Under general supervision, the Police Officer performs a wide variety of patrol and related duties involving the prevention of crime, the protection of life and property, and the enforcement of Federal, State, and local laws and ordinances. The incumbent makes investigations, assists in the preparation of cases, and testifies in court; serves in specialized departmental roles as assigned. This is a sworn journey-level law enforcement classification that performs all assignments found in a municipal police department. The Police Officer provides information and assistance to the public; performs related work as assigned. 

Laterals may be eligible to receive a hiring bonus of up to $20,000 disbursed in four equal phases: the first phase upon successful completion of the testing process and acceptance of a final offer of employment, and the last phase two years after completion of the probationary period as a Police Officer.

Minimum Qualifications

EXPERIENCE AND EDUCATION 

Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

Experience: One (1) year in a law enforcement agency within the last thirty-six (36) months and possession of a current Basic California P.O.S.T Certificate.

Education: High school diploma or equivalent (possession of an Associate's degree or Bachelor's degree from an accredited institution is desirable).

License
Possession and maintenance of a valid Class C California Driver's License.

Necessary Special Qualifications: 

- Free of any felony convictions.

- A citizen of the United States or a permanent resident alien who is eligible for and has applied for citizenship (Government Code Para. 1031).

- 21 years of age at time of appointment.

- Vision in each eye, correctable to at least 20/30.

- Must pass a background investigation.

ABOUT THE DEPARTMENT

Lincoln Police Officers serve a diverse community by performing law enforcement and crime prevention duties, which include but are not limited to: controlling traffic flow, conducting investigative work, and performing a variety of technical law enforcement tasks.  Police Officers also patrol the City in computer-equipped vehicles, make arrests as necessary, interview victims, complainants and witnesses, collect evidence, and prepare written reports.  The Lincoln Police Department is a full-service department of 28 sworn officers, 9 dispatchers and 4 civilian positions. The department serves a population of nearly 50,000 residents in a 20+ square mile suburban area.

THE POSITION

The Police Officer is the journey-level class responsible for performance of the full scope of assigned law enforcement duties and responsibilities, under general supervision. This classification is distinguished from the next higher classification of Police Sergeant in that the latter is responsible for performance of the more complex and difficult tasks, and the supervision of assigned activities.  Receives general supervision from a Police Sergeant, or higher ranking position depending upon assignment. May provide technical supervision and training if serving in the Field Training Program.

ESSENTIAL FUNCTIONS

Include, but are not limited to the following:

• Patrols assigned areas by car, foot or bicycle; performs crime suppression and prevention activities; answers special calls; conducts initial and follow-up investigations; interviews victims, complainants and witnesses; answers complaints including domestic disturbances, health code and local ordinance violations; performs surveillance activities; conducts chemical, drug and alcohol testing; investigates suspicious circumstances.
• Enforces traffic laws; conducts complete accident investigations; controls and directs traffic when necessary; performs crowd control, special event or riot duties; assists in crime prevention activities and the control of juvenile delinquency; serves search warrants and subpoenas; administers first aid in cases of emergency; transports, books and is responsible for the care and custody of detained persons.
• Trains and assists less experienced personnel as assigned; may serve as a Field Training Officer or in a variety of special program areas including gang taskforce, community resources, schools liaison, traffic patrol, task forces, crime prevention and administration.
• May serve as a detective; coordinates and conducts complete and detailed investigation of crimes against persons and property, and crimes involving vice, gaming and narcotics violations; performs undercover and surveillance activities; conducts registration and tracking of sex offenders; collects, preserves and maintains evidence and property.
• Obtains and processes evidence; takes written statements; prepares required reports and maintains investigative records; serves warrants and subpoenas; testifies in court in connection with prosecution of offenders; contacts and cooperates with other law enforcement agencies as warranted.
• Responds to questions, concerns and requests for service from the general public; provides information as appropriate and resolves complaints.
• Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires prolonged sitting, standing, walking, running, jumping, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires both near and far vision and acute hearing. Additionally, incumbents may work outdoors in all weather conditions including wet, hot and cold. The position entails working in hazardous situations, and may involve abusive persons, potential physical violence and the potential risk of exposure to bloodborne pathogens in the performance of law enforcement duties. The nature of the work also requires the incumbent to drive motorized vehicles, operate a variety of law enforcement equipment, work in heavy vehicle traffic conditions and often work with constant interruptions.

