THE POSITION

The Director of Finance is a regular full-time exempt and at-will position. Under general administrative direction, plans, directs, and manages the activities, staffing, resources and operations of the City’s Finance Department; acts as a member of the City Manager’s Executive Team; and provides Financial guidance to complex and sensitive issues.

The ideal candidate will have experience in directing, managing, and operations of a Finance Department in a Public Sector environment, excellent communication skills, ability to cultivate positive relationships, approachable, responsive, and innovative.

THE DEPARTMENT

The Finance Department operates with thirteen full-time staff members (inclusive of the Finance Director) with an annual budget of approximately $130 million to manage for the City of which 2.3 million is attributable to the Finance department.  The department is currently going through an enterprise ERP change over and are working on the final stages of the payroll conversion. The Finance Team is made up of dedicated and hardworking individuals that are improving the financial operations throughout the City.   The Financial department is a liaison for all City departments.

THE ORGANIZATION

The City of Pacifica is a General Law City incorporated in 1957 and operates under the Council/Manager form of government. Legislative authority is vested in a five member City Council elected by district for four-year overlapping terms. The Mayor is selected each year by a majority vote of the other Council members. The Council appoints the City Manager, City Attorney, and members of advisory commissions and committees.

Pacifica is a full-service city (approximately 200.75 FTE) with a proposed FY 2024/25 general fund budget of $48.1 million. The City delivers municipal services through seven departments: the City Manager’s office (including the City Clerk, Economic Development, and contract City Attorney); Administrative Services (Finance, Human Resources, and IT Divisions); Parks, Beaches, and Recreation; Community Development; Public Works (Field Services & Engineering and Wastewater); Police; and Fire (via North County Fire Authority). Employees are represented by eight bargaining units.

THE DEPARTMENT

The Community Development Department provides timely, public-facing, and internal services related to the review of applications for development and building permits, as well as code enforcement of the City’s development regulations and other laws of the City. The Department has primary responsibility for the maintenance and implementation of the City’s General Plan, Local Coastal Program, Zoning Regulations, and Building Code, as well as environmental review of City and private development projects in accordance with CEQA regulations. The Department provides staff support to the City’s Planning Commission, Open Space and Parkland Advisory Committee, and Climate Action Adaptation Committee.

With the recent completion of Plan Pacifica – a comprehensive multi-year effort that updated the General Plan and Housing Element, Sharp Park Specific Plan, Local Coastal Land Use Plan, and Climate Action and Resilience Plan – the department is focusing on implementation and modernization.

The Community Development Department is staffed by 14 full-time staff, along with the support of outside consulting agencies as required. The Department is organized into three divisions: Planning, Building, and Code Enforcement, and prides itself on providing a high level of services with a lean but talented team.

THE POSITION

The Deputy Director of Community Development is a full-time, high-level management position that requires significant administrative, analytical, and technical skills. This position assists in the strategic planning, organization, and management of the department. This position will plan, organize, and manage the activities and operations of the Department; coordinate assigned activities with other departments, divisions, and outside agency; and provide highly responsible and complex administrative support to the Director. This position serves as the City Planner and may function as the Director in their absence or as assigned.

SUMMARY DESCRIPTION

Under general administrative direction, plans, directs, manages, and oversees the activities and operations of the Public Works Department including street maintenance, facility maintenance, landscape maintenance, equipment maintenance, wastewater collection and treatment, and water production and distribution; coordinates assigned activities with other departments and outside agencies; and provides highly responsible and complex administrative support to the City Manager.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices. 1. Assume full management responsibility for all Public Works Department services and activities; manage the development and implementation of departmental goals, objectives, and priorities for each assigned service area; recommend and administer policies and procedures. 2. Establish, within City policy, appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly. 3. Assess and monitor work load, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct and implement changes. 4. Plan, direct, and coordinate, through subordinate level staff, the Public Works Department’s work plan; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures; conduct field inspections of work-in-progress and completed projects; ensure the maintenance of safe working conditions and good housekeeping practices; meet with key staff to identify and resolve problems. 5. Select, train, motivate, and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures. 6. Direct and review the work of contract consultants providing assistance to staff. 7. Oversee and participate in the development and administration of the department budget; approve the forecast of funds needed for staffing, equipment, materials, and supplies; approve expenditures and implement budgetary adjustments as appropriate and necessary. 8. Keep informed of the status and availability of necessary tools, equipment, and material to ensure availability in advance of need; ensure that material and equipment are properly stored, protected, and maintained; initiate purchases of equipment and supplies required for the Department; coordinate and approve purchasing, bidding, and project cost estimation. 9. Provide staff assistance to the City Manager; prepare and present staff reports and other necessary correspondence. 10. Research and prepare technical and administrative reports and studies; prepare written correspondence as necessary; provide periodic reports on department activities. 11. Represent the Public Works Department to other departments, elected officials, and outside agencies; coordinate assigned activities with those of other departments and outside agencies and organizations. 12. Explain, justify, and defend department programs, policies, and activities; negotiate and resolve sensitive and controversial issues. 13. Participate on a variety of boards, commissions, and committees including City Council meetings. 14. Attend and participate in professional group meetings; maintain awareness of new trends and developments in the fields related to the operation and maintenance of the City’s infrastructure; incorporate new developments as appropriate. 15. Respond to and resolve difficult and sensitive citizen inquiries and complaints. 16. Perform related duties as required.

