Looking for individuals who are passionate about making a difference and having fun outdoors! If entering your senior year of high school, are in college or beyond, this could be a perfect fit. Our five all-day summer camps run from June 16 to August 15, with staff training beginning June 9. Serving children ages 4-12 at multiple locations, these positions serve as role models to youth campers throughout the Conejo Valley, leading arts and crafts, recreation games, swimming, hiking and more!

The Greater Vallejo Recreation District is a Special Service District that has been serving area residents for over sixty years. As a Special Service District, GVRD operates as a separate government agency from the City of Vallejo. GVRD manages 407 acres of public park space including 20 neighborhood parks, 10 community parks, 6 special purpose parks, and Olympic-size swimming pool and 4 community centers.  GVRD maintains over 1,000 acres of public land. 

GVRD is governed by a five-member Board of Directors. With 30 plus full time and approximately 155 part-time and seasonal employees, GVRD operates on a 2019-2020 fiscal year budget of $7.9 million for general fund operations and Measure K funding amounting to $2.2 million.  The Measure K funding is being utilized to purchase necessary equipment, improve parks, facilities.

Job Description:

DEFINITION
Under supervision of the Recreation Supervisor, this position manages Recreation staff, programmatic leadership, assigned area budget, and cross departmental collaboration. Top candidates will assist full-time and part-time staff with all Recreation related needs, community outreach, and perform a variety of technical tasks as directed.

SUPERVISION RECEIVED EXERCISED

• Receive immediate supervision from higher level Recreation staff. Work requires supervising and monitoring performance for a regular group of employees (1 or more full and part-time employees) including providing input on hiring/disciplinary actions and work objectives/ effectiveness, performance evaluations, and realigning work as needed. 

ESSENTIAL AND MARGINAL FUNCTION STATEMENTS- Essential and other important responsibilities and duties may include, but are not limited to, the following:

Essential Functions:

• Supervises the work of assigned personnel, including assigning and reviewing work, providing guidance, and conducting performance evaluations.
• Plans, organizes, schedules, promotes, evaluates, and leads recreational activities in area of assignment.
• Reviews applications and enters reservations in recreation software. Schedules meetings with customers/general public, processes permits and payments, assists with event layouts, and enforces rules and regulations.
• Ensures the safety of equipment, building, and surrounding areas through inspections and takes action to resolve any issues.
• Monitors budget revenues and expenditures. Completes monthly cash flow report and annual end of year report. Proposes new fiscal year budget and justifications.
• Responsible for preparation of programmatic annual budget and justifications.
• Respond to questions, complaints, and emergency situations. Takes appropriate courses of action and notifies supervisor whenever necessary.
• Prepare a variety of administrative and financial reports on activities and operations. Orders supplies, as needed.  Maintains records and invoices.
• Develops a strategic action plan for area of responsibility incorporated as part of the development and implementation of Division and District goals and objectives.
• Completes activity guide list and proposes new programs for the organization. Markets and advertises for new programs.
• Collects fees for classes and/or programs. Issues receipts, balances and reconciles accounts, and  submits to Finance Department.
• Performs related work as required.

WORKING CONDITIONS

Working Conditions and Physical Demands:

• This position is relative free from unpleasant environmental conditions or hazards and requires medium physical effort. Incumbents may be required to exert up to up to 35 pounds of force occasionally, up to 20 pounds of force frequently, and/or up to 20 pounds of force constantly having to move objects.

POSITION TYPE/EXPECTED HOURS OF WORK
This is a full-time, non-exempt position. Typical work week is eight (8) hour days, five (5) days a week. However, depending on needs, incumbents may be assigned an irregular work schedule, including weekends, early mornings, evenings, and holidays.

Incumbent may need to travel in this role. Travel may include but is not limited to various GVRD sites within the district, training sites outside the district, community partners, or other job-related locations.

THE POSITION 

Under immediate supervision (Parks Maintenance Worker I) or general supervision (Parks Maintenance Worker II), performs semi-skilled to skilled maintenance, repair, and construction work assigned to the parks division; operates maintenance and construction tools and equipment; performs a variety of maintenance tasks relative to assigned area of responsibility.

Distinguishing Characteristics

Parks Maintenance Worker I: This is the entry level class in the Maintenance Worker series. This class is distinguished from the Maintenance Worker II by the performance of the more routine tasks and duties assigned to workers in this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters related to established procedures and guidelines as are positions allocated to the II level. Since this class is typically used as a training class, employees may have only limited or non directly related work experience. Employees work under immediate supervision while learning job tasks.

Parks Maintenance Worker II: This is the full journey level class within the Maintenance Worker series. This class is distinguished from the Maintenance Worker I by the assignment of the full range of duties assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

Representative Duties

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1. Handle complaints and answer questions from the public.
2. Perform general electrical, painting, plumbing and carpentry work as needed.
3. Make minor adjustments on service equipment; maintain tools and equipment in working order.
4. Oversee the work of community service workers.
5. Maintain logs of daily activities.
6. Assist in other areas as needed.

