This is the supervisory-level class in the Transportation Engineering series. Incumbents are responsible for planning, organizing, supervising, reviewing, and evaluating the work of professional engineering staff as well as performing the most complex and challenging design, inspection, and computation analyses, and providing professional-level support to assigned management staff in a variety of areas of expertise. Performance of the work requires the use of considerable independence, initiative, and discretion within established guidelines.

About the Department

The Public Works Department consists of approximately 72 full time employees and is responsible for maintaining and improving the City’s streets, parks, water and stormwater systems, traffic signals, fleet, and public buildings.  Public Works provides many of the basic services affecting the daily lives of everyone living, working, visiting, and commuting within the City, including:  

• 26 City-owned buildings/facilities and their grounds
• A fleet of over 250 vehicles and pieces of equipment
• 97 miles of streets
• Drinking water delivery for 16,000 customers
• Flood protection and stormwater management programs particularly along the San Francisco Bay, San Francisquito Creek and Atherton Channel
• 14 parks, 2 open spaces, 14 playgrounds, 2 dog parks, 9 sports fields, and 14 tennis/pickleball courts
• Efforts to preserve and expand the urban canopy, including 20,000 public trees
• Multimodal transportation services including 42 traffic signals, safe routes to schools and citywide shuttle programs. 

The department has nearly a $40 million operating budget supported by over 25 different special/dedicated funding sources for the varied programs and services provided to the community. In addition, the City has an approximate $100 million capital improvement program, in part due to a successful track record in pursuing grants from a variety of local, state and federal sources. Some of the exciting efforts on the horizon include efforts to protect the San Francisco Bay shoreline and adjacent community from sea level rise; efforts to eliminate the City’s reliance on fossil fuels through building and fleet electrification; making investments in transportation safety through strategic quick-build projects and large infrastructure changes like a pedestrian/bicycle undercrossing at Caltrain; and ensuring the equitable delivery of services throughout the entire city in alignment with the goals and programs developed as part of the city’s first environmental justice element underway.

ABOUT THE POSITION

The Town of Atherton invites you to apply for the position of Associate Engineer in the Public Works Department. The position, general supervision, performs various professional field and office engineering work related to the management, planning, design, construction, and maintenance of the Town’s public works infrastructure, associated with the Capital Improvement Program (CIP); provides project management oversight, coordination and administration; conducts development plan reviews and inspections; confers with developers, contractors, and representatives of other agencies regarding facility and infrastructure development and maintenance; administers professional services and construction contracts; provides professional staff assistance to the Director of Public Works, other departments, and the public in areas of expertise; performs a variety of studies and prepares and presents staff reports; and assist in the development of the Department budget and monitors revenue and expense budgets on an ongoing basis.

• Plans, manages, designs, and inspects all phases of civil engineering public works construction projects, including defining the scope of the project; coordinating with permitting and public utility agencies; applying engineering principles and practices to specific problems; coordinating construction schedules with other projects and agencies; preparing and reviewing cost estimates; and inspecting construction of projects to ensure compliance with construction documents; performs related planning and design work.
• Review of proposed private development projects; including issues related to public works, hydrology, grading, scheduling, traffic control, and erosion; prepares public works conditions of approval for proposed development.
• Reviews construction plans prepared by consulting engineers and private contractors; checks plans for conformance with regulations; reviews engineering calculations; participates in pre-design, construction, and coordination meetings and issues construction permits.
• Develops consultant requests for proposal for professional and/or construction services and the advertising and bid processes; evaluates proposals and recommends project award; administers contracts after award; ensures contractor compliance with Town standards and specifications, time and budget estimates; analyzes and resolves complex problems that may arise; recommends and approves field changes as required.
• Monitors and pursues grant opportunities for improvements in public works programs.
• Participates in the development of the Town’s Capital Improvement Program (CIP)
• Participates in the San Mateo County Cleanwater Program and assists with compliance and reporting associated with the Municipal Regional (NPDES) Stormwater Permit.
• Performs other related duties as required.

