SUMMARY DESCRIPTION

Under immediate supervision (Street Maintenance Operator I) or general supervision (Street Maintenance Operator II), performs semi-skilled to skilled maintenance, repair, and construction work assigned to the streets division; operates maintenance and construction tools and equipment; performs a variety of maintenance tasks relative to assigned area of responsibility.

 

DISTINGUISHING CHARACTERISTICS

Street Maintenance Operator I: This is the entry level class in the Street Maintenance Operator series. This class is distinguished from the Street Maintenance Operator II by the performance of the more routine tasks and duties assigned to workers in this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters related to established procedures and guidelines as are positions allocated to the II level. Since this class is typically used as a training class, employees may have only limited or non directly related work experience. Employees work under immediate supervision while learning job tasks.

Street Maintenance Operator II: This is the full journey level class within the Street Maintenance Operator series. This class is distinguished from the Street Maintenance Operator I by the assignment of the full range of duties assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

 

REPRESENTATIVE DUTIES

1. Handle complaints and answer questions from the public.

2. Perform general electrical, painting, plumbing and carpentry work as needed.

3. Make minor adjustments on service equipment; maintain tools and equipment in working order.

4. Oversee the work of community service workers.

5. Maintain logs of daily activities.

6. Assist in other areas as needed.

7. Perform related duties as required.

8. Repair and replace street surfaces, sidewalks, curbs, and gutters including back filling trenches and evacuations.

9. Perform the maintenance, repair, construction, and installation work of streets, storm drain, parking lots, street lights, traffic striping, and traffic control signs and signals.

10. Remove hazards from the roadway and other public rights of way.

11. Operate a variety of motorized equipment and specialized maintenance equipment.

12. Perform repaving, patching, overlaying, chuck hole, and crack sealing repair of asphalt.

13. Perform underground service alert locating, marking and notification.

14. Lay out and install traffic signs and pavement markings.

15. Repair and maintain storm drain lift stations.

16. Conduct traffic count surveys.

17. Maintain storm detention ponds, including cleaning, repairing, and spraying weeds.

18. Respond to hazardous materials spills.

SENIOR PLANNER

SUMMARY DESCRIPTION

Under general supervision, performs a variety of professional planning responsibilities and tasks associated with the coordination and implementation of complex planning projects; performs a variety of duties relating to the collection, analysis, interpretation, and presentation of technical land use, environmental, zoning, and other City planning data.

DISTINGUISHING CHARACTERISTICS

This is the advanced journey level in the professional planning class series. The position is characterized by the level of technical expertise and skill and independent oversight of out of the ordinary, high profile, complex and atypical projects, while functioning as the project coordinator, working with and leading interdisciplinary teams. The Senior Planner is distinguished from the Associate Planner by the complexity and technical expertise required to work on assigned projects.

REPRESENTATIVE DUTIES

1. Coordinate, lead, and perform professional level work in the fields of current and advanced planning, zoning administration, design review, and economic development activities.
2. Prepare, edit, and review complex reports on a wide range of planning issues; make presentations to the City Council, Planning Commission, standing and ad hoc committees, developers, community groups, and outside agencies.
3. Review and approve or deny plan checks for building projects.
4. Supervise and participate in the review of complex development proposals for conformance to City standards; resolve disputes between the City and developers or property owners.
5. Review and edit letters sent by the Planning Division regarding various City actions.
6. Review and respond to referrals from other agencies regarding outside projects that may affect the City.
7. Conduct field visits and site assessments.
8. Take phone calls and inquiries from the public and other agencies; provide assistance to walk in customers at the counter.
9. Participate in the development and implementation of the City’s planning policies.
10. Assist in the training of assigned staff.
11. Undertake special projects as assigned.
12. Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of municipal planning; incorporate new developments as appropriate into programs.
13. Attend a variety of meetings, including Planning Commission meetings and predevelopment meetings; provide support to advisory bodies.
14. Perform related duties as required.

 

A 2.5% supervisory differential will apply.

SUMMARY DESCRIPTION

To operate a computer aided dispatch (CAD) and radio system, receiving calls and dispatching public safety equipment and personnel, and maintaining public safety records and reports.

