THE POSITION
The Deputy Director of the Public Works Agency plays a critical leadership role overseeing the Roads and Engineering Divisions. This position is responsible for the planning, execution, and oversight of major infrastructure projects, public works programs, and disaster recovery initiatives. Working under the general direction of the Agency Director, the Deputy Director provides strategic direction, operational oversight, and interdepartmental coordination to ensure efficient service delivery, regulatory compliance, and community engagement. The role also serves as Acting Director in the Director’s absence and represents the agency in meetings with officials, stakeholders, and the public. This position is scheduled for forty (40) hours per week. This recruitment may be used to establish a list to fill future vacancies for the next six (6) months.

• Oversees the preparation of solicitation documents for construction projects, manages the bid process including pre-bid conferences and site walk-throughs, responds to bidder inquiries, and administers construction contracts, including budgeting and assisting with regulatory permitting.
• Supervises consultant contracts for public works services, monitors project performance, and ensures departmental processes comply with contract provisions and standards.
•  Coordinates with consultants, staff engineers, and other stakeholders to guide the preparation of plans and specifications for public works projects
•  Identifies alternative funding sources, coordinates grant and loan applications, secures funding, monitors expenditures, and tracks project outcomes.

SALARY

This vacancy will be filled either as an Associate Engineer or Senior Engineer. The anticipated hiring range for the Associate Engineer position is $111,100 - $138,876 annually, with a full salary range up to $166,651. The anticipated hiring range for the Senior Engineer position is $122,634 - $153,293 annually, with a full salary range up to $183,952. The City typically makes offers within the hiring range based on the candidate’s experience and qualifications.

 

DESCRIPTION  

The City of Thousand Oaks Public Works Department currently has an opening for an Associate/Senior Engineer! We are seeking engineers with the competence and experience to execute design and construction projects with confidence and professionalism. Ideal candidates will have demonstrated skills in the areas of water and wastewater utilities, land development, roadway improvement, energy resilience, engineering design, and/or construction management across all civil engineering disciplines. 

 

PRIMIARY RESPONSIBILITIES 

Associate Engineer:  

• Prepares and oversees the preparation of complex and technical engineering studies, plans, and reports   

• Assists the Division Manager and Team Leader/Senior Engineer in managing varying responsibilities including permitting, design and construction of water, wastewater, storm drain, pavement, energy resiliency and roadway improvements 

• Assists with the preparation of construction documents, drawings, estimates, and specifications    

• Coordinates and performs professional planning and engineering work including reviewing proposed land development plans 

• Participates in the review, development, and/or revision of the various elements of plans, ordinances, and other policies and procedures   

• Provide oversight of engineering consultants and/or co-workers  

• Meets and works with professional and public groups   

• Respond to residents regarding public works concerns  

• Assists in preparing basic engineering plans for roadway improvements including pavement, drainage and striping plans  

• Prepares engineering maps and drawings; participates in the filing and retrieval of engineering maps, documents, and records   

• Conducts work to seek and pursue grant funding opportunities for programmed improvements; and assists in the planning and administration of various projects fueled by local, regional, and federal grant funds   

• Makes presentations to boards, committees/commissions, City Council, and the public; represents the City in matters at various local and regional meetings  

• Meets and works with professional and public groups, and coordinates public outreach for City infrastructure projects and programs

• Manage important infrastructure design, engineering, and construction projects from start to finish 

• Assists in the development, implementation, and achievement of goals, objectives, policies, engineering standards and priorities 

• Mentors team members and reviews their work on complex engineering and public works construction methods, procedures, and techniques 

• Researches and identifies funding sources for division projects; prepares and administers the capital improvement/development plan and budget

Under the direct supervision, performs a variety of difficult and complex professional officer and field engineering work; prepares plans, designs, and specifications for a variety of the Department of Public Works projects; reviews work prepared by outside consultants; prepares engineering reports; and performs related duties as assigned.

Full Time, Part Time, and/or Remote. Primary duty is to review and comment on plans, specifications, and estimates for capital improvement projects. Projects may include road, bridge, and airport improvements. Must live in California and possess a California Professional Civil Engineer License.

The Emergency Dispatcher I/II position in the Sheriff’s Department performs a variety of difficult work in the provision of 24-hour-per-day, seven-days-per-week public safety emergency dispatch service, including all 911 communications. Emergency Dispatcher I is the entry level class in the Emergency Dispatcher series.  It differs from Emergency Dispatcher II in that the II level is fully trained as a dispatcher and may provide training for the Dispatcher I. This position is scheduled for forty (40) hours per week.

