The City has a current vacancy for a Deputy Director of Public Works. The Public Works Department consists of several different Divisions, including the Administrative Division, Business Group, Wastewater Treatment Plant, Clean Water Program, Fleet and Facilities, Data Management, Field Maintenance, Regulatory Compliance, Capital Improvements Program, and Transportation (including Traffic Engineering, Right-of-Way/Private Development, and Transportation Planning) . The Public Works Department has two Deputy Directors for optimal performance and integration, who oversee different Divisions, and the two deputies work together to meet the needs of the community. Currently, the Director of Public Works oversees the Deputy Directors, Administrative Division, Business Group, and Wastewater Treatment Plant. The Deputy Director on staff currently oversees the following divisions: Field Maintenance, Regulatory Compliance, Capital Improvements Program, and Transportation (including Traffic Engineering, Right-of-Way/Private Development, and Transportation Planning). Depending on the City’s operational needs as well as your skillset and experience, the City could adjust the responsibilities of the Deputy Directors within the Public Works Department.

What You’ll Do

The Deputy Director of Public Works is responsible for directing and managing all programs within the Divisions for which they are responsible. This may include capital improvement program development and implementation, traffic engineering, private development review, regulatory compliance, solid waste management, operations and maintenance, asset and data management, construction management, fleet coordination, downtown coordination, and building maintenance; and the position may serve as the City Engineer and/or the Director of Public Works in their absence.

• Utilize your experience and skills to lead a number of divisions within the Public Works Department.
• Engage in a positive manner with City Council, Public Works Department staff, City Departments, and citizens.
• Lead and mentor a dedicated and talented staff featuring many emerging leaders.
• Analyze current processes and procedures to make system improvements for efficiency, updating standards, and improvements to the customer experience.
• Collaborating with other agencies and stakeholders to plan regional solutions on shared items of interest such as traffic and the City’s General Plan.
• Contribute to a collaborative and dynamic Public Works Leadership team.

The Deputy Director receives general direction from the Director of Public Works and exercises direct supervision over management, supervisory, professional, technical, and administrative support staff.

DEFINITION
Under general direction of the Human Resources Director, the Human Resources Manager oversees and coordinates the day-to-day human resources operations and is expected to perform professional human resources and administrative work. The Human Resources Manager manages, reviews and evaluates the work of subordinate staff.

CLASS CHARACTERISTICS
The Human Resources Manager (HRM) is a single position classification in the Human Resources Department responsible for the supervision of staff in a number of program areas including recruitment and selection, classification and compensation, benefits administration, disability and leave management, employee and labor relations, investigations, risk management, human resource information systems and record keeping and retention.

EXAMPLES OF DUTIES (illustrative only)

• Plans, directs, and coordinates work activities of staff in the Human Resources Department.
• Assists the HR Director in the planning, development, and carrying out of high-quality operations for the Department; assists in the development and implementation of initiatives.
• Provides information and assists with the development and implementation of various policies and procedures.
• Coordinates human resources and staffing planning activities with the various City Departments. Monitors and reviews personnel activities for consistency and propriety with regard to the City’s goals, policies, and procedures.
• Represents the City in and participates in the City's labor relations and labor contract (MOU) negotiation activities.
• Manages and participates in the full recruitment cycle; determines and develops examination materials; oversees the certification and hiring process.
• Supervises and participates in leave management activities including but not limited to: FML/CFRA administration, temporary modified work, reasonable accommodation, worker’s compensation and return to work programs.
• Under direction, conducts classification and compensation studies including desk audits; recommends and executes the creation and revision of classification specifications and salaries.
• Responds to and directs necessary actions to resolve matters identified by the Human Resources Director, City department staff, and employee organizations.
• Assists in meet and confers and the planning and conducting of labor negotiations.
• Conduct investigations in response to allegations of harassment, discrimination, workplace violence, and retaliation.
• Responsible for overseeing risk management activities including the various insurance programs.
• Develop and facilitate trainings and development opportunities within the workforce, on relevant subject matter as directed
• Represents and acts in the absence of the Human Resources Director.
• Facilitates the City’s Safety committee and coordinates related training and development programs.
• Performs related duties as assigned.

QUALIFICATIONS:

Knowledge Of:

• Principles and practices of public sector human resources administration.
• Health and welfare benefits administration.
• Principles and practices of employer-employee relations (Meyers-Milias-Brown Act), classification and compensation relative to Merit System Principles, recruitment and examination, affirmative action and staff development.
• Workers Compensation law, regulations and procedures applicable to municipal agencies, for safety and non-safety employees.
• Principles of supervision and management.

Ability To:

• Analyze complex personnel and organizational problems, and develop effective resolutions, and implement effective courses of action.
• Plan, organize, direct and coordinate a complex and comprehensive human resources management programs.
• Develop and maintain effective working relationships with staff at all levels and external agencies.
• Select, train, assign, and evaluate the performance of subordinate staff.
• Communication effectively, orally and in writing.
• Advance the use of technology in human resource processes.
• Keep abreast of current and new labor laws.

