Facilities Maintenance Technician II (journey-level class in the classification series)

Responsible for performing the full range of maintenance duties at City buildings and facilities in order to ensure that all are maintained in a safe and effective working condition and provide the highest level of safety for City and public use. Incumbents are responsible for performing maintenance and alterations on buildings and facilities, electrical and mechanical systems, identifying and evaluating construction-related problems, and performing installation and repairs on plumbing systems. Incumbents are expected to work independently and exercise judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from Senior Facilities Maintenance Technician in that the latter is responsible for technical and functional supervision of lower level maintenance staff and is capable of performing the most complex duties assigned to the series.

Senior Facilities Maintenance Technician (advanced journey-level class in the classification series)

Responsible for providing lead supervision and training to facilities maintenance staff. Incumbents regularly work on tasks that are varied and complex, requiring considerable discretion and independent judgment, including performing the most complex duties required to ensure City buildings, facilities, and grounds are maintained in a safe and effective working condition and provide the highest level of safety for public use. Responsibilities include training, developing and scheduling Facilities Maintenance Technicians, inspecting and attending to assigned areas in a timely manner, and performing a wide variety of tasks in the maintenance and repair of City buildings, facilities and grounds. Positions in this classification rely on experience and judgment to ensure the efficient and effective functioning of the assigned section. The work involves problem-solving of unique issues or increasingly complex problems without precedent and/or structure. Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines, and methods to deliver work products.

Positions in the Facilities Maintenance Technician class series are flexibly staffed and positions are normally filled by advancement from the previous level; progression to the next level is subject to management approval and is dependent on the incumbent (i) performing the full range of duties assigned to their current level, and (ii) acquiring the knowledge, skill, and experience necessary to meet the minimum qualifications for the next level of the series.

The Organization 

Incorporated in 1927, Menlo Park is a general Law city operating under a Council-Manager form of government. The City Council is the City’s five-member governing body whose members are elected by district for four-year overlapping terms in general municipal elections. The Mayor and Vice Mayor each serve one-year terms and are selected annually by the City Council. The City Council appoints the City Manager and City Attorney as well as members of the Planning Commission and numerous advisory boards. The City Manager appoints all executive and management level positions. City staff report to one of six departments: Administrative Services, City Manager’s Office, Community Development, Library and Community Services, Police, and Public Works, which includes Menlo Park Municipal Water. Fire protection and sanitary services are provided by separate special districts. The City is supported by 296 FTE and has over 55 funds with a total expenditure budget over $216 million. As evidence of the City’s sound financial stewardship and solid financial standing, Menlo Park consistently maintains an AAA bond rating, in large part due to its healthy reserves and strong revenue base. The Department

This position falls within the City Manager’s Office, which, under the direction of the City Manager, has responsibility for staff organizational management, personnel appointment, preparation and execution of the City budget, as well as administration of city ordinances and policies adopted by the City Council. The City Manager's Office provides administrative support to the City Council and advisory commissions, in addition to working closely with the City Attorney's Office. The Position:

The Assistant City Manager works directly for the City Manager in the Office of the City Manager. The Office is responsible for the general management and oversight of Daly City’s municipal operations, including the North County Fire Authority and North San Mateo County Sanitation District. The Department

The Organization

The Department

• Five years of progressively responsible administrative and supervisory related experience in Wastewater Treatment at a public agency. Extensive experience in operations and maintenance of pump/lift stations highly desirable.

Licenses Required:

THE ORGANIZATION

The City of Pacifica is a General Law City incorporated in 1957 and operates under the Council/Manager form of government. Legislative authority is vested in a five-member City Council elected by district for four-year overlapping terms. The Mayor is selected each year by a majority vote of the other Council members. The Council appoints the City Manager, City Attorney, and members of advisory commissions and committees.