8. Inspect park grounds, structures, medians and related facilities for safety, appearance, and vandalism; remove graffiti from park surfaces.

13. Operate grounds maintenance equipment as well as a variety of hand and power tools.
14. Apply pesticide, herbicide, and other pest management treatments.

QUALIFICATIONS

Parks Maintenance Worker I

Education/Training:

Equivalent to the completion of the twelfth grade.

Experience:

One year of experience in construction or maintenance work is desirable.

Parks Maintenance Worker II

About the Position:  The Midpeninsula Regional Open Space District (Midpen) Seasonal Ranger Aide is an entry-level position, which provides the opportunity to learn and perform some duties of a ranger under the guidance of experienced ranger staff. Ranger Aides provide visitor information and assistance, travelling by non-emergency Midpen vehicles and on foot throughout an assigned geographical region. Ranger Aides perform a variety of customer service duties such as educating and informing the public about Midpen land use regulations, public relations and provide general information services, but do not have law enforcement authority.  Ranger Aides will assist with routine maintenance work on Midpen land and facilities and may respond to assist with emergency calls. Requirements: Must have the ability to  learn Midpen lands, pertinent laws and regulations and contact, educate and inform the public about the lands and regulations ; administer first aid and CPR; operate and maintain various power tools and equipment; operate two-way radios; communicate clearly and concisely both orally and in writing; and other duties as assigned.

Equivalent to graduation from high school. Six months experience working in a customer service related field.  Some experience or training in a parks settings is desirable.

Schedules:  This is a full-time position. Employees are expected to work full-time (40 hours during the work week); however, school schedules may be accommodated around regular days/hours of operations.  Weekend work (Sat/Sun) is required, with two consistent days off each week (Thursdays/Fridays off).  Incumbents will work an 8-hour workday (plus a 30-minute unpaid meal break). Daily start and end times will be the same for most workdays, typically scheduled within the range of 7:00 a.m. to 5:30 p.m.  Must be willing to work weekends, nights, holidays, or extended shifts and work with exposure to difficult circumstances, including exposure to challenging situations and upset individuals. Seasonal assignments will not exceed 950 hours or 7 months, whichever comes first, and do not include benefits.

Working Conditions: Most work is outdoors within Midpen’s open space lands with exposure to inclement weather conditions. This requires the ability to patrol on foot, off trail, and in rugged terrain.  Also requires the ability to perform related emergency services and maintenance and construction work on Midpen lands. Once trained, Ranger Aides may work alone for parts or all of their shifts. Must wear prescribed District uniform and adhere to strict safety procedures and work habits.

Summary
Under general supervision, performs a variety of complex skilled irrigation, grounds mainten­ance and landscape tasks in accordance with District policies and procedures; works indepen­dently and exercises judgment; ensures daily workload is carried out through individual and cooperative efforts; performs preventive maintenance of District-owned properties; and performs related duties as assigned.

Essential Duties and Responsibilities

• Performs a variety of technical duties to ensure accurate and timely data entry and processing of various financial records; documents financial transactions in general ledger accounts; reconciles bank, accounting and payroll data; analyzes journal
• Develops and implements plans for daily/regularly-scheduled park irrigation maintenance; installs, repairs and maintains irrigation equipment, as necessary.
• Establishes water budgets for each park facility; audits and calculates park/facility water usage, analyzes and interprets data and provides monthly reports.
• Investigates and develops new methods and/or improvements to existing methods that result in effective management and conservation strategies of limited water resources.
• Evaluates and makes recommendations, provides technical expertise to District staff, and provides reports to supervisor regarding water conservation objectives.
• Provides irrigation/water management training to staff.
• Assists in the design and makes water usage/conservation recommendations for new parks/ rehabilitation projects.
• Assists in seeking grants for water efficiency devices.

Other Duties and Responsibilities

• May be required to drive District or personal vehicle.
• May provide technical work guidance to Groundskeepers, contractors or temporary staff; participates in prioritizing irrigation/maintenance/water conservation workload and monitoring work of other employees for completeness, accuracy and conformance with departmental standards; provides information, instruction and training on work processes, proper uses of equipment, and safe work practices.

Qualifications

The City of Foster City is recruiting for a part-time Parks Maintenance Worker in the Parks Department. The is a part-time non-benefited position working approximately 20 hours per week, and no benefits are provided. 

Important and Essential Responsibilities 
Performs mowing, weeding, trimming, pruning, cultivating, fertilizing, pest control, planting and cleaning of lawns, trees, plants, and parks; removes and disposes of trash and litter; maintains park and maintenance equipment, buildings and facilities; maintains irrigation systems; performs construction and demolition of park facilities, drainage, low-voltage electrical and irrigation systems for new, expanded and renovated park facilities as part of capital improvement projects; performs minor plumbing or building repair duties; supervises and coordinates Sheriff’s Work Program personnel; operates small trucks, dump trucks, ride-on and walk-behind mowing equipment.

Selection Process