QUALIFICATIONS

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of: Operations, services, and activities of a comprehensive public works operations and maintenance program. Advanced principles and practices involved in the operation and maintenance of City infrastructure including: street, sidewalk, and storm drain maintenance; park and facility maintenance; wastewater collection system maintenance; wastewater treatment and disposal; water supply and distribution system maintenance; vehicle and equipment maintenance; and other services and activities related to the operation and maintenance of the City’s infrastructure. Operational characteristics of maintenance and construction equipment and tools used in the area of assignment. Advanced principles and practices of program development and administration. Principles and practices of municipal budget preparation and administration. Principles of supervision, training and performance evaluation Pertinent federal, state, and local laws, codes, and regulations. Principles of preventive maintenance programs. Principles of maintenance planning and scheduling techniques. Time, material, and labor cost estimating principles and practices used in maintenance and repair projects. Occupational hazards and standard safety practices.

Ability to: Manage and direct a comprehensive municipal infrastructure maintenance and operation program. Develop and administer departmental goals, objectives, and procedures. Analyze and assess programs, policies, and operational needs and make appropriate adjustments. Identify and respond to sensitive community and organizational issues, concerns, and needs. Plan, organize, direct, and coordinate the work of lower level staff. Delegate authority and responsibility. Select, supervise, train, and evaluate staff. Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals. Research, analyze, and evaluate new service delivery methods and techniques. Prepare clear and concise administrative and financial reports. Prepare and administer large and complex budgets. Keep accurate material and labor cost records and to prepare required work and time reports. Interpret and apply applicable federal, state, and local policies, laws, and regulations. Read and interpret construction plans and drawings. Communicate clearly and concisely, both orally and in writing. Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training: A Bachelor’s degree from an accredited college or university with major coursework in business administration, public administration, construction management, engineering, or a related field.

Experience: Eight years of increasingly responsible experience in public sector construction management, public works maintenance management, or related activity including three years of management and administrative responsibility in a municipal setting. License or Certificate: Possession of an appropriate, valid driver’s license.

ABOUT THE POSITION

The Community Development Department (CD) is seeking a value-driven team player to fill the position of Planning Intern. This internship provides an excellent opportunity for an enthusiastic college level student seeking broad experience within a dynamic City Planning Division. The Planning Division of the Community Development Department administers City Council policies contained in the General Plan, Zoning Ordinance, and other plans and ordinances. In addition, the Division establishes new and amended rules governing land use and urban design for adoption by City Council from the platform of the General Plan. The Division provides staff, professional service, and administrative support relating to the development, improvement, and preservation of affordable housing opportunities.

The Planning Intern will assist with a number of projects and efforts throughout the Division, which may include:

• Review of minor planning applications and building permits for compliance with required standards
• Prepare approval letters, staff reports, and presentations to the Zoning Administrator
• Shadowing and assisting Planning staff during public counter hours
• Conducting research for various strategic planning studies that could include Redwood City Greater Downtown Area Plan, Historic Preservation Ordinance updates.
• Preparing updates to forms, handouts, and other materials.
• Other appropriate tasks as needed.

Must be willing to work at City Hall for a minimum of three business days from Monday- Thursday per week. Of the three workdays, one day must be Tuesday.

