ABOUT THE POSITION
The City of Gilroy is recruiting for part-time Recreation Leaders II/III assigned to the Adaptive Program. The main goal of the City of Gilroy’s Recreation Division is to offer excellent recreation programs that provide community members with a wide range of opportunities to celebrate life and community through people, parks, programs, and special events which are delivered by a team of employees dedicated to offering quality recreational, social, and cultural services to all Gilroy residents. 
 
Under direct supervision of a Recreation Supervisor, the Recreation Leader II/III will assist, plan, organize, and lead the physical, recreational, and social activities of assigned recreation programs. Program area focus is Adaptive (Special Needs), but you might be asked to support another recreation area.

 When assigned to the Adaptive Program, the leader will have an opportunity to have hands-on experience working with a special needs population.  Disabilities of participants vary in range from non-communicative to diminished motor skills to severe autism.  The position will report to an experienced staff member.  As related experience is gained as noted in the job qualifications and requirements, and with the recommendation in the employee’s performance evaluation, Recreation Leaders can advance from Recreation Leader II to Recreation Leader III.  As the employee advances through the job series the employee will take on more responsibility and more challenging work assignments.

About the Position:  The Planning Department is seeking TWO interns who are interested in learning about open space conservation and planning for ecologically sensitive recreation. Their responsibilities may include researching and compiling project information, supporting community and stakeholder engagement, assisting with environmental review and documentation, researching new programs and initiatives, conducting field surveys and data collection, and using computer-based systems such as GIS, Microsoft Excel and Adobe Illustrator for analysis of data and preparation of documents related to Midpen lands and facilities. The interns will work as a team and individually on assignments, including opportunities for field work to gain experience in data collection techniques and tools and on-the-job training in project management, planning research, analysis, and written communication.  For additional information about the position, see the Job Description on our website. Basic Requirements: Current enrollment in an associate’s, bachelor’s, or master’s degree program, or trade school in a relevant field or a recent graduate (within the last 12 months). Successful candidates will have a background in the natural sciences, park/open space management, land use/environmental planning, GIS/geography, biology, ecology, or another related field and experience with field data collection techniques. This internship requires strong organizational and analytical skills, attention to detail, and the ability to work independently and with a team. Experience with Microsoft Outlook, Word and Excel, ArcGIS software, GPS equipment, Microsoft Excel, and Apple iPads is desired, and familiarity with Midpen preserves/trails as well as local flora, fauna, and natural history are a plus.   Possession of or ability to obtain a valid California driver’s license is required. Must possess the ability to lift, carry, push and pull materials and objects weighing up to 25 pounds.

Working Conditions:  This position will report to the Planning Department at the Administrative Office in Los Altos, California.  Midpen offers a hybrid office/telecommute work environment for this position, which will be divided between onsite work, field visits, and limited home office work.  The selected individuals will be required to work a minimum of three days on-site per week, and assignments may vary between field and office work. Field work is conducted in rural or mountainous Midpen open space areas, which may involve working alone or with another intern in wildland areas, traversing rough difficult terrain sometimes with poison oak and dense vegetation, and carrying equipment weighing up to 25 pounds. This is a temporary position working 20 – 40 hours per week (within regular business days/hours). Regular business is conducted Monday through Friday between the hours of 8:00am to 5:00pm. Interns may work up to a total of 950 hours over a 6-to-9-month period. This is a non-benefited position.

Additionally, applicants must meet the following education requirements to qualify:

Group Supervisor I ($34.61/hr-$43.24/hr) - Completion of at least 60 semester or 90 quarter units from an accredited college or university. An emphasis in sociology, psychology, corrections, criminal justice, counseling or a closely related social or behavioral science is preferred.

Group Supervisor II ($39.04/hr-$48.83/hr) - Graduation from an accredited four-year college or university. A degree in sociology, psychology, corrections, criminal justice, counseling or a closely related social or behavioral science is preferred.

Selected candidates must be available to work flexible shifts, including graveyards, day shift, swing shift, weekends and holidays at any of the Probation Department locations. Selected candidates must also successfully pass a background investigation, including fingerprints, medical examination, psychological evaluation, a truth verification test and be free from any physical, emotional or mental condition which might adversely affect the exercise of the powers of a Peace Officer. Felony and misdemeanors convictions may be disqualifying depending on type, number, severity, and recency. Group Supervisors hired into permanent positions must pass PC 832 peace officer training and complete a 160 hour STC training course within one year of appointment.

There are currently various vacancies in the Probation Department. Depending on qualifications, the vacancy may be filled at the Group Supervisor I or Group Supervisor II level.