DEFINITION

Minimum Qualifications

 

EXPERIENCE AND EDUCATION 

Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:  One (1) year in a law enforcement agency within the last thirty-six (36) months and possession of a current Basic California P.O.S.T Certificate.       

OR 
Currently employed by a law enforcement agency and have successfully passed a field training officer (FTO) program, but have yet to complete probation.

OR
Successful completion of a California Basic P.O.S.T approved academy certificate. Obtained within the past eighteen (18) months from date of application is desirable.
 
Education:  High school diploma or equivalent. Possession of an Associate's degree or Bachelor's degree from an accredited institution is desirable.
 
Necessary Special Qualifications: 

- Free of any felony convictions.

- A citizen of the United States or a permanent resident alien who is eligible for and has applied for citizenship (Government Code Para. 1031).

- Age, not less than 21 years at time of appointment.

- Vision in each eye, correctable to at least 20/30.

- Must pass a background investigation.

- Must meet all Department medical, physical and psychological standards.

Licenses and Certificates: Possession and maintenance of a valid Class C California Driver's License.

The City of Campbell's Police Department is seeking qualified candidates for Public Safety Dispatcher!

Under general supervision, to receive and transmit routine and emergency telephone, radio and computer messages; to keep a variety of police records; and to do related work as required.

Typical Duties may include, but are not limited to the following:

• Answers all telephone calls promptly and courteously;
• Makes rapid and accurate determination of the nature of each call and the degree, severity, and location of any emergency;
• Refers non-emergency callers to the appropriate agency or other resource;
• Questions emergency callers to elicit complete and accurate information necessary for emergency response and enters information in the computer-aided dispatch system;
• Gather information using multiple audio and visual resources;
• Selects emergency response units in exact accordance with established user agency policies and procedures;
• Promptly and properly alerts response units in exact accordance with user agency policies and procedures;
• Maintains current status on all field units;
• Closely monitors any situation presenting a potential danger to the life or safety of field personnel and takes immediate action to dispatch assistance as required;
• Maintains radio contact with field units and enforces proper channel control, discipline, and courtesy;
• Maintains records and logs reflecting the outcome and details of emergency incidents;
• Participates in training and evaluation activities to establish and maintain a high level of proficiency;
• Accesses automated law enforcement systems, inputs data and information, and makes accurate entries into automated record files in accordance with applicable laws, statutes and Department of Justice requirements; and 
• Builds and maintains positive working relationships with coworkers, other City employees, and the public using principles of good customer service.

Knowledge of:

• Standard communications principles and methods for public service dispatch activities;
• Standard office procedures and methods, including filing and the operation of common office equipment;
• Correct English usage, spelling, punctuation and grammar.

Ability to:

Hours of Work: Public Safety Dispatchers typically work 12 hours shifts, with 4 work days one week and 3 work days the following week.  Shifts available area a day and night shift, or variation, that can rotate every six months.  Dispatchers may have to work weekends, holidays and overtime. 

Special Conditions: Incumbents must have the ability to work, as assigned, on schedules that may include Saturdays, Sundays, holidays, and non-traditional work hours; and a willingness to work overtime as required.

Other Requirements: Must be able to perform all the essential functions of the job assignment.  All candidates will be required to pass a City background investigation, which will include fingerprinting and may include polygraph and/or psychological testing.

MINIMUM QUALIFICATIONS
Education & Experience:

• Graduation from an accredited high school (GED may be substituted for a high school diploma); plus
• One year of successful full-time responsible experience performing work where the essential functions of the job involved public contact, computer usage or heavy telephone traffic.

REQUIRED DOCUMENTS FOR APPLICATION:
Applicants must submit proof of successful completion of the following: 

• Typing Certificate certifying a minimum of 40 wpm dated within one year of the application date; AND
• Criticall Dispatcher test with a passing score dated within one year of the application date; OR
• P.O.S.T. Entry-level Dispatcher Test with a T-score of 50 or above.
