The Economic Development Manager will plan, organize, direct, coordinate and manage the activities of the economic development program utilizing specialized knowledge and skills to develop and implement strategies and projects to encourage business attraction, retention and expansion.  

The Economic Development Manager receives administrative direction from the Community Development Director. Responsibilities and essential functions of the position include, but are not limited to: 

• Assist the City Manager in developing and implementing the goals, objectives, policies and priorities for the economic development program. 
• Prepare and present staff reports and information on economic development projects to the City Council.
• Plan, prepare and implement marketing strategies, programs and special events that promote and expand the quality of life for both residents and businesses in the City and support economic vitality of the City.
• Participate in and manage collaborative programs of economic development with the Chamber of Commerce, business community and other public and private sector entities.
• Serve as the City’s representative and primary liaison to the Pleasant Hill Tourism Improvement District (TID), including staff support for formation/renewal of the TID. 
• Monitor, compile, analyze and report on various information data sources including employment, retail sales tax, business license, commercial real estate, population and demographics, hotel occupancy rates and assessed property values.
• Coordinate with other City divisions/departments on current and planned development projects.
• Exercise management and operational authority over assigned projects, services, and administration operations; maintain financial and administrative processes and records; develop recommendations for establishing and/or modifying policies and procedures.
• Monitor workflow of the Economic Development Division and review and evaluate work products, methods and procedures and make necessary recommendations to the City Manager.
• Prepare budget and forecasting for the Economic Development Division.
• Serve as primary staff support for the City Council’s Economic Development Committee providing policy research and project implementation of economic development activities in the City.
• Serve as the City’s primary contact with the commercial real estate brokerage community including participation at local and regional International Council of Shopping Center (ICSC) events.
• Represent the City and establish and maintain positive working relationships with representatives of community organizations, business organizations, state and local agencies and associations, city management, staff and the general public.
• Serve as the City’s liaison with the property owner and manager of Downtown Pleasant Hill to coordinate and facilitate projects in the Downtown. 
• Perform related duties as assigned.

Top areas of focus for the next Economic Development Manager will be:

• Collaboration – Continue to work seamlessly with the City Manager and the Community and Economic Development Director’s team.
• Development – Maintain and carry on the momentum the incumbent has set forth on various projects and negotiations such as the Farmers Market. Continue to work on the City’s shopping centers developments.
• Housing – Work with the Planning team on meeting state housing requirements. Work on rezoning commercial areas for mixed-use developments.
• Communication – Foster open and timely communication internally with staff and other departments and externally with developers and stakeholders. Represent the City as a staff liaison on commissions and boards such as the Education Commission.

The City of Newark is seeking a Public Safety Clerk to join our Police Department.

The City of Live Oak is looking to hire a Part-Time Assistant Planner. 

Definition 

Under direction of the Community Development Director, to provide basic professional level planning services in the areas of current planning and advanced planning, and to do other related work as required. 

Class Characteristics 

This is the entry-level class in the professional Planner series. This class is distinguished from the Associate Planner by the performance of the more routine tasks and duties assigned. These positions receive general supervision from higher level professional and managerial staff.

Examples of Duties 

1. Review and route planning documents. petitions, permits, packets and records; analyze environmental checklists and environmental information forms and make specific recommendations following department procedures;
2. Review business license applications and development projects for zoning compliance; Coordinate the logging, data entry and distribution of a variety of planning and zoning documents;

The City of Newark is excited to announce an opportunity for an experienced professional to join our Public Works team as a Public Works Inspector! 

Under general supervision, the Public Works Inspector performs skilled and technical inspection work on a variety of public and private construction projects, including streets, utilities, and other public infrastructure. This role ensures conformance with approved plans, specifications, permits, industry standards, accepted construction practices, and all applicable local and state codes and contractual requirements.

The inspector reviews construction documents, oversees all phases of infrastructure installation and contract maintenance work—such as pavement overlays, stormwater systems, and utility installations—and ensures compliance with the Manual on Uniform Traffic Control Devices (MUTCD) for traffic control. Responsibilities include conducting field measurements, performing material testing, maintaining detailed daily field records, and using applicable software to compile construction reports. The inspector coordinates with contractors, developers, and agency representatives to resolve construction-related issues and may provide functional supervision of field staff on assigned projects. All work is performed in accordance with City safety policies and procedures.

This class performs a variety of technical inspections related to the construction of public streets, parks, site development improvements, paving, grading, drainage, erosion, and storm water quality controls. Assignments, objectives, and work methods are specified. Incumbents' work will be gradually performed on a more independent basis subject to occasional review through consultation with the supervisor.

EXPERIENCE AND TRAINING

Education: 

• Possession of a high school diploma or equivalent. College level course work in construction or engineering is desirable. 

Experience: 

• Two (2) years of technical experience in public works inspections, field surveying, grade checking, or related field.  

License: 

• Possession of a valid driver license and a satisfactory driving record throughout employment.

The City of Live Oak is looking to hire a Part-Time Code Enforcement Officer I or II DOE. 

Salary Range

Code Enforcement Officer I: $24.638 - $32.106 per hour

Code Enforcement Officer II : $27.375 - $35.673 per hour 

Definition 

Under general supervision, the Code Enforcement Officer I/II position primarily performs residential, commercial, and industrial site inspections and investigations to ensure compliance with City Municipal Codes and regulations in the areas of housing, zoning, development, and signage codes; investigates citizen complaints of public nuisances, quality of life, and health and safety issues; seeks voluntary compliance or issues citations; and performs related duties as assigned.

