The County's Sustainability Department seeks well qualified applicants for the position of Sustainability Specialist III – Commute Alternatives Program (CAP) on the Climate Resilience team.
  
The Climate Resilience Program works on community and government operations hazard mitigation and adaptation, implements water quality regulations, supports efforts to reduce greenhouse gas emissions in county operations, and administers Shift, the County’s employee commute alternatives program.

 

The Sustainability Specialist III will lead efforts to reduce emissions from employee commute and help the County achieve its goal of carbon neutrality for operations by 2035. The CAP lead staff will:

• Manage daily operations of the CAP for our employees.
• Re-design and implement an integrated CAP for our employees.

Examples Of Duties

 

The duties of the Sustainability Specialist, may include, but are not limited to, the following: 

• Help develop the strategic vision and goals and manage daily operations for the CAP.
• Coordinate the evaluation of the current CAP and launch the re-designed program.
• Pro-actively develop relationships with County departments and regional and local transportation agencies and other partners.
• Develop and implement a marketing and communications strategy and oversee all customer service-related issues for the CAP.
• Identify Transportation Demand Management best practices to be incorporated into the CAP.
• Serve as a liaison to County departments and regional transportation planning initiatives and partnerships.
• Execute contracts, monitor budgets, and coordinate with contractors and County Departments on logistics of the CAP (enroll employees, resolve any issues regarding transit passes, etc.)
• Conduct commute surveys and analyze commute and emissions data.
• Coordinate and support outreach events.

 

Qualifications  

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is three years of experience in the field of transportation planning or resource conservation which has included program analysis and coordination.

The Position
Under general or direct supervision, performs a wide variety of law enforcement duties involving crime prevention and investigation, protection of life and property, and enforcement of laws, codes, and ordinances; performs investigation duties, assists in the preparation of cases and testifies in court; cooperates with other law enforcement agencies and City departments; may provide lead direction for subordinate departmental employees and volunteers; provides information and assistance to the public; and performs related duties as assigned.

Community Oriented Policing
The Foster City Police Department is centered on the philosophy of Community Oriented Policing. There is an expectation that all employees will provide excellent service to the public, every call, every contact, every day. As with all employees, the Police Corporal is expected to make non-enforcement contacts with the public in an effort to more clearly identify the needs of the community, and to assist the public in solving community problems. 

Class Characteristics
This is a lead-level class in the sworn officer series responsible for performing a wide variety of law enforcement tasks in support of a municipal police department. Incumbents perform the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from Police Sergeant in that the latter exercises technical and functional direction over and provides training to lower-level staff on an assigned shift.

Education and Experience
Any combination of training and experience that would provide the required knowledge, skills, and abilities
is qualifying. A typical way to obtain the required qualifications would be:

Education: Equivalent to completion of the twelfth (12th) grade; successful completion of 30 semester units of college course work at an accredited institution.  An Associate's degree or higher is desirable. The minimum education requirements may be met by the possession of an Intermediate Post Certificate.

Experience: Possession of a POST Basic Certificate at the time of application. 

Licenses and Certifications:

• Possession of a valid California Driver’s License, and a good driving record, to be maintained
  throughout employment.
• Possession of a valid Basic Certificate issued by the Commission on Peace Officer Standards and Training (POST). 
• Possession and maintenance of firearms qualification.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications and supplemental questionnaires received, a limited number of the qualified applicants will be invited to participate in the examination process. 

The process will consist of four Oral Panel Interview (Technical - weighted 30%; Tactical - weighted 30%; Community - weighted 30%; and Presentation - weighted 10%). An eligibility list will be established from those who pass the examination process with a score of 80% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. The Police department will make the hiring decision.

The Air District is currently conducting an open recruitment for the position of Senior Air Quality Specialist in the Meteorology and Measurement Division. This is an open recruitment for two (2) full-time, represented positions. 
  
The Meteorology and Measurement Division supports the mission of the Air District by monitoring air quality in the San Francisco Bay Area, forecasting regional and local air quality, and conducting and supporting community organizations to do community-scale air monitoring to guide actions to reduce emissions in the Bay Area and in neighborhoods most impacted by air pollution.