The Administrative Assistant II in the City Manager’s Office provides crucial administrative support to department operations, communications, volunteer coordination, public relations, and sustainability. This position is responsible for coordinating office operations, handling confidential documents, and assisting with event preparation. The Administrative Assistant II plays a key role in maintaining effective communication between staff, City officials, and the public, while also supporting day-to-day operations to ensure the smooth functioning of the Office. This position requires a high degree of organization, independent judgment, and attention to detail.

The City of Menlo Park is seeking a Water Quality Specialist for the Public Works department. Under general direction, the Water Quality Specialist is responsible for performing the full range of duties required to ensure that the quality of water supplied by the City provides the highest level of safety for public use and complies with all Federal, State, and local regulations through performance of water microbiological, chemical, and physical testing and analysis and a cross-connection control. Under direction, performs work necessary to the effective enforcement of various municipal, regional, state and federal codes applicable to the health, safety and orderliness of existing properties in the City.

DISTINGUISHING CHARACTERISTICS:

Accounting Assistant I

The Accounting Assistant I is the entry-level classification in the accounting support series that allows the incumbent to develop journey level knowledge and abilities. Initially, under immediate supervision, incumbents perform the more routine accounting support and customer service duties while learning City policies and procedures. As experience is gained, there is greater independence of action within established guidelines. Upon successful completion of one year as an Accounting Assistant I and gaining experience in at least two of the functional areas of the department, incumbents are eligible for promotion to the class of Accounting Assistant II. This classification is distinguished from the next higher level classification of Accounting Assistant II by the performance of work requiring a knowledge of at least two support function areas listed below and a greater degree of independence of action.

Accounting Assistant II

The Accounting Assistant II is the journey level classification in the accounting support series in which incumbents are expected to perform the full scope of assigned duties, including accounts payable, accounts receivable, billing, and related support duties with minimum supervision. Assignments are characterized by the presence of fairly clear guidelines from which to make decisions and the availability of supervision when required. Upon successful completion of one year as an Accounting Assistant II and gaining experience in all accounting support functional areas of the department, they are eligible for promotion to the class of Accounting Assistant III. This classification is distinguished from the next higher classification of Accounting Assistant III in that the latter is the advanced journey-level class that has experience in and can work independently in all accounting support functional areas.

Accounting Assistant III

The Accounting Assistant III is the advanced journey level classification in the accounting support series in which incumbents are expected to perform the full scope of assigned duties, including accounts payable, accounts receivable, billing, customer service, treasury and related support duties with minimum supervision. Incumbents are expected to be able to fully perform the duties and responsibilities in all of the department’s assigned functional areas. This classification is distinguished from the next higher classifications of Accounting Technician, Payroll Technician and Treasury Technician in that the latter are the para-professional level classes that perform a variety of specialized and complex task related to their assigned program area. 

SUPERVISION RECEIVED/EXERCISED:

Accounting Assistant I

Receives immediate supervision from one or more higher-level Finance staff, depending on assignment. Incumbents in this class do not routinely exercise supervision.

Accounting Assistant II

Receives general supervision from one or more higher-level Finance staff, depending on assignment. Incumbents may exercise technical and functional supervision over assigned staff.

Accounting Assistant III

Receives general supervision from one or more higher-level Finance staff, depending on assignment.  Incumbents may exercise technical and functional supervision over assigned personnel.  

QUALIFICATIONS: (The following are minimal qualifications necessary for entry into the classification.)

Any combination of education and experience that has provided the knowledge, skills, and abilities necessary for an Accounting Assistant I/II/III. A typical way of obtaining the required qualifications is to possess the equivalent of:

Accounting Assistant I

One year of clerical accounting experience, including public contact and some financial record keeping and report preparation, and a high school diploma or equivalent, supplemented by bookkeeping or accounting course work.

Accounting Assistant II 

In addition to the above, one year of experience equivalent to an Accounting Assistant I with the City of Burlingame, including the ability to perform the duties of at least two of the listed functional areas.

Accounting Assistant III

Any combination of education and experience that has provided the knowledge, skills, and abilities necessary for an Accounting Assistant III. A typical way of obtaining the required qualifications is to possess the equivalent of one year of experience equivalent to an Accounting Assistant II with the City of Burlingame, including the ability to perform the duties of all of the functional areas.  

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing statistical reports and data using a computer keyboard. Additionally, the position requires near vision in reading correspondence, statistical data, and using a computer. Acute hearing is required when providing phone and personal service. The need to lift, drag, and push files, paper, and documents weighing up to 25 pounds also is required. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodations.
