The Department

The Parks and Recreation Department is the third largest department in the City and is organized by program area, with each program administered by a supervisor, coordinator, or specialist. The Parks and Recreation Department is composed of a Director and 22 full-time management positions. The department is comprised of the Recreation, Parks, and Building Maintenance divisions. The Parks and Recreation Department mission is to provide opportunities for physical, cultural and social well being; protect and enhance the physical environment; and ensure the effective and efficient use of public facilities and open space.

The Building Maintenance Division maintains 32 facilities totaling more than 563,000 square feet and over 275 acres of park land. The division provides janitorial, preventative maintenance services, and necessary building and related equipment repairs to all of the City's facilities, including interior and exterior work. The division also performs a variety of tasks, which include moving furniture, set-ups, and many other miscellaneous tasks as required. 

Ideal Candidate

The ideal candidate will have knowledge of methods, materials, tools, equipment, and techniques used in performing custodial repair and maintenance; occupational hazards and safety practices and procedures related to the work; and techniques for dealing with the public, City staff, and representatives of contractors in an effective manner. The ideal Building Maintenance Custodian will also have the ability to maintain proper standards of cleanliness in assigned areas; follow written and verbal instructions; maintain basic records; and use materials, tools, and equipment safely and effectively form physical labor, including periodic heavy labor.

The Position

TYPICAL DUTIES AND RESPONSIBILITIES (may include but are not limited to the following):

• Sweeps, mops, waxes and polishes floors; shampoos and cares for carpets and rugs.
• Dusts and polishes woodwork, furniture, fixtures and equipment; wash windows, walls and other fixtures.
• Empties and cleans trash containers and wastebaskets; picks up paper and other debris.
• Cleans rest rooms and maintain supplies.
• Locks and unlocks doors, as necessary, provides for other forms of building security.
• Sets up rooms for meetings and other special events.
• May deliver materials and supplies to and from City locations.
• Performs related duties and responsibilities as assigned.

QUALIFICATIONS: Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Experience: One year of janitorial experience 

Training: Equivalent to graduation from high school.

Licenses/Certificates: Possession of, or ability to obtain, an appropriate, valid California driver’s license and a satisfactory driving record, which must be maintained as a condition of employment.

ABOUT THE ROLE

Reporting to the Executive Director, the Deputy Director will oversee department-wide administrative operations and strategic initiatives including organizational planning, program performance, budget development, financial accounting, procurement, contracting, human resources, recruitment, and other administrative functions. This role will supervise three staff members in the Operations Division and closely collaborate with other staff to achieve the Commission’s strategic goals.

The Deputy Director must be willing to forego involvement in all local political activity while a member of the Commission staff and publicly file an annual Statement of Economic Interests (Form 700).

ESSENTIAL DUTIES

Essential duties of the position include, but are not limited to the following:

• Establish and implement departmental goals, policies, and strategic plans as directed by the Executive Director.
• Develop and maintain a broad understanding of the Commission’s laws, policies, programs, procedures, and operations.
• Oversee daily administrative operations of the department including financial management, procurement, accounting, payroll, and related office operations.
• Effectively plan, coordinate, supervise, and evaluate the work of direct reports.
• Manage the department’s hiring initiatives including tracking vacancies, producing hiring-related documents, coordinating recruitment functions with staff and DHR, and supporting onboarding activities.
• Manage the department’s HR and personnel functions and lead initiatives to promote staff engagement and professional development.
• Direct the department’s annual budget development process by working with Commission staff and City stakeholders to get necessary funding approved through the City’s budgeting process.
• Track ongoing spending using the City’s financial systems and monitor adherence to the approved budget.
• Manage the department’s contracting needs and establish internal procedures and documentation for related business processes.
• Design and implement standardized workflows, procedures, documents, and tools for the Commission’s departmental business processes. Identify ways to improve business processes using automation.
• Establish effective metrics that inform the department’s operations and programmatic work in a data-driven manner. Develop processes to generate and track performance measures broadly across functions for leadership and staff, using automated tools in collaboration with the technology division.
• Manage services from other departments to support the Commission’s operations and serve as a liaison for departments and other stakeholders.
• Prepare management reports, annual reports, agency publications, and financial reports to provide regular progress updates regarding departmental goals and operations. Provide presentations at Commission meetings as needed.
• Maintain information on the Commission’s website, including budget, operational reports, and Commission information, in compliance with the City’s language access and digital inclusion standards.

• Support Commission-related operations including assisting with public meetings and onboarding new Commissioners.
• Act on behalf of the Executive Director when requested to provide business continuity for other programmatic and business functions.
• Maintain absolute confidentiality of sensitive information obtained through the course of completing assignments while working comfortably in an open government environment.
• Maintain and retrieve documents, records, and correspondence in accordance with established procedures for data retention and records requests.