About this Position:
Air Monitoring Projects and Technology (AMPT) is a section in the Meteorology and Measurement Division. Our team performs community air quality investigations using air monitoring vans and other equipment to assess air quality at local scales, particularly in disproportionally impacted communities. AMPT is also building a new team centered around developing, constructing, and operating multi-pollutant, ambient air monitoring stations in communities near refineries.

Including some administrative responsibilities, such as assisting with purchasing and maintaining the inventory of shop supplies, Senior Air Quality Specialists (Senior AQS) in the section help evaluate monitoring methods, test and install instrumentation and sampling systems, support monitoring activities, review data, and leading quality assurance to meet program requirements and community expectations. Depending on the program assignment, the Senior AQS may also assist with data collection activities in the air monitoring vans or leading onsite work as the team builds out new air monitoring stations in communities near refineries.

Position Summary

Under general direction of the Director of Transportation for the Bus Transit division, contributes to the mission of Golden Gate Transit by ensuring that Golden Gate Transit has the best possible trained Bus Operators. Instruct Bus Operators for safe operations of vehicles, uniform compliance, and enforcement of District rules, regulations, policies, and procedures. Document Bus Operator Students’ performance. Must be willing to work shift assignments from Santa Rosa, Novato, San Rafael, or San Francisco Division locations. May be assigned to perform other duties.
 

Essential Responsibilities

• Conducts training class for newly hired bus operators, including obstacle course, classroom and “over the road” instruction by delivering standardized curriculum.
• Develops classroom curriculum, including itinerary, lesson plans, training and testing materials and implement training for newly hired and existing bus operators.
• Acts as designated D.M.V. examiner in the testing and certification of bus operators; or coordinates with D.M.V. to get student operators V.T.T. cards and license conversations.
• Maintains complete and accurate documentation on every facet of training and testing for each student as required and mandated by state and federal governments.
• Performs individual evaluations of student operators progress in the training program.
• Conducts ongoing Verification of Transit Training Classes for existing bus operators and other commercially licensed employees who need to maintain a V.T.T.
• Supervises Bus Operators fitness -for -duty as they report to work, including observing for divergencies from normal behavior patterns, uniform appearance, grooming and possessions of driving credentials and medical card.

• Works with the Director of Training and Safety on compliance with D.O.E., D.O.T., and D.M.V. training and documentation requirements
• Develops and implement minimum standards for bus operator trainees.
• Monitors progress of trainees and provide periodic counseling and progress evaluation.
• Conducts refresher training for bus operators returning to work after extended absence.
• Testifies on training or related fields at bus operator hearings, arbitrations, or trials.

• Re-trains bus operators as directed by disciplinary hearings on accidents or rule violations.
• Evaluates new equipment and changes in existing equipment and prepare data to be used as instruction criteria. (This material is distributed to bus operators when training on this equipment) outlines and checklists.

• Compiles and maintain "Training Subjects Manuals."
• Obtains and maintain appropriate certifications.
• Works with appropriate staff in the recruiting and selection process for bus operators.
• Works with passenger relations and planning department to provide ADA training for persons with disabilities.
• Represents GGT as necessary and assist in the structure and the presentation of the annual Regional Bus Roadeo.
• Instructs and monitor operation of G.F.I farebox and radio systems.
• Observes and monitor safe operation of vehicles by riding with operators, contact and correct operators on safety procedures.
• Issues infractions and/or discipline for violations of safety policy and procedures.
• Ensures employees under their supervision follow established safe work practices and obey all safety rules.
• Performs driver safety observations by riding on board buses or observing from a moving vehicle or fixed location and provide written reports on these observations; and issues discipline for safety violations observed.
• Knows and follows the safety and health rules and safe working practices applicable to his or her job.
• Establishes and maintains effective working relationships with District employees, customers, vendors, and all others contacted during the course of work using principles of excellent customer service.

THE POSITION

The Alcohol and Other Drugs (AOD) Case Manager (Case Management/Assessment Specialist II) will join the Behavioral Health Recovery Services (BHRS) Clinical Team to provide services to individuals housed at the Youth Services Center (YSC) – Juvenile Hall.

 

Reporting to the Supervising Mental Health Clinician/Unit Supervisor, the AOD Case Manager will support the complex needs of juvenile justice-involved as well as transitional-age individuals, presenting with severe emotional and behavioral challenges, along with multiple risk factors such as co-occurring substance use and mental health conditions, trauma, out-of-home placement, and psychiatric hospitalizations.