DISTINGUISHING CHARACTERISTICS
Contract Administrator I is the entry and first working level class in the Contract Administrator series. Initially, under close supervision, incumbents perform basic contract administration duties while learning County and programmatic policies, procedures, and guidelines. As experience is gained, there is greater independence of action within established guidelines. This class is flexibly staffed with the Contract Administrator II and incumbents may advance to the higher level after gaining experience and demonstrating proficiency, which meets the qualifications of the higher-level class.

Contract Administrator II is the fully experienced, journey-level class in this series, capable of independently performing the full range of contract administration duties. Employees are normally given substantial latitude in determining approach, procedures, systems, and methods in accomplishing the work goals. They make basic programmatic decisions that require the exercise of independent judgment and are responsible for coordinating multiple functions or processes. Incumbents at this level are typically assigned the more complex contracts.

 

The ideal candidate will demonstrate the ability to:

• Support and/or lead complex procurement processes by applying knowledge of spending thresholds and competitive requirements, and County policies.
• Draft clear and comprehensive purchasing documents, including scopes of work, contracts, and amendments.

Qualifications

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

Contract Administrator I:  Two years of professional-level administrative or programmatic experience, primarily in the area of contract administration in a community services or related setting.  

Contract Administrator II:  Four years of professional-level administrative or programmatic experience, primarily in the area of contract administration in a community services or related setting.
 

Knowledge of: 

• Principles and practices of public administration.
• Principles and practices of the program areas to which assigned.

The Engineering Manager will report to the Director, Bus Infrastructure and Capital Projects and will be responsible for the engineering functions of the infrastructure and capital project development department for the San Mateo County Transit District (SamTrans). 

 

The Bus Infrastructure and Capital Projects Department oversees the delivery of major bus fleet and facilities infrastructure projects for SamTrans. The department’s projects include design and construction of zero emission infrastructure (battery electric bus (BEB) charging infrastructure and hydrogen fuel cell electric bus (FCEB) infrastructure) for SamTrans's revenue and non­revenue fleet of nearly 400 vehicles, sea level rise and flood mitigation structures, bus administration, transportation, and maintenance buildings, and other structures at SamTrans' North Base and South Base Maintenance Facilities.

Minimum Qualifications

 

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to: 

• Bachelor’s degree in engineering or a closely related field.
• Five (5) years full-time increasingly responsible management experience in the area of civil, electrical, mechanical, or other closely related engineering design, construction management, or public works project management.
• Three (3) years full-time direct management level supervision of engineering staff.
• Possess a registered Professional Engineer License in the state of California.

 

Preferred Qualifications:

• Experience in management and delivery of complex engineering design projects for public transit agencies.
• Leadership of engineering design teams and projects.
• Experience with federal, state, and local funded projects. 
• Experience with Quality Control/Quality Assurance throughout a project lifecycle.
• Experience with Storm Water System Design management.
• Development of Capital Improvement Plans and Budgets.
• Experience working in Transportation Operations and Maintenance.
• Knowledge of CEQA and NEPA requirements, especially those relevant to transit agencies. 
• Able to possess a valid California drivers’ license.

What You’ll Do

The Public Works Supervisor will organize and supervise work crews engaged in the maintenance and repair of streets, traffic markings, signs, signals, street lights, drains, storm pump, stormwater conveyance systems and sanitary pumps, lagoons, dams, creeks and ditches; to provide technical staff assistance, including safety compliance and implementation. Duties may include, but are not limited to, the following:

