The City of Pacifica's Public Works Department is recruiting for a Building Maintenance Specialist. This is a full-time position with benefits and a compensation schedule range of $6529- $7,755 per month. This position works a 9/80 schedule, with every other Friday off. This position is included in a bargaining unit under Teamsters MISC Local No. 856.

DEFINITION

Under general supervision, to perform skilled carpentry, plumbing, mechanical and electrical work involving rough and finished construction, installation, and repair work

DISTINGUISHING CHARACTERISTICS

This is the skilled level class in the building maintenance series.

SUPERVISION RECEIVED AND EXERCISED

Receive general supervision from higher-level staff.

ESSENTIAL FUNCTIONS - INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:

• Operates woodworking machinery such as sanders, planers, and power saws in the construction of cabinets, shelves, stairways, and other wooden articles or structures;
• Hangs doors and installs wooden sashes;
• Lays finished flooring;
• Instels, remodels, repairs and maintains electric, HVAC, wiring and plumbing systems, furniture, roofs, and other general repairds to buildings;
• Installs wall board;
• Prepares walls for plastering and refinishing;
• Maintains and services carpentry equipment and tools;
• Repairs small motors, heaters, boilers, and broken water lines; may do occasional general public works construction and maintenance work.
• Perform related duties and responsibilities as required and other duties as assigned.

QUALIFICATIONS

Knowledge of

• Materials and methods used in both rough and finished carpentry and most other areas of the construction field;
• Plumbing maintenance, installation, and finishing

Skill/Ability to

• Prepare rough sketches of work and estimates of materials and labor;
• Read blueprints and work according to plans and specifications;
• Carry out oral and written directions;
• Use and operate mechanical tools; ;
• Work with others.

EDUCATION AND TRAINING

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way of qualifying is:

Experience: Two years of progressively responsible experience performing public works building maintenance duties

Substitution: Completion of an accredited apprenticeship in the construction field or may substitute for two years.

Training: Graduation from high school and

LICENSE

Ability to drive and possess a valid California driver’s license.  May be required to qualify for and obtain a Class A or Class B driver’s license and be subject to random drug and alcohol testing under the Department of Transportation regulations.

DEFINITION

DISTINGUISHING CHARACTERISTICS

The Code Enforcement Officer I
The Code Enforcement Officer I is the entry level class in the code enforcement series that allows the incumbent to develop journey level knowledge and abilities. Initially, under immediate supervision, incumbents perform the more routine and less complex code enforcement assignments while learning City policies and procedures. As experience is gained, there is greater independence of action within established guidelines. This classification is alternatively staffed with Code Enforcement II and incumbents may advance to the higher level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher-level class.

The Code Enforcement Officer II
The Code Enforcement Officer II is the journey level class in which incumbents are expected to independently perform the full scope of assigned duties. Incumbents are responsible for performing the full range of inspection and code enforcement responsibilities involving codes and regulations in a broad range of areas, including zoning, building, fire, health and safety. The work requires independence and discretion in working with the public and in conducting field inspections and involves a proactive implementation of applicable codes and regulations. This classification is distinguished from the Building Inspector class by the performance of duties primarily related to zoning and code violations.

SUPERVISION RECEIVED/EXERCISED

The Code Enforcement Officer I
The Code Enforcement Officer I receives immediate supervision from the City Manager. Incumbents of this classification do not routinely exercise supervision.

The Code Enforcement Officer II
The Code Enforcement Officer II receives general supervision from the City Manager and may exercise technical and functional supervision over assigned staff.

ESSENTIAL FUNCTIONS     (Include but are not limited to the following)

