The Parking Services Department is an integral part of life in San Rafael.  Not only do our employees interact with people every day, but parking is part of the life blood of the city, and no city can be successful without sufficient parking capacity and a clear perspective on how to best to manage it.  The Parking Services Department supports the safe, efficient, and accessible use of public streets, parking facilities, and transportation infrastructure throughout the City.  The department helps maintain traffic flow, promotes turnover in parking spaces to support local businesses, and ensures compliance with parking regulations.

THE POSITION

The San Rafael Parking Services Department is seeking a full-time Parking Enforcement Officer to join our Parking Services Team.  The Parking Enforcement Officer patrols assigned areas such as public parking lots or sections of the city to issue tickets to overtime parking violators, enforces parking laws and abandoned vehicle abatement program.

The ideal candidate for the Parking Enforcement Officer position is dependable, observant, and committed to public service.  They demonstrate strong interpersonal and communication skills while interacting professionally and respectfully with community members in a variety of situations.  The candidate is comfortable working independently outdoors in all weather conditions and is capable of enforcing municipal parking regulations fairly, consistently, and with sound judgment.

• Issues parking citations using hand-0held computers

Under general supervision of a Police Sergeant, the non-sworn Community Service Aide provides technical police services in crime prevention, crime investigation, and crime response which do not require full police powers and assists police officers in the maintenance of law and order.

CLASS CHACTERISTICS
The Community Service Aide is a journey-level classification, fully competent to independently perform a variety of patrol and special assignment support duties. A Community Service Aide may be assigned to an organizational unit including Community Oriented Policing and Problem Solving (COPPS) and Investigations. This classification has clear guidelines to help with independent decision-making, and supervision is available when unusual or complex situations arise.

EXAMPLES OF DUTIES (illustrative only):

• Receive and transmit calls for service over the police radio.
• Issue vehicle parking and registration citations.
• Mark, arrange tow, and maintain files for abandoned vehicles; cite vehicle/owner for violation after a given period of time of being marked.
• Direct traffic at major injury collisions, chemical spills, malfunctioning traffic signals, and special events.
• Drive a marked police vehicle; transport children to foster care facilities, citizens including stranded motorists, and city staff; deliver messages, property, and evidence as dispatched to court, citizens, or other agencies.
• Interview witnesses or others involved search for, collect, and identify evidence; and write reports for crimes with no suspect, lost and found cases, and non-injury collisions.
• Engage in general patrol observation; report any suspicious activity to dispatch and patrol officers.
• Patrol and enforce animal regulation laws and ordinances, which include receiving and investigating complaints and reports regarding stray, dangerous, unwanted or improperly controlled dogs, livestock and other animals; answering emergency calls and investigating persons bitten and quarantining the animal; and impounding, transporting and giving first aid to animals.
• Verify and certify mechanical violations receiving a citation have been corrected.
• Search files for information to aid in apprehending a criminal, returning lost property, determining the disposition of a vehicle and other problem resolution.
• Assist in the processing of evidence to include crime scene photography, sketching, video, evidence collection, and preservation as well as other duties associated with evidence processing. Assist in routine equipment/vehicle maintenance.
• Assist with clerical functions such as entering data and conducting file searches on the computer and typing filing, and form completion.
• Provide municipal code updates and additions for best practices and law changes.
• Coordinate training of both current employees (CPT) and new employees (FTO).
• Testify in court.
• Inspect and clean the holding facilities and radio-equipped vehicles in order to maintain health/safety standards.
• Search and/or obtain specimens from same-sex prisoners.
• Performs related work as required.

Community Oriented Policing and Problem Solving (COPPS):

• Perform community outreach.
• Assist, participate, and support community events (e.g., Shop with a Cop Coffee with Cops, National Night Out, Summer Sandlot etc.).
• Assist with the neighborhood watch program/meetings.
• Assist with COPPS unit projects.
• Liaison with Youth and Family Services (YFS).
• Performs related work in COPPS as required.

Investigations:

• Ensure registration of habitual sex and narcotic offenders are complete and organized.
• Attend a basic POST approved Crime Scene Investigation course and other applicable, advanced trainings.
• Assist with the collection and preservation of evidence to include taking crime scene photographs, searching and dusting for latent fingerprints, crime scene diagrams, laser scanning of crime scenes, and attending autopsies. Arrange for proper identification of evidence.
• Assist Detectives with basic investigative follow-up (e.g. no identified suspect fingerprint results, gather surveillance footage, etc.)
• Performs related work in Investigations as required.

Under general supervision, provides a variety of routine to complex clerical support services within assigned police areas, including but not limited to: typing, word processing, transcribing detailed and confidential material, record keeping and filing, and assisting with the administration of the Police Department’s budget. Performs related work as assigned.

CLASS CHARACTERISITICS:

The Police Office Assistant is a journey-level position, fully competent to independently perform a variety of office support duties. All positions are characterized by the presence of fairly clear guidelines from which to make decisions and the availability of supervision in non- routine circumstances. The Parking Enforcement Officer (PEO) performs a variety of law enforcement support duties with the majority of responsibilities involving enforcement of parking rules and regulations in an assigned area while driving a parking enforcement scooter or car or walking on foot. Duties include  reporting defective street signs, pavement markings and parking meters; providing information to the public concerning city geography, location of buildings, public transit stations and stops, and city functions and offices, impounding and providing for the storage of vehicles as necessary, responding to low priority city ordinance violations, assisting with simple evidence collection as needed, assisting with report taking as necessary, and performing related work as required to assist the patrol staff.   