• Recommend and assist in the implementation of program goals and objectives; standard operating procedures; establish schedules and methods for street, traffic and stormwater conveyance systems maintenance and repair; safety compliance and implementation; implement policies and procedures.
• Organize and supervise crews of skilled and semi-skilled personnel in the repair and maintenance of streets and stormwater conveyance systems, including street resurfacing, streetlights, traffic signals and street markings and signs, repairing and patching; street cleaning; sidewalk, curb and gutter removal and replacement; sewer cleaning and repair; weed control and storm drain cleaning maintenance.
• Maintain and interpret time, material and equipment use records; determine and implement adjustments to optimize the effectiveness of the maintenance system.
• Investigate complaints and recommend corrective actions as necessary to resolve complaints.
• Fully utilize the computerized work systems in accordance with workflow processes.
• Participate in selecting, training, motivating, counseling and evaluating staff; participate in monitoring employee performance objectives; prepare employee performance reviews; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
• Coordinate safety training and support Department safety programs including preparation and updating of City safety practices, standard operating procedures and training materials. May be asked to conduct specific safety trainings depending on training and experience. These activities may be required in both the Engineering & General Services and Environmental Services Divisions as requested by the Director.
• Inspect the work of crews while in progress; provide advice and assistance to subordinate supervisors and lead workers.
• Assist in preparing cost estimates for street, sewer, traffic and drainage system maintenance and repair activities; make plans and sketches for minor street maintenance and repair projects.
• Assist in coordinating street, sewer, traffic and drainage system maintenance activities with other City departments, divisions, and sections and with outside agencies.
• Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for needed equipment and materials; monitor and control expenditures.
• Monitor streets, traffic signs and signals, street lights, sidewalks, curbs, gutters, and drainage facilities for needed maintenance and repairs.
• Issue purchase orders to contractors and vendors; requisition materials and supplies

The role of Clinics Manager is integral to the mission and vision of San Mateo Medical Center. We are seeking experienced supervisors and/or managers of outpatient clinics to apply for this opportunity. San Mateo Medical Center is a public hospital and clinic system fully accredited by The Joint Commission. The Medical Center operates outpatient clinics throughout San Mateo County and an acute-care hospital in San Mateo. The mission of San Mateo Medical Center is to "partner with patients to provide excellent care with compassion and respect." As part of an integrated Health System, the Medical Center serves the healthcare needs of all residents of San Mateo County, with an emphasis on education and prevention.

We are seeking two clinic managers who will operate under the general direction of the Deputy Director of Ambulatory Care. The clinic managers plan, coordinate, direct, manage, supervise and evaluate the full range of programs and services offered at the community-based health clinics; recommend, develop, implement and evaluate goals, objectives, policies and procedures related to clinics; provide leadership and coordination to community groups, public and private agencies, advisory boards and volunteers in planning and implementing clinic services; and provide highly complex staff support to senior-level management. The clinic managers also lead and participate in complex performance improvement activities; develop systems to track the progress of strategic initiatives, departmental operational goals, and communicate progress in key forums; develop productive relationships with labor partners while navigating operational needs and developing and sustaining effective employee engagement processes. The clinic managers exercise direct and indirect supervision over a diversified clinical and support staff team.

The ideal candidates will have working knowledge of clinic operations, particularly in outpatient clinics that offer primary care, adolescent care, and pediatrics, as well as in budgeting and scheduling. The ideal candidates will also be experienced in change management, improving patient satisfaction scores, and continuous process improvement (Lean). Experience in a public/safety net clinic is highly desirable. The ideal candidates will also have the ability to lead complex performance activities.

Examples Of Duties

Duties may include, but are not limited to, the following:

• Plan, direct, monitor, coordinate and evaluate the operations and service delivery programs of a regional health clinic or clinics, including needs assessment, program design and planning, implementation, evaluation, and regulatory enforcement.

• Direct, coordinate, and participate in the development and implementation of program goals, objectives, policies, procedures, and priorities that balance both mandated services and community health care needs.

• Assess the quality of patient care; develop and generate community support for changes or enhancements to service delivery methods; advocate for patients with medical staff to ensure appropriate care is provided.

• Monitor census/patient flow and project future patient care demands; develop staffing schedules and assignments to provide the necessary level and type of care.

• Develop, present, and advocate for clinic funding; administer and monitor the approved budget to ensure the accomplishment of clinic care objectives within budget restrictions.