• Performs residential, commercial, industrial and site inspections; determines existence and type of code violation; compiles, analyzes and evaluates findings of investigations and inspections; coordinates with property owners or their representatives and other regulatory agencies to take corrective action; performs follow-up inspections and investigation as required; ensures compliance with all applicable municipal codes and regulations; issues administrative citations for non-compliance.
• Interprets, applies and explains applicable municipal codes, zoning ordinances, building codes, vehicle codes, state housing, health and safety codes, relocation regulations, Community Development Block Grant (CDBG) administrative requirements and other related laws, codes and regulations; advises property owners on the requirements for compliance; explains processes and procedures for obtaining compliance or appropriate permits.
• Maintains clear, concise and comprehensive records and reports related to enforcement activities; composes and types correspondence, reports, forms and specialized documents; maintains communication/action logs for code enforcement cases; enters and retrieves information from automated records systems; prepares notices of violation and orders.
• Photographs violations; gathers evidence and prepares cases for court proceedings; produces photographs and records of violations for evidence; represents the City in court regarding noncompliance if required.
• Responds to questions and concerns from the public, departmental staff and other agencies; provides information as appropriate and resolves service issues and complaints; cooperates with other agencies, neighborhood improvement groups and organizations interested in neighborhood beautification, improvement and clean up.
• May be assigned on a City-wide basis or in targeted areas of the City.
• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff and the public.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when making inspection, reading written reports and work-related documents. Acute hearing is required when providing phone and personal service. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions, including wet, hot and cold. Incumbents may frequently deal with irate members of the public.

The Parks and Recreation Department is seeking a qualified person for the position of Administrative Support (casual, part-time position).  Below you will find a general description of the position, however we are in need of someone to assist us with the following essential duties/tasks:

• General office support (i.e., answering phones, computer input, customer service).
• Prepare Commission agenda, post/notice, and take and prepare meeting minutes monthly.

The City of Foster City is seeking energetic, self-motivated, and organized candidates for the Deputy City Clerk position in the Communications/City Clerk Department. Education: Equivalent to completion of the twelfth (12th) grade supplemented by course work in public administration or a closely related field.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process.

The process will consist of an Oral Panel Interview (weighted 80%) and a written exercise (weighted 20%). An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. The Communications/City Clerk department will make the hiring decision.

The Department

DEFINITION

Under immediate and general supervision, classes in this three-level series provide a wide variety of responsible and complex administrative, secretarial and clerical duties for an assigned department and department head, to coordinate and participate in office functions in support of the department's goals and objectives; to provide information and assistance to employees and the public regarding departmental policies and procedures.

DISTINGUISHING CHARACTERISTICS

The emphasis of the Administrative Assistant series is on the accomplishment of general clerical and administrative support duties.

Administrative Assistant I

This is the entry level in the series. Employees perform routine duties under immediate supervision.

Administrative Assistant II

The is the journey level in the series. Employees perform both routine and more complex duties under general supervision.

SUPERVISION RECEIVED AND EXERCISED

Immediate supervision is provided to the Administrative Assistant I. General supervision provided to the Administrative II and III is provided by the department head of designee. The Administrative Assistant III may lead or supervise assigned staff.

The City of Burlingame Department of Public Works is currently recruiting for a Senior Civil Engineer.  This is a senior level position that manages staff and major program areas in the Engineering Division; performs professional engineering work, project management and coordination of a variety of public works and transportation projects. Performs difficult, professional civil engineering work in the planning and design of street, water, sewer and other public works facilities. Coordinates with City Departments, private engineers, inspectors and contractors on technical details of public works facilities. This is a full-time position that requires significant administrative, analytical and technical skills acquired by advanced professional training and experience. Incumbents of this classification are expected to have a breadth of knowledge and experience to successfully manage complex projects with considerable independence.

Essential Functions (including but are not limited to the following)

• Must be able to work independently with minimum supervision and guidance from the Assistant Director of Public Works;
• Must be able to plan and manage complex projects, perform difficult and complex engineering work, project management and represent the engineering division at City Council and Commission Meetings in the absence of the Assistant Director of Public Works;
• Strong written and verbal communication skills for preparing Engineering reports and making presentations to the public and agencies;
• Supervises and participates in the design of engineering plans and specifications for the construction of streets, street lighting, traffic signals, parks and recreation facilities, building facilities, storm, sanitary sewer and water systems, parking facilities and other structures;
• Manage preliminary design studies to determine the most economical and satisfactory type of installation;
• Prepares forecasts and develops and monitors division and capital improvement project budgets;
• Identifies potential funding alternatives and recommends program planning criteria and priorities for inclusion in the budget planning process; trains and develops engineers, technical and clerical support staff; assigns, reviews and evaluates the work of staff in developing computer analyses, technical and staff reports, plans and specifications for engineering design, construction and problem resolution;
• Supervises subdivision plan checking for conformance to City standards;
• Coordinates projects with other departmental sections of teams, consultants, developers and property owners;
• Meets with City, County, State and other officials to resolve problems;
• Prepares or directs the preparation of grant applications, engineering reports and recommendations;
• Supervises inspection and facilities problem resolution of construction projects;
• Approves plans and specifications and authorized payment for services rendered.
• Provides information to the public on department operations and current proposed projects;
• Attend meetings and conferences;
• Make presentations to the City Council, Commission Meetings, and other legislative bodies.