Examples Of Duties

Group Supervisors are responsible for:

• Supervising daily activities of youth in confinement.
• Observing and supervising unstable youth.
• Enforcing security and safety measures including searches of youth and their living quarters for contraband.
• May perform housekeeping tasks.
• Providing orientation for newly detained youth.
• Explaining and enforcing rules and regulations.
• Providing transportation for youth from the County's detention facilities to other facilities and medical offices.
• Supervising daily activities such as meals, showers, housekeeping, laundry, yard work, recreation, vocational work crews, and visitation.
• Providing individual and group counseling.
• Leading group discussions and facilitating rehabilitation programs.
• Maintaining daily records of observations, incidents and events.
• Logging information, writing reports and summaries of behavior and maintaining records and files.
• Physically restraining assaultive youth and de-escalating violent behavior.
• Maintaining a safe environment for the youth and staff.
• Being a positive role model and authority figure.
• Participate in staff conferences.

Qualifications

Group Supervisor I: Completion of at least 60 semester or 90 quarter units from an accredited college or university. An emphasis in sociology, psychology, corrections, criminal justice, counseling or a closely related social or behavioral science is preferred.

Group Supervisor II: Graduation from an accredited four-year college or university. A degree in sociology, psychology, corrections, criminal justice, counseling or a closely related social or behavioral science is preferred.

Licensure/Certification:

• Possession of a class C California driver license or equivalent.

Other Requirements:

• Must be at least 21 years of age on or before date of appointment.
• Must be legally authorized to work in the United States by federal law.
• Must not have been convicted of a felony.
• Must successfully pass a background investigation prior to employment.

The Position 
As a Public Safety Dispatcher II, this non-sworn classification dispatches public safety, fire, and emergency medical services out into the community. The successful incumbent will be responsible for receiving incoming calls for police, fire, or medical assistance and dispatch necessary units. This classification is distinguished from the Public Safety Dispatcher I by a broader range of responsibility due to a higher level of experience and training.

DISTINGUISHING CHARACTERISTICS

This is the journey-level classification in the non-sworn flexibility staffed Public Safety Dispatcher I/II series. Incumbents are expected to work independently and exercise judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the class of Public Safety Dispatcher I in that the latter is the entry level class where incumbents are trained on full range of dispatch functions under immediate supervision. This class is distinguished from the Senior Public Safety Dispatcher in that the latter has full responsibility for supervising a shift of Public Safety Dispatchers I/II.

• Operates base radio console equipment, transmitting and receiving routine and emergency messages
• Receives emergency and routine requests for services from the public via 9-1-1, alternate emergency lines, and business lines
• Dispatches appropriate emergency vehicles, equipment and personnel in response to those requests, in accordance with established policies and procedures
• Coordinates emergency operations between various departmental personnel and equipment
• Operates data terminals for information pertaining to daily public safety operations, and general emergency services
• Maintains written logs, files, and computer information in the prescribed manner
• Updates computer files and performs other clerical functions and tasks as directed
• Performs other related duties as assigned

 

 

Minimum Qualifications

 

EDUCATION AND EXPERIENCE

• Graduation from high school or possession of a GED; and
• The equivalent of two (2) years of paid employment experience in public safety dispatching within the past five (5) years of which at least one (1) year included solo status; or
• Five (5) years of current paid employment with a public safety agency or private emergency medical services agency, with high level Computer Aided Dispatch (CAD), radio and/or telephone operation; or
• Successful completion of probationary period as a Public Safety Dispatcher I with the City of Santa Clara.

ACCEPTABLE SUBSTITUTIONS

• Possession of a valid California POST Public Safety Dispatcher Basic certificate, which may be substituted for six (6) months of the solo status experience.

DESIRABLE QUALIFICATIONS

• Classroom education involving fire science or law enforcement related studies.

LICENSES/CERTIFICATES

• Possession of a valid California POST Public Safety Dispatcher Basic Certificate and a valid Medical Priorities Dispatching System (MPDS) Certificate are required prior to the completion of the probationary period.

OTHER REQUIREMENTS

Must be able to perform all the essential functions of the job assignment. All candidates will be required to pass a City background investigation, which will include fingerprinting and may include polygraph and/or psychological testing.

PERMANENT CITY EMPLOYEES PREFERENCE POINTS
Current permanent employee candidates who receive a passing score on the examination will have an additional five (5) points added to his/her final score.

