Annual Salary: $149,472 - $198,792 (placement in this range depends on qualifications)

The Economic Development Manager will plan, organize, direct, coordinate and manage the activities of the economic development program utilizing specialized knowledge and skills to develop and implement strategies and projects to encourage business attraction, retention and expansion.  

The Economic Development Manager receives administrative direction from the Community Development Director. Responsibilities and essential functions of the position include, but are not limited to: 

• Assist the City Manager in developing and implementing the goals, objectives, policies and priorities for the economic development program. 
• Prepare and present staff reports and information on economic development projects to the City Council.
• Plan, prepare and implement marketing strategies, programs and special events that promote and expand the quality of life for both residents and businesses in the City and support economic vitality of the City.
• Participate in and manage collaborative programs of economic development with the Chamber of Commerce, business community and other public and private sector entities.
• Serve as the City’s representative and primary liaison to the Pleasant Hill Tourism Improvement District (TID), including staff support for formation/renewal of the TID. 
• Monitor, compile, analyze and report on various information data sources including employment, retail sales tax, business license, commercial real estate, population and demographics, hotel occupancy rates and assessed property values.
• Coordinate with other City divisions/departments on current and planned development projects.
• Exercise management and operational authority over assigned projects, services, and administration operations; maintain financial and administrative processes and records; develop recommendations for establishing and/or modifying policies and procedures.
• Monitor workflow of the Economic Development Division and review and evaluate work products, methods and procedures and make necessary recommendations to the City Manager.
• Prepare budget and forecasting for the Economic Development Division.
• Serve as primary staff support for the City Council’s Economic Development Committee providing policy research and project implementation of economic development activities in the City.
• Serve as the City’s primary contact with the commercial real estate brokerage community including participation at local and regional International Council of Shopping Center (ICSC) events.
• Represent the City and establish and maintain positive working relationships with representatives of community organizations, business organizations, state and local agencies and associations, city management, staff and the general public.
• Serve as the City’s liaison with the property owner and manager of Downtown Pleasant Hill to coordinate and facilitate projects in the Downtown. 
• Perform related duties as assigned.

Top areas of focus for the next Economic Development Manager will be:

• Collaboration – Continue to work seamlessly with the City Manager and the Community and Economic Development Director’s team.
• Development – Maintain and carry on the momentum the incumbent has set forth on various projects and negotiations such as the Farmers Market. Continue to work on the City’s shopping centers developments.
• Housing – Work with the Planning team on meeting state housing requirements. Work on rezoning commercial areas for mixed-use developments.
• Communication – Foster open and timely communication internally with staff and other departments and externally with developers and stakeholders. Represent the City as a staff liaison on commissions and boards such as the Education Commission.

The City of Newark is excited to announce an opportunity for an experienced professional to join our Public Works team as a Public Works Inspector! 

Under general supervision, the Public Works Inspector performs skilled and technical inspection work on a variety of public and private construction projects, including streets, utilities, and other public infrastructure. This role ensures conformance with approved plans, specifications, permits, industry standards, accepted construction practices, and all applicable local and state codes and contractual requirements.

The inspector reviews construction documents, oversees all phases of infrastructure installation and contract maintenance work—such as pavement overlays, stormwater systems, and utility installations—and ensures compliance with the Manual on Uniform Traffic Control Devices (MUTCD) for traffic control. Responsibilities include conducting field measurements, performing material testing, maintaining detailed daily field records, and using applicable software to compile construction reports. The inspector coordinates with contractors, developers, and agency representatives to resolve construction-related issues and may provide functional supervision of field staff on assigned projects. All work is performed in accordance with City safety policies and procedures.

This class performs a variety of technical inspections related to the construction of public streets, parks, site development improvements, paving, grading, drainage, erosion, and storm water quality controls. Assignments, objectives, and work methods are specified. Incumbents' work will be gradually performed on a more independent basis subject to occasional review through consultation with the supervisor.

EXPERIENCE AND TRAINING

Education: 

• Possession of a high school diploma or equivalent. College level course work in construction or engineering is desirable. 

Experience: 

• Two (2) years of technical experience in public works inspections, field surveying, grade checking, or related field.  

License: 

• Possession of a valid driver license and a satisfactory driving record throughout employment. 
• Possession of a Nuclear Density Gauge Certificate within the probationary period and throughout employment.

A Dispatcher II is a civilian employee of the Police Department who performs a variety of tasks in the Department’s Support Services Division. The Dispatcher II acts as the Department’s primary dispatcher, receiving and relaying incoming calls for emergency and non-emergency assistance; dispatching police units; operating a variety of telecommunications equipment including radio, telephone, and computer-aided dispatch systems; status monitoring, records and file maintenance in a computer-aided environment; and entry level dispatch training. A Dispatcher II may be assigned to work various hours, shifts, holidays, weekends and overtime.

