About the Opportunity

This position is limited to 1,000 hours per fiscal year, averaging approximately 20 hours per week. Work schedules are based on business needs and candidate availability. As part of supporting the City Clerk's Office, the Intern will assist with preparation and setup for City Council meetings held on the 2nd and 4th Tuesday evenings of each month, in addition to occasional weekend events and community activities. The Intern will support the Administrative Services Department, assisting both the City Manager's Office and City Clerk's Office. Under close supervision, the Intern will perform a variety of administrative, analytical, and project-based assignments while gaining valuable exposure to municipal government operations.

Typical Responsibilities Include:

THE ORGANIZATION

Incorporated in 1927, Menlo Park is a General Law city operating under a Council-Manager form of government. The City Council is the City's five-member governing body whose members are elected by district to four-year overlapping terms in general municipal elections. The Mayor and Vice Mayor are selected by the City Council to serve one-year terms, rotating each December. The City Council appoints the City Manager and City Attorney, as well as members of the City’s seven commissions, and the City Manager appoints all executive and management positions. City staff report to one of six departments: the City Manager’s Office, Administrative Services, Community Development, Library and Community Services, Police, and Public Works, which includes Menlo Park Municipal Water. Fire protection and sanitary services are provided by separate special districts. The City is supported by approximately 297 full-time equivalent employees and a total expenditure budget of $235 million.

THE POSITION

The Human Resources Manager is a key management position at the City. This individual plans, manages, and oversees the daily functions, operations, and activities of Human Resources, working collaboratively with the Administrative Services Director and management staff across the City. It is essential that this position is responsive to all customers and takes a proactive approach to building relationships throughout the organization, recognizing the value and unique contributions made by each and every employee. This individual serves as the main point of contact on employee relations matters and leads labor relations for the City’s five unions (general employees, supervisors and mid-management, police officers, police sergeants, and temporary employees), along with the confidential and unrepresented management groups. This position leads highly-complex projects; conducts a variety of organizational and operational studies and investigations; and prepares and presents staff reports, policies, and other correspondence for the City Council and all employees. The Human Resources Manager leads a staff of five, comprised of three Management Analysts and two Human Resources Technicians, to accomplish a wide variety of daily tasks, policy and labor agreement administration, and process improvements, and is responsible for interpreting and complying with the various regulatory requirements from Federal, State, and local agencies.

The selected candidate will have the opportunity to work on the following upcoming projects:

• Manage projects currently underway that involve collaborating with employees at all levels of the organization, including the citywide classification and compensation study and the employee engagement survey.
• Retool several division functions, including performance management, recruitment, selection and retention processes, leave programs, and workers' compensation leave administration.
• Promote employee engagement and performance management through enhanced training programs and citywide recognition events and other initiatives identified through the engagement survey analysis.
• Continue to manage and develop content for the popular “HR Bits and Bites” trainings, where supervisors and managers connect with Human Resources and one another for development and relationship-building over snacks.
• Train and develop Human Resources staff to form a cohesive team equipped to succeed.
• Review and update policies and practices to ensure compliance with employment laws.

THE POSITION

The successful candidate for Director of Finance & Administrative Services will bring a proven breadth and depth of financial management experience to the position. Appointed by and reporting to the City Manager or their designee, the new Director will lead a staff of 35 in the management of accounting, cash management, revenue collections, business licensing, utility billing, purchasing, payroll, budget, and information technology. Bringing supervisorial and leadership experience, the Director will have an opportunity to continue to build and enhance the department team as it faces future retirements. The Director will offer recommendations and solutions to the City Manager and will advise the City Council on long-term financial planning on policy matters. Working collaboratively with other members of the executive team and staff, the Director will take a proactive approach to identifying opportunities for new ideas, creativity, innovation, and technological advances. In addition, the Director will foster a team approach of customer service and problem solving as well as a culture that accepts and embraces change. Exceptional communication skills and a strong desire to provide superior services to both internal and external customers are critical. The Director will be comfortable in an organizational culture that welcomes input, engagement with, and participation of the community. The city utilizes a two-year, budget and currently faces budgetary challenges due to changing CalPERS retirement costs and laws, decreased tax revenues, and other structural issues. The Director will work closely with the City Manager, executive team, and staff in order to address these issues, identify necessary solutions, and facilitate highly efficient services and programs to the community.