Typical Duties

Duties include but are not limited to the following:
• Under general supervision: patrol designated areas in, by foot, by bicycle, or other means to preserve law and order;
• Direct traffic;
• Enforce parking regulations, issue citations that are in violation of codes;
• Observe, monitor, and control routine and unusual traffic conditions; assist and advise motorists; issue parking  citations and warnings;
• Discover and prevent the commission of crimes, and enforce laws and ordinances; 
• Maintain awareness of and remain alert for wanted suspects, known criminals, stolen vehicles, missing persons, traffic violators, and crimes in progress; 
• Conduct investigations at scenes of incidents to which summoned or incidents observed to determine what, if any, crime has been committed;
• Respond to calls for the protection of life and property, the enforcement of laws and ordinances, general public service calls, and complaints including those involving automobile accidents, traffic hazards, misdemeanor and felony incidents;
• Investigate complaints and take appropriate action, which may include the use of deadly or non-deadly force;
• Use sound judgment under adverse, stressful conditions;
• Identify, collect, preserve, process, and book evidence;
• Locate and interview victims and witnesses;
• Work in partnership with the Santa Clara Police Department and the District Attorney's Office to follow through on criminal complaints;
• Apprehend and arrest offenders for crimes committed under federal, state, and local laws and codes;
• Control and mitigate people under the influence of drugs or alcohol or other potentially hostile situations;
• Establish and preserve good relationships with the general public;
• Answer questions from the public concerning local and state laws, procedures, and activities of the department, apply good public relation principals;
• Participate in continuous training required by POST  to enhance law enforcement skills 
• Attend meetings and trainings;
• Prepare a variety of reports including those on activities, operations, arrests made, and unusual incidents observed; prepare investigative reports and case information;
• Testify in courts and at hearings; prepare and present case evidence;
• Escort prisoners to county jail, juvenile hall, or Santa Clara Police Department; and
• Perform other duties as assigned.

 

Minimum Qualifications

EDUCATION AND EXPERIENCE  

• Currently employed as a Full Time or Part Time Peace Officer with a California Law Enforcement Agency; or

• Currently working as a Level I Reserve Police Officer with a California Law Enforcement Agency; or

• Retired as a Full Time Peace Officer with a California Law Enforcement Agency; or two years experience as a Peace Officer with a California Law Enforcement Agency and possession of a valid Basic Certificate issued by the California Commission on Peace Officer Standards and Training.  

LICENSES &/OR CERTIFICATES

• Possession of a valid driver's license is required; 

• Proof of a current Basic or higher certificate issued by the California Commission on Peace Officer Standards and Training (POST) is required at the time of application and for the duration of employment  (Not required for Reserve Police Officers, see below);

• Must have passed Field Training Program with home agency as required by POST;

• Must have passed Probationary Period with home agency;

• The minimum Peace Officer selection standards are set forth in Government Code (GC) Sections 1029, 1031, and 1031.4.  Every California Peace Officer must be: Free from any disqualifications for employment, including felony convictions (GC 1029). Be legally authorized to work in the United States under federal law (GC 1031);

• and at least 21 yrs of age for specified peace officers (GC 1031.4).

• Must maintain current CPR and First Aid Certification.

Reserve Police Officers Must Also Provide: Proof of completion of Level 1 Reserve Peace Officer POST Regular Basic Course (Reserve Police Officers Only).

 

PHYSICAL AND OTHER REQUIREMENTS

• Must be at least 20 years of age at time of application filing and 21 years of age at time of job appointment;

• Must meet and maintain required peace officer employment standards as required by POST;

• Per the California Public Employee Retirement System (CalPERS) "Public Safety Retirees on service retirement may not work more than 960 hours in a fiscal year for all CalPERS employers:;

• Retirees who were medically retired (industrial or non-industrial) should confirm with their retirement plan that accepting employment as a Per Diem Police Officer will not jeopardize their pension;

• Must possess the strength and physical ability necessary to perform the essential functions of the position;

• Must possess hearing, speech, and mental capabilities sufficient to perform all of the essential functions of the position; and

• Must be willing to be fingerprinted and pass a departmental interview, psychological, medical, and background investigation prior to appointment.

 

Vision requirements:  

• Must possess vision including color, night, depth, and peripheral vision sufficient to perform all of the essential functions of the position; and

• Must possess visual acuity of not less than 20/80 vision in each eye uncorrected, and corrected to 20/30 in each eye.

 

EXCEPTION:  Applicants with correction afforded by soft contact lenses are exempt from the minimum uncorrected vision standard of 20/80, provided their corrected vision is 20/30 in each eye.

 

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Environment: 

The employee is regularly exposed to outside weather conditions; extreme cold, extreme heat, potentially hostile environments; extensive public contact. The noise level in the work environment is usually moderate but may be very loud due to crowd noise, music, sirens, firearm training, etc. Incumbents are required to work various shifts, including evenings and weekends, and may be required to travel to attend meetings or court appearances.

 

Physical: 

Primary functions require sufficient physical ability to work in a law enforcement setting; restrain or subdue individuals; walk, stand, sit, bike or run for prolonged periods of time;

occasionally stoop, bend, kneel, crouch, reach, and twist; occasionally climb and balance; regularly push, pull, lift, and/or carry light to moderate weights; frequently lift and/or move moderate to heavy weights; occasionally lift and/or move heavy weights; requires a sense of touch, finger dexterity, and gripping with hands and fingers;

 

SPECIAL CONDITIONS

• Will be required to work special events.

• Will be required to work odd and unusual hours, including evenings, weekends and holidays.

• Will be required to provide safety equipment (defined as ballistic vest, duty belt, and firearm) approved by the Santa Clara Police Department.