 

The AOD Case Manager will perform a wide variety of intake and referral services, including assessment, evaluation, tracking, and support services for clients receiving substance abuse treatment; develop and implement activities related to substance abuse prevention, intervention, and rehabilitation; and perform other related work as required.

There is one vacancy in Behavioral Health and Recovery Services (BHRS), assigned to the Youth Services Center (YSC) – Juvenile Hall in San Mateo.

 

Ideal candidate will possess:

• Experience providing alcohol and drug counseling to adolescents, transition-age youth, or juvenile justice-involved populations.
• Experience working in a juvenile detention facility, residential treatment program, or similar high-risk youth environment.
• Ability to provide culturally responsive, gender-responsive, and trauma-informed services.
• Ability to facilitate group treatment sessions for clients in various stages of recovery.
• Experience conducting comprehensive assessments, evaluations, and referrals for substance use treatment.
• Ability to provide care coordination with internal and external providers, including therapists, psychiatrists, and primary care professionals.
• Strong case management skills, including reentry planning and collaboration with multiple agencies.
• Experience participating in multidisciplinary team meetings and contributing to treatment planning.
• Demonstrated ability to build rapport and maintain effective relationships with juvenile justice-involved individuals.
• Knowledge of local community-based resources and the ability to make effective referrals.
• Proficiency in documenting and billing client interactions using AVATAR, EPIC and eClinicalWorks (eCW) is preferred.
• Excellent verbal and written communication skills.
• Ability to work independently and manage a dynamic caseload in a fast-paced environment.
• Demonstrated ability to establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
• Ability to speak, read, and write fluently in English and Spanish is strongly preferred.

What we are seeking 

The ideal candidate will possess: 

• Solid clinical treatment, assessment, diagnostic and evaluation skills. 
• Experience/interest in providing treatment to youth (individual therapy, family therapy, and case management). 
• Experience/interest in working with youth with emotional disturbances and with varying degrees of functional impairment and psychiatric presentations.
• Knowledge of Special Education and Individualized Education Plans
• Experience/interest in risk assessments, crisis assessments, and triage.
• Knowledge of principles, techniques and trends in counseling, psychotherapy, clinical case management, crisis management as well as evidence-based practices. 
• Demonstrated ability or interest in working with a broad range of clients from diverse cultures, and backgrounds, and an ability to provide culturally appropriate clinical services. 
• Experience/interest in working in rural communities and/or migrant and seasonal farm working population. 

• Experience/interest in working collaboratively with primary care, psychiatry, and school districts. 
• Experience/interest in generating community referrals and helping clients to connect with those community resources. 
• Comprehensive and timely documentation skills: assessments, progress notes, client care plans, discharge plans, etc. 
• The ability to make sound decisions based on the exercise of judgment and the consideration of all available information. 

Minimum qualifications include: 

Licensure/Certification:

• Psychiatric Social Worker I: Registration with the California Board of Behavioral Sciences as an Associate Clinical Social Worker.  If an individual is not registered with the California Board of Behavioral Sciences as an Associate Clinical Social Worker at the time of hire, they must have submitted the application, and must obtain and provide the registration number within 90 days of hire.  An individual hired in this classification must become licensed within six years from the date of employment as a Clinical Social Worker issued by the State of California within three years of appointment.
• Psychiatric Social Worker II:  Current California license as a Clinical Social Worker.

• Marriage and Family Therapist I:  Registration with the California Board of Behavioral Sciences as an Associate Marriage and Family Therapist. If an individual is not registered with the California Board of Behavioral Sciences as an Associate Marriage and Family Therapist at the time of hire, they must have submitted the application, and must obtain and provide the registration number within 90 days of hire.  An individual hired in this classification must become licensed within six years from the date of employment as a Marriage and Family Therapist in the State of California.

Description: Performs law enforcement and crime prevention work, controls traffic flow and enforces state and local regulations. Some essential duties are:

Education: Graduation from a U.S. High School or equivalent is required.  Additional education at the college level is preferred.

Physical Requirement: Meet standards of adequate physical stature, endurance and agility. Vision: • 20/100 correctable to 20/30, with adequate depth perception and color vision.
