DISTINGUISHING CHARACTERISTICS

The Deputy City Clerk is responsible for providing executive support focusing on managing the daily operations of the City Clerk's Office. Incumbents provide responsible clerical and administrative assistance to the City Clerk in carrying out the functions of the department. This class is distinguished from the next higher class of City Clerk in that the latter has supervisory responsibility for the City Clerk Office.

 

SUPERVISION RECEIVED/EXERCISED

Receives general supervision from the City Clerk. Incumbents of this class do not routinely exercise supervision.

 

ESSENTIAL FUNCTIONS

Include but are not limited to the following

• Responsible for operation of the City Clerk’s Office in the absence of the City Clerk.
• Drafts and finalizes City Council meeting agenda; coordinates electronic distribution of agenda packets to City Council members, the City Manager, City departments and interested members of the public; arranges for publication and posting of notices regarding City Council meetings; prepares meeting minutes; prepares and distributes agenda synopsis detailing Council action and directions to staff; distributes and files documents following Council action; finalizes resolutions, ordinances and minutes in preparation for officials’ signatures.
• Responds to inquiries from the public by letter, telephone and in-person regarding Council action and records; reviews official documents approved by City Council for accuracy, provides certified copies and attest to legal documents in the absence of the City Clerk; processes legal advertisements in accordance with State statutes.
• Handles recording of official documents; reviews official legal documents for accuracy and completeness; handles distribution and copying of recorded documents; provide notary service to city officials, staff and public.
• Assist with Municipal Election activities.
• Provide information and interpretations on the role of City Council and various committee members’ operation policies, appointment procedures, and other questions which may arise concerning committee function.  Provide notice of all meetings, keep appropriate minutes and otherwise ensure that all Board meetings are conducted in accordance with State law.
• Communicate clearly and politely to assist employees and the general public in person and by telephone; acts interdependently across departments and cultivates relationships with a broad range of functions and levels in the organization.
• Maintains the official files, indices and records of the City in accordance with established policy; assists in development of policies and procedures for the records management program at the direction of and in coordination with the with the City Clerk to determine operating, administrative, legal, fiscal, historical and/or archival value of City records; ensures technical compliance with government codes for records retention, dissemination, access, and destruction in accordance with established policy. 
• Coordinates maintenance and operation of the records center and serves as records management liaison to City departments.
• Scans various documents; prepares documents for scanning; operates scanner and indexes items scanned on the computer.
• Provides information and forms to the public; collects and processes appropriate information; processes requests for release of bonds, certificates of deposit and letters of credit.
• Responds to public record requests by letter, telephone and in person regarding Council action and City records; researches information for public or City staff when necessary; assists in the maintenance of files including historical legal documents, resolutions, ordinances, agreements; advertises public hearings and other legal notices; assists with election activities.
• Maintains office equipment; requests and follows up on needed maintenance; operates and performs routine preventative maintenance on office machines.
• Demonstrates understanding of applicable policies, procedures and work methods associated with assigned duties.
• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff and the public.

 

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing reports and data using a computer keyboard. Additionally, the position requires near and far vision in reading correspondence, statistical data and using the computer, and acute hearing is required when providing phone and personal service. The need to lift, drag and push files, paper and documents weighing up to 25 pounds also is required.

THE POSITION

To perform a variety of semi-skilled and skilled tasks in the construction, maintenance, and repair of water lines, sewers, storm drains, and pump stations.  The purpose of this recruitment is to fill multiple vacancies in the Sanitary Sewer/Storm Drainage Systems Division, as well as establish an eligibility list for future vacancies.  Initial position and salary of the selected candidate will be based on previous work experience and valid licenses/certificates. 

 

IDEAL CANDIDATE

The City of Woodland is looking to fill multiple Utilities Maintenance Worker I/II positions in the Public Works Sanitary Sewer/Storm Drainage Systems Division.  The Ideal Candidate for the current vacancy is someone who has a good understanding of all aspects of underground sewer/storm drain maintenance and repairs, and is familiar with the operation of light and heavy equipment.  This position requires a “team player” with good interpersonal, time management, and communication skills.  Candidate must be able to follow direction and display good judgment, as well as be organized, flexible, approachable, resourceful, and a positive team contributor.  Current and valid distribution certifications and Class A/B commercial driver’s license are highly desirable.