The PEO will use a computer to make entries, update and make corrections to information and keep a variety of detailed logs and files, while also using a variety of law enforcement communication equipment.  In addition to issuing warnings and citations, the PEO may testify in court regarding citations issued and other events.  These duties will be performed under general supervision and when assigned, working with other staff. The majority of the workday will be spent on the field (i.e., outside) in various weather conditions.

A typical schedule is four 10-hour days per week including weekends, nights, and holidays.  The PEO is a physically demanding position as stooping, lifting, kneeling and reaching overhead and forward is required daily.

The City of Newark is looking for General Laborer to be an integral member of the Maintenance Division within the Public Works Department. Under supervision the incumbent will perform tasks to include general cleaning and maintenance of city parks to include planting of trees, shrubs, pruning, fertilizing and watering, mowing and edging turf areas, as well as trash removal from parks, roadways, and medians. Equivalent to a Doctorate of Medicine from an accredited medical college or university and five (5) years of increasingly responsible experience in the practice of clinical medicine. Experience must include completion of an accredited residency in an applicable field and two years of experience as a licensed Physician working in a specialty area such as disease control and adult health or maternal and child health.

Desirable qualifications include a degree in Public Health, experience in working with community groups, and Board Certification in a Medical Specialty relevant to public health such as family medicine, pediatrics, or preventive medicine.

THE POSITION

The City is currently seeking General Maintenance Workers. This temporary position works with the City’s maintenance staff to perform: unskilled labor in the parks and landscape medians, street and sidewalk maintenance, street sign maintenance, and fleet building maintenance. Duties include, but are not limited to: raking, emptying trash cans and litter removal, irrigation repair, weeding, edging, street sign maintenance and graffiti removal. THE DEPARTMENT

The San Rafael Police Department (SRPD) is deeply committed to building a better San Rafael community – providing essential services, quality of life programs, and working to enhance community safety for everyone in San Rafael. The department works to meet these goals with approved headcount of 93 FTE and an operating budget of approximately $31 million in Fiscal Year 2025-26.

THE POSITION

The Open Space Ranger will primarily work in the open space areas of incorporated San Rafael.  The Ranger will be responsible for judiciously enforcing all laws, with particular emphasis on identifying unlawful campsites mitigating fire hazards, and coordinating with other private, city, county, and state agencies to clean up the campsites.  They will work with patrol officers, business owners, residents, and other members of the public to prevent crime, resolve problems, and solve crime.  The Ranger is responsible for keeping accurate records and must remain organized.  The Ranger will use a variety of methods to accomplish their goals, including foot patrol, bicycle patrol, 4-wheel drive truck, and the ATV.  

ESSENTIAL DUTIES AND RESPONSIBILITIES (including but not limited to): 

• Patrol designated open space areas within the City using foot, bicycle, ATV, and four-wheel drive vehicle patrols.
• Enforce federal, state, and local laws and City ordinances, with particular emphasis on open space regulations.
• Identify, investigate, and address unlawful encampments in open space areas in coordination with City, County, and State partners.
• Mitigate public safety and environmental hazards, including fire risk, illegal dumping, and resource damage.
• Mitigate fire risk through ignition reduction, coordination with Marin Wildfire Prevention Officers, and vegetation abatement for fire road access.
• Removal of ignition sources (warming fires, propane tanks, etc.) in open space.
• Conduct proactive crime prevention, enforcement, and problem-solving activities in parks and open space areas.
• Respond to calls for service related to open space areas, including quality-of-life issues, suspicious activity, and criminal behavior.
• Coordinate cleanup operations with Public Works, Parks, Fire Code Enforcement, and outside agencies.
• Engage with community members, hikers, residents, business owners, and visitors to promote safety and voluntary compliance.
• Prepare clear, accurate, and timely reports, citations, and documentation related to enforcement actions and activitIes.
• Collect evidence, conduct investigations, and follow up on criminal cases occurring in open space areas.
• Provide court testimony as required.
• Assist with emergency response operations, including search and rescue and wildfire-related incidents.

SELECTION PROCEDURE

Apply - submit a completed City of Hayward job application, license, and responses to the Supplemental Questionnaire, which fully describe the nature of their professional experience and qualifications.

C. Completion of the supplemental questionnaire

The rating of the supplemental questions may determine application status and/or rank on the eligible list. Applications submitted without all required materials will not be considered.

Job Related Testing -

Supplemental Questionnaire Review will take place on a Bi-Weekly Basis

The examination process will result in a ranked eligible register of candidates for hiring consideration by the department derived from any of the exam processes mentioned above.

Department Interviews - Actual hire depends on success in the departmental selection process.  Include specific or approximate dates here.

Candidates under final consideration for employment with the City should expect to undergo an employment background/reference check that may include, but is not limited to: employment history verification, medical evaluation, confirmation of educational credentials and degrees, licenses including driver's license, registrations, certificates, and other credentials as part of the appointment process. Some positions, depending on the nature of the work, also require a credit check and a review of Summary Criminal History obtained from the State Department of Justice through Live Scan Fingerprinting.
