The Opportunity

Reporting to the County Executive, the Director of Public Works leads a multi-faceted department responsible for the planning, construction, maintenance, and stewardship of essential County infrastructure.

The Director oversees:

Strategic Priorities

The next Director will guide and advance several significant initiatives, including:

• Delivery of capital improvement projects on schedule and within budget, while working to strategically mitigate rising construction costs, scalability of projects, and potential fluctuations in funding, requiring agile financial planning and project delivery strategies.
• Continued progress on the County’s Strategic Energy Master Plan, energy efficient building upgrades, climate-resilient infrastructure efforts, EV charging stations, etc.
• Compliance with Municipal Regional Stormwater Permit requirements and other environmental regulations.
• Vehicle and equipment management and fleet electrification for the County.
• Capital improvement projects for utility special district infrastructure (sewer, water, drainage, and streetlights) to meet long-term service needs.
• Replacement and modernization of the County’s access control systems.
• Strategic management of a growing and evolving facilities portfolio in alignment with service demands and asset lifecycle planning.
• Expansion of service delivery efficiencies through process improvement, technology integration, inter- and cross-department collaboration.
• Development of a strong and sustainable workforce, with an emphasis on leadership growth, talent recruitment and retention, skills training, and employee engagement.

This leader will ensure alignment with Board priorities, regional partnerships, regulatory frameworks, and community expectations.

Minimum Qualifications

Any combination of skills and experience that would likely provide the required knowledge, skills and abilities is qualifying.

A typical way to qualify is six years of experience in public works administration and an understanding of the full range of public works issues, practices, policies and trends. At least two years of experience in a managerial capacity within a large, public agency and political environment is required.

The Town Council of the Town of Loomis, California (population 6,800) is seeking an energetic and engaging individual with a commitment to public service to become its new Town Manager. The Town Manager directs, coordinates, and manages the overall administrative   activities and operations of the Town and advises and assists the Town Council while exercising significant independent judgment and initiative. In this smaller-sized entity, the Town Manager will need to be comfortable with a hands-on and collaborative approach to day-to-day  management. About the Division
The Legal Division provides a wide array of legal services to support the entire Air District, including handling enforcement cases; advising on the California Environmental Quality Act, AB617 Community Emission Reduction Plans, contracts, grants, and finance matters; developing regulatory language; supporting the permitting program; reviewing records under the Public Records Act; and staying abreast of current legal developments in air quality throughout California and nationwide. The Division utilizes a variety of tools to resolve enforcement actions, such as abatement orders, civil enforcement, and coordinating with other enforcement agencies, like local district attorneys or the state Attorney General. For cases in environmental justice communities, Air District staff can directly engage with community members when determining the appropriate legal remedies, including high enough penalties to reach deterrence-based outcomes and ensure the community benefits from the related funds.

• Serves as one of the principal instructors.  Oversees and evaluates vendor provided training activities.

• Conducts skills gap assessments.  Develops a comprehensive training curriculum for all mechanic classifications, including Utility Workers, and reviews and updates as needed based on current technologies.
• Stays current with new technologies as they pertain to District fleets.
• Collaborates on all maintenance programs regarding quality assurance, makes recommendations where necessary to ensure the quality of the workforce training programs, and works with appropriate maintenance management staff to ascertain requirements and changes within industry best practices.
• Helps plan, organize, and execute the SamTrans Maintenance Rodeo and competition teams.  Mentors and coaches the maintenance team at the regional and international competition.
• Assumes the duties of Chair and/or Secretary of the joint Labor-Management Maintenance Training Committee.
• Ensure core curricula follows all regulatory and safety requirements, and best practices.
• Develops and implements training programs for newly hired employees.
• Performs all job duties and responsibilities in a safe manner to protect self, fellow employees, and the public from injury or harm.  Promotes safety awareness and follows safety procedures in an effort to reduce or eliminate accidents.
• Perform other duties as assigned.

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to: 

• High School Diploma or equivalent
• Six (6) years of related progressive full-time experience as an automotive/truck diagnostic technician, repair technician, or instructor.
• Experience assessing and training others in a classroom or shop environment is required.
• Experience with powertrain electronic controls, on-board Hi-Voltage systems, on-board Hi-pressure systems, ABS, HVAC, and PLC systems is required. 
• Strong oral and written communications skills.  Knowledge of word processing and spreadsheet programs.
• Demonstrated journey level mechanic experience showing knowledge, expertise and ability to troubleshoot advanced systems and make repairs.