MINIMUM QUALIFICATIONS

This position requires a Bachelor’s degree, and desirably a Master’s degree and CPA, in accounting, public or business administration or a related field. In addition, progressive executive level responsibility is desirable in finance administration, accounting, auditing, budget administration, purchasing and risk management, long-range financial forecasting, debt and investment strategies, and labor negotiations. Experience with information technology and computer software systems is highly desirable.

This is an excellent career opportunity for individuals who have a breadth of financial management experience in various agencies as a division head, Deputy Director, or Director. While experience in municipal finance is highly desirable, a combination of public and private sector experience is acceptable as well.

THE POSITION

This Administrative Assistant II is an executive secretarial classification, coordinating the administrative work of the department in addition to ensuring the efficient service provision of the assigned department. Responsibilities require the frequent use of tact, discretion, and independent judgement as well as a knowledge of departmental and City activities. This class is distinguished from other office administrative classes in that the nature, scope, and diversity of responsibilities originating at a departmental level require a broader understanding of City functions and the capability of relieving a department head and/or related management, supervisory, and professional staff of day-to-day administrative duties.

The Administrative Assistant II in the City Manager’s Department provides crucial administrative support to department operations, communications, volunteer coordination, and public relations. This position is responsible for coordinating office operations, handling confidential documents, and assisting with event preparation. The Administrative Assistant II plays a key role in maintaining effective communication between staff, City officials, and the public, while also supporting day-to-day operations to ensure the smooth functioning of the department. This position requires a high degree of organization, independent judgment, attention to detail, including invoice processing, budget tracking, and calendar management, and the ability to shift quickly from one task to another.

DEFINITION

The City of Live Oak Internship Program is designed to attract, develop and mentor innovative individuals interested in pursuing a career in the public sector. Interns are encouraged to apply for full-time positions with the City after their internship is completed.

CLASS CHARACTERISTICS

Interns generally work under close supervision and perform simple or routine tasks while learning to perform the more difficult and responsible ones. Interns are hired as limited term employees and employment service is dependent on the length of the project or the particular City service needs.

Intern positions are by their nature temporary employment and Interns are not eligible for City benefit programs unless specifically approved in writing by the City Manager.

The work schedule is typically part-time 15-20 hours per week with flexibility to work 30 to 40 hours per week depending on the needs of the Intern and the City program assigned. Interns with significant experience in their assigned area may be eligible to move along the assigned Salary Band with the specific approval of the City Manager.

Intern positions are not permanently funded and may be terminated at any time.

ABOUT THE POSITION

The City of Redwood City, Engineering and Transportation Department announces an opportunity for the position of SUPERVISING CIVIL ENGINEER.  The Supervising Civil Engineer works under general direction of the Engineering and Transportation Director/City Engineer.  This position is responsible for planning and overseeing the work of the Capital Improvement Program (utilities, parks/special projects for building facilities, and creek/channel/levee improvements) and inspection services and supervising and participating in design, construction, and support services.  In addition, the Supervising Civil Engineer provides technical staff assistance in the review of agreements and other engineering functions.  The Supervising Civil Engineer may be required to fulfill the duties of the City Engineer, in the City Engineer’s absence.

The San Mateo Consolidated Fire Department commenced operations on January 13, 2019. The City of Half Moon Bay Community Development Department invites qualified candidates to apply for the position of Senior Planner.  The Department is seeking an attentive and well-qualified Senior Planner Supervisor to join the Planning Division. The Senior Planner reviews and manages complex development projects through the entitlement process, oversees professional planning assignments, manages long-range planning studies, and incorporates meaningful community engagement into planning initiatives.