 

Utilities Maintenance Worker I:

This is the entry level class in the Utilities Maintenance Worker series.  The Utilities Maintenance Worker I may often perform many of the duties required of Utilities Maintenance Workers II but is not expected to have the depth of experience, skill level and certifications of the Utilities Maintenance Worker II. As a result, the Utilities Maintenance Worker I will have fewer opportunities to exercise independent discretion and judgment on matters related to work procedures and methods.

 

Utilities Maintenance Worker II:

This is the Journey level in the Utilities Maintenance Worker series. This class differs from Utilities Maintenance Worker I in that incumbent perform more complex maintenance duties including working independently, exercising judgment, and operating the full range of tools and mechanical equipment related to a specific assignment.  The Utilities Maintenance Worker II may also be expected to assist in the oversight and training of less experienced personnel. Positions in this class are flexibly staffed and are normally filled by advancement from the I level, or by candidates with prior work experience elsewhere.

 

ESSENTIAL JOB FUNCTIONS 

The following are typical illustrations of duties encompassed by the job class; this is not an all-inclusive or limiting list:

 

Operate a variety of light and moderately heavy construction and maintenance equipment such as a loader, dump truck, water truck, steel rollers, High Velocity Vacuum Cleaner, mole trencher, and rubber-tired tractor with all attachments; Operate a forklift as assigned and trained; Perform general maintenance and repair on water distribution and/or storm and wastewater collection facilities including (but not limited to) installation, testing, and backfill of service laterals. 

Use the Closed-Circuit Television Truck, sewer cable machine, flush sewer laterals and mains, assist in sewer tap installations, clean storm drain lines and catch basins

Operate equipment and vehicles with possession of all necessary licenses and certificates; Take meter and gauge readings; Accurately maintain records and reports; Utilize proper safety precautions related to all performed work; Comply with the policies and procedures in the department Injury & Illness Prevention Program (IIPP); Regular, predictable, consistent and timely attendance is an essential function of the position, in that the employee must be present to work on facilities and equipment impacting on the public’s health and safety

 

OTHER JOB FUNCTIONS 

Respond to inquiries from the general public; Prepare as-built sketches when required to convey information to engineering for graphic documentation; Check water meters for proper operation; Troubleshoot registers and repair as necessary; Initiate and discontinue water service to customer accounts as directed; Operate telemetering and flow monitoring equipment; Work cooperatively with others; Perform related duties as assigned; Both assignments will require employees to be “On Call” as needed. 

 

QUALIFICATIONS

Utilities Maintenance Worker I

Education: High School Diploma or equivalent.  Courses in, or graduation from, the American Public Works Association’s Public Works Institute is desirable

Experience:  One (1) year of experience in construction or related field.

License and Certificate: 

• Grade I Wastewater Collections System Maintenance certificate issued by California Water Environment Association upon permanent employment

• Possession of a valid California Driver's License
• Class B Driver’s permit and DMV Medical Certification are required within three (3) months of hire

 

Prior to Permanent Appointment Employee Must Obtain:

• Valid Class B Driver's License with Tank and Air Brake Endorsement
• Work Zone Safety certification issued by the International Municipal Signal Association
• First Aid and CPR certifications
• Competent Person certification
• Confined Space certification

 

Utilities Maintenance Worker II

Education: 

• Requires a High School Diploma or equivalent. 
• Courses in, or graduation from, the American Public Works Association’s Public Works Institute is desirable.

 

Experience: 

• Requires at least one (1) year of experience performing duties comparable to those of a Utilities Maintenance Worker I.

 

License and Certificate:

Sanitary Sewer/Storm Drainage Systems Assignment

• Requires possession of Grade II Wastewater Collections System Maintenance certificate issued by California Water Environment Association within 18 months of hire.
• A Pipeline Assessment and Certification Program certificate issued by the National Association of Sewer System Companies (NASSCO) is desirable.