Minimum Qualifications

Knowledge of:  Principles, practices and methods of civil engineering as applied to the planning, designing and construction of streets, storm drainage water systems, building facilities, traffic operations and analysis and other systems; design principles, strengths of materials, stress analysis and principles of mechanical, electrical and structural engineering and surveying as they apply to the design of public works structures; city codes and ordinances; principles of supervision, training and performance evaluation; applicable laws, legal issues and regulatory codes related to design and construction; principles and practices of municipal management including personnel, budget planning and preparation and public relations.

Ability to:  Plan, assign and manage division priorities; effectively supervise and train professional, technical and clerical support staff; learn and retain City administrative, budgeting, purchasing and personnel processes and procedures; perform complex civil engineering studies, transportation studies; analyses and design; identify problem areas and develop alternative solutions and recommendations; determine adherence to engineering, specifications on a wide variety of improvements and construction projects; express technical information to non-engineering staff, maintenance personnel and consultants; develop plans and programs responsive to current mandates and needs; communicate clearly orally and in writing; manage a wide variety of projects simultaneously; develop and maintain cooperative working relationships with others to coordinate public works activities with other city departments, divisions and outside agencies; operate computer system and associated engineering applications; learn, retain and apply various laws and regulatory codes relevant to assigned area of responsibility.

Skills:  Make accurate engineering computations and drawings; familiarity with Computer-Aided-Drafting is desirable; ability to operate survey equipment, e.g., experience with spreadsheets and word processing computer programs.

License/Registration:  Possession of a valid Class C California Driver’s License. Valid registration in the State of California as a Professional Engineer in Civil Engineering.

Education and Experience:  Bachelor’s degree in Civil Engineering or a closely related field from a recognized college or university. Six years in professional civil-engineering work involving engineering design, plan checking, project management and two years of supervisory responsibility. Additional related experience may be substituted for formal college education on the basis of two years’ experience for each year of formal college education.

Physical, Mental, and Environmental Working Conditions

Physically able to perform functions that would allow sufficient mobility to negotiate difficult construction terrain where crouching, climbing, and/or kneeling would be required. Ability to maintain cooperative working relationship with all those contacted in the course of work; remain calm during emergencies and when talking to irate citizens; exercise good judgment at all times; to enforce regulations with tact and diplomacy; to explain technical matters simply and patiently; to analyze situations accurately and adopt an effective course of action; to sit for long periods of time at a desk or in a car; a self-starter with good judgment, sufficient vision, hearing and stamina to perform the above functions. A sound organizer with attention to detail; ability to speak clearly and write clear and concise English.

The process is as follows:

• Oral Panel Interview. Wednesday, May 6, 2026.  The interviews will take place at the Burlingame City Hall.
• Department Interviews – Actual hire depends on success in the departmental selection process. The department interviews will be scheduled on Wednesday, May 20, 2026.

The Selection Process

All applications will be reviewed for relevant education, experience, training and other job-related qualifications. Meeting the minimum qualifications does not guarantee that a candidate will be invited to participate in the selection process. The candidates who best match the needs of the City will be invited to participate in an oral panel interview process. DEFINITION
Under general supervision, performs a variety of semi-skilled and skilled gardening and turf maintenance duties in the development, maintenance and repair of landscaped areas; and related work as required.

