMC) Emergency Department (ED), Psychiatric Emergency Services (PES), and Primary Care and Specialty Clinics, BHRS clinics and programs, Substance Use Disorder treatment providers, including Palm Avenue Detox, shelters, Probation, and Correctional Health.

The Ideal Candidate
The ideal candidate will have significant knowledge, skills, experience, and training in providing therapy as well as case management; assessing and evaluating adult clients with mental health and substance use issues; determining appropriate referrals and recommending treatment plans; documenting in electronic medical records; establishing appropriate clinical relationships; and demonstrating strong understanding of confidentiality and ethics.

Three years of experience in clinical social work, psychotherapy, or a related field, particularly with diverse populations affected by mental health and substance use issues is highly desirable.

Licensure/Certification:

• Psychiatric Social Worker I: Registration with the Board of Behavioral Examiners as an intern.   An individual hired in this classification must become licensed within six years from the date of employment as a Clinical Social Worker issued by the State of California.
• Psychiatric Social Worker II:  Current California license as a Clinical Social Worker.

Special Requirements:  

• Individuals in this classification assigned to an on-site school program are required to meet any specialized requirements (i.e., Pupil Personnel Services credential) as stipulated by federal and state laws and regulations.
• Individuals assigned to Canyon Oaks Youth Center, must have the ability to complete 40 hours of mandated training annually.

The Position:

Supervising Mental Health Clinicians supervise and coordinate the professional work of mental health professionals, paraprofessionals and interns in San Mateo County and participate in program planning, administration, and evaluation; and provide specialized psychiatric casework counseling and therapeutic services to adults and youth in the field. The current vacancy is in Behavioral Health and Recovery Services (BHRS) Crisis and Outreach Team including the Psychiatric Emergency Response Team (PERT), the Crisis Response Team (CRT), Healthcare for the Homeless (HCH), and Homeless Engagement Assessment Linkage (HEAL) team.

Supervising Mental Health Clinicians are members of the Behavioral Health and Recovery Services Leadership Team and work with collaborative partners on system wide initiatives focused on improving services and service delivery. This position reports directly to a Clinical Services Manager.

Services provided include supervising mental health clinicians working in tandem with city law enforcement for behavioral health crises and/or homeless outreach mental health programs throughout the county, supervising the program specialist for the Crisis and Outreach Team, and conducting trainings and presentations for various partner agencies and the community.

The teams include psychiatrist, social workers, marriage and family therapists, SUD case manager, mental health counselor, and community workers who are consumers or family members. The clinical teams may also work with clinical interns.

The ideal candidate will possess:

• Knowledge of system of care principles.

• Knowledge of crisis de-escalation, crisis evaluation, 5150-hold application, and community crisis response.

Job Description

Under general supervision, the 8562 Counselor, Juvenile Hall, is responsible for the care, custody, safety and welfare of juveniles detained at Juvenile Hall.

Essential duties include, but are not limited to: 

1. Observes behavior of detainees in an assigned living unit; directs detainees in the upkeep of personal hygiene, during mealtimes, and while cleaning the unit; maintains appropriate close supervision over detainees to prevent negative incidents; provides appropriate discipline; consults with supervisors regarding disciplinary problems; conducts regular state mandated security checks of rooms; monitors visiting sessions to ensure the safety and security of detainees and counselors.

2. Inspects windows, locks doors when not in use, and keeps count of all detainees assigned to the unit; administers emergency first aid pending the arrival of medical staff; responds to emergency conditions which may require physically subduing and restraining hostile detainees to ensure the safety and security of the unit and the facilities.

3. Completes incident reports, behavior reports, individual case reports, and other departmental forms and reports; maintains the unit log book to ensure adherence to legal requirements. Maintains and updates electronic databases and case management systems.

4. Conducts ongoing individual and group counseling sessions with detainees by communicating rules, policies, expectations, and consequences; listens and responds to questions, concerns, complaints, and requests; provides assistance in working out problems to assist detainees.

5. Directs leisure time activities; teaches and encourages good sportsmanship.

6. Transports residents to and from various locations; directs and controls residents’ movement to ensure the safety and security of the residents.

7. Facilitates the admittance and release process of residents.

8. Confers with departmental personnel and representatives of outside agencies.

Qualifications

Education:
Possession of a baccalaureate degree from an accredited college or university.

License and Certification:
Possession of a valid California driver license.
Possession of a valid Cardiopulmonary Resuscitation (CPR) certificate.

Substitution:
Experience as a counselor in a juvenile detention facility or experience involving the organization, detention, or suspension of youth groups in a recreational or correctional program may substitute for up to two (2) years of the education requirement on a year-for-year basis. The City Attorney’s Office provides legal advice to all City Departments, the City Council and all Boards and Commissions. In addition, the City Attorney’s Office provides risk management services through the Risk Management Division. 

The Ideal Candidate
The ideal candidate brings a strong background in safety and insurance, with hands-on experience in general liability claims, workers’ compensation, and claims investigation. The candidate is comfortable taking a deep dive into safety programs. This individual is highly collaborative, able to work effectively across departments, and skilled at clearly explaining processes, requirements, and projects to both technical and non-technical audiences. The ideal candidate is confident working directly with clients, internal staff, and executive leadership, balancing detail-oriented analysis with strong communication and relationship-building skills.

The Policy Advisor for Health and Human Services Agency (HHSA) leads on all matters related to the County’s social services, public health, behavioral health, and child and senior welfare programs. This individual tracks policies, advocates for equitable investments in District 1, and helps design board actions that enhance public health, general welfare, and access to medical care and social support systems. This position reports to the Director of Policy.

Key Responsibilities:

• Analyze HHSA initiatives and county programs related to the safety net, public health, behavioral health, homeless service, housing development, child welfare, and services for seniors and people with disabilities.
• Draft policy memos, board letters, and recommendations to address systemic inequities.
• Draft talking points and speeches that communicate the elected’s policies, priorities, and vision to constituents, stakeholders, and community leaders.
• Serve as a liaison to County departments, community-based organizations, and health justice advocates.
• Conduct research and communicate policy ideas in support of the elected’s legislative agenda.
• Coordinate with the Director of Community Engagement to elevate on-the-ground feedback.
• Provide support to the elected at community events coordinating scheduling, logistics, and constituent engagement.
• Track state and federal funding streams relevant to HHSA priorities.

The Multimedia Designer is responsible for shaping the visual identity and public-facing content of the Office of Supervisor Paloma Aguirre. This creative role includes capturing and producing photos and videos, managing graphic design, and overseeing the visual design and functionality of the Supervisor’s website and digital communications. The ideal candidate has strong creative and technical skills and is committed to community-centered storytelling. This position reports to the Director of Communications. 

Key Responsibilities:

• Plan, capture, and edit photography and video content for events, announcements, and social media.
• Design flyers, infographics, reports, and branded materials for public distribution.
• Maintain and update the website's visual layout, graphic assets, and visual consistency.
• Collaborate with the Communications Director and Digital Communications Specialist to ensure brand alignment across platforms.
• Archive and catalog media content for future use.
• Assist with livestreaming, lighting, audio, and other media production tasks at press conferences and events.
• Assist with rapid-response visual content during breaking news, emergencies, or policy rollouts.
• Create culturally competent and community-informed visual content that reflects the diversity of the district.
