About the role:                   

The Parks, Recreation & Community Services Manager – Arts & Events is responsible for overseeing the City’s signature community events, cultural programming, and public art initiatives that celebrate Redwood City’s diverse community and vibrant downtown. This position manages the planning, coordination, and production of a wide range of public events including festivals, concerts, cultural celebrations, and arts programming that bring people together and foster community pride.

In addition to event management, this role provides critical support to the Director of Parks, Recreation, and Community Services on all public art initiatives. The Arts and Events Manager serve as the staff liaison to the Arts Commission, manages website content related to the Commission and public art, and leads the implementation and updating of the City’s Public Art Master Plan. The position also ensures compliance with the Percent for Art Ordinance, including public art permit application management, maintaining detailed records of all art in public places (45.070 Section C), and overseeing the recognition and promotion of public art throughout the city.

The Arts and Events Manager collaborate closely with the Economic Development Manager and works with developers as new commercial projects over 50,000 square feet come on board, ensuring compliance with public art requirements.

More broadly, this role involves negotiating, preparing, and managing contracts and agreements with vendors, performers, artists, and community partners, while ensuring compliance with City policies and maintaining strong inter-agency collaboration.

Annual Salary: $149,472 - $198,792 (placement in this range depends on qualifications)

The Economic Development Manager will plan, organize, direct, coordinate and manage the activities of the economic development program utilizing specialized knowledge and skills to develop and implement strategies and projects to encourage business attraction, retention and expansion.  

The Economic Development Manager receives administrative direction from the Community Development Director. Responsibilities and essential functions of the position include, but are not limited to: 

• Assist the City Manager in developing and implementing the goals, objectives, policies and priorities for the economic development program. 
• Prepare and present staff reports and information on economic development projects to the City Council.
• Plan, prepare and implement marketing strategies, programs and special events that promote and expand the quality of life for both residents and businesses in the City and support economic vitality of the City.
• Participate in and manage collaborative programs of economic development with the Chamber of Commerce, business community and other public and private sector entities.
• Serve as the City’s representative and primary liaison to the Pleasant Hill Tourism Improvement District (TID), including staff support for formation/renewal of the TID. 
• Monitor, compile, analyze and report on various information data sources including employment, retail sales tax, business license, commercial real estate, population and demographics, hotel occupancy rates and assessed property values.
• Coordinate with other City divisions/departments on current and planned development projects.
• Exercise management and operational authority over assigned projects, services, and administration operations; maintain financial and administrative processes and records; develop recommendations for establishing and/or modifying policies and procedures.
• Monitor workflow of the Economic Development Division and review and evaluate work products, methods and procedures and make necessary recommendations to the City Manager.
• Prepare budget and forecasting for the Economic Development Division.
• Serve as primary staff support for the City Council’s Economic Development Committee providing policy research and project implementation of economic development activities in the City.
• Serve as the City’s primary contact with the commercial real estate brokerage community including participation at local and regional International Council of Shopping Center (ICSC) events.
• Represent the City and establish and maintain positive working relationships with representatives of community organizations, business organizations, state and local agencies and associations, city management, staff and the general public.
• Serve as the City’s liaison with the property owner and manager of Downtown Pleasant Hill to coordinate and facilitate projects in the Downtown. 
• Perform related duties as assigned.

Top areas of focus for the next Economic Development Manager will be:

• Collaboration – Continue to work seamlessly with the City Manager and the Community and Economic Development Director’s team.
• Development – Maintain and carry on the momentum the incumbent has set forth on various projects and negotiations such as the Farmers Market. Continue to work on the City’s shopping centers developments.
• Housing – Work with the Planning team on meeting state housing requirements. Work on rezoning commercial areas for mixed-use developments.
• Communication – Foster open and timely communication internally with staff and other departments and externally with developers and stakeholders. Represent the City as a staff liaison on commissions and boards such as the Education Commission.

The City of Menlo Park is seeking a Regulatory Compliance Analyst for the Public Works Department. Under general direction, the Regulatory Compliance Analyst coordinates and oversees the planning, development, and implementation of regulatory programs within the Public Works Department. The role involves organizing, investigating, developing, directing, and managing the activities of regulatory programs to ensure compliance with all federal, state, and local laws related to engineering and related fields. The Regulatory Compliance Analyst will maintain a thorough understanding of the laws and regulations set forth by various federal, state, and local regulatory agencies. Additionally, this specialist will inspect properties, facilities, operations, and construction activities to ensure compliance with applicable laws and regulations.

About the Department

The Public Works Department consists of approximately 72 full time employees and is responsible for maintaining and improving the City’s streets, parks, water and stormwater systems, traffic signals, fleet, and public buildings.  Public Works provides many of the basic services affecting the daily lives of everyone living, working, visiting, and commuting within the City, including:  

• 26 City-owned buildings/facilities and their grounds
• A fleet of over 250 vehicles and pieces of equipment
• 97 miles of streets
• Drinking water delivery for 16,000 customers
• Flood protection and stormwater management programs particularly along the San Francisco Bay, San Francisquito Creek and Atherton Channel
• 14 parks, 2 open spaces, 14 playgrounds, 2 dog parks, 9 sports fields, and 14 tennis/pickleball courts
• Efforts to preserve and expand the urban canopy, including 20,000 public trees
• Multimodal transportation services including 42 traffic signals, safe routes to schools and citywide shuttle programs. 

