DEFINITION
Under general direction of the Human Resources Director, the Human Resources Manager oversees and coordinates the day-to-day human resources operations and is expected to perform professional human resources and administrative work. The Human Resources Manager manages, reviews and evaluates the work of subordinate staff.

CLASS CHARACTERISTICS
The Human Resources Manager (HRM) is a single position classification in the Human Resources Department responsible for the supervision of staff in a number of program areas including recruitment and selection, classification and compensation, benefits administration, disability and leave management, employee and labor relations, investigations, risk management, human resource information systems and record keeping and retention.

EXAMPLES OF DUTIES (illustrative only)

• Plans, directs, and coordinates work activities of staff in the Human Resources Department.
• Assists the HR Director in the planning, development, and carrying out of high-quality operations for the Department; assists in the development and implementation of initiatives.
• Provides information and assists with the development and implementation of various policies and procedures.
• Coordinates human resources and staffing planning activities with the various City Departments. Monitors and reviews personnel activities for consistency and propriety with regard to the City’s goals, policies, and procedures.
• Represents the City in and participates in the City's labor relations and labor contract (MOU) negotiation activities.
• Manages and participates in the full recruitment cycle; determines and develops examination materials; oversees the certification and hiring process.
• Supervises and participates in leave management activities including but not limited to: FML/CFRA administration, temporary modified work, reasonable accommodation, worker’s compensation and return to work programs.
• Under direction, conducts classification and compensation studies including desk audits; recommends and executes the creation and revision of classification specifications and salaries.
• Responds to and directs necessary actions to resolve matters identified by the Human Resources Director, City department staff, and employee organizations.
• Assists in meet and confers and the planning and conducting of labor negotiations.
• Conduct investigations in response to allegations of harassment, discrimination, workplace violence, and retaliation.
• Responsible for overseeing risk management activities including the various insurance programs.
• Develop and facilitate trainings and development opportunities within the workforce, on relevant subject matter as directed
• Represents and acts in the absence of the Human Resources Director.
• Facilitates the City’s Safety committee and coordinates related training and development programs.
• Performs related duties as assigned.

QUALIFICATIONS:

Knowledge Of:

• Principles and practices of public sector human resources administration.
• Health and welfare benefits administration.
• Principles and practices of employer-employee relations (Meyers-Milias-Brown Act), classification and compensation relative to Merit System Principles, recruitment and examination, affirmative action and staff development.
• Workers Compensation law, regulations and procedures applicable to municipal agencies, for safety and non-safety employees.
• Principles of supervision and management.

Ability To:

• Analyze complex personnel and organizational problems, and develop effective resolutions, and implement effective courses of action.
• Plan, organize, direct and coordinate a complex and comprehensive human resources management programs.
• Develop and maintain effective working relationships with staff at all levels and external agencies.
• Select, train, assign, and evaluate the performance of subordinate staff.
• Communication effectively, orally and in writing.
• Advance the use of technology in human resource processes.
• Keep abreast of current and new labor laws.

MINIMUM QUALIFICATIONS:

Education and Experience:
Any combination of experience and education:

Education: A bachelor's degree with a major in Business or Public Administration, Social or Behavioral Science, Human Resources Management, Organizational Development, or related.

And

Experience: five (5) years of full-time human resources experience including at least one (1) year in a supervisory capacity.

PREFERRED QUALIFICATIONS:

• Additional years of experience in supervising others.
• Possession of a professional credential in Human Resources, such as PHR/SHRM-CP, PHR/SPHR or program specific credentials such as L&D, ARM, CEBS, CPSP, or similar.
• Experience working in a public agency is highly desirable.

• Possession of, or ability to obtain, CPR and First Aid certifications within the first six months.
• Additional industry-specific certifications may be required depending on area of assignment.

The General Maintenance Worker plays a vital role in keeping our communities and centers clean, safe, and visually appealing. This position focuses on a specific set of tasks tailored to meet the needs of the Recreation & Community Services Department, differing from the broader responsibilities of a full General Maintenance Worker under the Public Works Department. The Recreation Coordinator or Recreation and Community Services Supervisor is the key point of contact for this position, providing general direction and/or supervision.

1. Field Preparation: Assist t with basic field preparation for baseball and softball, including tasks like dragging the infield play area, marking chalk lines, and other essential setup activities.
2. Groundskeeping: Support keeping the exterior areas of community centers clean and presentable by removing trash and maintaining general tidiness. Assist with watering and care of indoor plants within recreation centers as needed.
3. Facility Cleaning: Perform light janitorial duties, including cleaning restrooms, fitness centers, and lobbies.
4. Events & Equipment Support: Assist with event setup and teardown once events are completed. Maintain special event equipment, furniture and supplies and promptly report any damaged or broken items to a supervisor for replacement.

THE POSITION

Under administrative direction, the City Engineer plans, organizes, coordinates and directs all Engineering Division activities of the various functional units including capital project design and construction administration, development review, traffic engineering, signal and streetlight maintenance and storm water program administration; provides professional assistance to City staff in areas of responsibility; performs related work as required.

CLASS CHARACTERISITICS

The City Engineer is a single incumbent class at the middle management level. The City Engineer is responsible for the direction and management of activities and achievement of division goals established for the Engineering Division.