Preferred Qualifications

• Zero emission technology including battery electric and hydrogen fuel cell experience highly desired.
• Experience in conducting skills and needs assessment surveys desired.

THE OPPORTUNITY

The City of Pacifica is recruiting for a Public Works Superintendent within the Department of Public Works. Under the direction of the Field Services Manager, the incumbents will be responsible for the field services of the Public Works Department. They will plan, organize, and direct the work of field personnel and perform related work as required. The incumbents will be assigned to oversee various subdivisions such as Streets, Streams, Storm Drains, Street Lighting, and Motor Pool programs.

THE DEPARTMENT

The Public Works Department is responsible for maintaining and repairing the City’s infrastructure and wastewater treatment operations in an efficient and cost-effective manner while providing a high level of customer service and a safe work environment for city employees. The Department maintains parks, playing fields and medians and keeps streets and trails clean and well-maintained. The Department also coordinates the tree program, cleans beaches and coordinates the City Beautification program.

The Public Works Department is organized into three divisions including Wastewater Treatment Operations, Field Services and Engineering. The Wastewater Treatment Operations includes the operation of the Calera Creek water treatment plant and management of the collection system. Field Services oversees the maintenance of city streets, parks, trees, vehicles and public facilities. The Engineering Division manages public infrastructure projects, transportation planning and maintenance and repair of the City’s infrastructure. The Public Works Department is supported by 56 full-time staff and an annual operating budget of $4.6 million, along with a FY2023-2028 CIP appropriation of $ 8.6 million.

DEFINITION

Under direction, manages the field services of the Public Works Department; to plan, organize, and direct the work of field personnel, including Parks, Trees, Streams Streets, Buildings, Rangers and/or Motor Pool Divisions.

DISTINGUISHING CHARACTERISITCS

This is a management class with major responsibilities for the City’s Parks, Trees, Streams Streets, Buildings, Rangers and/or Motor Pool maintenance programs, that requires significant independence, initiative, and discretion within established guidelines. This position assists in the strategic planning, organization, and management across multiple operational units.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Field Services Manager or designee. Exercises general supervision over supervisory, professional, technical and administrative support staff through subordinate levels of supervision.

ESSENTIAL FUNCTIONS - INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:

• Plan, organize, direct, review and evaluate the work of staff involved in public works operations, including building maintenance, streams, streets, streets cleaning, storm drain maintenance, signs and signals, parking lots, and trails, janitorial service for City owned facilities, and vehicle maintenance and repair directly and through subordinate levels of supervision.
• Establish and carry out division goals, objectives, work plans, reports, policies and procedures.
• Prepare division budget and staffing requirements;
• Plan, organize and direct the work of contractors;
• Responsible for the procurement of goods and services.
• Monitor operations to ensure that operating procedures are followed.

ABOUT THE POSITION

The City of Redwood City invites you to apply for the position of Associate Long Range Planner within the Community Development Department’s Planning Division. Under general direction from the Assistant Community Development Director, the Associate Long Range Planner performs a variety of complex technical planning activities and completes work related to assigned areas of responsibility.

Duties may include, but are not limited to, the following:

• Supports development of City policy related to land use, urban design, housing, transportation, and related topics to support long range planning initiatives;
• Conducts research and analysis supporting planning studies and assists in preparation of planning reports and documents;
• Analyzes and prepares amendments to the General Plan and Zoning Ordinance;
• Provides technical assistance to other City staff and to the public in planning and development matters;
• Evaluates and analyzes small- and medium-sized development projects and proposals for compliance with City goals, policies, and ordinances and, as needed, facilitates environmental analysis;
• Facilitates applications for planning permits and environmental review, project manages their review by City staff, and prepares associated staff reports and presentations for the Zoning Administrator, Planning Commission, City Council, and other boards, commissions, and committees;

Role Overview

We’re seeking a candidate with experience in the areas of climate resilience and greenhouse gas emissions reduction; water quality and stormwater management; community and business empowerment; and strong program and staff management skills.

 

Under the direction of the Director and Assistant Director, the Sustainability Program Manager leads the six-member Climate Resilience team focused on reducing greenhouse gases in county operations, improving watershed water quality, implementing community resilience initiatives, and incorporating resilience in policy and planning documents. 