The department has nearly a $40 million operating budget supported by over 25 different special/dedicated funding sources for the varied programs and services provided to the community. In addition, the City has an approximate $100 million capital improvement program, in part due to a successful track record in pursuing grants from a variety of local, state and federal sources. The Department

The City Clerk’s Office administers the democratic process such as elections, access to records, and all legislative actions, ensuring transparency to the public. The City Clerk’s Office is responsible for acting as a compliance officer for federal, state, and local statues including the Political Reform Act, the Brown Act, and the Public Records Act.

The City Clerk serves as a steward of the democratic process and is a liaison between the City Council and members of the public. The Position

Under general direction, the Deputy City Clerk is responsible for providing support to the City Clerk and Assistant City Clerk. This includes but is not limited to records management, public records requests, attendance at Council and/or Standing Committee meetings, preparing and editing minutes, and assisting with special projects. With responsibility for legal noticing, advertising, and calendaring public hearings.

The Position

Under general supervision, the Mail Courier picks-up, distributes, and delivers mail to City Departments and facilities; processes outgoing mail; picks-up and delivers supplies and materials for and on behalf of the City; assists with storage and inventory control of records; performs routine filing of City records and files; drives a City vehicle daily while performing delivery tasks; and performs related duties as assigned.  

Typical Duties: 

• Picks-up, sorts, and delivers interdepartmental mail, USPS mail, packages, and materials to City departments, offices, and facilities.
• Picks-up and drops-off packages to other mail facilities like the post office, FedEx, and UPS.
• Processes incoming and outgoing mail, ensuring that mail is metered and labeled properly; operates mail equipment and records amounts of postage used by each department.
• Use of handcarts and lifting devices when necessary.
• Picks-up and delivers supplies and materials to City offices.
• Interacts courteously with department staff and the public and maintains good working relations.
• Assists in maintaining the City’s records in storage; searches for records; retrieves and delivers stored files to appropriate City Departments.
• Operates a City vehicle safely.
• Operates a personal computer to maintain storage and data retrieval information.
• Perform related duties and responsibilities as assigned.

QUALIFICATIONS: The ideal candidate will have a combination of education and experience that will provide the knowledge, skills, and abilities required to perform the tasks of the position.

• Valid California Driver’s License and satisfactory driving record

The Department

The South San Francisco Public Works Department is comprised of its three main divisions - Engineering, Maintenance & Operations, and the Water Quality Control Plant. Together, these divisions ensure that South San Francisco's infrastructure and public services are efficiently managed and maintained, contributing to the overall quality of life in the community.

Located adjacent to San Francisco Bay on Colma Creek, the Water Quality Control Plant (WQCP) provides secondary wastewater treatment for the cities of South San Francisco, San Bruno, and Colma. It also provides the dechlorination treatment of chlorinated effluent for the cities of Burlingame, Millbrae, and the San Francisco International Airport prior to discharging the treated wastewater into San Francisco Bay. The average dry weather flow through the facility is 9 million gallons per day (MGD). Peak wet weather flows can exceed 60 MGD.                                                                                

The Public Works Department (Department) is responsible for operating, maintaining, and improving the City’s public infrastructure – streets, water, storm, public buildings, the City’s fleet, trees, parks, and traffic signals. What You’ll Do 

The Communications Manager will hone and execute the City of San Mateo’s communication strategy, which will include key actions to enhance community engagement and participation, increase community awareness about City activities and initiatives, foster cross-departmental coordination and unity, standardize media response procedures, improve the website user experience, and standardize training and onboarding for new communications staff.  You will work with our internal team to ensure current, high-quality communications products are available. The Communications Manager reports to the Assistant City Manager and may receive direction from the City Manager, has direct supervisory responsibilities, and will lead collaborative teams. 

Some duties may include:  

• Lead the City’s social media efforts and cross departmental social media team; develop and coordinate implementation of the City’s social media strategy, policies and presence and monitor the City’s online reputation.

The Department 

The Public Works department is comprised of the Maintenance, Engineering and WQCP (Water Quality Control Plant) divisions. The Maintenance Division is responsible for all of the asphalt and concrete streets within the City as well as all of the associated signalized intersections, streetlights, road signs and traffic markings.  The division also maintains the sanitary sewer/storm system which includes all of the sanitary sewer lines, all of the storm lines and catch basins, several storm water pump stations, as well as various large storm water trash capture devices throughout the City.

THE POSITION

Under close to general supervision, this hourly position is responsible for cleaning and maintaining the downtown corridor, including the removal of litter, debris, and illegal dumping. Duties are primarily driven by SeeClickFix service requests and may include other related maintenance and cleaning tasks as assigned.
 

IDEAL CANDIDATE 

The ideal candidate will have experience with outdoor maintenance work and be familiar with basic tools, equipment, and safety practices related to cleaning and debris removal in public spaces. They will take pride in keeping high-visibility areas clean and welcoming, respond promptly to service requests (such as those submitted through SeeClickFix), and interact professionally with the public and City staff. The ideal candidate will be reliable, self-motivated, and able to work independently or as part of a team, using sound judgment while following established safety procedures.

TYPICAL DUTIES (may include but are not limited to the following):

• Conduct daily cleaning and maintenance of the City’s downtown corridor, ensuring all public areas are free of litter and debris.
• Efficiently empty, clean and service all City owned trash receptacles, adhering to waste disposal and sanitation standards.
• Respond to requests for service in real time via smart device.
• Uses a variety of hand and power tools in connection with the above duties; operates light, motorized equipment, such as pick-ups, flatbeds, and dump trucks.
• Identify and report maintenance issues, safety hazards or vandalism during routine duties to appropriate City personnel.
• Performs related duties and responsibilities as assigned.

QUALIFICATIONS: Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Experience: One year of experience in general construction or maintenance work.

Training: Equivalent to graduation from high school.