POSITION

To assist in planning, implementing, coordinating, and evaluating recreation programs and events, including but not limited to Teen Programs, Youth Programs, Aquatic Programs, Senior Programs, Adult Programs, promotional events, special events and excursions. QUALIFICATIONS

When assigned to Aquatics:

The Recreation Coordinator will be responsible to perform lifeguarding duties, ensuring the safety of patrons, enforcing pool regulations, and responding to emergencies as needed. Additionally, they will need to train, certify, supervise and schedule lifeguards. During operating hours, on-site presence is required to ensure smooth operations and safety compliance.

When assigned to Youth Program(s) (i.e. Teen Programs, Youth Programs, etc.):

The Recreation Coordinator will be responsible for developing, coordinating, and supervising youth-oriented programs. Specific duties include: Planning and implementing recreational, educational, and enrichment activities tailored to different age groups. Recruiting, training, scheduling, and supervising program staff, volunteers, and instructors. Ensuring a safe and inclusive environment by enforcing program policies and addressing behavioral issues, as needed. May be required to perform lifeguard duties, as needed.

Minimum Education and Experience:

Education: High School diploma or equivalent. Bachelor's Degree from an accredited college or university with major course work in recreation or a related field is preferred.

Experience: Two (2) years of increasing responsible experience in the delivery of recreation services. A bachelor’s degree may be substituted for one (1) year of experience.

Licenses or Certificates: Required upon hire: Valid California Driver’s license

Required within six (6) months of hire:

Possession and maintenance of a current American Red Cross First Aid Certificate or equivalent.

Current American Red Cross Community CPR Certificate (or equivalent)

When assigned to aquatics (in addition to recreation programs), the following are required and must be maintained during the course of employment:

Required upon hire: Valid California Driver’s license, American Red Cross Lifeguard Training with CPR and First Aid (or equivalent)

Required within six (6) months of hire: American Red Cross Water Safety Instructor (or equivalent), American Red Cross Lifeguard Instructor Trainer, First Aid for Public Safety Personnel (Title 22 equivalent).

The City of Dixon is excited to announce an exciting career opportunity!  We are currently recruiting for the position of Public Works Superintendent in our dynamic Public Works Department. This key leadership role plays a vital part in shaping the heart of our community.  This position is will be is is responsible for planning, organizing, implementing, and supervising a wide range of Public Works Operations — including the operation and maintenance of parks, public buildings, streets, streetscapes, storm drains, and municipal garage facilities.

This is a mid-management classification with broad responsibility for overseeing Public Works Operations. THE POSITION

Tri-City Mental Health Authority is currently hiring to fill two (2) full-time vacancies for the position of Peer Support Specialist I/II (PSS) within the Mobile Crisis Care Program (MCCP). This position requires individuals to work on-site 5 days a week from 9:00am to 5:30pm, until training is successfully completed. Once fully trained, your schedule may adjust based on team needs and role requirements. 

Tri-City is looking for individuals to serve as a Peer Support Specialist I/II on a full-time basis for the MCCP. The MCCP Peer Support Specialist will be part of a team that provides crisis intervention and stabilization, linkage and referral, consultation, and education within the scope of practice. The MCCP Peer Support Specialist will report to the Mobile Crisis Care Clinical Supervisor and Clinical Program Manager.

This position is responsible for a variety of ongoing responsibilities, including, but not limited to:

• Respond to client's (Full-Service Partnership and Adult and Children’s Outpatient Programs & other specialty mental health services) crisis calls with or without law enforcement;

• Perform field-based & telephone emergency mental health evaluations & crisis stabilization in accordance with agency procedure;

• Provide crisis intervention & stabilization services to individuals, groups, and families;

• Identify treatment needs & make appropriate referrals for necessary services;

• Perform triage & linkages to non-client community members in the Tri-City catchment areas. Provides peer-to-peer support services in the office and/or in the field including, but not limited to outreach, support, encouragement, guidance, advocacy, & referrals to external resources & services for clients & their families; builds rapport with clients & their families through sharing stories of lived experience and recovery.