DISTINGUISHING CHARACTERISTICS

Serves as a relief Public Safety Dispatcher. The Reserve Dispatcher performs the routine tasks and duties assigned to Public Safety Dispatchers working on-call and subject to various shifts and workday assignments including nights, weekends and holidays.

SUPERVISION RECEIVED AND EXERCISED

Receives immediate supervision from sworn or other supervisory personnel.

ESSENTIAL DUTIES AND RESPONSIBILITIES

·         Receive emergency and non-emergency telephone calls from the public and other jurisdictions.

·         Dispatch police personnel and equipment in response to such calls; transfer fire and medical                communications to appropriate agencies.

·         Relay emergency and non-emergency information to public safety personnel in the field.

·         Relay information to other agencies as required; search and relay warrant information.

·         Monitor multiple radio frequencies; maintain status of public works units, as necessary.

·         Maintain accurate record of location and status of public safety units.

·         Monitor security cameras and monitors for the various city facilities.

EXAMINATION PROCESS 

Those applicants who meet the employment qualifications will be contacted via email regarding next steps in the recruitment process, a comprehensive multitasking test that assesses memory recall, map reading, spelling, sentence clarity, reading comprehension and data entry. THE DEPARTMENT

THE POSITION

The City of San José Police Department (SJPD) is seeking an experienced executive to serve as Deputy Director and lead the Bureau of Technical Services. Under the direction of the Assistant Chief of Police, the Deputy Director is responsible for developing and overseeing the Department’s strategic technology plan while managing Police Department support divisions, including the Systems Development Division (IT Division), Crime Analysis Unit, Body-Worn Camera Unit, BTS Technology Portfolio Manager, Interoperability Manager, and serving as the City-designated Working Committee board member for the Silicon Valley Regional Interoperability Association.

As a key executive within the Police Department, the Deputy Director collaborates closely with the Chief, Assistant Chief, and Deputy Chiefs to lead a dynamic, progressive law enforcement agency. The Deputy Director must bring a balanced combination of law enforcement expertise, technical proficiency, and data analytical skills to drive operational effectiveness, officer safety, and community engagement through innovative technology solutions. •    Directs and oversees the Systems Development Division (SDD), which consists of three specialized teams: the Applications Team, responsible for software solutions and law enforcement applications; the Infrastructure Team, managing networks, servers, and cybersecurity; and the Sworn Team, comprising one sergeant and four officers, ensuring seamless integration of technology with policing operations. This division plays a critical role in advancing the San José Police Department’s technology infrastructure and IT operations, consisting of 23 professionals. SDD drives strategic IT initiatives that enhance investigative capabilities, real-time intelligence, and public safety outcomes. SDD ensures compliance, cybersecurity, and operational resilience by implementing robust governance structures, enforcing CJIS security policies, and leveraging emerging technologies. SDD is managed by a Division Manager who provides leadership and strategic direction to ensure the success of the department’s technology initiatives.

•    Direct and oversee the Crime Analysis Unit (CAU), which is responsible for crime data collection, analysis, and reporting to support strategic, tactical, and administrative law enforcement functions. Ensure compliance with National Incident-Based Reporting System (NIBRS) standards for accurate and timely crime reporting to local, state, and federal agencies. Lead the development and enhancement of Power BI dashboards and other analytical tools to provide real-time operational insights to command staff, patrol, and investigative units.

•    Direct and oversee the Body-Worn Camera (BWC) Unit and Photo Lab, ensuring compliance with state and federal regulations, including data retention, security, and public disclosure policies. Ensure the secure storage, retrieval, and management of digital evidence to support investigations, prosecutions, and public transparency. Support public trust and department accountability by implementing best practices for digital evidence management, audit processes, and system integrity.

•    Supervise the Bureau of Technical Services Technology Project Manager, who centralizes and manages all departmentwide projects. This includes overseeing project portfolio management to support executive decision-making on portfolios, projects, programs, and operations. 

•    Supervise the Interoperability Manager, who is responsible for public safety communications and data-sharing across law enforcement agencies. Represent the Police Department in regional and statewide public safety technology initiatives to enhance interagency cooperation and emergency response coordination.