Additional duties may include, but are not limited to, the following: prioritize requests for service based upon available resources, receive radio requests and handle accordingly, type, process and file a wide variety of reports and materials including memos, letters, complaints, declarations, warrants, citations, crime and traffic reports. Assists Department personnel and the public in person and by phone performing record checks, collecting fees and mailing requested reports to outside agencies in accordance with established regulations.

QUALIFICATIONS

Have a combination of education and work experience, including a minimum of 1 year of dispatch work; 2 years general office work involving typing of varied materials, public contact, general filing and basic record keeping; type at least 40 wpm (net). Have knowledge of business English, spelling; modern office practices and procedures; record keeping. Ability to dispatch police units quickly and effectively; work under pressure; exercise independent judgment; work with minimal supervision; make sound decisions in emergency situations; learn assigned clerical tasks readily and to adhere to prescribed routine; write English legibly; establish and maintain effective working relationships with other employees and the general public; operate computer-aided dispatch system, 911 emergency telephone, and other multi-line telephone systems, various law enforcement telecommunications systems, radio console with headsets and handsets, computer keyboards, cameras, intercoms, security. Willingness to work varying shifts and radio dispatching skills.

• Salary: $6,987 to $9,050 per month. Placement within the range depends on experience and qualifications.

THE POSITION

Tri-City Mental Health Authority is currently hiring to fill two (2) full-time vacancies for the position of Peer Support Specialist I/II (PSS) within the Mobile Crisis Care Program (MCCP). This position requires individuals to work on-site 5 days a week from 9:00am to 5:30pm, until training is successfully completed. The City of Berkeley invites applications for the position Camp Manager! In this role, you will plan, organize and administer a City Recreational Summer Camp including program operations, administration, facilities, and recreational programs for campers.

The Camp Manager works at the campsite while the Camp is open and is provided with room and board while at the camp. During non-camping season the Camp Manager performs planning, marketing, and staffing functions for the camp.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge and skills for this position is:

Equivalent to graduation from a college or university with major course work in recreation, physical education, business or public administration or a closely related field; and either:

1. Four (4) years of progressively responsible experience in recreation or camp programs, which has included at least two (2) years at a supervisory level. Additional recreation or camp experience may be substituted on a year-for-year basis for up to two (2) years of the education requirement. OR
2. One year experience (or equivalent summer sessions) in a residence recreational summer camp at a level equivalent to the City’s Camp Staff Supervisor.

OTHER REQUIREMENTS

Must be able to travel to various locations within the City of Berkeley and to the camps to meet the program needs and to fulfill the job responsibilities. When driving on City business, the incumbent is required to maintain a valid California driver's license as well as a satisfactory driving record.

CPR and first aid certification required at start of the summer season. Ability to get class 1 or 2 water treatment and sewage treatment certifications may be required.

California Public Resources Code Section 5164 prohibits the hiring of a person for employment at a park or recreational facility in a position having supervisory or disciplinary authority over any minor if the person has been convicted of certain criminal offenses. California Education Code Section 10911.5 requires that all public recreation program employers must fingerprint all persons having direct contact with a minor. • Night Shifts: 7:00 PM - 7:00 AM, 7:00 PM - 3:00 AM, 8:00 PM - 8:00 AM, or 8:00 PM - 4:00 AM

Weekend and night shifts will be entitled to Shift Differential Pay of $2.50 per hour on weekdays (Monday through Friday) and $3.50 per hour on weekends (Saturday and Sunday). Holiday shifts will be entitled to Holiday Pay.

• Under the direction of clinical staff, provides medication management services to a caseload of clients in the office and in the field; ensures the proper acquisition and administration of medication.
   
• Provides education and training to clients, their families, and/or staff on the proper care and use of medications, including symptoms of, reactions to, or side effects of, specific medications; informs clients of the impact of abuse and/or misuse of medications.
   
• Conducts home/field visits to evaluate client’s physical environment and behavior such as anxiety, withdrawals, and behavioral health progression/regression.
   
• Takes and records measures of clients’ vital signs, physical condition, and behaviors; assists and observes clients self-dispense medication as prescribed by a psychiatrist and administers scheduled injections.
   
• Conducts medication checks on clients to assess their overall medication management capabilities; takes appropriate action if client poses danger with respect to the use or abuse of medication; observes, evaluates, records, and reports to professional staff changes in client’s condition.
   
• Motivates clients to develop self-reliance in daily living; encourages clients to participate in group and/or individual therapy/program activities.