Groundskeeper Gardener I is the entry-level class and Groundskeeper Gardener II is the journey-level class in the series. Incumbents in the Groundskeeper Gardener I class will progressively perform most of the duties required in the Groundskeeper Gardener series but are not expected to function at the same skill level and will usually exercise less independent direction and judgement on matters related to work procedures and
methods. Work is usually supervised while in progress and fits an established pattern that has been explained before the work is started. Generally, changes in procedures or exceptions are explained in detail as they arise. Under the flexible staffing concept, Groundskeeper Gardener II positions that may become vacant may reasonably be filled at the Groundskeeper Gardener I or Utility Maintenance Worker level for training purposes.

Positions in the Groundskeeper Gardener II class are flexibly staffed and normally filled by advancement from the Groundskeeper Gardener I class, or when filled from the outside, require prior specific experience in gardening and general grounds maintenance. Appointment to this class requires the employee to be performing substantially the full range of gardening and general grounds maintenance duties and to meet the qualification standards for the class. This class requires the ability to work independently exercising
judgement and initiative. Duties will normally require the ability to operate the full range of mechanical equipment related to gardening and general grounds maintenance.

Plant, cultivate, water, spray, and propagate plants, hedges, trees, flowers, and lawns and perform grounds maintenance work; operate hand and power machines; aids in keeping greenhouses and other structures in repair and free from plant diseases and pests; maintain equipment, tools, and supplies in proper condition and repair; do general laboring tasks related to grounds and garden maintenance work. Install, maintain, and
operate manual and automatic irrigation systems. Input and retrieve data and work orders from the computer system. May assist in supervising utility workers, temporary employees, court referrals and other subordinates.

MINIMUM QUALIFICATIONS
Knowledge of: Approved methods of planting, propagating and caring for hedges, ornamental trees, shrubs, lawns, and flowers; gardening materials, tools and equipment, and their use and care; the common plant diseases and insect pests and the approved methods and materials used in controlling and destroying them.

Ability to: Safely use hand and power gardening tools and perform heavy physical labor; follow oral and written directions; follow and abide by the City's Rules and Regulations of the Classified Service. Learn to use the computer system. Maintain an appropriate public service demeanor and positive customer service interactions. Interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Physical capability to: Perform sustained, strenuous manual labor; climb, lift, crawl, stoop and bend to reach work; may work outdoors in temperature extremes and inclement weather.

Experience:

• Groundskeeper Gardener I, entry level: one (1) year, full-time, paid experience in construction, maintenance or other semi-skilled, physical work.
• Groundskeeper Gardener II: two (2) years of full-time experience in gardening and general grounds maintenance work.

Education:

• Groundskeeper Gardener I, entry level: completion of the tenth grade. Graduation from high school or the equivalent is desirable and required to advance to Level II in the classification series.
• Groundskeeper Gardener II: A high school diploma or the equivalent.

License:

• Possession of a valid, Class C California Driver's License.
• Groundskeeper Gardener II: A current Qualified Applicator Certificate is desirable.

DEFINITION Under general supervision or direction of the Director of Water and Wastewater Resources or the Director’s authorized personnel, develops, monitors, conducts, and administers the Department’s occupational health and safety and environmental programs and Water/Wastewater industrial training program in compliance with federal, state, and local safety, health, and environmental regulations, as well as industry standards; develops, implements and administers  safety and training policies, procedures and directives; evaluates effectiveness of safety and training programs, implements new programs and procedures as needed; assists in the administration of the risk management program; acts as the Department’s Safety Officer; and performs other duties as assigned.