WHAT YOU’LL DO

• Receives incoming calls from the public; determines type of assistance required, including law enforcement, fire or ambulance personnel, etc., and dispatches emergency and non-emergency radio and telephone communications to appropriate jurisdictions and agencies.
• Operates a law enforcement 911 communications network.
• Maintains radio communications with field personnel as necessary to relay messages and information, and to determine the location and safety of field personnel.
• Performs a variety of clerical duties as required, including but not limited to answering business telephones; processing and/or maintaining department records, including case files; compiling information and statistics for reports; preparing criminal history reports; entering/cancelling/retrieving data on computer; ordering supplies, copying and filing documents, etc.
• Processes civil, misdemeanor, juvenile and felony warrants.

DEFINITION

CLASS CHARACTERISTICS

The Community and Economic Development Director is an “at -will” employee of the City and serves at the pleasure of the City Manager. • Develops, plans, coordinates, and manages the City’s economic development program and initiatives regarding business assistance, attraction, retention, and expansion; sets annual program goals and objectives consistent with budget; plans, develops, and implements programs, plans, and policies to foster economic growth.
• Manages the development and implementation of departmental goals, objectives, and priorities for each assigned service area; recommends and administers policies and procedures.
• Establishes, within City policy, appropriate service and staffing levels; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; allocates resources accordingly.
• Assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs and implements changes.
• Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.
• Oversees and participates in the development and administration of the department budget; approves the forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary.
• Supervises and coordinates the environmental review and development review process for all private and public development activities in the City; assists in the development of the General Plan; coordinates and reviews plan changes and resolves sensitive, controversial and complex issues; solves problems with developers, property owners, the public, architects, engineers, and planners as well as City Council and Planning Commission.
• Collaborates with City staff, public officials, business community, consultants, media, and citizens in the accomplishment of program objectives; maintains professional relationships with regional, county, and local economic development organizations; makes presentations to private sector executives, local agencies, community groups, and City Council regarding the business advantages and opportunities within the City.
• Works as the single point of contact with existing and prospective businesses, developers, brokers, and partners to facilitate business expansion in or relocation to the City; provides guidance to business throughout the development and permitting process; assists new and expanding businesses in site selection, acquisitions, and facility construction.
• Oversees building plan check, building inspection, and code enforcement, planning activities, and ensures compliance with appropriate laws, ordinances, and regulations.
• Monitors legislation and developments related to economic development matters; evaluates their impact on City operations and programs, and recommends and implements policy and procedural improvements.
• Prepares and reviews complex documents including development agreements, specific and master plans including financing implementation plans and related contracts; testifies in court as an expert witness for the City on development related matters.
• Explains, justifies, and defends department programs, policies, and activities; negotiates and resolves sensitive and controversial issues.
• Gathers, tracks, and analyzes local, regional, and state economic and market indicators and other data, draws appropriate conclusions, and makes appropriate recommendations; conducts research regarding economic conditions and trends in the local area and makes recommendations for programs and activities for the City; identifies target industries based on operating, workforce, distribution, and infrastructure criteria, and City objectives.
• Serves as a representative for the Department and City in coordination with governmental agencies, community organizations, and other stakeholder groups as a participant in meetings, committees, and other professional settings.
• Attends and participates in meetings, conferences, workshops, and training sessions; stays abreast of new trends and innovations in field expertise.
• Researches funding opportunities; coordinates and/or completes and submits grant applications; tracts grant-funded projects and requirements; processes and maintains paperwork and reimbursement requests in compliance with funding and reporting requirements.
• Responds to and resolves difficult and sensitive citizen inquiries and complaints.
• Performs related duties as required.

As an Associate Planner, you will play a key role in shaping the community’s future by managing a variety of current and long-range planning projects.  Working under general supervision, you will:   

• Conduct professional Planning work involving land use, zoning, and community development.  

• Review, analyze, and process development applications of moderate to complex scope.  

• Prepare and present staff reports, plans, and recommendations to decision-making bodies. 

• Collaborate with residents, businesses, and stakeholders to promote thoughtful growth. 

• Contribute to long-range plans and projects that align with the City’s General Plan and vision.  

 

PRIMARY RESPONSIBILITIES 

• Manage and process applications for development projects, including residential, mixed-use, commercial, industrial, and institutional proposals.  

• Facilitate in-person and virtual permit submittals.  

• Respond to phone and email inquiries. 

• Consult and advise property owners, architects, engineers, contractors, and the public regarding applications, City policies, codes, and other plans.   

• Prepare clear and concise technical documents, reports, correspondence and other written materials.  

• Exercise sound independent judgement.  

• Establish and maintain effective working relationships with those encountered in the course of work.   

• Attend and present information to City Council, Planning Commission, Administrative Hearing Officer, and community meetings as assigned.  

• Plans, organizes and conducts research studies and prepares recommendations regarding land use, zoning, urban design, population trends, transportation, housing and environmental needs, updates and analyzes demographic and other data required for the planning function, participates in the review, development or revision of the various of the General Plan, environmental impact reports, plans, ordinance and other policies and procedures.  

• Independently performs responsible and varied professional planning duties.  

• Provide sound recommendations based on detailed analysis and project evaluation.