• Act as liaison between senior-level management, advisory boards and commissions, regulatory bodies, and program staff to ensure that all appropriate policies and guidelines are followed, and that programs are funded with adequate resources to maintain mandated and expected levels of service.

• Maintain an effective working relationship with a variety of public and private organizations, including other Health Services Agency staff, County departments, and agencies.

• Consult with other program managers on relevant program issues; develop alternative strategies for dealing with community health needs and assist in the implementation of solutions as necessary.

• Act as advocate and spokesperson in the community in support of programs and services; interpret, explain, and direct the enforcement of community health-related standards, codes, and regulations.

• Provide highly complex staff assistance to senior-level management and related commissions and advisory boards on program issues.

• Prepare a wide variety of detailed written reports, policies, procedures, and contracts.

• Perform related duties as assigned.

Qualifications

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

• Three years of administrative or managerial experience in a healthcare delivery, social, or community services organization, including significant responsibility for one or more of the following: program and budget development, program service delivery, funding, utilization, coordination of community resources, or program evaluation.

THE POSITION

The main job of a Library Page is putting books, DVDs, CDs, and magazines back on the shelves and preparing the library for opening and closing. The ability to quickly and accurately sort things alphabetically and numerically is required. This is an ideal job for someone who enjoys organizing and who can work quietly on their own.

 

DEFINITION

 

Under supervision, sorts, shelves, straightens, relocates, and searches for library materials, re-orders and organizes materials as needed, provides basic directional information to patrons, performs basic circulation duties using computer software, performs physical tasks to support library programs and procedures, performs closing procedures, and does related work as required.

 

EXAMPLES OF DUTIES

 

Sorts and shelves materials, assists at public service desks; inspects materials for wear and damage and does basic mending of same; keeps books and periodical shelves in order; assists in taking inventory of books; performs basic custodial tasks as needed.

 

MINIMUM QUALIFICATIONS

 

 Knowledge of: Basic clerical functions, principles of alphabetical and numerical filing, basic record keeping procedures.

 

Ability to: Sort material quickly and accurately in alphabetic or numeric order; follow oral and written directions; interact positively and cooperate with co-workers, respond politely to library patrons, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

 

Must be physically able to stand for extended periods, walk, bend, kneel, push wheeled carts, lift, reach overhead, go up and down stairs, and use a step stool.

 

Availability for evening and Saturday shifts is required.

 

Age: Minimum age of sixteen.

 

Education: Completion of the tenth grade in high school.

THE POSITION

Library Aides provide customer service to library visitors. Duties include checking items in and out at the Checkout Desk, opening new library accounts, collecting fines and fees, shelving materials, and assisting library visitors in finding materials and using the computers. Other tasks may include processing materials, providing storytimes for children, and assisting with other public programs for children, teens and adults. This is an ideal job for someone who is friendly, computer savvy, enjoys working with the public, putting things in order, and is detail-oriented. Bilingual skills are desirable.

 

DEFINITION

Under supervision, to do library clerical, technical and customer service work, and related assignments as required.

EXAMPLES OF DUTIES

Check materials in and out, sort materials, open new library accounts, explain library policies and resolve disputes, collect fines and fees, assist library patrons with self-checkout and public-use computers, printers, photocopiers, and scanners, answer routine information questions, complete opening and closing procedures, and perform related duties as assigned.

MINIMUM QUALIFICATIONS

 

Knowledge of:  Modern office and record-keeping procedures; use of office equipment and technology; numerical and alphabetical filing; basic mathematical principles.

Ability to: 

Provide excellent customer service; apply and explain library policies; communicate clearly, both orally and in writing; perform basic troubleshooting and assist patrons with computer use; adapt to changing technology and working conditions; learn the Dewey Decimal Classification System and library procedures; interact positively and cooperate with co-workers; function under demanding time pressure; respond in a positive manner to supervision; and attend work and perform duties on a regular and consistent basis. 

Bilingual ability (Spanish, Mandarin, Cantonese, or Tagalog) is highly desirable.
