WOODLAND JOINT UNIFIED SCHOOL DISTRICT HOST SITE

Woodland Joint Unified School District (WJUSD) is partnering with the City of Woodland to host two fellows as part of this year’s Civic Fellowship Program. The fellows will work on-site at WJUSD Business Services Office and receive day-to-day guidance and supervision from WJUSD staff while remaining part of the fellowship cohort and participating in program-wide activities.

This posting is for the Logistics & Inventory Systems Fellow within the Transportation Department in Business Services at WJUSD.  

Typical work hours are from 8:00 a.m. to 6:00 p.m., Monday through Thursday; and 8:00 a.m. to 12:00 p.m. Friday, up to 40 hours per week.

PROJECT DESCRIPTION

The Woodland Joint Unified School District (WJUSD) Service Center is seeking a motivated Civic Fellow to support inventory organization and management of parts and materials essential to district operations. This role provides hands-on experience in warehouse operations, inventory systems, and process improvement within a public education environment.

The Fellow will assess current storage and inventory practices and help implement a more efficient, organized system. Responsibilities may include developing labeling structures, organizing storage areas, establishing inventory tracking procedures, and improving material accessibility for staff. In collaboration with Service Center personnel, the Fellow will identify opportunities to enhance efficiency, organization, and accountability.

This fellowship offers practical experience in warehouse logistics, operational system design, and cross-functional collaboration, while building skills in organization, problem-solving, and process improvement within a public sector setting.

SUPERVISION RECEIVED AND EXERCISED

Receives general directions from the designated WCC host-site employee.

IDEAL CANDIDATE

The ideal candidate is a detail-oriented, organized, and motivated individual interested in operations, logistics, engineering, business, or public service. The Civic Fellow should be comfortable working independently and as part of a team, and willing to take initiative to improve organization and efficiency.
The successful candidate will demonstrate strong problem-solving skills, a willingness to learn new systems, and the ability to think critically about processes. Interest in organization, data tracking, or hands-on operational work such as inventory or warehouse systems is desirable. Experience with spreadsheets or data entry is helpful but not required.
Additionally, the ideal candidate will have strong communication skills, a positive attitude, and reliability. This position is well suited for someone who enjoys solving practical challenges and contributing to systems that help organizations run effectively.

THE POSITION OBJECTIVES/GOALS

The goals of the position are to:

1. Accurately assess and document current inventory of parts and materials within the WJUSD Service Center, including storage locations, item categories, and current organizational practices.

2. Review existing storage systems to identify inefficiencies, inconsistencies, or gaps, and coordinate with Service Center, Maintenance, and Transportation staff to improve organization.

3. Develop and implement a standardized organizational structure for parts and materials, including clear storage locations, labeling practices, and logical grouping of inventory.

4. Improve inventory accessibility and efficiency by helping establish procedures that allow staff to quickly locate, store, and track commonly used materials.

5. Create simple documentation and reference materials to support consistent inventory organization practices, including basic procedures for storing and locating materials.

6. Develop a working understanding of school district operational support systems, including how the Service Center supports Maintenance, Facilities, and Transportation functions.

7. Contribute to continuous process improvement by identifying opportunities to improve inventory organization, storage workflows, and material tracking practices.

QUALIFICATIONS

• 4+ years of high school
• Local Woodland knowledge preferred
• Strong interpersonal and communication (oral and written) skills
• Excellent organizational skills and attention to detail 
• Strong computer skills
• Ability to build and maintain trust-based relationships with multiple internal and external stakeholders 
• Eligible to work in the United States
• Valid California driver license (if driving is an essential duty)

SALARY RANGE

$20.00 - $25.00 / hour dependent on experience.

The Department of Transportation (DOT) is recruiting for a Senior Heavy Equipment Operator (Senior HEO). Key responsibilities include:

Field Leadership & Supervision

• Provide frontline supervision of field crews
• Prioritize, assign, and coordinate daily work activities
• Ensure safety compliance and oversee job site operations
• Communicate with residents at project sites
• Evaluate staff performance

Operations & Project Oversight

• Supervise and participate in projects within the Pavement and Sewer divisions
• Coordinate and support emergency storm response efforts
• Maintain service levels for:
  • Emergency response
  • Pavement maintenance
  • Sanitary sewer maintenance
• Support timely sewer repairs and overall customer service goals

Programs & Compliance

• Coordinate the Heavy Equipment Operator Trainee Program
• Implement Safety and Wellness programs for Pavement and Sewer sections
• Ensure all training meets OSHA standards

Sewer & Capital Improvement Projects

• Provide field supervision for sewer repair and capital improvement projects
• Oversee a crew of approximately 14 maintenance and heavy equipment staff
• Help reduce backlog of sewer repair projects to minimize community impact

Administrative & Technical Duties

• Input data and generate reports using systems such as ACCESS and UNITY
• Support capital projects requiring heavy equipment and concrete crews, including:
  • Traffic calming improvements
  • ADA improvements
  • Median island construction
  • Traffic signal construction
• Contribute to approximately 12 large-scale projects annually

The Senior Heavy Equipment Operator may be required to work 10-hour shifts, overtime, weekends and holidays. This position may work in confined spaces.

