San Mateo County Sustainability Department is seeking a creative and highly analytical individual for the position of Administrative Services Manager I (ASM) to oversee the Department’s administrative functions. The ASM will provide fiscal, procurement and grants oversight; coordinate a variety of administrative support functions within the department; assist in the development, implementation and interpretation of administrative policies and procedures; and train and supervise assigned personnel.

This Administrative Services Manager I (ASM) is a hands-on, multi-faceted role that is broad in scope but extremely detailed and technical in nature. The ASM is a supervisory management position responsible for overseeing and coordinating all or most of the administrative support functions within the department including finance, budget, administration, personnel management, purchasing, contract administration, clerical support, management analysis, research, program evaluation and/or other related functions.

The ASM will also support the department in the development and overall management of a Grant Program for identification, pursuit, and implementation of federal, state, and philanthropic grants and funding focused on sustainability programs and projects. This includes developing and supporting systems to manage the entire grants lifecycle, managing and/or guiding analyst and program level staff in identifying opportunities, developing concept papers and proposals, submitting grant applications, project implementation, and grant closeout. The ASM will receive direction from the Executive Leadership team and exercise direct and indirect leadership over professional, technical and/or clerical team members.

The ideal candidate for this position will have or be:

• Knowledge of public financial administration, budgeting, and project accounting. Able to manage the entire budget cycle from planning and developing to monitoring, analyzing, reporting, and forecasting.
• Knowledge of and experience with the County's budget, accounting, auditing, and financial reporting.
• Knowledge of relevant climate mitigation, energy efficiency, climate resilience, stormwater management, waste reduction and management programs and initiatives.
• Possession of great leadership skills and can mentor, inspire, and motivate staff.
• Proficiency in using accounting, financial, budgeting, data, analytical, and/or project management software including Excel and other information systems (such as the County's OFAS, Sherpa, Socrata, Workday, Asana).

About the Sustainability Department
Formed in 2014, the Sustainability Department strives to improve the sustainability of the County’s operations and the greater community through work that is designed to bring solutions today while solving for tomorrow. The Department has programs to help the county both fight and prepare for climate change, ensure clean energy, water, and air, and conserve resources for future generations through waste reduction.

Examples Of Duties

Duties may include, but are not limited to, the following:

• Organize, oversee and coordinate the central administrative services operations for the department.
• Lead department budget preparation including cost analysis and rationale; and liaise with County Executive Office to align budget activities.
• Maintain fiscal controls, forecast revenues and expenditures, and conduct statistical evaluation and analysis.

Qualifications

Training and Experience:
Any combination of training and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is at least three years of progressively responsible experience performing a broad range of administrative duties in a large and complex public-sector organization.

HR Analyst: Sarah Huynh (06102026) (D045 - Administrative Services Manager I)

Under the supervision and general direction of the District Engineer, this student engineering position  performs a variety of basic technical civil engineering duties such as mapping, data entry, review of residential and commercial developments, and supporting capital projects. Responsibilities include assisting the Associate Engineer with project management, plan review, fee calculations, permit issuance, maintaining engineering records, conducting field surveys, site inspections, and data analysis. Responsibilities also include assisting the Engineering Technician in GIS and AutoCAD related projects as needed.

Other related duties may be assigned as needed.

DISTINGUISHING CHARACTERISTICS
The Engineering Intern is a part-time hourly/non-exempt position that performs varied tasks and assists the Engineering Team with applied research, inspections, and administrative support functions as part of the learning experience in conjunction with educational coursework leading to an advanced degree in Engineering.

Analyst: Chet Overstreet (06122026) (Buyer II - E125)

This position performs a variety of work in the monitoring of county, state and federal detainees and maintains the security and safety of inmates and staff.

EXAMPLES OF DUTIES

• Performs booking procedures, including receiving, booking and assigning prisoners to cells; performing body searches; fingerprinting, and photographing prisoners, etc.
• Maintains custody of prisoners’ private property.
• Maintains the safe and orderly operation of the County jail facility; monitors security cameras and door warning lights; screens and monitors visitors. Inspects all of inmates’ incoming and outgoing mail and telegrams.

VTA’s Engineering and Program Delivery Division is seeking a seasoned professional with strong project delivery experience and a specialized focus in environmental engineering to serve as a Senior Environmental Engineer.

The Senior Environmental Engineer is expected to manage, mentor and train team members that supports delivery of projects with regards to environmental assessment/survey, hazardous material investigation, abatement of VTA acquired properties, remediation of soil and groundwater at VTA facilities and construction sites, noise and vibration monitoring, design of remediation system, preparation of site management plan, and facility closure application. 

Engineering and Program Delivery Division
The Engineering and Program Delivery  (EPD) division is responsible for the design and construction of all capital projects and infrastructure required to provide a safe, reliable and efficient transportation system for Santa Clara County. These responsibilities include program and project management, design development, engineering management, project controls, construction management and turnover of various projects that are part of VTA's rail, facilities and highway transportation improvement programs.