Class Characteristics 

Code Enforcement Officer I: This is the entry-level classification in the Code Enforcement Officer series. Initially under close supervision, incumbents learn and perform routine and less complex assignments, while learning City policies and procedures. As experience is gained, assignments become more varied, complex, and difficult; there is greater independence and less supervision within the established guidelines. Positions at this level usually perform most of the duties required of the Code Enforcement Officer II – level but are not expected to function at the same skill level and usually exercise less independent discretion and judgement in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. This classification is alternatively staffed with Code Enforcement II and incumbents may advance to the higher level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher-level class.

Code Enforcement Officer II: This is the journey-level classification in the Code Enforcement Officer series. Positions at this level are distinguished from the Code Enforcement Officer I – level by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.

Examples of Duties: Duties may include, but are not limited to the following:

• Receives and responds to complaints regarding violations of zoning, housing, dangerous building and property maintenance codes, abandoned or inoperative vehicles, debris, unsanitary conditions, overgrown vegetation, signage, and other municipal code violations.
• Investigates possible violations, photographs evidence, and communicates with responsible persons via telephone, in person, or in writing; interprets codes and regulations and explains inspection procedures and regulations to involved parties.
• Prepares investigates reports and initiates procedures to obtain compliance with City codes by meeting with citizens and property owners, providing recommendations for compliance, issuing citations for violations as necessary, and conducting follow-up investigations.
• Prepares non-compliance cases for legal action; presents testimony at hearings.
• Coordinates with property with property owners and/or other City staff on abatement of hazardous items and/or abandoned property on vacant lots and other premises.
• Maintains records and prepares reports of inspections and related code enforcement files.
• Performs a variety of public relations and outreach work related to assigned activities by providing information on City codes and related regulations.
• Develops and maintains positive public relations with emphasis on customer services; maintains communication among the parties and responds to and resolves issues and complaints or refers them to the proper staff for resolution.
• Administers grants related to code enforcement activities, participates in grant application activities.
• Conducts special studies, surveys and analyses, and prepares reports as assigned.
• Observes and complies with all City mandated safety rules, regulations, and protocols.
• Flexible availability required; must be able to work varying hours, including evenings, weekends, and holidays.
• Performs related duties as assigned.

A Dispatcher II is a civilian employee of the Police Department who performs a variety of tasks in the Department’s Support Services Division. The Dispatcher II acts as the Department’s primary dispatcher, receiving and relaying incoming calls for emergency and non-emergency assistance; dispatching police units; operating a variety of telecommunications equipment including radio, telephone, and computer-aided dispatch systems; status monitoring, records and file maintenance in a computer-aided environment; and entry level dispatch training. A Dispatcher II may be assigned to work various hours, shifts, holidays, weekends and overtime.

Additional duties may include, but are not limited to, the following: prioritize requests for service based upon available resources, receive radio requests and handle accordingly, type, process and file a wide variety of reports and materials including memos, letters, complaints, declarations, warrants, citations, crime and traffic reports. Assists Department personnel and the public in person and by phone performing record checks, collecting fees and mailing requested reports to outside agencies in accordance with established regulations.

QUALIFICATIONS

Have a combination of education and work experience, including a minimum of 1 year of dispatch work; 2 years general office work involving typing of varied materials, public contact, general filing and basic record keeping; type at least 40 wpm (net). Have knowledge of business English, spelling; modern office practices and procedures; record keeping. Ability to dispatch police units quickly and effectively; work under pressure; exercise independent judgment; work with minimal supervision; make sound decisions in emergency situations; learn assigned clerical tasks readily and to adhere to prescribed routine; write English legibly; establish and maintain effective working relationships with other employees and the general public; operate computer-aided dispatch system, 911 emergency telephone, and other multi-line telephone systems, various law enforcement telecommunications systems, radio console with headsets and handsets, computer keyboards, cameras, intercoms, security. Willingness to work varying shifts and radio dispatching skills.

• Salary: $6,987 to $9,050 per month. Placement within the range depends on experience and qualifications.

The City of Berkeley invites applications for the position Camp Manager! In this role, you will plan, organize and administer a City Recreational Summer Camp including program operations, administration, facilities, and recreational programs for campers.

The Camp Manager works at the campsite while the Camp is open and is provided with room and board while at the camp. During non-camping season the Camp Manager performs planning, marketing, and staffing functions for the camp.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge and skills for this position is:

Equivalent to graduation from a college or university with major course work in recreation, physical education, business or public administration or a closely related field; and either:

1. Four (4) years of progressively responsible experience in recreation or camp programs, which has included at least two (2) years at a supervisory level. Additional recreation or camp experience may be substituted on a year-for-year basis for up to two (2) years of the education requirement. OR
2. One year experience (or equivalent summer sessions) in a residence recreational summer camp at a level equivalent to the City’s Camp Staff Supervisor.

OTHER REQUIREMENTS

Must be able to travel to various locations within the City of Berkeley and to the camps to meet the program needs and to fulfill the job responsibilities. When driving on City business, the incumbent is required to maintain a valid California driver's license as well as a satisfactory driving record.

CPR and first aid certification required at start of the summer season. Ability to get class 1 or 2 water treatment and sewage treatment certifications may be required.

California Public Resources Code Section 5164 prohibits the hiring of a person for employment at a park or recreational facility in a position having supervisory or disciplinary authority over any minor if the person has been convicted of certain criminal offenses. California Education Code Section 10911.5 requires that all public recreation program employers must fingerprint all persons having direct contact with a minor. The City does not hire persons who have been convicted of felony drug, sexual assault or physical assault crimes.