EXAMPLES OF DUTIES Develops, coordinates, oversees, and participates in the day-to-day operations of Department-wide occupational health and safety programs designed to reduce risk, ensure workplace safety, and prevent injury, occupational illness, and damage to property; develops, coordinates, and administers the Water/Wastewater industrial training program to improve knowledge, skills, and abilities of employees; performs a variety of professional level duties involved in the development, organization, implementation, and coordination of a variety of safety and industrial programs, including  training, safety, and environmental compliance programs. Reviews, develops, and updates Department-wide health and safety related policies and procedures for compliance with State and Federal rules and regulations; maintains functional Department safety-related manuals and documentation, including preparing and distributing appropriate communications. Monitors legislative and regulatory changes at the Federal, State, and local levels, as well as trends and innovations in the field of occupational health and safety; determines applicability of administrative and regulatory requirements; advises assigned supervisor regarding the impact of regulations on Department operations; provides updates to Department staff on pertinent issues; and acts as liaison between regulatory agencies and Department management as necessary. Establishes, implements, and coordinates safety training objectives; plans, develops, schedules, conducts, or arranges for regulatory and other health and safety related training; maintain records and database; prepares and presents reports to Department management as needed. Develop safety training and industrial training plans for new employees. Conducts and monitors Department facility and site inspections, job hazards analyses and other evaluations to identify hazards and potential risks; makes recommendations to assigned supervisor and implements appropriate and approved corrective actions for compliance with Federal, State, and local safety, health, and environmental regulations, as well as industry standards. Conducts audits of corrective action to ensure compliance with regulations and corrective actions. Develops and maintains the Department’s Injury and Illness Prevention Program, Safety Manual, and Training Program. Performs related report preparation and record maintenance for Environmental Protection, Fire Protection, Hazardous Waste Management, and Occupational Safety. Develops and maintains Department’s hazardous material business plans (HMBP) and petroleum storage tank permitting in compliance with Environmental and local Fire Department Regulations. Maintains and updates the Department’s Safety Data Sheet (SDS) database. Conducts thorough audits, investigations and analysis of accidents, incidents and injuries; develops findings, prepares reports, and makes recommendations to assigned supervisor of corrective actions and preventative measures; assesses incident statistics to determine requirements for new or modified training. Maintains a library of reference materials on training records and coordinates the acquisition of training materials, including manuals, technical resources, videos, recordings, and self-instruction workbooks. Coordinates necessary safety certification and license obtainment and renewal for Department employees. Develops and administers contractor safety program, including reviewing contractor health and safety work plans for Department projects, serving as the Department’s subject matter expert, and working with vendors and consultants for matters related to safety compliance, and providing contractors with appropriate hazardous materials communication in compliance with applicable regulations. MINIMUM QUALIFICATIONS Knowledge of: The basic principles of training policies, regulations, specifications, and requirements governing industrial safety, environmental compliance, and accident prevention for industrial and office environments; principles and practices of assessments, inspections, and investigations as related to job responsibilities; principles and practices of employee training and instructional methods and techniques; practices of water system operations, wastewater treatment plant operations, and general office activities; rules and regulations pertaining to the handling, storage, and disposal of hazardous and toxic materials; practices, methods, materials, and equipment used in air and noise exposure monitoring; occupational hazards and standard safety procedures; modern office practices, methods, and computer equipment; applicable Federal and State laws; City, District, Department, and Division regulations, codes, policies, and procedures; recordkeeping principles and procedures; principles and practices of program development, implementation, review, and evaluation; computer applications related to the work, including asset management, word processing, spreadsheet and database applications; techniques for effectively representing the Department in contacts with governmental agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations; techniques for providing a high level of customer service to public and Department staff, in person and over the telephone.

Education: Graduation from High School or equivalent. Bachelor’s or Master’s degree majoring in industrial engineering, safety engineering, occupational health, or closely related field desirable.

Experience: Three (3) years of experience in the areas of workplace safety and employee training, including at least one (1) year of which involved administration of a comprehensive safety and accident prevention program. Five (5) years of experience in the areas of workplace safety and employee training, including at least three (3) years of which have involved administration of a comprehensive safety and accident prevention program desirable.

License/Certification: Possession of a valid Class C California Driver's License; possession of a Cardiopulmonary Resuscitation and Emergency Cardiac Care Provider certificate and First Aid certificate or the ability to obtain one within 12 months of appointment.

The following certifications are highly desirable:

• Certification by the Board of Certified Safety Professionals as a Certified Safety Professional (CSP) and an Associate Risk Manager (ARM)
• Certification by the State Water Resources Control Board in Water Treatment, Water Distribution, or Wastewater Treatment
• Certification by the California Water Environment Association in Mechanical Maintenance, Electrical/Instrumentation, or Environmental Compliance Inspection
  Physical Requirements: Moderate and sometimes strenuous exertion required, including sustained walking, standing, bending, kneeling, climbing, lifting and carrying. May have to work on ladders, in tunnels and confined spaces, hazardous atmospheres and in protective garments. May work in adverse conditions which require exposure to inclement weather, noise, noxious odors, gases, or contact with water and/or wastewater.
