Be part of something new. Tri-City Mental Health Authority is seeking a licensed Psychiatric Nurse Practitioner to join our team in a newly established position under California’s AB 890 Section 103. This autonomous role offers a unique opportunity to shape integrated, equitable mental health care for our community.

Currently, this position is designated to work a 5/40 schedule, Monday - Friday during normal business hours (8AM - 5PM).  Specific shift start and end times for this position may vary depending on the need of the department and agreement with supervisor.

THE POSITION

As a Nurse Practitioner, you’ll provide comprehensive psychiatric and mental health services, including independent prescribing, psychotherapy, crisis intervention, and leadership within a collaborative care team. This position serves individuals and families with complex mental health needs, helping reduce barriers to care through culturally responsive, trauma-informed practice.  This position will report to the Medical Director or a Supervising/Lead Psychiatrist.

Key Responsibilities/Examples of Essential Duties*:

• Conduct psychiatric evaluations and risk assessments.

• Diagnose and treat mental health disorders using DSM criteria.

• Prescribe and manage psychotropic medications independently.

• Deliver individual, group, and/or family therapy and psychoeducation.

• Collaborate with psychiatrists, therapists, and social workers to ensure client-centered care.

• Document services in compliance with HIPAA and HITECH standards.

• Perform other duties as assigned within the scope of practice and licensure.

The City of Thousand Oaks is seeking a forward-thinking and results-driven Budget Officer to play a pivotal leadership role in the Finance Department. As the strategic leader of the City’s biennial budget process, the Budget Officer collaborates with all departments, provides key insights to executive leadership, and ensures transparent, data-informed decision-making. With the City currently implementing a new budget software, the successful candidate will take ownership of the system and be responsible for producing the final budget documents in both print and digital formats. As part of this effort, the Budget Officer will lead a refresh of the City’s performance measures, working with departments to integrate meaningful, outcome-focused metrics into the budget. 

The City is preparing to undertake a comprehensive ERP system replacement, and the Budget Officer will serve as a key member of the implementation team, helping to shape financial functionality and ensure a smooth transition to the new platform.

PRIMARY RESPONSIBILITIES

Budget Strategy, Development, and Reporting 

• Lead the development and administration of the City’s biennial Operating and Capital Improvement budgets  

• Lead the development and administration of the City’s biennial User Fees, Fines, and Penalties Schedule 

• Lead the development and administration of the City’s annual Cost Allocation Plan  

• Collaborate with departments to align financial resources with City goals and priorities 

• Develop multi-year financial forecasts and monitor trends to support long-term planning  

• Write clear, concise, and effective staff reports to communicate complex financial information to City leadership and the public 

• Prepare and present budget reports and other financial information for internal and external stakeholders 

System Implementation and Innovation 

• Take ownership of the City’s new budget software system and the development of the online and PDF versions of the Adopted Operating and CIP budgets  

• Streamline and improve the City’s Monthly Financial Report  

• Play a key role in the planning and implementation of the City’s future ERP system replacement 

• Identify opportunities for process improvement and implement innovative processes 

 Financial Reporting & Capital Management 

• Oversee capital asset budgeting and coordinate with departments on project funding and tracking  

• Analyze financial and operational data to provide insights and recommendations to executive leadership 

• Develop tools and reports to improve transparency and decision-making across the organization 

Leadership & Collaboration 

• Supervise and mentor direct report(s), fostering ownership, accountability, and professional growth  

• Serve as a trusted advisor to the Finance Director and senior management 

• Coordinate cross-departmental efforts and facilitate a collaborative, service-oriented budget process 

Communication & Training 

• Deliver clear and effective presentations to staff, senior management, and City Council on budgetary reports, issues, policies, and financial data  

• Lead cross-departmental training efforts on budget systems, financial procedures, and reporting tools 

• Translate complex financial concepts inaccessible information for non-financial audiences

We are seeking a customer service-oriented individual with the competence and experience to address challenges with confidence and professionalism. The Plan Check Assistant performs a range of duties in reviewing and checking building construction plans (residential, commercial, and industrial) for compliance with all applicable State and City codes. 

 

PRIMARY RESPONSIBILITIES 

• Read and interpret architectural and structural engineering plans to ensure conformance with the California codes, structural design codes, and local municipal codes.  

• Respond to inquiries from, and provide information to architects, engineers, contractors, building designers, homeowners, and the general public regarding project status, plan checking, and other code-related issues  

• Provide assistance at the public service counter (over-the-counter plan checking, code and permit fee questions)  

• Perform routine engineering analysis and calculations

THE POSITION

Tri-City Mental Health Authority is currently hiring to fill two (2) full-time vacancies for the position of Peer Support Specialist I/II (PSS) within the Mobile Crisis Care Program (MCCP). This position requires individuals to work on-site 5 days a week from 9:00am to 5:30pm, until training is successfully completed. Once fully trained, your schedule may adjust based on team needs and role requirements. 