Pacifica is a full-service city (approximately 188 FTE) with a proposed FY 2023/24 general fund budget of $40.1M. The City delivers municipal services through seven departments: the City Manager’s office (including the City Clerk, Economic Development, and contract City Attorney); Administrative Services (Finance, Human Resources and IT Divisions); Parks, Beaches, and Recreation; Planning; Public Works (Field Services & Engineering and Wastewater); Police; and Fire (via North County Fire Authority). Each year the City Council convenes in advance of the new fiscal year to review and amend as necessary City Council goals, and to develop a list of priorities to be implemented in the upcoming fiscal year to fulfill the goals. THE PUBLIC WORKS DEPARTMENT
The Public Works Department is organized into two Divisions: Field Services/Engineering and Wastewater.  The City has two Deputy Director positions, one that is responsible for Field Services/Engineering and the other that is responsible for Wastewater.  This position would be responsible for the Field Services/Engineering Division of Public Works, with a key emphasis on delivery of the Capital Improvement Program (CIP).  The Field Services section maintains parks, buildings, playing field and medians and keeps streets and trails clean and well-maintained.  Additionally, Field Services coordinates the tree program, cleans beaches and maintains the city’s storm drain system. The Engineering section implements the city’s CIP related to streets, roads, storm drains, facilities and coastal projects.  Additionally, the Engineering section pursues grants, manages consultants, reviews development projects and oversees the construction of the CIP and development within the City’s right of way. 

The Principal Civil Engineer will work under general direction, to direct, manage, supervise the Engineering Division; to perform highly complex professional engineering work; to plan, director, and supervise a variety of engineering projects and programs; and to conceptualize, develop, design, and implement all phases of difficult design and engineering research projects, to supervise and review the work professional and technical staff engaged in the preparation and/or review of plans, specifications, maps, designs, estimates, and inspections of capital improvement, construction, development and maintenance projects; coordinate the work of Engineering Division with the rest of Public Works.  

The Public Works Department is supported by 56 Full-Time staff and an operating budget of $21 million, along with FY2023-24 CIP appropriation of $26 million. The Engineering Division has an annual operating budget of $5 million, along with a FY2023-24 CIP appropriation of $18.5 million and is supported by 28 full-time staff. The Principal Civil Engineer reports to the Deputy Director of Public Works.

• Develop, plan, and implement goals and objectives of the Public Works Engineering Capital Improvement Projects; recommend and administer policies and procedures.
• Supervise, coordinate, and review all Public Works engineering activities including engineering design, construction inspection and surveying, as well as contract administration.

• Ensure that quality assurance and quality control plans are in place and being followed for engineering work. Verify computations, plans, specifications, and estimates for Public Works projects, review engineering drawings, and land record maps.
• Attend and participate in meetings and conferences, make project presentations to the City Council and other City commissions and committees, City administrators, public officials, professional organizations, contractors, County, Regional and State regulatory agencies regarding matters relating to areas of assigned responsibilities.
• Prepare a variety of budgets, reports, correspondence, and special studies.

The Department is responsible for programs in recruitment and selection, classification and position control, labor and employee relations, employee training and development, workforce planning, salary and benefit administration, and employment related policies.  The HR Analyst Intern will receive supervision from the Sr. HR Analyst primarily responsible for each specific project. The duration and start dates of the internship are flexible.

DUTIES: The primary projects will most likely include the following:

• Employee Development and Workforce Planning: help with internal documentation, systems and tracking for training participation; assist with the transition to a new LMS system, assist in the design, coordination, and evaluation of learning and development programs to enhance employee skills and career growth.
• Classification and Position Control: Assist in updating and maintaining the position control database, track position vacancies and changes, assist in reviewing and organizing job descriptions, assist in compiling data for reclassification requests, assist in compiling data for compensation analysis, support in the preparation of classification related documents.
• Recruitment: Assist in sourcing candidates through various job boards, assist in updating and maintaining recruitment log, assist in the preparation of oral board materials and logistics for in-person oral board interviews, maintain recruitment files – close out interview materials once a recruitment has been completed
• Employee and Labor Relations: Review applicable MOUs, side letters, policies & procedures to determine and identify applicable provisions which may apply to specific departmental inquiries.  Provide recommendations based on research and data analysis, assist in tracking MOU compliance items, help organize trainings related to employee relations.
• Employee Services and Benefits: Assist in processing of benefit enrollments and changes, respond to basic employee inquiries about benefit offerings, assist with benefit offerings communication to City employees, assist with gathering documentation or follow-up as needed, assist with internal tracking and reporting.

In addition, the intern may work on a variety of other projects depending upon their time and interests.