MINIMUM QUALIFICATIONS:

Education and Experience:
Any combination of experience and education:

Education: A bachelor's degree with a major in Business or Public Administration, Social or Behavioral Science, Human Resources Management, Organizational Development, or related.

And

Experience: five (5) years of full-time human resources experience including at least one (1) year in a supervisory capacity.

PREFERRED QUALIFICATIONS:

• Additional years of experience in supervising others.
• Possession of a professional credential in Human Resources, such as PHR/SHRM-CP, PHR/SPHR or program specific credentials such as L&D, ARM, CEBS, CPSP, or similar.
• Experience working in a public agency is highly desirable.

ABOUT THE POSITION

Under the direction of the Custodial Services Supervisor, the Maintenance Custodian serves as the worker in the duties of care and cleaning of assigned buildings and related facilities.  The incumbent will be required to travel between several City buildings during their scheduled shift. Custodial services are provided seven days a week with shifts starting at 5pm and ending at 1:30am. Please note that schedules for this role could vary Monday-Sunday and will be determined prior to appointment.

Typical duties may include, but are not limited to the following:

• Sweep, vacuum, shampoo, and mop
• Dust fixtures and equipment up to twelve feet from floor.
• Wash windows and doors up to twelve feet from floor.
• Clean desk and countertops if cleared of items.
• Empty and clean waste receptacles, place in appropriate outside bins. Move recycle bins in and out of assigned buildings as assigned.
• Clean and maintain restrooms in assigned buildings and facilities.
• Replace light bulbs up to twelve feet from floor.
• Lock and unlock doors; turn light and machines on and off; set alarms.
• Pick up papers and other debris and place in appropriate container.
• Operate light duty equipment and machinery.
• Maintain effective communication utilizing email and phone during each assigned shift.
• Perform related duties as assigned.

What You’ll Do

The Assistant Planner/Associate Planner performs professional level work in the field of current planning and/or advance planning to promote the City’s Mission and Values. The current vacancy may be filled at either level based on experience.

Assistant Planner - is the entry level class in the professional planning series and is distinguished from the Associate Planner by the performance of less complex tasks and duties in the fields of current or advance planning, which require the application of fundamental planning principles. Assignments are generally limited in scope and within the design and procedural framework established by higher level employees. However, as experience is acquired, the employee performs with increasing independence. Since this class is typically used as a continued training class, employees may have only limited work experience.

Associate Planner - is the journey level class in the professional planning series and employees within this class are distinguished from the Assistant Planner by the performance of the full range of duties as assigned, which require the application of professional knowledge and skills to various municipal planning, zoning, and environmental problems and the preparation of specific reports and plans. The position provides opportunity for independent judgment in planning work details and making technical determinations. Work in this class is distinguished from that of Assistant Planner by the greater complexity of assignments including preparing zoning code and general plan amendment studies, and by the greater independence with which the incumbent is expected to operate. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the lower class of Assistant Planner or, when filled from the outside, require prior professional planning work experience.

The Assistant Planner receives general supervision from a Senior Planner or higher level department personnel. The Associate Planner receives direction from a Senior Planner or higher level department personnel and may exercise technical and functional supervision over lower level staff as assigned.

The City of Belmont Public Works Department is recruiting for the position of Mechanic.

The City’s Mechanic position is responsible for maintaining, servicing, and repairing all City-owned vehicles and light and heavy equipment; troubleshooting and diagnosing vehicle malfunctions; performing preventive maintenance on vehicles and equipment; and performing a variety of tasks relative to assigned area of responsibility.  The Mechanic receives general supervision from the Senior Mechanic.

The responsibilities and duties of the Mechanic may include, but are not limited to, the following:

• Inspect, diagnose, maintain and repair mechanical defects in vehicles, light and heavy equipment, trucks, tractors, rollers and related City equipment.
• Troubleshoot and repair problems in vehicle electrical, cooling, brake and steering systems; change and repair tires as needed.
• Inspect, diagnose and maintain batteries, alternators, voltage regulators and electrical engine controls; install new lights, wires, alternators, distributors, relay lights and switches.
• Disassemble engines, transmissions, clutches and other driveline components; perform general overhauling.
• Tune, repair and adjust engines, transmissions, drive shafts, rear-ends and smog components on City vehicles and power driven equipment; lubricate and change oil and filters.
• Replace and/or repair any worn parts in vehicles, trucks, tractors, sweepers, rollers and other mechanical equipment including but not limited to spark plugs, brakes, master cylinders, wheel cylinders, wheel bearings, clutches and exhaust systems.
• Perform welding as required to repair equipment.
• Maintain accurate and up-to-date records of time, work, parts, materials and outside service costs.
• Perform duties while utilizing a variety of hand tools and other equipment including brake tools, drill presses, grinding equipment, welders, cutting torches, lifts and related equipment; operate all tools and equipment in a safe manner.
• Estimate cost and time of procedures; prepare invoices.
• Maintain cleanliness in the shop area.
• Perform related duties and responsibilities as required.