Under general supervision, the Water Technician I/II performs skilled and semi-skilled work in the operation and maintenance of the City's wells, storage tanks, pumping systems, distribution system and meters; assists in the training and technical supervision of lower-level positions if assigned; and performs other related duties as required.

 

DISTINGUISHING CHARACTERISTICS

Water Technician I

The Water Technician I is the entry level class in the Water Technician series that allows the incumbent to develop journey level knowledge and abilities. Initially, under immediate supervision, incumbents perform duties of a more routine nature and learn City policies and specific methods and techniques of operation and maintenance of the City's water system. This class is alternately staffed with Water Technician II and incumbents may advance to the higher-level after gaining experience, obtaining required certifications and demonstrating a level of proficiency that meets the qualifications of the higher-level class.

Water Technician II

The Water Technician II is the journey level class responsible for performing the full scope of assigned duties. Incumbents perform the full array of skilled and semi-skilled work in the operation of the City's wells, storage tanks, pumping systems and distribution system to ensure compliance with federal and state drinking water standards. Employees at this level receive only occasional instruction or assistance and are expected to work in an independent manner. This class is distinguished from the next higher classification of Senior Water Technician, in that the latter is responsible for crew supervision and scheduling.

SUPERVISION RECEIVED/EXERCISED

Water Technician I

Receives immediate supervision from a Senior Water Technician or the Utilities Maintenance Supervisor. May receive functional and technical supervision from a Water Technician II. Incumbents in this classification do not routinely exercise supervision.

Water Technician II

Receives general supervision from a Senior Water Technician or the Utilities Maintenance Supervisor. As required, may exercise technical and functional supervision over assigned staff. 

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

• Performs skilled and semi-skilled work in the operation and maintenance of the City's wells, storage tanks, pumping systems, distribution systems and meters; operates and checks well production equipment, regulating booster pumps and valves to meet water demands; repairs water system equipment and related transmission and distribution systems as required; locates and repairs water service connections.
• Performs chemical treatments and chlorine residual checks at wells; disinfects water within the system including wells, treatment plants, storage tanks and the distribution system; inspects and tests water, controls and water system tools and equipment for safety and mechanical defects; performs backflow testing; provides quality assurance and insures that testing and analysis is conducted within safety standards established by federal, state and local laws, ordinance and regulations; maintains' accurate records and logs including flow records and chemical usage; completes periodic reports as required by regulatory agencies.
• Repairs, retrofits and installs meters; orders meters and meter parts for retrofit; reads meters to determine monthly water usage; submits meter data for processing of customer bills; troubleshoots and corrects a variety of electrical and mechanical problems involving pumping and measuring equipment; performs regular preventative maintenance on water system equipment.
• Orders parts, supplies and equipment; properly stores and maintains materials and supplies; maintains appropriate inventories to ensure adequate reserves and spare parts; maintains well sites, storage tank properties and equipment in a clean and orderly manner; maintains and paints equipment, structures, pipelines, and storage tanks; performs ground maintenance at water facility sites.
• Demonstrates a full understanding of applicable policies, procedures and work methods associated with assigned duties; may serve in a lead capacity in the training and technical supervision of assigned personnel; monitors the status of flows and equipment, using technical information such as force main pressure, wet well elevation, water elevation in the flow control structure, electrical system voltages, and computer system outputs; responds to afterhours call-outs if assigned.
• Responds to questions and concerns from the general public regarding water service issues; provides information as is appropriate and resolves complaints; investigates complaints or claims against the City.
• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff, and the public.

 

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions including wet, hot and cold. The incumbent may use disinfecting, and lubricating chemicals, which may expose the employee to fumes, dust and air contaminants. The nature of the work also requires the incumbent to climb ladders, use power and noise producing tools and equipment, drive motorized vehicles and construction equipment, and work in confined spaces.