• Assists in the development of the division’s work plan and implementation of goals, objectives, policies, procedures and work standards.
• Assigns work to professional, technical and clerical staff; reviews work to assure overall quality
• Provides for the training, evaluation and professional development of staff; interprets administrative policies and procedures; is responsible for morale and productivity of assigned staff.
• Prepares and administers the division’s budget; monitors authorized expenditures.
• Performs professional engineering work directly; reviews plans, specifications, proposals, contracts, estimates and other materials submitted by design professionals; reviews and approves projects for construction.
• Assists in the development and administration of the City’s Capital Improvement Program (CIP); determines the scope and cost of engineering projects, monitors project expenditures and forecasts annual funding needs.
• Directs the preparation of a variety of analytical studies and reports related to current and future public infrastructure and facility needs; reviews findings and makes recommendations. 
• Oversees the preparation and management of the consultant agreements, construction and vendor contracts that support the City’s CIP.
• Performs final review and approval of street improvement and grading plans for private development projects. 
• Reviews parcel and final subdivision maps for completeness and conformance with tentative maps and conditions of approval.
• Conducts site visits and meets with property owners, engineers, contractors or attorneys to review and resolve development or capital project issues or disputes as needed.
• Reviews and resolves traffic engineering related issues.
• Administer the scope of work and review studies and analysis conducted by traffic consultants.  
• Oversees the contract for street lighting and traffic signal system maintenance and related facilities and appurtenances.
• Oversees the activities of the local utility companies that support the City’s CIP projects, regional transportation projects, development projects and utility improvements.
• Oversees the activities of the City’s Stormwater/Clean Water Program, including the preparation and submission of the annual report.
• Understanding of federal, state, county and local transportation funds and the requirements and policies for project implementation including planning, environmental, design, right of way, construction and project close-out and may serve as City’s technical advisory member for the Alameda County Transportation Commission monthly funding meetings.
• Performs all activities related to the preparation and administration of grant proposals; coordinates with grant program staff to satisfy grant requirements and achieve funding reimbursements.   
• Ensures that the City is in continuing compliance with applicable laws and regulations related to municipal engineering and public works matters; reviews and recommends revisions to applicable policies and ordinances. 
• Advises the Public Works Director, City Manager’s Office and others on the planning and implementation of capital projects, land development or other related activities. 
• Prepares and presents engineering recommendations to the City Council in conformance with applicable codes, rules, regulations, and other legal requirements; functions as the Public Works staff representative to the Planning Commission and other City committees as required. 
• Represents the City in meetings and coordinates division activities with those of other City departments, divisions and outside public and private agencies
• Responds to citizen inquiries, requests and complaints.
• Serves as the Public Works Director on a relief basis.

POSITION HIGHLIGHTS 

1. Leadership and Collaboration: Lead the citywide budget process, guide staff, and support senior management in decisions

3. Capital Improvement Projects Financial Management: Oversee the overall financial management of the City’s capital improvement projects and assist departments with budget administration, financial analysis, and budget adjustments.  

The City of Thousand Oaks is seeking a forward-thinking and results-driven Budget Officer to play a pivotal leadership role in the Finance Department. This is a unique opportunity to shape the City’s financial planning and guide high-impact initiatives that support citywide service delivery and long-term fiscal sustainability.  

As the strategic leader of the City’s biennial budget process, the Budget Officer collaborates with all departments, provides key insights to executive leadership, and ensures transparent, data-informed decision-making. With the City currently implementing a new budget software, the successful candidate will take ownership of the system and be responsible for producing the final budget documents in both print and digital formats. As part of this effort, the Budget Officer will lead a refresh of the City’s performance measures, working with departments to integrate meaningful, outcome-focused metrics into the budget. 

The City is preparing to undertake a comprehensive ERP system replacement, and the Budget Officer will serve as a key member of the implementation team, helping to shape financial functionality and ensure a smooth transition to the new platform.

PRIMARY RESPONSIBILITIES

Budget Strategy, Development, and Reporting 

• Lead the development and administration of the City’s biennial Operating and Capital Improvement budgets  

• Lead the development and administration of the City’s biennial User Fees, Fines, and Penalties Schedule 

• Lead the development and administration of the City’s annual Cost Allocation Plan  

• Collaborate with departments to align financial resources with City goals and priorities 

• Develop multi-year financial forecasts and monitor trends to support long-term planning  

• Write clear, concise, and effective staff reports to communicate complex financial information to City leadership and the public 

• Prepare and present budget reports and other financial information for internal and external stakeholders 

System Implementation and Innovation 

• Take ownership of the City’s new budget software system and the development of the online and PDF versions of the Adopted Operating and CIP budgets  

• Streamline and improve the City’s Monthly Financial Report  

• Play a key role in the planning and implementation of the City’s future ERP system replacement 

• Identify opportunities for process improvement and implement innovative processes 

 Financial Reporting & Capital Management 

• Oversee capital asset budgeting and coordinate with departments on project funding and tracking  

• Analyze financial and operational data to provide insights and recommendations to executive leadership 

• Develop tools and reports to improve transparency and decision-making across the organization 

Leadership & Collaboration 

• Supervise and mentor direct report(s), fostering ownership, accountability, and professional growth  

• Serve as a trusted advisor to the Finance Director and senior management 

• Coordinate cross-departmental efforts and facilitate a collaborative, service-oriented budget process 

Communication & Training
