The ideal candidate has a minimum of five years’ experience performing the full range of technical work in the areas of general accounting and auditing.  

Main Duties

The main duties will include, but are not limited to:

• Accounts payable, including verifying availability of funds and proper classification of expenditures.
• Review monthly credit cards  transactions for proper coding, approval, and timely processing; follow up with staff as needed due to high transaction volume and coordinate resolution of coding or approval issues.   
• Report generation, including the preparation of the Claims Report for each Board meeting. The Claims Report includes the Accounts Payable and credit cards transactions for a specific period. The Claims Report is a public document and must be reported at every regular Board meeting.
• Perform routine reconciliation of expenditure and revenue accounts, including bank statements.
• Produce journal entries to post to the general ledger.
• Verify, post, and record financial transactions; maintain accounting records, ledgers, registers, journals, and supporting databases in accordance with established accounting policies and procedures.
• Providing technical assistance  for  year-end audit preparation,  including  supplying information to the auditors  and responding to requests and questions.

Additional Responsibilities

The additional responsibilities may include:

• Accounts receivable duties as needed.
• Reconcile specialized accounts including land acquisition worksheets, capital assets, and long-term debt funds to ensure accuracy of financial records.
• Assist in processing debt service obligations, including preparing payment schedules, processing annual payments, posting interest on bonds and notes, updating liability balances, and preparing related journal entries.
• Review, post, balance, reconcile, and maintain accurate and confidential accounting and payroll records. Accurately prepare employee and vendor payments for retirement and other benefits; submit reportable compensation to CalPERS and process payments; prepare Federal and State tax reports.
• Assist in gathering data and preparing monthly financial and statistical reports.

Experience in public sector finance, with the knowledge of principles of governmental financial recordkeeping and bookkeeping, is highly desired.

About the Position:  The Seasonal Facilities Open Space Technician is part of the Facilities & Fleet Department and assists with routine and nonroutine repairs and improvements at Midpen’s Administrative Office, field offices, and residences. This position works closely under the guidance of the facilities team performing preventative maintenance tasks, repairs, and minor improvement projects. This position is also responsible for operating hand and power tools to do semi-skilled carpentry, construction tasks. The position will require either knowing or having the aptitude to learn basic painting, plumbing, electrical, and general carpentry tasks while assisting in the capacity of a helper and must also be able to demonstrate basic mechanical aptitude. Additional duties include cleanup, routine maintenance in buildings and restrooms, and other tasks as required. Coveralls & personal protective equipment (PPE) are provided. Seasonal employees are provided with a uniform. Start date will be in early July 2026 and the selected individual will continue working through January 2027. See Job Description for additional information. The official job title for this position is Seasonal Open Space Technician. 

There is no seasonal housing available.

Requirements:  Basic requirements include high school diploma or G.E.D.; possession of a valid California driver’s license; skills to perform basic construction and maintenance assignments; ability to perform manual labor requiring bending, stooping, kneeling, and lifting; and the ability to work in, or around, poison oak. Highly desirable traits include experience in construction, maintenance, and/or repair of buildings, structures and/or related facilities, and/or prior work experience in a park, forest, or public recreation area involving work with equipment and hand tools used in park/facilities maintenance.  Candidates selected for the position will be required to successfully pass and obtain a certification in Basic First Aid/CPR, AED for Lay Responders.   

Schedules: This is a full-time (preferred), Monday through Friday position working on a 9/80 schedule, with occasional weekend and holiday work as needed. Seasonal assignments will not exceed 950 hours or 7 months, whichever comes first, and do not include benefits. Seasonal Open Space Technicians are expected to work a minimum of 6 consecutive months.

Working Conditions: While most work will focus on the maintenance and operations of Midpen’s Administrative Office, responsibilities will also extend to project work at field offices and facilities, district owned and managed residential housing, historic properties, ranch infrastructure, and public buildings such as Midpen’s Daniels Nature Center. When conducting field assignments, work may include traversing rough, difficult terrain in inclement or hot weather with exposure to poison oak, wildlife and rodent inhabitants.  Duties will include building and facility work that will require climbing ladders and entering confined spaces.  Ideal candidates will be comfortable working in these types of conditions, as well as in an office environment. Positions in this classification must possess the ability to lift and carry materials and objects weighing up to 60 pounds and must possess the ability to push and pull objects weighing up to 100 pounds, with the use of proper equipment. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

This position supports the SAP Payroll module, BSI application and all interfaces (inbound/outbound) for employees' payroll-related information at VTA.