Minimum Qualifications

• Bachelor's degree from an accredited college or university, AND
• Two (2) years of managerial experience in governmental ethics, campaign financing, and/or lobbying laws and regulations, all of which must include supervisory experience.

Substitution: Additional experience as described above may substitute for the required degree on a year for year basis up to a maximum of two (2) years.

Desired Qualifications

• A Master's degree in public administration, business administration, public policy, or a closely related field of study, or a juris doctor degree.

• Two or more years of demonstrated experience with public sector management, budgeting, financial accounting, procurement, contracting, and/or recruitment functions.
• Experience in the fields of campaign finance and governmental ethics.
• Experience working objectively, efficiently, and effectively under strict deadlines and highly visible, sensitive, or politicized settings.
• Extensive knowledge and expertise in organizational policies, systems, and issues in a government setting.

Qualifications:

ABOUT THE ROLE ABOUT THE ROLE

Reporting to the Superintendent of Institutions, the Assistant Superintendent plays a critical leadership role in ensuring the care, custody, and rehabilitation of youth in juvenile hall. You’ll manage core operations and supervise staff across functional areas while fostering a culture rooted in accountability, respect, and positive transformation. Inside the hallways of the Youth Services Center School Department. This role requires sound judgment, strong administrative skills, and a deep understanding of juvenile justice practices. You’ll work closely with medical and mental health professionals, court representatives, and community partners to ensure comprehensive support for youth in custody.

KEY RESPONSIBILITIES KEY RESPONSIBILITIES

• Directly supervise and support Institution Services Managers and facility staff
• Ensure safe and effective operation of juvenile facilities in compliance with state and local policies
• Interpret court orders and oversee appropriate case execution
• Collaborate with law enforcement, health providers, and educational institutions
• Guide staff development, training, and performance evaluation
• Analyze data, prepare reports, and drive operational improvements
• Represent the Probation Department at meetings, hearings, and public forums
• Promote a rehabilitative environment focused on growth, accountability, and future success for detained youth

WE’RE LOOKING FOR SOMEONE WHO CAN DEMONSTRATE:

• Knowledge of human behavior, justice systems, or rehabilitation, gained through education, training, or experience
• Ability to perform probation-related duties like case management, report writing, and collaboration with partners
• Strong communication and interpersonal skills to work with diverse populations
• Sound judgment in applying policies and procedures fairly
• Experience handling complex casework in a public agency, nonprofit, or justice-related setting
• Experience promoting a rehabilitative milieu focused on future success for detained youth

A typical way to gain these skills may include a bachelor’s degree in a related field such as sociology, psychology, or justice studies, or two years of relevant experience in probation or community-based work.

Part-time, flexible hours, Primarily Monday - Friday (may include evening and/or weekend hours)

Summary:
Under general supervision, plan, conduct, and participate in recreational program activities according to established programs, schedules, and standards, in accordance with District policies and procedures.

Essential Duties and Responsibilities: 

• Develop, conduct, and participate in various athletic, craft, social, cultural, and instructional activities
• Prepare facilities for programming, special events, or rental group usage
• Greet visitors, direct participants to the appropriate location, and respond to general inquiries
• Ensure safety of environment and equipment for staff, volunteers, participants, and visitors
• May open or close and secure facilities in compliance with District policies and procedures
• Issue and collect recreation equipment and supplies used by instructors, participants, or visitors
• Supervise special events, field trips, and other group activities

Other Duties and Responsibilities:

• Coordinate and participate in promotional activities and community events
• Modify and adapt activities specific to specialized programs or populations, as appropriate
• May assist with transportation in specialized programs
• Perform other related duties as assigned

Minimum Qualifications:
To perform this job successfully, an individual must be able to perform each essential duty* satisfactorily. The requirements listed below are representative of the knowledge, skills, and/or ability required:

Education and Experience:
Minimum age of 18 years old with a High School Diploma (or GED). At least 500 hours of experience in recreation with 15 units completed in recreation or a related field preferred, or an equivalent combination of education and experience. 

Certificates and Licenses:

• First Aid & CPR/AED within 90 days of employment with ability to maintain certifications thereafter as a condition of employment.
• Valid California driver’s license with a good driving record and current automobile insurance.
• Department of Justice fingerprint clearance.
• Proof of a negative TB skin test.

Additional Knowledge, Skills, and Abilities:
Ability to communicate effectively in English in both written and oral form. Ability to write routine correspondence using correct spelling and grammar. Ability to add, subtract, multiply, and divide in whole numbers, fractions, and decimals. Ability to apply common sense and exercise good judgement in solving problems. Ability to establish effective relationships with fellow employees, volunteers, and participants and/or parents/guardians.

Fingerprint-Based Background Check:
All recreation employees are required to obtain fingerprint-based background clearance prior to their first day of employment.

Supervisory Responsibilities:
The employee may provide guidance or direction to other part-time employees and to volunteers.
