HOUSING OFFICER

The City of Sunnyvale is seeking a Housing Officer to oversee the Housing Division in the Community Development Department, responsible for the City's affordable housing programs, human services funding, federal grants and homeless services. The ideal candidate will be a passionate affordable housing professional known for being creative and solution-oriented and will be well-versed in state and federal housing legislation and familiar with the unique challenges presented by California's housing market. This position manages the City's varied federal, state and local housing programs and projects and is responsible for managing the technical, fiscal and policy aspects of complex projects and programs. This position serves as liaison to the Housing and Human Services Commission which advises the City Council on funding and policy related to affordable housing and human services. The Housing Officer needs to work collaboratively with the Director, the other two program managers, the Housing Division staff, and many directors and program managers in other City Departments. Excellent written and spoken communication is required along with an excellent rapport with stakeholders and colleagues.

Currently, major work efforts include implementation of the 2023-2031 Housing Element Programs and establishment of programs to assist unhoused members of the community. THE POSITION

Under administrative direction, the City Engineer plans, organizes, coordinates and directs all Engineering Division activities of the various functional units including capital project design and construction administration, development review, traffic engineering, signal and streetlight maintenance and storm water program administration; provides professional assistance to City staff in areas of responsibility; performs related work as required.

CLASS CHARACTERISITICS

The City Engineer is a single incumbent class at the middle management level. The City Engineer is responsible for the direction and management of activities and achievement of division goals established for the Engineering Division.

Position Duties

The Department of Transportation is currently seeking to fill 1 vacancy for the Principal Construction Inspector position in the Pavement Maintenance Division. The Pavement Maintenance Division plays a critical role in the maintenance and rehabilitation of approximately 2,500 (30-ft equivalent) miles of pavement, overseeing the maintenance of approximately 250 bridges, and over 29,000 ADA curb ramps citywide. 

In the DOT Pavement Maintenance Division, the Principal Construction Inspector performs  the following duties:

• Assist in project scoping, planning, and delivery services through close collaboration with the Pavement Engineering team

• Supervise the pavement maintenance inspection team that consists of Senior and Associate Construction Inspectors

• Plan, coordinate, and allocate inspection resources across multiple projects to ensure adequate coverage, balanced workloads, and timely completion of assignments, while effectively managing competing deadlines and priorities

• Coordinate work of the inspection staff with the Senior Engineers

• Conduct spot check inspections on the pavement maintenance and ADA curb ramp projects, review, and interpret construction plans and specifications ensuring that contractor work meets City Standards Specifications, and signs final inspection notices

• Cross train field inspection staff across programs to ensure proficiency in a variety of inspection areas

• Provides administration and oversight of project management system by assisting users, reviewing project daily logs, ensuring continuity across projects, reviewing and approving pay letters, and troubleshooting software issues

In the DOT Sidewalks team, the Principal Construction Inspector performs the following duties:

• Supervise and track inspection team performance

• Provide quarterly performance measures reports

• Verify inspectors assigning maintenance work are within the allocated budget

Minimum Qualifications

Education: Any combination of training and experience equivalent to successful completion of high school

Experience: 

• Nine (9) years of increasingly responsible sub-professional engineering/construction inspection work, including three (3) years at the level of Senior Construction Inspector, Senior Engineering Technician, Party Chief, or equivalent 

• (Completion of a terminal curriculum in engineering technology equivalent to that given in an accredited California junior college or two (2) years of college engineering courses may be substituted for two (2) years of the required remaining experience)

Certifications/Licenses: Possession of a valid driver's license in the State of California

The Department: 

The Department of Public Works (DPW) constructs, maintains and improves various components of the City’s infrastructure and provides quality, cost-effective, timely services to the residents and businesses of Santa Clara. DPW is responsible for a wide variety of programs throughout the city which include implementation of solid waste and urban run-off pollution prevention programs, design, construction management, inspection and maintenance of City streets, bridges, storm drain systems, traffic signal systems, building facilities, fleet, street trees, landscaping and the closed landfill.

The Position: 

This is the second level paraprofessional position in the Staff Aide series requiring the frequent use of independent judgment and interpretive ability related to research, analysis, and report writing. An incumbent in this classification performs work of a varied and responsible nature under general direction with some responsibility for the follow-through on details of assigned projects. This classification is distinguished from a Staff Aide II in that the Staff Aide II – Environmental Programs is a public facing role with specific knowledge of solid waste, source reduction, recycling, and urban runoff pollution prevention.

• Responds to public inquiries regarding zoning and related matters on the phone, via email, and at the Planning Counter.

Senior Environmental Engineer Annual Salary: $134,803 – 185,164 DOE/DOQ

Initial placement in the salary range is typically within the first half of the range; however, in certain circumstances (i.e. an experienced lateral candidate) placement at or above the midpoint may be considered. The last 3% of the salary range requires five year of City of Gilroy service and strong work performance – see MOU for specific requirements.
 

PLUS, all positions will receive a benefits package that includes: 

Comprehensive Benefits Package:

• Work Schedule: 9/80 work schedules available (every other Friday off); work is on-site.
• Retirement: CalPERS 2.5% @ 55 for Classic members; 2% @ 62 for PEPRA members. The City of Gilroy does not participate in social security, only Medicare.
• Health Insurance: Choice of CalPERS PPO and HMO plans; City contributes to premiums. Option to waive medical coverage and elect a cash back option of $600-$700; amount varies depending on dental plan selected. 
• Dental Insurance: Mandatory enrollment in Delta Dental PPO or HMO plans for employees and eligible dependents.
• Vision Insurance: Optional enrollment in Superior Vision plan.
• Life and AD&D Insurance: City-paid life insurance equal to 100% of annual salary.
• Long-Term Disability: City-paid coverage providing up to 60% of salary after a 90-day waiting period.
• Flexible Spending Accounts (FSA): Options for Health ($2,000 max), Dependent Care ($5,000 max), and Commuter Benefits ($270 max).
• Employee Assistance Program (EAP): Up to 12 free counseling sessions per year/per issue, plus financial and legal consultations.
• Leave Accruals: Vacation (2–4 weeks based on service), 12 sick days annually, and 10 paid holidays.
• Deferred Compensation: Three 457 plans available with a City contribution of $30 per month.