Typical Tasks
 

• Leads and participates in the work of staff in managing projects, developing and enhancing system applications for an assigned division;
• Establishes and maintains positive relationships, and works extensively with VTA Management, VTA Business Process Owners, and system Super Users in developing and  enhancing information systems solutions;
• Trains customers, staff, and others as needed in a formal setting, in a group, or one-on-one;
• Administers a variety of actions to one or more modules of the Enterprise Resource Planning system (SAP), or Electronic Documents Management System (EDMS), or construction applications (such as Contract Manager, P6, Projectwise, Citicube, etc.) or other VTA applications or Reporting Services;
• Reviews and evaluates work products, methods and procedures, and identifies and resolves problems;
• Defines customer business needs, manages client expectations, and identifies alternative approaches and cost-benefits of automating of customer functions to assist in meeting the client's overall business goals;
• When assigned to a project, develops the scope of work for new or upgrade solutions and works with Contracts and Materials Management (CAMM) department during the Request for Proposal (RFP) and contracting phases of the process;
• Consults with customers to present proposals to senior management and assists in developing capital packages;
• Consults and facilitates with department representatives to solicit departmental technology needs and requirements as well as resolving problems with applications;
• Serves as a single point of contact for the user community in the assigned division, and assumes responsibility for the delivery of technology services;
• Maintains technical and functional competency in the applications utilized by the assigned department;
• Reviews, analyzes and approves program designs, operational characteristics, user interfaces, reporting systems and data conversion methods;
• Reduces design projects into component analytical tasks;
• Develops detailed workflow, system, training, and process requirements;
• Prepares final systems design and documentation and user documentation necessary for programming;
• Oversees the installation and updates of application packages, data base development tools, and other related elements;
• Defines and manages project scope, deliverables, schedules, cost estimates, and task lists;
• Performs development, review, and selection tasks related to Requests for Proposals and Requests for Qualifications;
• Communicates project status, resolving project issues, problems, and changes;
• Manages and tracks projects from initiation to successful completion;

• Manages projects using VTA personnel, consultants, and vendors, as needed;
• Communicates with vendors of application software;
• May be required to monitors project expenditures, recommending adjustments as necessary;

Minimum Qualifications

Employment Standards

Sufficient training, education and experience to demonstrate possession of the required technical and project management knowledge, skills and abilities.

Development of the required knowledge, skills and abilities is typically obtained through a combination of training and experience equivalent to graduation from an accredited college or university with a four-year degree in information systems, computer science or related field and four (4) years of responsible experience developing, designing, and/or maintaining major components of a comprehensive information system including evaluation, analysis and input to the software modules of an Enterprise Resource Planning System or other application system. (Additional applicable experience with applications and systems support, design, and maintenance substitutes for college on a year for year basis.) Incumbents must demonstrate substantial experience in an SAP environment, and/or Electronic Documents Management System, and/or Operations system (such as Trapeze, BDT, ACS) or Construction and CMP solutions.

A VTA employee designated as a "Business Process Owner" and/or "Super User" with four (4) years of experience in that capacity, in addition to performing and leading others in system upgrades and demonstrated technical coursework in SAP or systems used at VTA, meets the minimum qualifications for this classification. Experience with transit/transportation-related applications is desirable.

The Combination Inspector is responsible for performing the building, electrical, plumbing, and mechanical inspections.  Each Inspector may be assigned to one or more of the following Programs or specialties: Code Enforcement, Building, Electrical, Permit Center, and Plumbing & Mechanical.

The annual salary range for this position is $125,115.24 - $159,613.32 annually. This position may be filled at or near the minimum of the salary range.

MINIMUM QUALIFICATIONS

EDUCATION AND EXPERIENCE

Minimum Education Requirements:

Graduation from high school or possession of a G.E.D.

Minimum Experience Requirements:

Five (5) years of experience as a journey person in the building construction or related trades

OR

Three (3) years of experience as a Combination Inspector in a city or county inspection jurisdiction

OR

Possession of a State of California license as a general (B-l) or electrical (C-10) or plumbing (C-36) or heating, ventilating, air conditioning (C-20) contractor for a minimum of two (2) years

Acceptable Substitution:

None

License/Certifications:

Possession of a valid California Class C driver's license is required. 

Certification by the International Code Council or other recognized agency, as a Building, Electrical, Plumbing, or Mechanical Inspector is required within one (1) year of appointment and for continued employment in this class

Desirable Qualifications:

Certified Access Specialist (CASp) certification is desirable

Other Requirements: 

• Must be able to perform the essential functions of the job assignment

 Additional steps (Step F, Step G, and Step H) included in the salary range listed above are available to employees in this job classification after completion of five years of service (Step F), ten years of service (Step G), and 15 years of service (Step H), and one year at the prior step, and good performance evaluation. Initial salary placement is typically at the entry point of the range unless the candidate has prior Code Enforcement Officer experience which may warrant initial placement at a higher step.

Due to the nature of this position, a varied work schedule that includes evening and/or weekend hours is required. This is a full-time, on-site position, designed for direct collaboration with the team and active participation in daily operations.

The City of Gilroy is recruiting to fill the limited-term position of Code Enforcement in the Community Development Department, Building Division.

This role is offered on a limited-term basis and is currently budgeted through June 30, 2027.  It is possible that the position will be extended beyond this date, but that will not be known until the Spring of 2027.  This position offers a meaningful opportunity to help uphold community standards and ensure compliant neighborhoods. The Code Enforcement Officer will respond to citizen concerns and proactively identify violations such as property maintenance issues, and zoning infractions. You will educate the public on code requirements through clear and respectful communication and work collaboratively with other city departments and external agencies to resolve issues. The Code Enforcement Officer is distinguished from the Supervisor by performing work of moderate difficulty and more routine tasks and duties assigned to this position within this classification series. These tasks involve inspections and enforcement of applicable ordinances pertaining to residential and commercial properties, housing, building construction, and other related regulations. Additionally, the Code Enforcement Officer will issue notices, citations, and follow up on compliance efforts in a fair and consistent manner. It is also imperative that the Code Enforcement Officer maintain accurate case files and documentation for possible legal proceedings.