This division is also responsible for the implementation of the projects identified in the 2000 Measure A Program, which includes the planning, design, and construction of the Bay Area Rapid Transit (BART Silicon Valley) Project. This project will extend the BART regional heavy rail system to Milpitas, San Jose and Santa Clara. 

Transit Engineering Department
The Transit Engineering Department is responsible to deliver capital transit and facility projects located throughout the VTA service area. This group provides program management services for this transit and facility program by leading capital projects from engineering through construction and turnover.  With close coordination with VTA Operations and local jurisdictions, these projects include a variety of pedestrian, bus, light rail and commuter rail improvements.  Projects managed by this group also include important capital improvements for facility projects at the light rail and bus operations and maintenance facilities. The transit and facility projects include a variety of purposes ranging from rehabilitation to sustain a state of good repair to expansion of the existing infrastructure to increase bus or light rail service. This group also performs modification to the system to increase operational efficiency and flexibility and implements safety and security projects to improve the protection of the community and our riders.

What You will Be Doing:
Definition
Under general direction, a Senior Environmental Engineer supervises and performs highly responsible professional engineering in the analysis, design, implementation, operation, monitoring and reporting of hazardous materials remedial action systems either directly or through subordinate staff or consultants.

Distinguishing Characteristics
This position is responsible for managing all issues associated with regulatory determinations, site investigations, remedial recommendations and civil/hazmat contractor coordination for all hazardous material related issues encountered in property acquisitions, light rail construction, highway program liaison, and facility improvement construction activities for VTA.
 

Typical Tasks

• Performs program management for hazardous materials remediation projects;
• Directs engineers and other professionals involved in the remediation activities of VTA facilities, construction projects and real estate transactions;
• Processes requests for hazardous material investigations, develops scope of work for investigation, assigns work to a consultant, arranges for site walkthrough/inspections;
• Meets with Program and Construction Managers to provide status reports;
• Manages the work of environmental consultants and environmental hazardous materials contractors;
• Maintains records of remedial action systems;
• Performs due diligence investigations for property acquisitions for VTA capital projects;
• Performs groundwater monitoring and remedial activities at VTA maintenance facilities;
• Provides oversight of the VTA Highway Program relating to hazardous materials investigations;
• Keeps abreast of Federal, State, and local regulations and programs, and adheres to reporting requirements of regulatory agencies;
• Evaluates permit requirements and develops methods of compliance;
• Conducts and supervises environmental compliance audits;

Minimum Qualifications:

Development of the required knowledge, skills and abilities is typically obtained through graduation from an accredited college or university with a degree in Civil, Chemical, Biochemical, Geotechnical, Mechanical or Industrial Engineering or a related field and six (6) years of increasingly responsible professional environmental engineering work including experience supervising or leading professional engineers or consultants.

Registration as a Professional Engineer in the State of California in Civil, Chemical, Biochemical, Geotechnical, Mechanic, or Industrial Engineering or a related field at the time of appointment is required.

The ability to obtain and maintain a Hazardous Materials training certificate issued by the State of California.

POLICE OFFICER TRAINEE

PAY: $34.13 Hourly

The City of Sebastopol is looking for a respectful, compassionate, empathetic Police Officer Trainee. The selected candidate must be currently enrolled or enrolled at a future date as a self-sponsored recruit in a certified Peace Officer Standards & Training Council (P.O.S.T.) Police Academy. The Police Officer Trainee is a non-sworn, training-level classification requiring no prior law enforcement experience. The incumbent performs a variety of entry-level police support duties in a learning capacity. The selected candidate will assist and observe Police Officers and civilian police personnel.

The successful candidate will attend the Police Academy to obtain a Basic P.O.S.T. Certificate of Completion, and perform related work which may require public contact but not the enforcement of laws. Police Officer Trainees attend a POST certified Police Academy, which follows a standardized curriculum in order to provide them with basic training in various aspects of policing, many of which are prescribed by law and/or statute.

The Police Academy training is designed to provide the candidate the necessary skillsets to prepare them for consideration for promotion to a probationary Police Officer position within the City and begin the Sebastopol Police Department’s Field Training Officer program. Attendance and successful completion of a Police Academy is a legal requirement to be hired as a Police Officer within the State of California and is a requirement for a City of Sebastopol Police Officer Trainee to be considered for promotion to probationary Police Officer with the City of Sebastopol.

The selected self-sponsored academy candidates will receive a conditional offer upon a qualified application and full hourly pay while attending the police academy.

Planning Division
This division is responsible for conducting all Congestion Management Program (CMP) and VTA transportation and transit planning activities, as well as programming, grants management, and real estate. The Planning Division consists of three primary focus areas: Planning, Programming and Grants, and Multimodal Planning & Real Estate

Multimodal Planning & Real Estate Department Real Estate Department 
As part of the Planning Division, the Multimodal Planning & Real Estate department is a passionate group dedicated to transforming transportation, land use, and community connections across Santa Clara County. The department successfully integrates several key programs to achieve this mission, including Multimodal Planning, Transit-Oriented Development (TOD/TOC), Asset Management/Real Estate, and Right-of-Way. 