Under direction of the Deputy City Manager, the Recycling and Solid Waste Program Manager plans, organizes, directs and participates in the administration of multiple integrated solid waste management contracts and programs within the City Manager’s Office; represents the City and provides staff support for a variety of intergovernmental committees, subcommittees and authorities.

CLASS CHARACTERISITICS:

The Recycling & Solid Waste Manager performs complex and politically sensitive tasks including functioning as the City’s integrated waste program expert.  Appropriate judgment is essential to this position, as incumbents are expected to use professional judgement and skills in establishing relationships working with regulatory agencies, other cities, franchised service providers, local businesses, and community groups.  Strategic thinking is also essential to this position, including the ability to see emerging trends and develop strategies to succeed in a changing environment.  Community sensitivity and awareness are crucial to this position, including gauging community reaction to new fees and programs, and being able to effectively communicate to a very culturally diverse community. Creativity is paramount in developing and implementing effective Recycling & Solid Waste Program marketing and public information programs, preparing grant applications, and developing new programs to increase the level of community recycling and materials re-use.

EXAMPLES OF DUTIES (illustrative only):

• Managing the City's exclusive franchise contract(s) for residential garbage, recycling and organic (i.e., yard and food scrap) waste collection/disposal, commercial garbage collection/disposal, and private-sector contracts for materials transfer and recovery, and long-term disposal.
• Administering contracts including developing requests for proposals, overseeing the bidding process, recommending selection of providers, preparing contracts, policy development, negotiation and administration of the contract, reviewing revenue and expenses pertaining to collection and processing agreements, monitoring performance and regulatory conformance, resolving customer service issues, monitoring service providers for compliance with contracted level of service, and other contractual obligations.
• Prepares and administers the Recycling & Solid Waste (RSW) Program budgets; manages budgets to ensure appropriate spending and recording of expenditures, including tracking the status of associated RSW Special Funds and RSW Program grants.
• Managing the RSW Program's recycling programs including planning, organizing, and implementing programs and projects designed to encourage business, citizen, and public participation in waste reduction, recycling, pollution prevention, and composting, and maximizing efficiency and material recovery.
• Managing the RSW Program's public education, marketing and outreach program for RSW Program functions, and preparing, coordinating, implementing, and participating in public events which support RSW Program service objectives.
• Establishing and maintaining relationships with the press and other media, and community groups, organizations, and agencies, for publicizing, sponsoring and promoting RSW Program programs and events.
• Representing the City at the Alameda County Waste Management Authority (ACWMA), including Alameda County Recycling Board and Authority Board meetings and reporting significant issues to the City Manager in a timely manner; participating in County Waste Management Authority Technical Advisory Committee meetings; preparing and making presentations to the ACWMA and Recycling Board as required.
• Conducting resident and business surveys related to the RSW Program.
• Preparing a variety of data analyses on waste stream quantities and overall program elements, including cost analyses of programs, in conjunction with ACWMA and State programs and mandates.
• Providing reports to State and Regional authorities on integrated solid waste program results.
• Participating in the development of solid waste, waste reduction, recycling, and pollution prevention policies, which comply with regulatory mandates.
• Analyzing proposed regional, state and federal legislation affecting solid waste management.
• Recommending revisions of existing programs to meet new/changing needs.
• Preparing reports and documents for City Council study sessions and meetings; making presentations to City Council, other boards and commissions, and public groups.
• Providing staff-support and/or representing the City with a variety of committees, commissions, community groups, and the general public.
• Receiving and responding to customer service requests concerning scope of program, technical information, and service delivery issues.
• Developing proposals to obtain county, state, and federal grants; implementing and administering grant programs.
• Planning, assigning, supervising, and reviewing the work of professional and/or support staff; participating in the recruitment and selection of RSW Program staff.
• Facilitating communication, consensus building and resolving conflicts related to MSR Program projects and policy matters by conferring with, facilitating and conducting meetings with elected and appointed officials, other City departments, members of the public, and neighborhood organizations; participating in developing and conducting citizen involvement/public participation events to explain MSR Program policies, procedures, and proposed regulations and policies; and developing and conducting demonstration projects, workshops and other training events.
• Maintaining internal and external customer relations by using tact and diplomacy in all interactions with customers; establishing and maintaining positive and effective working relationships with co-workers and those contacted in the course of the work; and coordinating with departments and outside agencies.
• Maintaining attention to detail by prioritizing work and coordinating several activities simultaneously despite interruptions.
• Maintaining integrity of work by taking responsibility and accountability for completion of work and customer interactions and maintaining punctuality and attendance at work.
• Performing other work as assigned.