Tri-City is looking for individuals to serve as a Peer Support Specialist I/II on a full-time basis for the MCCP. The MCCP Peer Support Specialist will be part of a team that provides crisis intervention and stabilization, linkage and referral, consultation, and education within the scope of practice. The MCCP Peer Support Specialist will report to the Mobile Crisis Care Clinical Supervisor and Clinical Program Manager.

This position is responsible for a variety of ongoing responsibilities, including, but not limited to:

• Respond to client's (Full-Service Partnership and Adult and Children’s Outpatient Programs & other specialty mental health services) crisis calls with or without law enforcement;

• Perform field-based & telephone emergency mental health evaluations & crisis stabilization in accordance with agency procedure;

• Provide crisis intervention & stabilization services to individuals, groups, and families;

• Identify treatment needs & make appropriate referrals for necessary services;

The Clinical Therapist will report to a Clinical Supervisor.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Provides individual, group, and family interventions, rehabilitation, and treatment services including counseling, therapy, case management, and referral and linkage to community services to a variety of clients including high-acuity clients.

• Within the scope of authority, assesses, diagnoses, and treats a variety of clients with mental health disorders; collaborates with clients and creates individualized treatments plans according to client’s needs and circumstances.

• Initiates and conducts individual, group, and family counseling and biopsychosocial therapy sessions utilizing a variety of techniques and modalities; provides case management services in the office and in the field.

• Performs routine and emergency intake evaluations according to Authority procedure;
  completes appropriate forms and documents relating to the intake process; and prepares medical and demographic case history for use in diagnosis.

THE POSITION

Tri-City is looking to fill vacancies for a Psychiatric Technician I/II for ALL DEPARTMENTS. The Psychiatric Technician I/II will appeal to individuals who are inspired by challenges and opportunities presented in working with an engaged and active community by providing all manner of adjunctive medication support services. The Psychiatric Technician I/II will report to the respective Program Manager. 

Schedules vary by department. Positions assigned to the Medication Support Team typically follow a 9/80 schedule. Positions on the Mobile Crisis Team follow a 9/80 or 3/12 schedule, which may include weekend, night, and/or holiday shifts.  Shift differentials available, where applicable.

 

Psychiatric Technician I: This is the entry-level classification in the Psychiatric Technician series. Initially under close supervision, incumbents learn and perform routine medication monitoring, administration, and support, while learning Authority policies and procedures. 

Psychiatric Technician II: This is the journey-level classification in the Psychiatric Technician series. Positions at this level are distinguished from the Psychiatric Technician I by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.

 

EXAMPLES OF ESSENTIAL DUTIES:

• Under the direction of clinical staff, provides medication management services to a caseload of clients in the office and in the field; ensures the proper acquisition and administration of medication.

 

• Provides education and training to clients, their families, and/or staff on the proper care and use of medications, including symptoms of, reactions to, or side effects of, specific medications; informs clients of the impact of abuse and/or misuse of medications.

 

• Conducts home/field visits to evaluate client’s physical environment and behavior such as anxiety, withdrawals, and behavioral health progression/regression.

 

• Takes and records measures of clients’ vital signs, physical condition, and behaviors; assists and observes clients self-dispense medication as prescribed by a psychiatrist and administers scheduled injections.

 

• Conducts medication checks on clients to assess their overall medication management capabilities; takes appropriate action if client poses danger with respect to the use or abuse of medication; observes, evaluates, records, and reports to professional staff changes in client’s condition.

 

• Motivates clients to develop self-reliance in daily living; encourages clients to participate in group and/or individual therapy/program activities.

Qualifications for consideration: 

• Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: 
  • Equivalent to the completion of the twelfth grade supplemented by specialized and technical training in the building and construction trades.
  • Two years of responsible experience involving the construction and maintenance of public works or water facilities, depending on area of assignment.

THE POSITION

Tri-City is looking for a special individual to serve as a Clinical Therapist I/II for the Children’s Full Service Partnership/Children and Transitional Age Youth (FSP/ C TAY). The Clinical Therapist I/II provides behavioral health clinical intervention and recovery services to assigned clients and their families; develops treatment plans and performs individual, group, and family psychotherapeutic counseling, routine and emergency assessment, crisis intervention, and related treatment services; manages an assigned caseload of adults, juveniles, and/or children; provides consultation to other staff, programs, and agencies related to treatment needs and plans; and performs related duties as assigned.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

 

• Provides individual, group, and family interventions, rehabilitation, and treatment services including counseling, therapy, case management, and referral and linkage to community services to a variety of clients including high acuity clients.