 

Responsibilities include overseeing implementation of the Government Operations Climate Action Plan; Stormwater Municipal Regional Permit compliance; County employee commute alternatives program; Green Business Program; and adaptation and resilience planning to address impact such as extreme heat, drought, sea level rise, and wildfire smoke. The role also involves overseeing program budget, grant administration, vendor contracts, and monitoring policy and program developments.

 

Key Responsibilities

• Plan, administer, and coordinate the activities of professional and technical staff involved in Climate Resilience work;
• Collaborate with multiple County departments, cities and community partners on local and regional climate resilience programs;
• Innovate new approaches to transform systems and empower County employees and communities to lead and act on climate issues.

 

As the Sustainability Program Manager – Climate Resilience, your responsibilities will include:

• Program and Staff Management – Set strategic direction, manage complex budgets, successfully oversee and deliver projects to completion, supervise and develop staff, and present to the County Executive’s Office and Board of Supervisors.
• Vendor & Contract Oversight – Manage vendor contracts, performance and budget.
• Community Empowerment – Develop and implement community-driven initiatives and resources with county departments and community partners to build climate resilience.
• Policy Development – Track laws, regulations, policy development and requirements to support climate resilience initiatives.

 

Ideal Candidate

The ideal candidate is a strategic results-driven leader demonstrating deep understanding of both emission reduction and climate adaptation strategies, with extensive experience in environmental sustainability and resilience planning. They have a proven track record of program and staff management, financial oversight including managing multi-million-dollar budgets, developing funding strategies, and achieving measurable outcomes. 

With a high level of political acumen, they can navigate complex issues and collaborate effectively with elected officials, County departments, and regional and community partners.

 

Strong communication skills are essential, as this role requires the ability to convey complex concepts clearly to diverse audiences. The candidate is passionate about designing and implementing programs that create tangible community benefits and empowerment. They excel at building strategic partnerships, stakeholder engagement, resolving community concerns, and facilitating large public initiatives.

 

The ideal candidate would have at least eight years of progressively responsible experience leading sustainability programs and managing staff. A collaborative and innovative approach to leadership, combined with a strong commitment to public service and environmental sustainability, is essential for success in this role.

 

 

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.

A typical way to qualify is three years of experience in the field of sustainability or resource conservation which has included complex program implementation and coordination.

Applications are being accepted for the position of Public Works Maintenance Worker with the City of South San Francisco. This is a non-benefited, part-time/hourly position.

The Department 

The Public Works department is comprised of the Maintenance, Engineering and WQCP (Water Quality Control Plant) divisions. The Maintenance Division is responsible for all of the asphalt and concrete streets within the City as well as all of the associated signalized intersections, streetlights, road signs and traffic markings.  The division also maintains the sanitary sewer/storm system which includes all of the sanitary sewer lines, all of the storm lines and catch basins, several storm water pump stations, as well as various large storm water trash capture devices throughout the City.

THE POSITION

Under close to general supervision, this hourly position is responsible for cleaning and maintaining the downtown corridor, including the removal of litter, debris, and illegal dumping. Duties are primarily driven by SeeClickFix service requests and may include other related maintenance and cleaning tasks as assigned.
 

IDEAL CANDIDATE 

The ideal candidate will have experience with outdoor maintenance work and be familiar with basic tools, equipment, and safety practices related to cleaning and debris removal in public spaces. They will take pride in keeping high-visibility areas clean and welcoming, respond promptly to service requests (such as those submitted through SeeClickFix), and interact professionally with the public and City staff. The ideal candidate will be reliable, self-motivated, and able to work independently or as part of a team, using sound judgment while following established safety procedures.

TYPICAL DUTIES (may include but are not limited to the following):

• Conduct daily cleaning and maintenance of the City’s downtown corridor, ensuring all public areas are free of litter and debris.
• Efficiently empty, clean and service all City owned trash receptacles, adhering to waste disposal and sanitation standards.
• Respond to requests for service in real time via smart device.
• Uses a variety of hand and power tools in connection with the above duties; operates light, motorized equipment, such as pick-ups, flatbeds, and dump trucks.
• Identify and report maintenance issues, safety hazards or vandalism during routine duties to appropriate City personnel.
• Performs related duties and responsibilities as assigned.

QUALIFICATIONS: Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Experience: One year of experience in general construction or maintenance work.

Training: Equivalent to graduation from high school.