Minimum Qualifications:

Education: Completion of high school, or General Educational Development (GED) Certificate, or California Proficiency Certificate.

Experience: Four (4) years of experience operating heavy motorized equipment such as that used in the construction trades.

Certifications/Licenses: Possession of a valid State of California Class A driver's license with applicable endorsements is required.

DEFINITION

Under the direction of the Transit Manager, the Transit Analyst II is responsible for carrying out a variety of analytical and technical assignments; and working on administrative and operational activities, analysis and special projects in support of Union City’s transit programs and services.

CLASS CHARACTERISTICS

This is the experienced-level class in the Transit Division. Work given to an incumbent in this class involves various tasks including, but not limited to, scenario planning, performance-based planning, financial forecasting, regional policy research and analysis, transportation demand management, general analysis and development of transit programs and services, research of new trends in public transit and comparing how Union City provides service delivery, and participation in coordination events or meetings on behalf of Union City. Incumbents in this class perform advanced analytical work while following City and departmental policies while exercising the performance of more complex duties. The Transit Analyst II has general knowledge of the operating procedures and policies of transit and/or transportation planning. ESSENTIAL FUNCTIONS

• Drives and operates a variety of collection vehicles and equipment including one or two-person-staffed refuse collection truck, front, rear and side loaders in the collection and transportation of residential and commercial refuse; responds to afterhours call-outs if assigned.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions including wet, hot and cold. The incumbent may use cleaning and lubricating chemicals, pesticides or herbicides which may expose the employee to fumes, dust and air contaminants. Under the general direction of the Train Control Upgrade Project Manager, the Vehicle Train Control Engineer will lead the integration of the new train control system with the Siemens LRV4 vehicles. The Vehicle Train Control Engineer will be responsible for the successful design, fitment, and testing of all onboard equipment necessary to fully install the system on the LRV4 fleet and will represent the SFMTA in all project review and discussion related to onboard equipment installation.

The Train Control Upgrade Project will be delivered through a series of contracts with the technology vendor and other firms providing installation, construction support, technical expertise, and professional services. The Vehicle Train Control Engineer will coordinate the design activities related to onboard vehicle equipment between the supplier, the vehicle manufacturer, and the onboard equipment installer. The Vehicle Train Control Engineer will work closely with these three parties to ensure that the delivery and installation of onboard train control equipment is completed according to the project schedule. • Supervises the train control system testing program and assists the project QA team in assessing the quality of delivered and/or installed components;
• Tracks completion of technical requirements and evaluates the system and individual subsystems and components for acceptance;
• Participates in the RAM demonstration and verifies that the system as designed and delivered meets the project performance metrics;
• Communicates with Train Control System Supplier for technical support as needed to address system issues under warranty;
• Works with Supplier, SFMTA operations and maintenance staff to ensure both the designed and finished train control system meets operations and maintenance needs and works within their stated constraints;
• Reviews and manages workload assignment to consultants, SFMTA engineers, and interns as required;
• Performs other duties as required.

Minimum Qualification:

1. Seven (7) years of verifiable professional electrical engineering work experience of which four (4) years of that experience must be as a licensed professional engineer. Two (2) of the seven (7) years must be equivalent to the City and County of San Francisco class 5241 Engineer; AND
2. Possession of a baccalaureate degree with major course work in engineering; AND
3. Possession of a Certificate of Registration as a Professional Engineer (Electrical) in the State of California.

Substitution:

• A Master's Degree in Engineering may substitute for one-year work experience.
• A Ph. D. in Engineering may substitute for two years work experience.

Desirable Qualifications:

• Technical expertise and knowledge of the principles, practices, purposes, scope and techniques of train control and/or signaling systems.
• Engineering experience working on train control, train signaling systems, transit or communications infrastructure projects;
• Engineering experience working with rail vehicle electrical and/or communications systems;
• Experience working with public transit agencies or as an employee of a public transit agency;
• Leadership experience and/or experience managing a team of engineers on a project;
• Experience working on communications and/or network infrastructure projects;
• Experience managing contracts and overseeing the design and delivery of public sector procurement projects, especially for rail transit agencies;
• Experience managing testing and commissioning vehicle and/or wayside equipment on an active railway;
• Experience working with third-party vendors and contractors to deliver public infrastructure projects on-time and on-budget;
• Excellent written and oral communication skills. Ability to communicate with diplomacy and conduct meetings with stakeholders throughout the agency;
• Technical writing and editing experience; experience writing technical specifications and/or manuals;
• Experience with CAD software or other computer-aided design tools;
• Experience with P6 Primavera, Microsoft Project, or other project management software applications;
• Experience with Microsoft Office products such as Excel, Outlook, and Word;
• Experience interpreting and analyzing telematics data, using Python, SQL, Tableau or other tools to perform calculations and visualize data;
• Ability to work well with a multi-disciplinary, diverse workforce, including operations staff, maintenance technicians, technical professionals, contractors, executives and elected officials, and stakeholder groups