COMPENSATION AND BENEFITS

The salary range for the Deputy Director is $161,513.30 - $260,737.36

Placement within this range will be dependent upon the qualifications and experience of the individual selected. This salary includes an approximate five percent (5%) ongoing non-pensionable compensation. The salary is supplemented by an attractive benefits package that includes, but is not limited to:

• Prepare the Engineering Division budget, recommend allocation of division funds within guidelines; monitor expenditures to ensure adherence to the approved budget, manage contractual services;

Minimum Qualifications

 

EDUCATION AND EXPERIENCE
• Education or experience equivalent to graduation from an accredited college or university with a bachelor's degree in electrical engineering or closely related field; and
• Four (4) years experience at a responsible level in engineering in the electric utility industry or closely related field is required. 

DESIRABLE EXPERIENCE
• One (1) year of experience managing staff, and with responsibility for division budget planning and administration is desirable.

• Possession of a certificate of registration as a Professional Engineer in the State of California is desirable.

REPRESENTATIVE DUTIES:

The following duties are typical for this classification. Administer and coordinate assigned functions or projects; participate in the development and implementation of goals, objectives, and priorities for assigned functions or programs; recommend and implement resulting policies and procedures; create and modify policy and procedural manuals and guidelines. 2. Prepare and present comprehensive reports that present technical, financial and statistical data, identify alternatives, and include conclusions, forecasts, and recommendations. 3. Participate in the budget development and administration for assigned area of responsibility; analyze proposed capital, operating, and maintenance expenditures; prepare reports and analyses related to impact of budgetary decisions; prepare financial forecasts; track and monitor budget expenditures. 4. Provide staff assistance to higher-level management staff; participate on and provide staff support to a variety of committees, boards, and commissions; prepare and present staff reports and other correspondence as appropriate and necessary. 11. Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Education/Training: A Bachelor’s degree from an accredited college or university with major course work in public administration, business administration, economics, environmental science/studies, or a related field. Experience: Four years of increasingly responsible administrative, analytical, and/or budgetary experience.

VTA’s Engineering and Program Delivery (EPD) Division is seeking a Senior Transportation Engineer for the Quality Assurance (QA) Group under the Technical Services Department.  

Quality Assurance Group: 
The QA Group supports all capital improvement programs for the Division during planning, design, procurement, construction and closeout phases of highway, rail, transit and facilities projects.  As a Senior Transportation Engineer, you will play an important role in ensuring delivery of quality products and services for the Division. It is the responsibility of the QA Group to ensure the development of each project’s Contract-specific Quality Management Plan (CQMP) and to conduct audits and surveillances, based on the approved CQMPs, to monitor and assure effective implementation. Strong interpersonal and communication skills to work with VTA staff, consultants and contractors, attention to detail and ability to lead the QA team with day-to-day activities are desirable skill sets.

Under direction, to have charge of varied and difficult engineering work involving the supervision of a professional transportation engineering staff engaged in a variety of activities, such as the planning and design of transportation systems and facilities, the operation of transit systems, special studies or services, and other transportation projects.

 

Essential Job Functions:

Typical Tasks

• Supervises and directs projects in connection with the planning, design, construction, maintenance and operation of transportation systems including fixed guideways, highway transit, bicycle, airport, and other facilities;
• Supervises the design function, structural analyses and field surveys;
• Makes traffic engineering studies;
• Conducts transit planning and supervises the scheduling of transit operations;
• Supervises the preparation specifications and related documents used in advertising transportation projects for bids;
• Coordinates technical information exchanges with officials of other governmental jurisdictions, other transportation specialists and the public;
• Coordinates with utilities and land and water companies in matters of relocation and rights-of-ways;
• Coordinates legal assistance in the preparation of resolutions, agreements and other legal documents;
• Conducts special studies, and performs related work as required.

Minimum Qualifications:

Employment Standards
Training and experience equivalent to graduation from college with major work in engineering and five years professional engineering experience on transportation systems or projects, including assignments which provided the opportunity to demonstrate supervisory abilities.

Registration as a professional engineer in the State of California in a field related to transportation engineering at the time of appointment.