The Right-of-Way Program
As a core program within the department, the Right-of-Way (ROW) team directly executes VTA’s capital delivery by overseeing the acquisition of full properties, permanent easements, temporary construction easements, and other critical property interests. ROW ensures project certification and delivery for massive infrastructure improvements across Santa Clara County, including major rail extensions like BART Silicon Valley and Eastridge to BART Regional Connector (EBRC), as well as highway and complete streets projects. This work involves extensive multi-agency coordination with external partners like Caltrans, utility providers, and local municipalities to handle complex property clearances and utility relocations.

What You'll be Doing
Definition
Under direction, the Senior Real Estate Agent plans, organizes, supervises, and integrates the work of assigned staff and consultants engaged in acquiring, appraising, managing, leasing or disposing of real property and rights-of-way and/or planning, offering, negotiating, and managing VTA's joint development projects and associated agreements, and performs related duties as assigned.

Distinguishing Characteristics
Senior Real Estate Agent is the first line supervisory classification in the Real Estate job series. Incumbents are responsible for planning, organizing, and supervising staff engaged in all aspects of VTA real estate transactions and agreements, and for performing the more difficult and complex duties.  Senior Real Estate Agent is distinguished from Manager, Real Estate & Project Administration in that the latter has full managerial responsibility for the entire real property program for VTA.

Typical Tasks

• Selects, supervises, trains, motivates, assigns, evaluates, counsels, and disciplines staff;
• With assigned staff and consultants, develops, implements, and monitors plans, goals and objectives to ensure that designated property appraisal, acquisition, management, sales, relocation projects, and joint development functions are accomplished in accordance with adopted schedules and budgets;
• Supervises and performs work related to major joint development planning projects that encompass residential, commercial, and other types of real estate development;
• Conducts and/or participates in complex planning and rezoning approvals, competitive offerings for long-term leases, difficult appraisals, negotiations, relocation assistance, and property sale or disposition functions;
• Performs detailed, complex research, analyses, and determinations;
• Develops work plans, schedules, and budget estimates for joint development studies and projects and oversees their execution;
• Prepares and presents information to the public, boards, committees, and community groups;
• Reviews, evaluates, and approves architectural, planning, engineering, environmental, financial, and real estate appraisal work product produced by consultants;
• Provides attorneys with market appraisals and other data for use in property settlements and condemnation litigation;
• Plans, directs, negotiates, administers and/or participates in the development, negotiation and administration of consultant contracts;
• Reviews, recommends, and administers Real Estate Department policies and procedures;
• May perform budget preparation and review;
• Reviews, evaluates, and approves appraisals and amounts for negotiation and settlement in accordance with VTA policies and procedures;
• Ensures compliance with VTA policies and procedures regarding equal opportunity and discrimination and harassment prevention;
• Performs other related duties as assigned.

Knowledge of:

• Concepts, methods and techniques for appraising property and establishing market value, current market conditions, and land sales;
• Principles and practices of planning, development, and management of large-scale mixed-use real estate development projects in complex urban settings;
• Methods and techniques for property recordation and property record search;
• Federal, state and local laws and regulations applicable to land and easement acquisition by public agencies, including condemnation and eminent domain proceedings and vacation and relinquishment law;
• Federal, state, and local laws and regulations applicable to planning, design, construction, financing, and operation of real estate development projects;
• Basic principles and practices of property and contract law, including preparation of detailed legal descriptions;
• Basic terminology, methods, and practices of engineering design, architecture, land use planning, land surveying, mapping, construction processes, real estate finance, and relocation;
• Principles and practices of communication and engagement with diverse stakeholders;
• Principles and practices of effective good faith negotiations;
• Principles and practices of effective supervision, training, employee development, motivation, discipline, and management.

Ability to:

• Analyze technical data and legal requirements, evaluate alternatives, and make sound, timely recommendations within established guidelines;
• Understand, interpret, explain, and apply federal, state and local laws and regulations applicable to real estate responsibilities;
• Perform sound property appraisals that require the application of complex valuation considerations;
• Estimate and manage budgets and schedules for planning studies and projects;
• Read and interpret plans, maps, engineering drawings, and sketches;
• Prepare clear, concise, comprehensive, and legally sound documents and reports;
• Exercise sound independent professional judgment within established guidelines;
• Communicate effectively orally and in writing;
• Negotiate effectively and persuasively on behalf of VTA to meet tight acquisition or project deadlines and legal, regulatory, and budget constraints;
• Use tact, discretion and diplomacy in dealing with sensitive situations and parties;
• Establish and maintain effective working relationships with managers, staff, consultants, other governmental agencies and their representatives, property owners, tenants, and others encountered in the course of work.

Minimum Qualifications:

Sufficient training, education, and experience to demonstrate possession of the required knowledge and abilities. 

Development of the required knowledge, skills, and abilities is typically obtained through a combination of training and experience equivalent to graduation from an accredited college or university with major coursework in business administration, public administration, finance, real estate, or a related field; and five years of increasingly responsible experience in the appraisal, acquisition, relocation, design, financing, construction, and/or management of real property, with at least two years in a project lead or supervisory capacity.

Experience in acquisition of property for public use or experience with public-private development on public property is desirable.