 

KNOWLEDGE/SKILLS/ABILITIES

Knowledge of: Modern principles, practices, methods and materials used in the operation, maintenance and treatment of a potable water facilities; operational characteristics of water facility equipment, including pumps, electric motors, piping, wells, hydrants, valves, meters and tanks; characteristics and problems involved with backflow prevention and cross-connection control programs; principles and practices of bacteriological sampling techniques and mathematical analysis; applicable federal, state and local laws, codes and regulations; operating characteristics and safety requirements for operation of heavy and light equipment; proper lifting procedures; methods and techniques for record keeping; basic principles of mathematics; occupational hazards and standard safety procedures.

Skill to: Operate an office computer and a variety of word processing and water related software applications; safely and effectively operate a variety of maintenance and testing equipment used in the operation of potable water systems.

Ability to: Perform maintenance, repair and installation of water facilities and related equipment; implement water quality testing programs, backflow testing, hydrant flushing/testing and valve exercising; perform periodic preventative maintenance on system components; respond to issues and concerns from the community; interpret, explain and apply applicable laws, codes and regulations; operate a variety of construction equipment, vehicles, and power and hand tools; perform heavy manual labor for extended periods of time; maintain a variety of records; work at substantial heights; make adjustments to standard operating procedures as is appropriate; organize, prioritize and follow-up on work assignments; work independently and as part of a team; make sound decisions within established guidelines; follow written and oral directions; observe safety principles and work in a safe manner; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships.

THE POSITION

Tri-City Mental Health Authority is currently hiring to fill vacancies for the position of Psychiatric Technician I/II (Licensed) within the Mobile Crisis Care Program (MCCP) for the night shift. 

Tri-City’s MCCP operates 24/7 to provide crucial support in mobile crises. As such, the schedule will involve a 3/12 shift pattern, consisting of three twelve-hour days per workweek and one alternating eight-hour day every other week. Shifts may include weekends, daytime hours, and holidays.

This position will first work a 5/40 schedule for approximately 3-6 months of training before transitioning into the night shift schedule.

Examples of night shifts are included below:

• Night Shifts: 7:00 PM - 7:00 AM, 7:00 PM - 3:00 AM, 8:00 PM - 8:00 AM, or 8:00 PM - 4:00 AM

Tri-City is looking for individuals to serve as a Psychiatric Technician I/II (Licensed) on a full-time basis for the MCCP. The MCCP Psychiatric Technician will be part of a team that provides crisis intervention and stabilization, linkage and referral, consultation, and education within the scope of practice. The MCCP Psychiatric Technician will report to the Mobile Crisis Care Clinical Supervisor and Clinical Program Manager.

This position is responsible for a variety of ongoing responsibilities including, but are not limited to, the following:

Positions at the Psychiatric Technician I level may perform some of these duties and responsibilities in a learning capacity.

• Under the direction of clinical staff, provides medication management services to a caseload of clients in the office and in the field; ensures the proper acquisition and administration of medication.
   
• Provides education and training to clients, their families, and/or staff on the proper care and use of medications, including symptoms of, reactions to, or side effects of, specific medications; informs clients of the impact of abuse and/or misuse of medications.
   
• Conducts home/field visits to evaluate client’s physical environment and behavior such as anxiety, withdrawals, and behavioral health progression/regression.
   
• Takes and records measures of clients’ vital signs, physical condition, and behaviors; assists and observes clients self-dispense medication as prescribed by a psychiatrist and administers scheduled injections.
   
• Conducts medication checks on clients to assess their overall medication management capabilities; takes appropriate action if client poses danger with respect to the use or abuse of medication; observes, evaluates, records, and reports to professional staff changes in client’s condition.
   
• Motivates clients to develop self-reliance in daily living; encourages clients to participate in group and/or individual therapy/program activities.

• Perform field-based and telephone emergency mental health evaluations and crisis stabilization in accordance with agency procedure;

• Identify treatment needs and make appropriate referrals for necessary services;
   

• Assist clients and relatives with understanding behavioral health problems and their reaction to them;
