California-licensed Professional Civil Engineer are eligible for an additional 2% differential above base salary.

New, Full-time regular hire Civil Engineers are eligible to receive a $10,000.00 signing bonus, which will be split into two equal payments: 50% at the time of hire (i.e. first paycheck) and the remaining 50% after successful completion of their probationary period.

There are two (2) Full Time Regular Hire vacancies, one (1) in the Engineering Division and one (1) in the Land Development Division.

The Civil Engineer helps define, design and/or review minor projects and phases of large civil engineering projects with complex budgets and timelines. This position exercises substantial initiative, judgment, and expertise to meet program and project needs. The Civil Engineer may be responsible for designing projects, reviewing project plans and specifications prepared by consultants, or reviewing development applications. The Civil Engineer helps in selecting consultants, preparing contract documents, and administering contracts during construction. This position provides direction and mentorship to more junior staff and oversees both technical and administrative work to ensure that work is performed efficiently and effectively for the public good.

Engineering Division
Projects may include such things as: bridge repair and replacement, culvert repair and replacement, new retaining walls, pavement management, road improvements, new stormwater management devices, new traffic management devices and others.

Land Development Division
Projects include a full range of private development from improvements to single family homes and small businesses to new subdivisions with extensive new infrastructure. This position issues and oversees permits such as grading, creek and quarry permits, supports the Road Commissioner role by issuing encroachment permits, transportation permits, and film permits, ensures private development project comply with stormwater regulations, floodplain management requirements, and use of the public rights-of-way, interacts with the public at the Counter and in meetings, and coordinates with the Community Development Agency to develop conditions of approval for development projects.

Hybrid schedule:
The Department of Public Works has embraced a hybrid work schedule that considers that some duties of this position may be performed remotely. However, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. During the initial probationary period, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.

There is one (1) full-time, regular hire Senior Civil Engineer vacancy in the Engineering Division. 

Under direction, the Senior Civil Engineer, plans, manages, and coordinates the engineering program. Using broad parameters of departmental policy guidelines, this position exercises substantial initiative, judgment, and expertise to meet program and project outcomes. The Senior Civil Engineer creates the scope on large civil engineering projects with complex budgets and timelines, integrating numerous elements that significant stakeholder involvement and sensitivity. THE POSITION

Under general direction from the City Engineer, or designee, the Associate Engineer will perform moderately complex, professional engineering work, and serve as project manager for capital improvement projects under the guidance/direction of the City Engineer, or designee. Work involves responsibility for complex engineering duties associated with the planning, design, construction, inspection, and coordination of civil engineering and public works projects. This position may also exercise indirect supervision over professional and technical staff. COMPENSATION & BENEFITS

The City of Pleasant Hill offers a comprehensive compensation and benefits program. For detailed benefit information, please review the Memorandum of Understanding between the City and Professional & Confidential Employees Association. 

• Sign-on Bonus:  One-time $5,000 bonus.  $2,500 on hire and $2,500 after successful completion of one (1) year probation. The bonus is subject to taxes and is not reportable to CalPERS.
• Monthly Salary: $9,987 to $13,244, and appointment will be based on the qualifications and experience of the selected applicant. Effective 11/1/2025: 3.5% COLA ($10,337 to $13,708/month).
• Health/Medical Benefit: Choice of coverage with Kaiser or Blue Shield. The City pays 75% of the Kaiser monthly premium at each coverage level. In lieu of medical coverage, the employee may elect to receive $400 (employee only coverage) or $500 (employee + 1 coverage) or $600 (family coverage) in cash or a pre-tax contribution into a MissionSquare Retirement 457 deferred compensation plan.

The Position

The City of Hayward is seeking a Senior Civil Engineer - Water and Wastewater [Formal Title: Senior Utilities Engineer] with a water and/or wastewater background to supervise, direct, plan, and coordinate the activities of the Utilities Division. The Senior Civil Engineer - Water and Wastewater  is a mid-management level position that performs, oversees, and directs engineering activities including planning, conceptual design, final design, cost estimating, project bidding, services during construction and construction management for a variety of projects in wastewater treatment, water storage and distribution, sewer collection, and storm water management. DEFINITION
Under general direction, supervise, direct, plan, and coordinate the assigned functions and activities of the Engineering Section of the Utilities Division.
 
DISTINGUISHING CHARACTERISTICS
This is a mid-management level position that performs, oversees, and directs all assigned activities of the Utilities engineering section, including planning, conceptual design, final design, cost estimating, project bidding process, services during construction and construction management for variety of projects in water distribution, sewer collection, stormwater management, and wastewater treatment.  This position is distinguished from that of subordinate Associate Civil Engineer position by its responsibility for the supervision of assigned engineering and technical staff, in addition to engineering and technical responsibilities for project development, design, and construction management for more complex projects.  This position is distinguished from Deputy Director of Public Works for Utilities by the latter position's overall responsibility for all aspects of the Utilities Division functions.

8. Consults with and advises other City employees on utilities engineering matters.
 
9. Participates in the selection and supervision of private professional engineers for the development of plans and specifications, studies and reports.
 
10. Coordinates utilities engineering related activities with Engineering & Transportation Division, other City departments, divisions, and sections and with outside agencies.
 
11. Prepares reports and makes recommendations on the Utilities Division's portion of the City's capital improvement program.
 
12. Develops and recommends an annual budget and priority for assigned utilities projects.

In this role, you will serve as the City's technical expert in the traffic engineering field. You'll oversee administrative, technical, planning, and design work while ensuring contract compliance with specifications and engineering standards.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is equivalent to graduation from a four-year college or university with major coursework in civil or traffic engineering and five years of increasingly responsible professional traffic engineering experience, three years of which were at a level equivalent to the Associate Transportation Engineer class.

Other requirements include:

• Possession of a valid California Registration as a professional Traffic Engineer or professional Civil Engineer. California Registration as a professional Traffic Engineer is preferred.
• Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, maintenance of a valid California driver's license and satisfactory driving record is required.

THE POSITION

Under general supervision, the Plan Check Engineer performs independent building and plan examinations for construction or alteration of industrial, commercial, and residential structures; determines compliance with applicable codes, laws, and regulations; and performs other duties as assigned.

Examples of duties include:

• Checks plans, specifications, and calculations on building plans submitted by architects, engineers, contractors, and owners for compliance with structural design, zoning, grading, soil reports, energy standards, disabled access, and general conformity to applicable ordinances, laws and State building codes.

• Advises building inspectors on structural and other building related problems arising in the field during construction.

• Assists customers in person and over the phone answering questions and providing instructions to architects, engineers, contractors, homeowners, other customers, and staff regarding building requirements, structural application of various codes, and requirements to achieve compliance standards.
